A common element of strong Scouting units is that they have a good annual program planned a year in advance that is then shared with all families in the form of a calendar. The results of a shared annual program calendar with funding plan is that your unit will attract more families and Scouts will stay involved in Scouting for a longer time because they are receiving the Mountaintop Scouting experience. The following is an outline for how a unit program planning conference works. Instructional training videos can be found at www.glaciersedge.org It doesn’t take a rocket scientist to figure out what keeps Scouts in the program.They like to have fun, do cool and challenging activities, earn merit badges, go places, and learn things even though they might not want to admit it. That is what we call program and it doesn’t just happen by chance. It takes planning and preparation and starts with your annual program planning conference. The planning conference is a unit meeting, held annually where the unit schedules the key activities and events they want to do for the next year; along with a plan for how they will pay for these activities. What this looks like is different from unit to unit, the following steps will serve as a guide to help you. Program Planning Pre-Work Before the scheduled face-to-face conference, the committee chair and unit leader gather the following information: o Key school and community event dates o Important chartered organization dates o Personal dates that may affect your unit’s activities o District and Council dates (both are in this calendar) o Last year’s unit annual plan (if you have one)

To maximize the efficiency of your planning, the following people should attend the conference: o Chartered Organization Representative o All unit committee members & unit leaders o Your unit commissioner (optional) o Anyone else you think might be helpful o Unit priorities and goals (JTE) o For Troops & Crews: Youth Leadership Using This Guide as a Tool

As you page through this guide, you will notice that many of the calendar dates are not included on the calendar (area shown in blue). This guide is intended for you to fill in the dates that apply to you and your unit!

Along the right side of each page (shown in yellow here) district specific dates are listed. Find your district and put those dates on your calendar. In the center of the right hand page, (shown in red) are specific dates related to council program, camps, fundraising etc. Find the dates that apply to you and add them to your calendar.

Before you start the planning process: Explain to the group the importance of annual program planning, why you are doing it, and the rules for the process during this meeting. Step 1 This part is easy. Just take the dates you collected and put them into your master calendar—including meeting dates—either on a hard copy or by plugging the information into an electronic calendar on a computer. Step 2

Review what the unit did last year. Ask yourself questions like, what events went well, what events didn’t go so well? Did we earn the National Summertime Award? The Journey to Excellence Award? How did we do with weekly attendance? Did we participate in day camp, sleep-over camp, summer camp, high adventure? Did we sell popcorn, flowers, wreaths? Feel free to ask as many questions as you want, but don’t spend too much time on this, as the key issue is planning the upcoming year. Just use this research to help guide what you might want to keep, replace, or improve. Step 3 Brainstorm activities your unit might want to do in addition to weekly meetings. Include things such as: Blue and gold banquet, Courts of honor, , Scouting for Food, Weekend Campouts, Community service activities, youth recruitment events, District Events, Council Events, etc. Remember the brainstorming rule, which is anybody can suggest anything without critique or criticism. Feedback and analysis come later, after all the ideas have been captured. Once you have a list of things your unit might want to do, start prioritizing the list. Take a vote(s) on which activities to include on the schedule, then add the activities to your calendar. Step 4 By now, the calendar should be taking shape. The next step is to assign the person who will be responsible for each event (if possible) and then to create your funding plan. All events and activities have costs that need to be estimated, the unit should then have a plan to fund these cost, such as popcorn sales. Step 5

The final step is to review your annual plan to ensure you have captured everything your unit wants to do in the upcoming year. Once complete, publish your plan and get it to each family. Sharing the annual plan with your families could be the most important step in retaining your Scouts and building tenure, so don’t shortcut this one. Annual program planning is an ongoing process. Review the plan regularly to make sure you are still on track

CIT is our primary Cub Scout camp, but offers year round programs for all Scouts and outside groups. The camp proudly boasts more than 1 mile of frontage on the scenic Rock River. Sleep over camps give our Scouts the opportunity to experience all the fun of camp AND stay over 3 nights! This camp begins at 10am on day 1 (check in before 10am) and will conclude after lunch on the last day. All meals are provided as part of the fee. EBSR was opened in 1959 as Camp Castle Rock and serves the Glacier’s Edge Council as our primary Boy Scout Camp. In 2002, we opened Fellowship Hall, our beautiful dining facility. What is Regional Day Camp

Regional Day Camp is a five day, day camp. It is a high quality program that differs from other camp offerings as we bring the program to your doorstep! The Regional in Regional Day Camp means that these camps travel and occur in parks local to each district. This year, we are offering RDCs in East Madison, West Madison, Sauk County, Dodgeville, Janesville and Beloit. As the program grows, we will add locations! Day Camp is designed to provide a program experience for all Cub Scouts and Scouts will earn advancement appropraite to their den. This is a staffed camp with volunteer leader support. Regional Day Camp is 5 day program with program tracks for each den. Program each day runs 9am to 4pm and is a rotational station program. Every year the program is themed.

