CL01/1609 Minutes and progress report The members considered the minutes of the annual and monthly meetings of the Celbridge- Leixlip Municipal District held on the 15 July 2016, together with the progress report. The minutes for the annual meeting were approved and the minutes for the monthly meeting were approved subject to an amendment on item CL03/1607 "He stated that the cost of the pedestrian crossing at Ballyoulster was €30,000 and that the allocation from LPT was €22,000". Resolved on the proposal of Councillor Byrne, seconded by Councillor Coleman that the minutes of the annual meeting of the Celbridge-Leixlip Municipal District on the 15 July 2016 be confirmed and taken as read. On the proposal of Councillor Byrne, seconded by Councillor Coleman, that the minutes of the monthly meeting of the Celbridge-Leixlip Municipal District held on 15 July 2016, as amended, be confirmed and taken as read. CL02/1609 Update on Schedule of Municipal District Works The Municipal District Engineer gave an update on the schedule of municipal district works for the Celbridge-Leixlip Municipal District. Mr Buggie reported that the pedestrian crossing at Ballyoulster was installed and awaiting an electricity supply. The pedestrian crossing at Rinawade/Glen Easton was installed and awaiting an electricity supply and the Municipal District Office is awaiting a price from consultants to review the road safety. The repair of damaged footpaths in Leixlip is at the design stage. The footpath from Dara Court to Tesco has been completed. The handrail in Captain's Hill is completed. The municipal district office is awaiting a price to fence at St Raphael's Manor.

CL03/1609 Matters arising Back-Lots at Castletown (CL21/1607) Councillor Cussen referred to the July meeting and asked if the letter had issued to the Residents Association.

Flooding at Hazelhatch (CL07/1606) & (Matters arising - July 16) Councillor Young stated that it was unclear as to whether the Department referred to in the report was the Department of the Environment or 's Environment Department. He asked who the consultants were, what their brief included and who is responsible for the flooding in the area? Mr Minnock stated that a meeting was held last week with the Department of Education, the Environment Department and the Planning Department. He stated that it was agreed that a detailed study needed to be done to include a wider area and when the study was completed works could be carried out.

Removal of pay phones (CL27/1607) Councillor Neville stated that there were two pay phone kiosks on Main Street, Leixlip that he was concerned about. In response to Ms Dalton's suggestion Councillor Neville agreed to submit details of their exact location to enable the Planning Department to investigate the planning status.

Odour from sewers on Main Street, Leixlip (CL27/1606) Councillor Neville stated that there was still a problem with odours in Leixlip.

Mr. Minnock said that this issue was raised with Irish Water and works had been completed which had not resolved the issue. He said that the matter needed to be brought to the attention of Irish Water again. A discussion ensued among the members in relation to problems with odours, excessive chlorine/fluoride in the water in Celbridge. Councillor Larkin suggested that the members attend the Irish Water clinics to raise their issues. Councillor Caldwell suggested and it was agreed by the members to write to Irish Water to request a tour of the Water Plant and also to request a tour of the Leixlip Waste Water Treatment plant for the members

School Warden at crossing of Castletown entrance (CL09/1606) Councillor Neville requested a report from the Road Safety Officer of his assessment at this site for the October meeting.

CL04/1609 Celbridge-Leixlip Municipal District Budget meeting Councillor Caldwell stated and with agreement of all the members that the Celbridge-Leixlip Municipal District Joint Policing Committee meeting would be held at 9.00 a.m., the budget meeting at 10.00 a.m. followed by the monthly meeting at 10.30 a.m. on Friday the 21 October 2016. In response to the members queries on whether a half hour for the budget meeting would suffice, Ms Dalton said that Standing Orders could be suspended to allow the members enough time for this matter to be discussed before the commencement of the monthly meeting. In response to Councillor Cussen's request to see the submissions before the budget meeting, Mr Minnock stated that the Finance department would send the report to the members. Resolved on the agreement of the members that the Celbridge-Leixlip Municipal District Joint Policing Committee meeting would be held at 9.00 a.m., the budget meeting would be held at 10.00 a.m., and the monthly meeting of Celbridge-Leixlip Municipal District would be held at 10.30 a.m. on Friday 21 October 2016.

CL05/1609 Part 8 - Greenway between and Confey (Dublin/Kildare County Boundary) Planning & Development Act 2000 (as amended) Planning & Development Regulations 2001-2013(as amended) Part VIII Proposal to construct circa 8.4km of a shared pedestrian and cycle greenway facility along the towpath and lands adjacent to the Royal Canal from the canal harbour in Maynooth town to the Kildare/Dublin border in the townland of Allenwood.

Mr Minnock stated that as this Part VIII was relevant to the Maynooth Municipal District also, he wished to postpone this proposal until after the County Development Plan meetings had taken place in October.

Resolved: on the agreement of all the members that this proposal be postponed until after the County Development Plan meetings in October.

