Longia (Bhopal) The meeting was called to order by Dr. Daisy Sahni, the President of ASI. Obituary: Members were informed about the sad demise of 8 fellow anatomists.(i) Dr. R. N. Bajpai (Kanpur) (ii) Dr. M.N. Mahendrakar (Navi Mumbai) (iii) Dr. R. K. Jain (Bhopal) (iv) Dr. B. S. Pandey (Lucknow) (v) Dr. Tripta Sharma (Jalandhar) (vi) Dr. G. Sadasivam (Hyderabad) (vii) Dr. L. Patnaik (Bhubaneshwar) (viii) Dr. Barun Kumar Bandyopadhyay (Kolkata).Members stood in silence for two minutes to pray to the Almighty to grant peace to the departed souls and to provide strength to the members of the bereaved families to bear this irreparable loss. It was resolved that condolence message be sent by the General Secretary to members of the bereaved families. Min. 1/15: Members acknowledged the receipt of the minutes of the last General Body meeting held on 19th November 2014 which were circulated vide No. ASI /14-Min.(ii)Secy-4 dated 02/01/2015. Minutes were approved with modification in the published paper award to retract the name of Dr. Swetasmita Misra (Delhi) from both Dr. H. J. Mehta Memorial Award of 2013 and Dr. Lata N. Mehta Memorial Award of 2013 due to the reason that she is not a member of ASI. Further it was approved that the Dr. H. J. Mehta Memorial Award of 2013 be given to Dr. Kusum Gandhi (Loni) and Dr. Lata N. Mehta Memorial Award of 2013 be given to Dr. Maitreyee Nandi (Kar) of Sushruta Nagar. . Min. 2/15: In the matter arising out of the minutes of the last General Body meeting held on 19th November, 2014 after a long debate and as demanded / suggested by some members it was decided that a proposal will be prepared and sent to the General Secretary by Prof. R. K. Zargar (Jagdalpur) to reduce the requirement of number of conferences and EC meetings as one of the eligibility criteria for election to the various posts. On account of his protracted illness he, however, could not do so. Min. 3/15: Members were appraised of the decisions of the Executive Committee Meeting held on 20th November, 2015 at K.G’s. Medical University, Lucknow. The following decisions were also approved by the General Body. (a) Recommendations of the Editorial Board Meeting held on 20th. November, 2015 and approved by the Executive Committee were placed before the General Body for ratification :- i) Editor-in-Chief and Joint Editor gave a brief account of performance of the journal for the last three years which was appreciated by several members. ii) All Section Editors and Editorial Board members should positively send their updated profile along with email ID to the Editor-in-Chief within a month after the conference, failing which their name may be dropped as per requirement of SCOPE (England & Wales). iii) Editor-in-Chief proposed concessions in publication charges:- (i) Processing fee from Rs.500/- to Rs.400/- (ii) Charges for coloured photograph from Rs.1000/- to Rs.750/-,(iii) Charges for black & white photograph, illustrations and tables from Rs.500/- to Rs. 400/- (iv) Maximum capping of publication charges from Rs.10000/- to Rs.7500/- while minimum charges will remain the same, i. e., Rs.2,500/-. iv) The Organising Secretary has to send the proceedings of the conference to the Editor-in-Chief within one month of the conference failing which he / she has to pay an amount of Rs.10,000/- as inflation charges. v) All the Editorial Board members are requested to send names of three or more proactive and sincere academicians for inclusion in the panel of reviewers who can also be from the allied subjects. vi) The audited income and expenditure account of Rs. 337,024=00 for period 01.04.14 to 31.03.2015 was presented by Editor-in-Chief Dr. Vishram Singh and was approved. vii) Since the term of present agreement with Reeds Elsevier India Pvt. Ltd. is going to expire on 31 December 2015, a new draft agreement was presented for the next three years ( 2016 to 2018). It was decided to constitute a sub-committee of six members comprising of (i) Dr. Daisy Sahni – President (ii) Dr. G. S. Longia - Gen. Secretary, (iii) Dr. A. K. Srivastava – Treasurer, (iv) Dr. Vishram Singh – Editor-in- Chief (v) Dr. S. D. Joshi and (vi) Dr. Ashok Sahai. The members of the sub-committee were requested to go through the draft of agreement and send their comments / suggestions within 15 days to the Editor-in-Chief for onward necessary action. viii) The Editor-in-Chief informed that five (5) issues of JASI (2 print, 2 online and 1 abstract issue) are being regularly printed. ix) A budget of Rs. 15 Lac was approved for the year 2016. x) It was