In order to meet its commitments to Aboriginal Heritage, Heath Developments wish to determine whether any sites of significance to Aboriginal people will be impacted upon by this proposed work thereby fulfilling their obligations under the West Australian Aboriginal Heritage Act (1972). As a result of archival research four Aboriginal sites were identified to be located within and adjacent to the survey area. Site ID 636 – Oyster Harbour is located adjacent to Lot 1 and Loc 286 Alison Parade with a foreshore reserve of 170m administered by the Department of Planning and Infrastructure between the site boundary and the development area and as such the site will not be affected by the project proposal. Site ID 21498 – Windemere Scatter is located to the north of the project area and will not be affected by the project proposal. Site ID 5524 – Kylie Site, an archaeological site where a wooden boomerang was recorded is located within the south-west portion of Pt Lot 760 and as such will be affected by the development proposal and will require consent under Section 18 of the West Australian Aboriginal Heritage Act (1972). Site ID 22554 – Alfred Knapp’s Seasonal Camp, was reported as a historical camp site and is located within the south-west portion of Lot 47 Lower King Road and as such will also be affected by the project proposal and will require consent under Section 18 of the West Australian Aboriginal Heritage Act (1972). As a result of community consultations with the Albany Heritage Reference Group Aboriginal Corporation (AHRGAC), one new Aboriginal heritage site has been reported to be located adjacent to the boundary of the Bayonet Head project proposal with the sites 250m boundary extending into Lot 1 Alison Parade (See Map – Appendix 3). In regards to Site ID 5524 – Kylie Site and Site ID 22554 – Alfred Knapp’s Seasonal Camp, Heath Developments will be required to seek Section 18 consent to use the land that may contain an Aboriginal site. As a result of this survey, the following recommendations are made: It is recommended that Heath Developments make application under Section 18 of the West Australian Aboriginal Heritage Act (1972) in order to seek approval to use Lot 1 Alison Parade for the purpose of a housing development that will affect an area that is on the margins of a Lake located behind the Oyster Harbour Caravan Park within Lot 500 Alison Parade that has been identified to be associated with a reported Aboriginal religious site. Should the ACMC determine this Lake and its associated area to be a site under Section 5(b) of the ‘Act’ then it is further recommended that during ground disturbing work that the work is monitored by members of the AHRGAC. It is recommended that Heath Developments make application under Section 18 of the West Australian Aboriginal Heritage Act (1972) in order to seek approval to use the land that contains Site ID 5524 – Kylie Site within Pt Lot 760 Lower King Road. This approval should be conditional upon the work being monitored by an archaeologist and up to two Aboriginal community members representing the AHRGAC. Due consideration should also be given to requests for appropriate commemoration of the areas ethnographic significance. It is recommended that Heath Developments make application under Section 18 of the West Australian Aboriginal Heritage Act (1972) in order to seek approval to use the land that contains Site ID 22554 – Alfred Knapp’s Seasonal Camp within Lot 47 Lower King Road. Should approval be given by the minister, then it is further recommended that Mrs Lynette Knapp be further consulted with regards to appropriate commemoration of the area. 1 AN ABORIGINAL HERITAGE SURVEY FOR THE PROPOSED SUB-DIVISION OF BAYONET HEAD, ALBANY, WESTERN AUSTRALIA. _______________________________________________________________________________________________________ It is finally recommended that Heath Developments give due consideration to the AHRGAC requests that the area of bushland between the primary school and Jason Road be preserved within the development as an area of public open space in order to protect culturally important plant resources.