CL06/1609 Draft local area plan for Leixlip and Celbridge Item 23 - To note draft local area plan for Leixlip. Item 24 - To note draft local area plan for Celbridge. It was agreed by members to take items 23 and 24 on the agenda together: Ms Kenny stated that there was a briefing two weeks ago and that it was proposed to take the draft local area plans for the Leixlip and Celbridge to the October meeting of the Celbridge-Leixlip Municipal District. She stated that she would circulate copies of the draft plan for Celbridge and Leixlip to the members before the meeting.

CL07/1609 Trimming of hedge at Wolstan Haven The members considered the following motion in the name of Councillor Byrne That the council trim back the hedge at Wolstans Haven Estate, Celbridge, as it is extremely difficult to see oncoming traffic and very dangerous for motorists.

CL08/1609 Installation of street lights on the Road The members considered the following motion in the name of Councillor Caldwell That the council put in place street lights on the Ardclough road between Celbridge and Temple Manor estate and get permission from land owners to install the fittings as this area is very narrow and will not have enough space to put poles in place.

A report was received from the Roads, Transportation and Public Safety Department informing the members that a new lighting scheme with footpath widening is currently being assessed for this section of the Celbridge to Ardclough road. Costings for the scheme are currently being prepared.

Councillor Caldwell stated that this was a very dark and busy stretch of road and that he would like to see street lights installed here as soon as possible.

Resolved on the proposal of Councillor Caldwell and seconded by Councillor Neville that the report be noted.

CL09/1609 Improvement of road approaching Leixlip from Lucan It was agreed by members to take items 6 and 7 on the agenda together as both of these items relate to the same matter: Item 6 – Motion – Councillor Caldwell That South Dublin County Council be asked to improve the road approaching Leixlip from Lucan.

Item 7 – Motion – Councillor Neville That the council urgently engage with South Dublin County Council to immediately ensure the entrance to Leixlip Village at the corner of the Salmon Leap is made safer.

A report was received from the Roads, Transportation and Public Safety Department informing the members that if the members are in agreement a letter of request will be issued to South Dublin County Council.

Councillor Neville stated that he agreed that a letter issue to South Dublin County Council in relation to this matter, but particularly for the attention of the Lucan Area Committee. Councillor Caldwell asked if it was possible to install anti-skid on the surface as there was a great risk of cars skidding on approach to the bridge from the Leixlip side.

Mr Buggie stated that installing anti-skid could be looked at, but as there was a major planning application submitted for this area, he would wait to see the outcome of this application from the Planning Department first.

Councillor Larkin said that these issues had been raised on agendas going back for several years and he suggested the re-establishment of meetings with the Lucan Area Committee perhaps on annual basis. Councillor Caldwell said that he thought a meeting with the Lucan Area Committee would be positive but that the committee will examine the response when it is received.

Resolved on the proposal of Councillor Caldwell and seconded by Councillor Neville that a letter issue to South Dublin Council, for the attention of the Lucan Area Committee, to request improvement on the approach road to Leixlip from Lucan and to ensure safety at the Salmon Leap corner.

CL10/1609 Traffic speed sign and pedestrian crossing near Beech Park Estate The members considered the following motion in the name of Councillor Neville

That this council put in a road safety sign indicating traffic speed close to Beech-Park estate along with the pedestrian crossing, this will have a significant impact in ensuring safety in the area.

The motion was proposed by Councillor Neville and seconded by Councillor Caldwell

A report was received from the Roads, Transportation and Public Safety Department informing the members that the municipal district office will arrange for the appropriate sign to be installed at this location.

Councillor Neville congratulated the Roads Department for the very good job that they had carried out at Confey Graveyard. He suggested that assessments should be carried out of existing signage, to see if it is still required, as sometimes there can be too much signage on the roads. Resolved on the proposal of Councillor Neville and seconded by Councillor Caldwell that the municipal district office will install appropriate signage at this location.

CL11/1609 Inspection of ramps on Road and ponding on footpath The members considered the following motion in the name of Councillor Cussen That the council inspect the ramps on the Clane Road (from the Grotto to the garage) and the junction of Aghards Road/Shackleton Road and address the ponding that occurs on the parts that adjoin the footpath and drench pedestrians when it rains.

The motion was proposed by Councillor Cussen and seconded by Councillor Young

A report was received from the Roads, Transportation and Public Safety Department informing the members that the municipal district office will investigate this issue and, where possible, install suitable drainage to address the problem.

Councillor Cussen stated that the children all cross the road there on the way to school and because the footpaths are very narrow they get drenched from the ponding that occurs at the ramps. Resolved on the proposal of Councillor Cussen and seconded by Councillor Young, that the report be noted.

CL12/1609 Review location of crossing at St Patricks Park and Main Street Celbridge The members considered the following motion in the name of Councillor Cussen That the non-signalised crossing at St Patrick’s Park and Main Street, Celbridge be reviewed in respect of its location and the concerns pedestrians have expressed.

