Sub No: 109: Read and record the minutes of the previous meeting held on 20th June 2014.

The Minutes of the 12th Governing Body Meeting held on 20th June 2014 were confirmed and noted the Action Taken Report. (Annex. 1)

The Member Secretary informed that the institution has written letters to the AICTE and UGC multiple times, to nominate their nominees on the Governing Body of RVCE, but till date the institution has not received any response.

The Member Secretary informed that on account of delay in Autonomous Status for PG programs, the NAAC peer team visit is on hold.

Sub No: 110: Ratification of the Activities of the 13th Governing Body Meeting (By Circulation – Dt. 9/10/2014)

Prof. K.N. Raja Rao – TEQIP Co-Ordinator informed the Governing Body that due to paucity of time, the institution has circulated the Agenda points vide Sub. Nos. 96, 97, 98 and 99 to all the members of the Governing Body for their consent and ratification in the subsequent Governing Body Meeting.

Sub. No. 112: To approve the Minutes of 19th Academic Council Meeting held on 22-6-2015. 1. List of Gold Medalists 2. List of Rank Holders 3. List of Graduating Students of 2015. 4. Best outgoing student

The Member Secretary informed that the institution had convened its 19th Academic Council Meeting on 22nd June 2015 wherein vide the Council unanimously approved the list of Gold Medalists, Rank Holders and Graduating Students of 2015 batch.

Resolution:

The Governing Body endorsed its approval of the Minutes of 19th Academic Council Meeting on 22.6.15. The approved list of Gold Medalists, Rank Holders and Graduating Students of B.E / B.Arch 2015 batch is appended in Annex. 4.

Sub. No. 113: Approval of Graduation Day celebrations to be held on 11thJuly 2015.

The Member Secretary briefed that the 5th Graduation Day programme is proposed on 11th of July 2015. He sought approval of the Governing Body to organize the Graduation Day on the scheduled date.

The Member Secretary also informed that Padma Vibhushan Dr. M.R. Srinivasan, Former Chairman, Atomic Energy Commission and Former Secretary – Department of Atomic Energy, Govt. of India, will deliver the Graduation address as the Chief Guest. Dr. Gopichand Katragadda, Group Chief Technology Officer, TATA Sons Ltd. Mumbai and Alumni of RVCE, will be the Guest of Honour.

Resolution:

The Governing Body approved the date of holding 5th Graduation Day on 11th July 2015.

Sub. No. 114: New approvals under TEQIP-II Sub Component 1.2.

The TEQIP Co-Ordinator highlighted about the new proposals for approval under TEQIP-II Sub Component 1.2 and 1.2.1.

Resolution:

(a) The GB endorsed its approval for an adhoc appoint of Data Entry Operator for TEQIP Secretariat at a consolidate pay of Rs. 15,000/- per month in place of Mrs. Jayashree.

(b) The GB approved to conduct 5 Day Workshops on “Pedagogy Training” programmes for faculty of RVCE and other Institutions and Finishing School – Employability Enhancement in Teaching Pedagogy Programmes for M.Tech students during June-July 2015 at an Approximate cost Rs.60, 000/-.

(c) The GB endorsed its approval for release of Assistantship to Ms. Ashwini I Gadag & Ms.Sindhu D.V Integrated Ph.D. students @ Rs. 10,000/- per month w.e.f. 1.1.2015. The GB also approved the release of Assistantship to the other four Integrated Ph.D. students. The GB approved the proposal for award of Research Assistantships under TEQIP-II Sub-Component 1.2 @ Rs. 10,000/- per month, due to shortage of funds and subject to the release of additional grants. The GB also approved the release of Teaching Assistantships of Rs. 8,000/- per month to the 22 Non- GATE M.Tech students under TEQIP-II Sub. Component 1.2 and 12 Non-GATE M.Tech students under TEQIP-II Sub. Component 1.2.1 (CoE).

(d) The GB approved to procure Simufact Forming software at a cost of Rs. 10,00,000/- under TEQIP-II Subcomponent 1.2.

(e) The GG approved the proposal for deputation of 5 HODs / Senior faculty members for the Management Capacity Enhancement Programs to be held at IITs /IIMs in July/Aug. 2015 and necessary expenditure to be borne under TEQIP-II.