decided that the award winning papers on publication will be charged 50% of publication charges. xi) It was decided that as a safeguard measure, there will be a mention that this paper was given a particular award (name of the award to be mentioned) on the title page of the paper in the Journal of ASI so that the same paper is not considered for any other award in the category of published paper. xii) The Editor-in-Chief was requested to explore the possibility of a third print issue on account of good financial health. This will further improve circulation and efforts to get the journal Indexed by more agencies of repute. All the above recommendations approved by the Executive Committee were ratified by the General Body. (b) Dr. Ashok Sahai (Vice President) gave a demonstration of newly designed website of ASI and introduced the web designer Sri. Vinay Sharma. The efforts of Dr. Sahai, and web designer were appreciated by one and all. Expenditure of Rs.60000/= incurred on redesigning of website and annual maintenance fee of Rs.4000/=as informed by Treasurer, was approved. The website will be updated from time to time by Dr. Archana Rani, Website Manager, Assistant Professor of Anatomy, K G’s Medical University, Lucknow-262003 (UP ; mob: 09451950799, email: [email protected]) (c) i) Audited receipt and payment account of Rs. 1,17,03,772=84, for the period 01-04-2014 to 31.03.2015 was presented by Dr. A.K. Srivastava, Treasurer of society and was approved. ii)The Treasurer informed that he has received income tax refund including the interest on refund this year. House appreciated this. iii) Treasurer informed about the renewal of IFAA membership. (d) Out of the names recommended by the search committee for “Prof. Inderjit Dewan Life Time Achievement Award” for the year 2016, the name of Dr. I. Manorama Thomas of Bangalore, was unanimously recommended and was approved. (e) Selection committee constituted for award of Fellowship recommended two names: Dr. S. Melani Rajendran (Chennai) and Dr. N. Damayanti Devi (Imphal) for the award of fellowship of 2015. (f) General Body was informed that: (i) Judges were appointed for various award on published papers in the Journal of ASI for the year 2015 ( Names are Confidential). (ii) Judges were appointed for various award papers to be presented from platform in award session and posters in award poster session of 2015. (Names are confidential). (iii) President Dr. Daisy Sahni (Chandigarh), both Vice-Presidents Dr. G. P. Pal (Indore) and Dr. Ashok Sahai (Agra) were nominated as Chairperson and Co-Chairperson for Dr. S. P. Jain Memorial Oration 2015 and also for papers in the award session. (iv) Committee members for award of Dr. Shamer Singh Memorial Oration, 2016 were appointed (Names are confidential). (v) Since the term of the present Search Committee for 'Prof. Inderjit Dewan Life Time Achievement award' will end on 31st December, 2015, therefore, a new Search committee for a period of one year (2016) was constituted (Names are Confidential). (vi) Since the term of the present Selection Committee for Fellowship of ASI will end on 31st December 2015,therefore, a new committee for 2016 to 2018 was constituted. (Names are Confidential). (vii) It was informed that the Registration of ASI has been renewed with the Registrar of Societies at Lucknow for a period of 5 years (2015 to 2020) and Dr. R. K. Verma is looking after this work. (viii) After a lot of discussion it was decided by the majority of the EC members that “one award for one published paper” be approved. If a published paper in JASI gets maximum marks for two or more awards by the Judges, the award will be given only for that paper in which there are maximum marks. For other awards his / her name will not be considered and therefore, the paper 2nd in position will be awarded. It was approved. (ix) It was approved that the first author for Presented Paper / Poster should submit a declaration to be sent along with the paper to the General Secretary stating that the entire matter of the manuscript has not been published / presented elsewhere, and it was approved. Rules to be amended accordingly. (ix) It was approved that the Treasurer will not accept incomplete Membership Application Forms at any time especially during the conference. (x) It was approved that the members requesting for old LM certificates should write a request letter to the General Secretary reaching him not later than 30th. October and should collect the same from the ASI counter personally or authorised person during the conference. (xi) Rules