1 Minutes of Monthly Meeting of East Cork Municipal District Minutes of Monthly Meeting of East Cork Municipal District Held on 2nd March, 2020, at 10.30 a.m., at Mall House, Youghal, Co. Cork. I Lathair: Cathaoirleach Mary Linehan Foley presided. Cllrs. Hegarty, Collins, Twomey, McCarthy, Quaide, Ahern. Ag Freastal: Mr. Dave Clarke, Senior Executive Engineer. Mr. Seán O’ Callaghan, Senior Executive Officer. Mr. Joe McCarthy, Municipal District Officer. Ms. Janette Kenny, Executive Engineer. Mrs. Helen Mulcahy, (Youghal Office). Mrs. Geraldine O’ Connell, (Youghal Office). The Mayor and Members welcomed Cllr. Ann Marie Ahern and extended their well wishes to her on her future role as Councillor with the East Cork Municipal District. 1. Confirmation of Minutes of Meeting held on 3rd February, 2020. The Minutes of the Meeting held on 3rd February, 2020, were unanimously adopted on the proposal of Cllr. Twomey and seconded by Cllr. Hegarty. 2. Consideration of Reports and Recommendations. 2.2 Section 183 Notice – Grant of Wayleave to Irish Water at Knockgriffin, Midleton, Co. Cork. Before notice is given to the Members of Cork County Council in relation to the proposed disposal of property in East Cork the matter is brought to the attention of the Members for the East Cork Municipal District for their consideration. Details are set out in the attached draft notice. Situation: Grant of Wayleave at Knockgriffin, Midleton, Co. Cork. Area: 7m x 16m wide. To Whom It Is Proposed Irish Water, Colvill House, 24-26 Talbot Street, Dublin 1. To Dispose: Consideration: €1. On the proposal of Cllr. Linehan Foley which was seconded by Cllr. Ahern the Members had no objection to the proposal. 2.1 Part 8 Development – The Construction of 2 no. semi-detached 2 storey 2 bed units at Cúirt Na Siliní, Cloyne. 1 Niamh Connolly, Executive Engineer, circulated drawings to the Members in relation to the proposed construction of 2 no. semi-detached 2 storey 2 bed units at Cúirt Na Siliní, Cloyne, and informed the Members that she was seeking approval from the Members to commence with the Part VIII Process for this development and to go to full Council on 9th March next for consideration. On the proposal of Cllr. Hegarty which was seconded by Cllr. Linehan Foley the Members unanimously agreed to proceed with the Part VIII Process for the proposed construction of 2 no. semi-detached 2 storey 2 bed units at Cúirt Na Siliní, Cloyne. 2.3 Municipal District Officers Report: Mr. Joe McCarthy, Municipal District Officer, circulated the following Municipal District Officer’s Report – March 2020 to the Member: 2019 Amenity Fund. Under the Amenity Fund in 2019 out of a total allocation of €72,150 the sum of €54,150 has been claimed to date. 2019 Community Fund. In 2019 the total amount allocated for Community Contracts amounts to €32,150. The sum of €25,850 has been claimed to date. 2019 Capital Fund A total of €137,000 was allocated for Capital Fund and a total of €78,000 was claimed to date. Details of Projects proposed for 2019 under the above schemes are set out hereunder: Town and Village Renewal 2019/Village Enhancement Scheme 2019 Town and Village Renewal – Candidate application €76,000 was not successful. Village Enhancement Scheme 2019 Cork County Council 62,500 Killeagh Car Park – Part 8 Planning Procedure concluded 9th September 2019 – Development may proceed 2.1.4 Update on other funding Programmes/Projects. Details will be advised to the members as information becomes available. 2.1.5 Communications/PR. This item was marked as read. 2.4 Pride of Place 2020. Mr. Joe McCarthy, Municipal District Officer, informed the Members that he had circulated information to them regarding Pride of Place 2020 and stated that any applications can be submitted to Aileen Walsh, Cobh Municipal District. 2.5 East Cork Municipal District Roads (Restoration Improvement & Restoration Maintenance) Programme 2020. Mr. Dave Clarke, Senior Executive Engineer, circulated the following report in relation to the East Cork Municipal District Roads (Restoration Improvement & Restoration Maintenance) Programme 2020 to the Members: The proposed East Cork Municipal District Roads Restoration Maintenance and Restoration Improvement Programmes 2020 are attached. Also attached is a map highlighting the roads – restoration maintenance roads are blue and restoration improvement roads are red. The Roads Programmes 2020 are based on allocated grants from the DTTAS (Department of Transport, Tourism and Sport) to Cork County Council and then distributed to the Municipal District by the Director of Roads. The Restoration Maintenance Programme consists of 15 roads with a total length of 31.9 kilometres at a cost of €765,420 which is an increase of 23.6% over the 2019 allocation of €619,019. Works under the Restoration Maintenance Programme consists of resealing the road surface to protect the road from ingress of water and/or restore skid resistance. Works under the Restoration Maintenance Programme will be carried out by Cork County Council staff. 