For 2017, our theme is: Knights of the Roundtable For 2018, the theme will be: Jedi Training Academy

Daily, Scouts will participate in activites such as Sports, Crafts, Nature, Outdoor Skills, and Shooting Sports.

Day Camp is a great way to complete Adventure Loops and Pins

Upon arrival at camp, Cub Scouts and Webelos will be placed into dens which will travel to seven stations daily where they will complete activities centered around the theme.

The Cub Scout activities will be focused on Scouts having fun and some advancement will naturally occur as a result of the program. Each Scout will complete TWO Adventure Loops. Webelos will have fun, and naturally occurring advancement, but their program will also included activities specific to the requirements for TWO elective adventures each year.

Inviting new families to join scouting is the most important thing we can do. Every fall, each Scouting unit runs a Membership Recruitment Event, Scout Night for Scouting Event/Join Scout Night. Membership recruitment is so important that it is recommended that every unit have a dedicated unit membership chair to organize, plan and execute these annual events. Fall Membership Kick-offs

Please plan on having your unit’s membership chair, committee chair and other adult leaders attend your District’s Fall Membership Kick-off & Training. At this training, you’ll receive all the information needed to put on a successful event. This included your marketing materials, a training on beascout.org, a training on how to properly recruit youth and parents, along with best practices. Online Applications

On August 1st, our Council will start to accept online youth and adult applications (we will continue to accept paper applications). These online applications are submitted from the applicant to unit leadership via beascout.org. This tool will become a very common and easy way for individuals to register and join the BSA, as such, please familiarize yourself with the beascout.org system through my.scouting.org. We will offer multiple training opportunities in the coming months as this is rolled out. Additional Resources

What is Recharter? Every October through December, all units (packs, troops, teams, crews, posts) are required to renew their affiliation with Scouting. Through the process, chartered organizations renew their partnership with the Glacier’s Edge Council, youth and adult members update their information and pay their annual registration fees, and Boy Life magazine subscriptions are renewed. A representative of each unit completes this process via an online system known as Internet Recharter. Unit rechartering has earned a reputation as being difficult when, in fact, it is pretty easy. If there is a hard part, it’s that some rules must be followed, to assist each unit to have a successful and easy annual recharter, the Glacier’s Edge Council will provide training and support per the following plan. Step 1 - Attend Your District’s Recharter Kickoff in September All units are expected to have at least 1 person (recommend more) in attendance at this training. You’ll receive your recharter packet with a detailed training on how to easily and successfully complete your unit recharter. Even if you’ve done recharter before, the expectation is that you attend this meeting, pick up your recharter packet and receive a review of the process. October 1st – The Only Online Recharter System will open October Roundtable – Each District will offer a Classroom Youth Protection Training, for those without internet access. Come early to get help with your online re-charter. Step 2 - By October 27th, Complete Steps 1 - 2 Online At your District’s recharter kick-off you will receive your unit’s access code for internet recharter, use that code to create a new user account in the online system and proceed to complete steps 1 - 2 of the online portion of the re-charter, this should only take 5 minutes. This will give you a current roster from the BSA’s registration system. Step 3 - By Nov 10th, Complete Steps 3-5 Online This includes updating your roster of members, removing those no longer in involved with your unit, adding new youth and adults not currently registered and collecting the 2017 dues ($24). At the end of the Internet Rechartering process (step 5), click the option to “Submit to Council”, which electronically sends your completed recharter to our council registration staff. Now you MUST print out the paper roster/recharter to use for the rest of the process. Step 4 - By Nov 17th, (before holidays) have printed re-charter signed and missing items collected. The Institution Head and Unit Leader must sign the re-charter approving all adults and youth for membership Any missing items such as applications will be outlined in red on the front page of printed recharter and must be attached in hard copy form to the recharter. The 2nd to last page of the recharter will give you a list of Adults who need youth protection training, if they show up on this list a ‘Hard Copy” of their certificate must be attached. Step 5 - By Dec 5th, meet with a Unit Commissioner Meet with a Unit Commissioner to have your recharter reviewed for errors prior to the District’s Wild Beast Feast. Step 6 - Attend your District’s Wild Beast Feast! At the December Roundtable, each District will host a Wild Beast Feast! This fun event serves multiple purposes and is designed to be fun and social. It gives all unit leaders and committee members the opportunity to meet in-person the District Leadership, and it also serves as our Re-charter Turn-in Night. The event is a pot luck of food with a “beast” theme; attendees bring beast (cooked meat of some type) or a side (like potato salad) to share with everyone. All those who attend can compete in the Wild Beast Competition to win the prestigious Best Beast Award! Our District Sub-committee’s will have tables placed around the room. these committees consist of Camping, Activities, Membership, Finance, Advancement, Training and Order of the Arrow with the Commissioners accepting completed recharters (with all applications, signatures and money) at their table. Each committee will have important information about exciting events and activities for next year and they can answer any questions you have.