for the proposed “Dr. Inder Jit Dewan Memorial Award on Clinical Anatomy Poster” were read by President and approved. The award will be implemented from 2016. (xii) Affiliation of Kerala Chapter to ASI and the constitution, rules and regulations submitted are in accordance to ASI. The affliation, constitution, rules & regulation were approved. (xiii) Affiliation fee & dues of various State / Zonal Chapters of ASI were informed to the members which are as under : - (1) Andhra State Chapter Rs. 1540=00 (2). Bihar & Jharkhand Chapter Rs. 1700=00 (3) Gujarat State Chapter Rs.1600=00 (4) Karnataka State Chapter Rs. 2270=00 (5) Kerala State Chapter NIL (6) .Maharastra State Chapter 100=00 (7) North Zone Chapter Rs. 2620=00 (8) Orissa State Chapter Rs. 1620=00 (9) Chapter Rs. 1480=00 (10) West Bengal State Chapter Rs. 1830=00. It was decided that the dues should be cleared before the next conference. Dr. B.K. Dutta (Orissa) requested the Treasurer and Gen. Secretary to check their records again before realizing the dues of Orissa Chapter. He was advised to be in contact with the Gen. Secretary and Treasurer for the same for timely action in this matter. Min. 4/15: Members were apprised of the decision of Executive Committee on the reduction of faculty members by MCI. General Body did not agree to the EC decision that Heads of the Departments should write to MCI regarding this matter. Most of the members suggested that the Anatomical Society of India should send a representation to MCI, Ministry of Health, Media and other concerned authorities to reconsider this decision and restore the number of faculty members to a healthy student-teacher ratio (10:1). For preparation of the draft of representation Dr. N. Damayanti Devi (Imhal) offered her services so that the Gen. Secretary could send a properly worded good representation to the MCI and all the relevant offices of Government of India. Dr. Jitendra P. Patel (Ahmedabad) offered his services for Media coverage and Dr. Kumar S. Ravi (Rshikesh) offered his services to look after legal aspect of MCI notification and representation of ASI. Their gesture was highly appreciated and this was approved. Min.5/15: (a) Budget for 2016 was approved for the various Offices of the ASI as given under: (i) President : Rs. 10000=00 (ii) General Secretary : Rs. 55000=00 plus extra expenditure of Rs. 24744=00 for scanning of membership applications and Rs. 3625=00 as cost of the external hard disc. (iii) Editor : Rs. 15,00,000=00 (iv) Treasurer : Rs. 50000=00 plus extra expenditure of Rs. 60000=00 on creation of new website of ASI (b) President, Dr. Daisy Sahni (Chandigarh) very generously did not take Rs. 10000/- sanctioned for President’s Office for 2015. This gesture was highly appreciated and placed on record. (c) It was approved that the same auditors and advocates will continue for the office of Treasurer and same auditors for the office of the Editor for 2016. With the announcement of the results of election & nomination several members raised objections regarding lack of transparency in the electoral process and were agitated. They demanded that a Returning Officer be appointed to look after the election. Some suggested that on-line voting be introduced. The candidates and some other members raised objections for rejection of their nomination forms. They were told about the reasons for rejection to which they did not agree. This was followed by ruckus, pandemonium and even use of un-parliamentary language against the General Secretary and a group of persons with him. On this Dr. Longia placed his resignation, in writing, before the house and left the meeting. The President Dr. Daisy Sahni along with some other office bearers tried to pacified the members but members wanted to continue with the meeting even in the absence of the General Secretary for which the President refused. In the mean while most of the members walked away from the meeting. Dr. S. Ramaswamy then actively intervened, asked all present to follow the rules and that to amend any rule bring proposal and get it passed with minimum requisite number of members; with this the order of the house was restored. To break the impasse and to set the ball rolling Dr. S.H.H. Zaidi (Bareilly), on behalf of the house, announced that of the remaining agenda of the General Body meeting whatever was passed by the Executive Committee held on 21st November, 2015, will be taken as passed by the house as well. These items approved in the EC meeting are given below in min.9/15,10/15,11/15 and 12/12 of G.B. Min.