Sub. No. 115: New approvals under TEQIP-II Sub Component 1.2.1

The Member Secretary presented the details of new approvals under TEQIP-II Sub. Component 1.2.1.

Resolution: The Governing Body endorsed its approval for the following:-

(a) Procurement of AIP Digital Archive at a cost of Rs. 21,00,000/- under TEQIP-II Sub Component 1.2.1 (CoE).

(b) Procurement of E-Books at a cost of Rs. 10,00,000/- under Center of Excellence budget.

(c) (i) Proposal of Sri. A. Mahesh, Asst Professor, Department of Electronics and Communication Engineering to present a paper on “A Hybrid Method of Analysis of Shaped Dielectric Lens Antenna” at an International Conference to be held at Vancouver, British Columbia, Canada from 21st to 25th July 2015 and sanctioned the approximate expenditure of Rs 2,56,640/-.

(ii) Proposal of Sri. K.S. Shushrutha, Asst Professor, Department of Electronics and Communication Engineering to present a paper on “Analysis of Spheroidal Dielectric Lens – Array Antenna” at an International Conference to be held at Bali Island, Indonesia from 30 th June 2015 to 3rd July 2015 and sanctioned the approximate expenditure of Rs 1,95,250/-.

(d) Proposal of the Sensors Group to visit Thapar University, Punjab University, IIT Roopar and IIT Delhi, during June and July 2015 to explore the possibility to collaborate, develop and implement joint research projects in the domain of flexible/ innovative / low power/ Nano sensors. Sanctioned the approximate expenditure of Rs. 2,82,500/- towards travel and contingency expenses for 5 faculty members of the group.

(e) Proposal of the Solar Group to visit Vikram Solar Private Limited, West Bengal, IIT, Kanpur, IIT, Guwahati during July 2015 to explore the possibilities to collaborate, develop and implement joint research projects in the domain of Solar PV and Solar thermal systems. Sanctioned approximate expenditure of Rs. 2,47,000/- towards travel & contingency expenses for 5 faculty members of the group.

(f) Proposal of Bio-instrumentation Group to visit IIT Delhi and IIT Roorkee during July 2015 to explore the possibilities to collaborate, develop and implement joint research projects in the domain of Biotechnology and Biomedical Engineering. Sanctioned the approximate expenditure of Rs. 2,00,000/- towards travel & contingency expenses for 5 faculty members of the group.

(g) Proposals for attending the International Conferences by Faculty/ Research Scholars on case by case basis with prior approval from the Research Advisory Committee and subsequent approval/ratification in the succeeding Governing Body Meetings. The TEQIP Coordinator informed that the institution had conducted workshop and faculty attended training programme / project presentation under TEQIP-II Sub Component 1.2 and sought ratification of the Governing Body.

Resolution:

The Governing Body ratified the following proposals under TEQIP-II Sub Component 1.2.

(a) Ratified the estimated expenditure of Rs. 16,000/- in connection with conduction of a two day workshop on “Outcome Based Education” during 18th and 19th June 2015 in the campus.

(b) Ratified the estimated expenditure of Rs. 20,000/- by Prof. K.N. Subramanya and Mr. Ravi Varma in connection with attending “e-FMR Training” on 10th June at Mumbai.

(c) Ratified the estimated expenditure of Rs. 50,000/- by Prof. M.S. Krupashankar & Prof. Nataraj J.R. of Mechanical Engineering towards travel expenses & contingency expenses in connection with presentation of project proposal entitled “Development & Characterization of Graded Micro Structure Disc using Induction Heat Treatment” at Aeronautical Research & Development Board, New Delhi for seeking funded projects to the tune of Rs. 24.60 lakhs.

Sub. No. 117: Ratification of Proposals under TEQIP-II Sub Component 1.2.1

The TEQIP Co-Ordinator informed that two faculty members had attended a Summer School in Digital VKSI Design held at Ranchi during July 2014 and sought ratification of the Governing Body for the travel expenditure incurred (one way airfare).

Resolution:

(a) Ratified the travel expenses of Sri. Narasinmha Raja, Asst. Professor, Department of Electronics & Communication Engineering for attending a Summer School in Digital VLSI Design held at Ranchi during June 15th to 30th July 2014, to the tune of Rs. 7,515/-.