3 The Restoration Improvement Programme consists of 14 roads with a total length of 19.6 kilometres, at a cost of €2,976,014 which is a increase of 6.2% over the 2019 allocation of €2,800,791 Works under the Restoration Improvement Programme typically include both strengthening and resurfacing, include drainage works where required and not otherwise funded. To the maximum extent possible, work under the Restoration Improvement Programme will be carried out by Cork County Council staff with projects involving macadam overlays carried out by contractors. The attached detailed programme breaks down the estimated cost and approximate length of each project. It was agreed that items 2.1 would be dealt with first. 2.1 Deputation received from Residents of Ashe Street, Youghal, Co. Cork. John and Bree Rosney, Mary Keohane, Fionn Healy and Pat Burke attended the meeting. Mr. John Rosney spoke on behalf of the residents of Ashe Street and thanked the Members for allowing them to raise their concerns at the meeting. Mr. Rosney informed the Members that the residents have serious concerns regarding the lack of footpaths, two way traffic on this narrow street, conflicting speed limit signs (30km/h in one direction and 50km/h in the other) and he gave details in relation to the crashes which have happened in this area in the last number on years including one crash which caused the road to be closed for 5 months and some residents had to find alternative accommodation as their house was so badly damaged. Mr. Fionn Healy then addressed the Council. He lives close to the Gaol steps and has witnessed people driving down the steps and also reiterated the fact that there had been many crashes here.

    Topical Issue Debate Transport Infrastructure Provision 3:00 pm Pat Buckley (Cork East, Sinn Fein) Link to this: Individually | In context | Oireachtas source I welcome the opportunity to speak to this matter. The R630 is a regional road linking Whitegate with the N25, a national primary road at Midleton, and Lakeview roundabout in east Cork, which serves the Cork to Rosslore Europort via Waterford city. This regional road from Whitegate also carries traffic from adjoining areas such as Upper Aghada, Lower Aghada, Rostellan, Saleen, Ballycotton, Clyne and Ballinacurra, just to mention a few locations. Whitegate village can boast to be the home of the only oil refinery in Ireland but the most startling fact is that it accounts for over 40% of Cork's road tonnage, and it travels on the R630 all year around. There is also Aghada power station, which is Ireland's largest, and this means the regional route is extremely busy. The Minister can understand why. Unfortunately, all this traffic must enter the N25 at Lakeview roundabout at Midleton, which is constantly choked with long tailbacks every morning. Midleton town council had approached what was then the National Roads Authority, now Transport Infrastructure Ireland, TII, a number of years ago about having an extra slip lane at the junction between the R630 Whitegate route and the N25 to alleviate this very problem. Unfortunately, over the years nothing has happened. The commuters who use this route day in and day out have grown very frustrated with the lack of progress. More worrying is the question of safety in the area, particularly with regard to emergency services and the ambulance service in Midleton.

    National Archives Church of Ireland Parish Registers SURROGATES This listing of Church of Ireland parochial records available in the National Archives is not a list of original parochial returns. Instead it is a list of transcripts, abstracts, and single returns. The Parish Searches consist of thirteen volumes of searches made in Church of Ireland parochial returns (generally baptisms, but sometimes also marriages). The searches were requested in order to ascertain whether the applicant to the Public Record Office of Ireland in the post-1908 period was entitled to an Old Age Pension based on evidence abstracted from the parochial returns then in existence in the Public Record Office of Ireland. Sometimes only one search – against a specific individual – has been recorded from a given parish. Multiple searches against various individuals in city parishes have been recorded in volume 13 and all thirteen volumes are now available for consultation on six microfilms, reference numbers: MFGS 55/1–5 and MFGS 56/1. Many of the surviving transcripts are for one individual only – for example, accessions 999/562 and 999/565 respectively, are certified copy entries in parish registers of baptisms ordered according to address, parish, diocese; or extracts from parish registers for baptismal searches. Many such extracts are for one individual in one parish only. Some of the extracts relate to a specific surname only – for example accession M 474 is a search against the surname ”Seymour” solely (with related names). Many of the transcripts relate to Church of Ireland parochial microfilms – a programme of microfilming which was carried out by the Public Record Office of Ireland in the 1950s.