Boy Scouting provides a series of surmountable obstacles and steps in overcoming them through the advancement method. The Boy Scout plans his advancement and progresses at his own pace as he meets each challenge. Cub Scout Angle Advancement Changes: Putting the “Outing in Scouting”. Cub Scout advancement centers on exciting and meaningful activities and requirements designed to teach each and outdoor skills. The recent advancement requirement changes allow some flexibility in the outdoor requirements, but they still emphasize the importance of beginning to “put the outing in Scouting” at the Cub Scout level. As your den prepares your calendar, the out- doors beckon; remember that the new requirements are effective now.

Boy Scout Angle Your troop is about to receive a new group of Cub Scout “crossovers.” From experience, you know that they will need to make several major adjustments, i.e., adapting to a new small group structure (patrols operate differently from dens), to a new hierarchy of leadership (youth more than adults), and a new concept of advancement responsibility. Often the new boys and their parents will be unprepared for the major shifts that will occur after the Webelos-to-Scout Transition. If these differences are not understood and adjusted to quickly, there is a genuine risk of losing this next generation of Scouts before the first badges are sewn on their uniforms. What is the Order of the Arrow? Glacier’s Edge Council is the home of the Takoda Lodge of the Order of the Arrow. The Order of the Arrow (OA) is Scouting’s National Honor Society. The OA is based on the principles of Brotherhood, Cheerfulness, and Service. Its membership fulfills the Order’s purpose of recognizing those who exemplify Scouting’s values, promoting responsible outdoor adventure, developing young leaders, and crystallizing the Scout habit of helpfulness into a life purpose of leadership in cheerful service to others. Established in 1915, the OA emphasizes service to the unit. In this way, Arrowmen give back to their troops with the leadership skills and values of service learned through the Order. The Order’s program complements the troop’s, providing valuable leadership training programs, worldclass high adventure opportunities, and exciting national conferences. Members of the Order of the Arrow are chosen by their fellow scouts through an election process at a troop meeting. Last year nearly 400 people gathered in fellowship and celebration of these two great groups. All 2017 Eagles attend free and receive a limited edition Eagle Medal and Council patch. It is a great night for Scouting in our Council, make sure to save the date!

Mohawk April 20-22 April 12 - Roundtable 2018 is the 10th annual Backpack Camporee. This camporee will give April 12 - OA Chapter Meeting Scouts and Scouters a chance to learn basic to advanced backpacking skills April 12 - Membership Kickoff including: water filtration, equipment demos, ultra-light hiking, backpacking April 14 - District Pinewood Derby food, and Leave No Trace camping. The Backpack Camporee is open to April 19 - District Banquet Boy Scout Troops and Venture Crews (no Cub Scouts please). This is a April 28 - Leader Specific Training great event for all units who plan and go on high adventure trips!

National Youth Leadership Training June Day Camps NYLT “Bringing Camp to YOUR neighborhood!” The NYLT course centers around the concepts of what a leader must BE, what he must KNOW, and what he must DO. June 18-22 - East Madison The key elements are then taught with a clear focus on HOW June 18-22 - Wisconsin River District TO. The skills come alive during the week as the patrol goes June 25-29 - Wisconsin River District on a Quest for the Meaning of Leadership.
