PAGANINI looks at a particular dynamic cluster of policy areas concerned with what we call “the politics of life”: medicine, health, food, energy, and environment. Under “politics of life” we refer to dimensions of life that are only to a limited extent under human control - or where the public has good reasons to suspect that there are serious limitations to socio-political control and steering. Turkey Challenges Greece and Cyprus Regarding Energy Resources https://doi.org/10.1515/soeu-2021-2006 Abstract: The conflict between Turkey on the one hand and Greece and Cyprus on the other was exacerbated when Turkey and Libya reached an agreement on the delimitation of maritime zones to explore and exploit energy resources in late 2019. The countries were on the brink of military confrontation. This was the latest climax of a longer period of conflict and mistrust, during which negative percep- tions became more entrenched on all sides. Energy is globally high in demand but exploiting resources in the Mediterranean Sea at competitive prices is difficult. The international community has developed an ambitious Law of the Sea, but its interpretation is controversial. Compromises are needed to de-escalate. What might serve as a ‘bridge over troubled waters’ in the Eastern Mediterranean? The author comments on the available options. Keywords: Turkey, Greece, energy resources, conflict, international law Introduction Energy resources are in great demand in the Eastern Mediterranean. Greece and Turkey have been at odds over this for more than 60 years, Cyprus and Turkey for around a decade. Other countries such as Libya, Israel and Egypt are also involved. Turkey does not hesitate to send its research vessels to undertake exploration work in maritime zones that are claimed by Greece or Cyprus. As Turkish exploration ships are escorted by warships, accidents or even the use of violence can no longer be ruled out. -

Tzogopoulos Dr George N. Tzogopoulos is ELIAMEP Research Fellow as an expert οn media, international relations and Chinese affairs. He is also the Director of EU-China Programs at the Centre international de formation européenne (CIFE) and Lecturer in International Relations at the Department of Law of the Democritus University of Thrace. Furthermore, George has joined the Begin Sadat Center for Strategic Studies (BESA) as a Research Associate, where he is, inter alia, organizing its online debates on several international themes. He is also the Co-convener of the recently established Israel-Hellenic Forum under the umbrella of B’nai B’rith International. In the summer of 2017 George was selected as ‘young leader’ by China’s Diplomatic Academy and in spring 2019 he was an International Visitor Leadership Program (IVLP) Fellow of the US Department of State. Understanding the Gender-Environment Nexus Launch of the OECD report “Gender and the Environment: Building Evidence and Policies to Achieve the SDGs” 21 May 2021, 12h00 – 13h15 CEST Opening remarks and Keynote speech Angel Gurría OECD Secretary General As Secretary-General of the Organisation of Economic Co-operation and Development (OECD) since 2006, Mr Gurría has firmly established the Organisation as a pillar of the global economic governance architecture including the G7, G20 and APEC, and a reference point in the design and implementation of better policies for better lives. He has broadened OECD’s membership with the accession of Chile, Colombia, Costa Rica, Estonia, Israel, Latvia, Lithuania and Slovenia, and has made the Organisation more inclusive by strengthening its links with key emerging economies. Under his watch, the OECD is leading the effort to reform the international tax system, and to improve governance frameworks in anti-corruption and other fields. He has also heralded a new growth narrative that promotes the well-being of people, including women, gender and youth, and has scaled up the OECD contribution to the global agenda, including the Paris Agreement on Climate Change and the adoption of the Sustainable Development Goals. Kostis Hatzidakis Minister of Labour and Social Affairs of Greece Mr Hatzidakis is the Minister of Labour and Social Affairs, a Member of the Greek Parliament and the Vice President of the New Democracy Party. He was born in Rethymno, Crete, in 1965. He studied at the Law School of the University of Athens and he holds a Master’s Degree in Political Communication from the University of Kent. -
SYRIZA, Bloco and Podemos
Transnational networking and cooperation among neo-reformist left parties in Southern Europe during the Eurozone crisis: SYRIZA, Bloco and Podemos Vladimir Bortun The thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth. March 2019 Abstract European parties to the left of social democracy have always lagged behind the main political families in terms of transnational cooperation at the level of the EU. However, the markedly transnational character of the Eurozone crisis and of the management of that crisis has arguably provided a uniquely propitious context for these parties to reduce that gap. This research project aims to establish whether they achieved that by focusing on three parties that were particularly prone to seeking an increase in their transnational cooperation: SYRIZA from Greece, Bloco de Esquerda from Portugal and Podemos from Spain. For these parties not only come from the member states most affected by the crisis, both economically and politically, but they also share several programmatic and strategic features favouring such an increase. By using a mix of document analysis, semi-structured interviews and non-participatory observation, the thesis discusses both the informal and formal transnational networking and cooperation among the three parties. This discussion reveals four key findings, with potentially useful insights for wider transnational party cooperation that are to be pursued in future research. Firstly, the transnational networking and cooperation among SYRIZA, Bloco and Podemos did increase at some point during the crisis, particularly around SYRIZA’s electoral victory in January 2015. Secondly, since the U-turn of that government in July 2015, SYRIZA’s relationship with both Bloco and Podemos has declined significantly, as reflected in their diverging views of the EU.