(b) Ratified the travel expenses of Sri.Arun Kumar P Chavan, Asst. Professor in the department of Electronics & Communication Engineering for attending a Summer School in Digital VLSI Design held at Ranchi during June 15th to 30th July 2014, to the tune of Rs. 7,515/-.

Sub. No. 118: Ratification of Finance Committee Meeting held on 25.7.14 & 28.3.15.

The Member Secretary highlighted the key points discussed in the Finance Committee Meetings.

Resolution:

The Governing Body ratified the Minutes of Finance Committee Meeting held on 25.7.14 and 28.3.15.

Sub. No. 119: Approval for starting of one year Certification Courses for International collaboration with FHWS and admission to their Engineering Program.

The Member Secretary informed that the institution has initiated the process to start of one year Certification Course in collaboration with FHWS-Germany. He also informed that the Institution has already signed Letter of Intent with FHWS. (Annex. 5)

RVCE will conduct (both theory and Pre-study industrial practices in house and visits to manufacturing companies around Bangalore) and award a One year certificate for student who successfully passes the exam.

This is an eligibility criteria along with the prescribed Deutsch language for admission to their second year at FHWS.

FHWS had agreed to support our marketing activities with 5.000 EURO.

It is proposed to charge Rs 2.35 lakhs per student for the one year certification course which would include study of English, Physcis, Chemistry, Maths, German, Engineering drawing and other subjects as to be agreed between the two institutes.

The medium of instruction would be in German.

There will be no course fee for the study in Germany. The students would have to just mange their cost. The total duration of the program would 4.5 years including a) 1 year certificate course in RVCE b) 3 years Program at FHWS and c) 6 months of mandatory Internship in a German Company around FHWS in the Bavarian Region where many world’s leading automobile, automation and robotics companies are situated.

Sri. D.P. Nagaraj suggested that while providing information for the advertisement, the institution could furnish the fee details as Tuition Fee – Rs. 2.25 laksh and Rs. 75,000/- as Hotel fee including food.

Resolution:

The Governing Body approved the proposal to start Certification Course in collaboration with FHWS Germany and accorded its approval for collecting Tuition Fee of Rs. 2.25 lakhs and Hostel Fee of Rs. 75,000/-.

Sub. No. 120:

(a) Information on visit of various Compliance Committees.

The Member Secretary informed that UGC and VTU Inspection Committees visited the college in connection with Continuation of Autonomy on 9th & 10th Jan. 2015 and 6th & 7th Feb. 2015. Further, the DTE Inspection team visited on 15th Jan. 2015 in connection with Permanent Affiliation for PG program in Highway Technology. Recently, the VTU LIC committee visited in connection with Grant of Continuation / Temporary Affiliation for UG and PG programs.

(b) AICTE approval information for the academic year 2015-16.

The Member Secretary informed that AICTE has approved new UG programme in Aerospace Engineering with an intake of 60, from the academic year 2015-16. He also informed that the institution has created requisite infrastructure for running the programme and also faculty members have been identified. The course syllabus has already been framed in consultation with the University.

The Member Secretary presented the details about additional norms and institutional terms for faculty and Staff and criteria for Recruitment. (Annex. 6)

The Governing Body informed the Member Secretary to send the proposal to the Management to fine tune the same and later the institution could publicize.

(d) Appointment of new faculty and support staff.

The Member Secretary informed that 37 Faculty members and 35 Support Staff have been recruited for various departments, since July 2014. (Annex. 7)

(e) IDP for additional funds under TEQIP-II sub component 1.2.

The TEQIP Co-Ordinator informed the GB that the institution has sent IDP for additional funds under TEQIP-II subcomponent 1.2 of Rs.550.17 Lakhs.

(f) Achievements of RVCE.

The Governing Body appreciated on the report of the Academic / other activities of the college from July 2014 to June 2015 (Annex. 8) presented by the Member Secretary & Principal.

Sub. No: 121: Any other subject/s with the permission of the Chair.

(a) The Member Secretary informed the GB that the existing student nominees have completed their UG & PG programs. He proposed the following four student names (UG & PG) to the Governing Body and sought approval for the same.

Resolution: The Governing Body endorsed its approval.