In the mean while some senior members of the society brought Dr. Longia back in the meeting. Dr. Daisy Sahni, the President, then announced that she is not accepting the resignation of Dr. Longia and requested him to continue with the meeting and proposed the following which were agreed upon by the house. (1) To appoint a Returning Officer to look after the election. (2) To discuss and finalise about on-line voting and other electoral amendments in the next year Executive Committee & General Body meetings.

Min.9/15: The EC was informed about the Honours & Awards received by members of the society in the year 2015 as given below: (1) Dr. S. Ramaswamy, Chennai received fellowship FRCS,(Glasgow) in July 2015. (2) Dr. Daisy Sahni (Chandigarh) received Fellowship of National Academy of Medical Sciences for 2015 (FAMS). (3) Dr. Anajli Agarwal (Chandigarh) received MAMS for 2015. (4) Dr P. Vatsalaswamy (Pune) became member of IFT of UNESCO Chair in Bioethics, the International Centre for Health, Law & Ethics,University of Haifa. (5) Dr. Vishram Singh (Ghaziabad) was awarded Fellowship of International Medical Sciences Academy (FIMSA). (6) Dr. Avinash Abhaya (Chandigarh) was awarded WHO Fellowship for a course “Strengthening Human Resources for Health” at Harvard School of Public Health, Boston, USA. He was nominated by Ministry of Health & Family Welfare. Min.10/15: The EC was informed about the activities of various state / zonal chapters of ASI. (a) North State Chapter of ASI: They organised 10th annual conference & CME on 5th & 6th November 2015.at SGRD College, Amritsar. Dr. I. J. Dewan Life Time Achievement award was conferred upon Dr. Subhash Kaushal of Patiala. (b) Andhra Pradesh State chapter organised 14th annual conference at Kuppam in July 2015. More than 100 papers were presented. (c) UP chapter of ASI organised 23rd Annual conference at SRSM Institute of Medical Sciences, Bareilly. About 150 delegates attended the conference and 65 papers were presented from the Dias. Longia (Bhopal) on the Guidelines for the Organising Secretaries that within one month of the conference, the organising secretary should send:- (i) Resume of the conference and CME / Workshop etc. to General Secretary of ASI in hard copy & by e-mail so that it could be included at the end of the minutes of G.B. meeting. (ii) To send Associate Membership fees @ Rs. 300/- charged from each associate delegate to the Treasurer of ASI, were approved. Further it was decided to amend the present Guidelines by adding these after 16 d (ii). The resume may be prepared on the pattern of the resume of Imphal Conference, 2014 appended in the end of GB Minutes circulated vide no. ASI/14-min.(ii)/Secy-4 dated 02/01/2015. (d) Proposal of Dr. G. S. Longia (Bhopal) duly seconded by Dr. A. Sahai (Agra) regarding modification in membership fee of ASI (i) Ordinary Membership fee from 1000/-INR to 1500/- INR (ii) Couple membership from1500/-INR to 2250/- INR (iii) Life membership from 7000/-INR to 8000/- INR These rates were approved. Longia (Bhopal) that all state / zonal chapters of ASI may be sent a letter / notice in writing to pay all the dues within six month of the conference, failing which action, as deemed fit by the E.C. will be taken. Further, all the Chapter Secretaries be requested to send their complete postal address along with mobile no. and e-mail address to General Secretary of ASI for faster communications. Sahai (Agra) regarding Poster presentation for award, that the manuscript of the poster should be submitted to General Secretary of ASI in A4 size in triplicate with all charts, diagrams, photographs and tables etc. so as to reach on or before 30th September of the year of the conference .in which the candidate wishes to compete for award. This was approved. IMPORTANT NOTE: The proposal of Dr. G. S. Longia (Bhopal) duly seconded by Dr. Ashok Sahai (Agra) to amend the existing rule to reduce the number of conferences and EC meetings as eligibility criteria for election to the various posts could not be tabled in the house. Resume of 63rd National conference of ASI held at King George’s Medical University UP, Lucknow