(b) (i) The TEQIP Co-ordinator informed that, NPIU has advised the project institutions to adopt nearby villages and transfer technology for enhancing the living standards of the villagers.

Resolution: The GB approved the proposal of allocating Rs. 20.00 lakhs under R&D Head of Account, towards the expenses to be incurred in connection with adoption of nearby villages and transfer technology as part of Corporate Social Responsibility, under TEQIP-II Sub Component 1.2.1

(b) (ii) The TEQIP Co-ordinator appraised the members that, the Patents are one of the Key Performance Indicators (KPIs) of TEQIP-II (1.2 and 1.2.1). In order to encourage and handhold the faculty in the process of filing Patents, it is proposed to appoint a Consultant for this activity and the credentials of the Consultant will be uploaded on to the PMSS portal for procurement of services.

Resolution: The GB approved the appointment of a Consultant and a remuneration of Rs. 30,000/- per month to be paid under TEQIP-II (1.2.1) and all other expenses in connection with Patent Filing & Examination will be met out of the R&D Account of TEQIP-II (1.2 and 1.2.1).

Resolution: Ratified the proposal of releasing the Teaching Assistantship only till 31st December 2014. Further release of Teaching Assistantships is subject to the release of additional grants by NPIU.

All appointment will be based as per AICTE norms for various faculty positions and the Trust Norms for Support Staff (technical and administrative). The appointments will be made subject to availability of clear vacancies in the departments as per the Governing Body Approved student faculty ratio and meeting broad norms of Compliance Agencies.

(B) Recruitment of Assistant Professor (Direct)

B1. In case of fresher’s or less than two years experience Appointment will be made as per minimum basic in the AICTE scale + 2 non-compoundable Increments for (M.Tech./ME/MS/M.Arch./M.Phil)

B2. In case of Ph.D. holder he shall be eligible for 5 non-compoundable increments (2 for M.Tech./ME/MS/M.Arch./M.Phil. & 3 for Ph.D.) on the Basic AICTE Scale, and AGP of Rs 6000 will be implemented after completion of Probation period and Confirmation of service.

B3. For people with more than 3 years of Experience an Additional 1 increment will be given for every 2 years of Teaching or / every 2/3 years Industry / R&D experience based on type of organization. (However in exceptional cases where the teaching/research/industrial experience is of very high caliber, the prospective employee can be considered for additional increments to match emoluments commensurate with the Prior Industrial / Institutional / R&D organization, to give due weightage for their prior experience)

B4. AGP of Rs. 6000 will be considered in the case of experienced candidates, if based on the criteria mentioned above the employee is eligible for 6 or more increments during the appointment process.

B5. Otherwise be it fresh appointments or with some experience, AGP of Rs.6000 will be considered after the completion of the Probationary period.

B6. Implementation of Next AGP of Rs 7000: An in Service candidate or a new recruit will become eligible for consideration Rs 7000 AGP as per the Institutional norms of teaching outcomes , satisfactory student feed-back, involvement in college activities, no of publications, funded project, FDP training with over 7 years of experience or eligible for 7 increments during the process of appointments.

B7. Implementation of AGP of Rs 8000 : 5 years of service in the institute in Rs 7000 AGP or eligible for 5 more increments as per the conditions defined earlier in B3, and commensurate out come in terms of teaching outcomes, satisfactory student feed-back, involvement in college activities, number of publications, projects, patents and relevant outcomes.

Note: AGP enhancement at each stage will be considered after fulfilling the criteria in B6/B7 as applicable, subject to the submission of SAR and Evaluation sheet duly filled by the candidates and the Assessment of Performance by the Respective HoD and the Principal or an appropriate committee.

(C) Recruitment of Associate Professor (Direct)

C1. A person with Ph.D, and a minimum of 5 years Teaching Experience as Assistant Professor OR 2 Years Teaching Experience as Assistant Professor with 05 years Industrial Experience or over 8 years of Academic/R&D/Industrial experience and at least one year after Ph.D, will be placed on the starting basic pay of ` 37400 in Grade of 37400 – 67000, with an AGP of Rs.9000. C3. Selection of Internal Candidates under Career Advancement:

Selection of Internal Candidates who are pursuing Ph.D., are already at least in the AGP band of Rs 7000 or Rs 8000, and have submitted the Long Synopsis or the Thesis to a recognized university, with relevant branch and subject and sufficient outputs in terms of publication/projects/ patents/ satisfactory student feed-back, and active involvement in college activities will be selected on Basic pay of ` 37400 in Grade of ` 37400 – 69000 without AGP. AGP will be considered only after acquiring Ph.D., based on date of issue of Notification/PDC from the concerned Universities, effective from the succeeding month.

(D) Recruitment of Professor (Direct)

D1. New Appointment will be made from candidates who have acquired Ph.D., with minimum 5 years Teaching Experience as Associate Professor OR 02 Years Teaching Experience as Associate Professor with 10 years of Industrial Experience with Publications, Projects, Patents and other works which will enable effective academic activity will be fixed at a minimum basic of pay of Rs. 43000 in Grade of Rs. 37400 – 67000 with AGP of Rs. 10000. D2. Additional Increment: An additional Increments will be given for every 2 years of Teaching or / every 2/3 years Industry / R&D experience based on type of organization. An Associate Professor who has completed 10 years of service (03 years as Associate Professor after Ph.D.) with existing pay by enhancing AGP of Rs.10000/-, through proper interview process.

Increment:

No additional increment/s will be considered while in service for faculty who acquires Ph.D., during the service period.

Annual Increment will be considered subject to sufficient paper presentation, project proposals and funded projects, student feed-back, publications, attending conferences, involvement in college activities.

D4. Associate Professor to Professor (in case of Non availability of Vacancy):

For internal candidates who are Associate Professor and have obtained Ph.D. and served as Associate Professor for more than 10 years can be considered for the post of Additional Professor in the vacancy of Associate Professor with increase in AGP to Rs. 10000. (E) Recruitment of Visiting Professors or Adjunct Professors

E1: Senior people with advanced experience in Industry, Academics and R&D institutes, working elsewhere or retired may be hired as Visiting Professor or Adjunct Professors. These are for engineering programs. The Current process of Visiting Professor for Architecture Program in collaboration with Practicing Architects would continue as before.

E2: In the case of Professors in Bangalore, the contract may be annually renewed on need basis, if the Professor is expected to deliver a couple of subjects per year, participate in the CIE and SEE process, guide B.Tech/ M.Tech projects, facilitate R&D and visit the institute at least 4 days or more in a week, during term time. The Professor is expected to sign the attendance, based on the allocated load. In such cases the person may be offered a monthly emolument of Rs 50000 and subsequent increment of Rs 5000 not exceeding Rs 75000 per month. This is subject to annual appraisal and mutually satisfactory performance.

E3: In case of Professors who may be invited especially for Advanced Areas of R&D from Academic institutes or R&D institutes and for Industry-Academic collaboration from Industry, from Bangalore or from outside Bangalore, they may be offered a Three year position. The position would be automatically renewed after each year, subject to satisfactory perforamance. In such cases the Professor's visit may be planned in advance and the activities well defined so that the expertise during the visit is fully utilized. The Professor may be paid Rs 3000 per day as Honorarium and travel allowance as per institutional rules. Typically it could be about 10 visits per month or no more than 30 visits in any given semester. Each visit should have a plan and a report on completion of the report jointly signed by the Professor and the departments that have utilized the service. The services could include Project proposals, planning of new courses or labs, expert lectures, co-guiding Ph.D, joint project work, workshops, faculty training, conferences and preparing of manuscripts for publications and patents. In case of Out station Professors they may be invited, no more than a maximum of 4 times in a year with provision for appropriate travel support Car/Bus/Train/Airfare. All lodging facilitation if needed may be restricted to the college guest house.

Study Leave

• Permanent Faculty with over 4 years of service are eligible to apply for study leave under QIP programs in India or Abroad or for completion of their Ph.D work if registered through one of the Ph.D centers in the college • Study Leave without pay will be considered for a maximum period of 5 years subject to the condition that the faculty should submit a registered agreement. • Study Leave with pay will be considered for a maximum period of 1 year with pay, subject to condition that the faculty should execute a registered bond and in such cases, 50% of net salary will be disbursed every month and the remaining 50% will be released after the production of completion of Ph.D., certificate. ********** R.V.