The 63rd NATCON of ASI took off with rich academic feast on 20th November 2015 as the Pre-conference CME in the Auditorium of Convention hall on “Abdomen & Cranial Cavity Ultrasound” in Session-1 , “Musculoskeletal & vascular ultrasound of limbs” in the Session-2 and “Foetal Ultrasound” in Session-3. Dr. P. K. Srivastava & Dr. Anit Parihar from KGMC, Lucknow, Dr. Ashok Khurana from New Delhi and Dr. Ashwin Lawande from Navi Mumbai, were the speakers who also gave live demonstrations of normal ultrasonographic anatomy of various organs, viscera, muscles, tendons and blood vessels, also commenting upon the altered anatomy in relation to many associated disorders. They emphasised the need, to first recognise normal anatomy in USG and highlighted that many disorders can now be diagnosed by specialised and more sensitive probes used in USG. Besides anatomists, radiologists, gastroenterologists, vascular surgeons, neurosurgeons and orthopaedic surgeons also attended. The audience freely interacted for better understanding. The programme included a pre and post CME assessment and participant feedback. The whole affair was the star attraction of the day. The evening of the same day was devoted to a Pre-conference Workshop on “Pivotal role of microteaching in honing teaching skills” organised in collaboration with Hind Institute of Medical Sciences, Barabanki. Dr. P. K. Sharma and Dr. Y. J. Bhosale were the speakers. The conference was inaugurated on 21st November 2015 by Chief Guest His Excellency shri Ram Naik ji the Governor of Uttar Pradesh and Prof. A. Halim as the Guest of Honour, the Souvenir was released by the Governor. The first day of the conference was devoted to Orations, Award paper presentations, Guest Lecture and scientific sessions. Dr. Inderjit Diwan Life Time Achievement Oration for the year 2013 was delivered by Dr. S. Ramaswami (Chennai) on “Lifetime Achievements and Awards” & for the year 2014 by Dr. A. Krishnamurti (Chennai) on “Design of nervous system” and Dr. S. P. Jain Memorial Oration was delivered by Dr. P. A. Kumar (Chennai) on “Neuronal control of mastication”.Three Awards papers were presented and 2 award poster were also displayed.. For the next two days the delegates witnessed a great academic treat of 338 oral and 184 poster presentations. In between oral papers 5 Guest Lectures were also delivered by speakers: Dr. M. L. Ajmani (Oman) , Dr. S. K. Saxena (Omaha-USA) , Dr. (Hon’ble Vice- Chancellor, KGMU) , Dr. A. Shariff (AIIMS), Dr A Bhattacharya and Dr. D. R. Singh (Nepal). A total of about 900 delegate inclusive of associate delegates & postgraduates from India and Abroad attended the conference.The official business of the Anatomical Society of India were held :- Editorial board meeting was held on 20th November, at 4.30 pm in the conference room of New Guest house in K.G’s.M.U campus., Executive Committee was also held in same room at 6.30 pm. General Body meetings was held on 22nd November, at 6.00pm. in the auditorium of Convention Hall. The post conference workshop was organised in the afternoon of 23rd November 2015 in collaboration with Era’s Lucknow Medical College, Lucknow on “Soft embalming for cadaveric surgery”. Dr.M.S. Siddiqui & Dr. Sanjeev Kumar were the speaker. The Valedictory function was held on 23.11.2015 at 1.30pm.The function was addressed by many members.All the members thanked the organiser team for providing comfortable stay and excellent scientific feast. Dr Damyanti Devi ( Imphal) was installed as the President of ASI for 2016. Dr. Surajit Ghatak invited all the members to Jodhpur. Members bid farewell to each other in happy mood to meet at Jodhpur with new ideas in the coming year 2016.