The motion was proposed by Councillor Cussen and seconded by Councillor Young

A report was received from the Roads, Transportation and Public Safety Department informing the members that this is an uncontrolled crossing point along the desire line of pedestrian traffic. In order for this to be signalised, the full junction would need traffic lights. Relocating it to a point further away from the junction would not stop pedestrians from crossing at this location. Councillor Cussen stated that she did not ask for a signalised crossing but she was concerned about the location of the crossing and the safety of the pedestrians using it. She said that this crossing gave the impression to people that this was the safest place to cross on the road and that in her opinion, it was not and that crossing might be safer nearer the library. She asked if this could be investigated as it might merit changing the location of this crossing. Ms Wright said that she would ask Roads Design Section and the Road Safety Officer to examine this crossing. Resolved on the proposal of Councillor Cussen and seconded by Councillor Young the Senior Executive Officer undertook to ask Roads Design Section and Road Safety Officer examine this crossing.

CL13/1609 Installation of street light over bridge between Vanessa Lawns/Close The members considered the following motion in the name of Councillor Coleman That the council investigate the possibility of installing a street light over the walk bridge between Vanessa Lawns and Vanessa Close to improve safety for residents and members of the public.

A report was received from the Roads, Transportation and Public Safety Department informing the members that new lights were installed in this area recently using Local Property Tax funding and the existing lights in the proximity of the bridge were also upgraded. There are no proposals to install any additional lights at this location.

Councillor Coleman said that the lights were installed in proximity to the bridge but that lighting was necessary on the bridge which was very dark.

Councillor Cussen supported the motion and added that people were congregating at the corner of the bridge because it was a dark area and that this was making people using the bridge feel unsafe. She asked if it was possible to install lighting directly on the bridge. Mr Buggie stated that he would ask the Public Lighting Section to investigate this matter. Resolved on the proposal of Councillor Coleman and seconded by Councillor Caldwell that the Public Lighting Section be requested to investigate the installation of lighting on the bridge between Vanessa Lawns and Vanessa Close.

CL14/1609 Relocation of go slow and children safety sign to before Tennis Club The members considered the following motion in the name of Councillor Coleman That this municipal district move the go slow and children safety road sign from its present position between the GAA Club and Celbridge and District Tennis Club back to before the Tennis Club for the safety of children as the tennis club has 200 plus juvenile members.

CL15/1609 Replacement of stop sign at Rinawade Estate exit The members considered the following motion in the name of Councillor Larkin

That the stop sign be replaced at Rinawade Estate exit.

The motion was proposed by Councillor Larkin and seconded by Councillor Caldwell

A report was received from the Roads, Transportation and Public Safety Department informing the members that this has been added to the Overseer’s schedule and will be completed in the coming weeks.

Councillor Larkin complimented the area office on the hard work that they had carried out on the cleanup after the accident. He said that the public did not recognise all the work that was being done and he would like to draw attention to this fact. He said that a list should be compiled of all the work that is carried out so that it could be recognised. Resolved on the proposal of Councillor Larkin and seconded by Councillor Caldwell that the report be noted.

CL16/1609 Inspection of subsidence at Donaghcomper Cemetery The members considered the following question in the name of Councillor Byrne Can the council check underneath the roadway on the Dublin road at Donaghcomper cemetery beside the bus stop as a tunnel may be the cause of subsidence when the roadway is repaired?

A report was received from the Roads, Transportation and Public Safety Department informing the members that the municipal district engineer will engage with the relevant other council sections involved and arrange for an inspection to be carried out.

Councillor Byrne stated that this roadway had previously been repaired but had subsided again. The report was noted.

CL17/1609 Update on hedge cutting in Celbridge-Leixlip for Autumn The members considered the following question in the name of Councillor Caldwell Can we get an update on the program for cutting back hedging/ trees etc in our municipal district area for the Autumn?

A report was received from the Roads, Transportation and Public Safety Department and the Parks Department informing the members that the Roads Section carries out hedge cutting at locations to improve road safety. For specific requests relating to road safety and visibility, the members are advised to contact the municipal district office, with the details. The Parks Section is currently undertaking a programme of tree works in the municipal district. The schedule of works will issue to the members prior to the work starting.

Councillor Caldwell stated that there were some parts of Leixlip very overgrown, especially the Rye River and the Liffey and that he would discuss this with the Parks Superintendent. The report was noted.

CL18/1609 Installation of lights along pathway through St Marys Park The members considered the following question in the name of Councillor Caldwell

Can the council put lights along the pathway through St Marys Park that joins Avondale and the Shillichan Lane?

A report was received from the Roads, Transportation and Public Safety Department informing the members that the Public Lighting section will carry out an assessment of this lighting request in accordance with Kildare's Lighting Infrastructure Priority Schedule (KLIPS) guidance as set out in Kildare County Council's Public Lighting Policy and will prioritise the new light request in accordance with its position on the schedule. The report was noted.

CL19/1609 Funding for upgrading surfaces in older estates in Leixlip The members considered the following question in the name of Councillor Neville Can the council put funding into upgrading the surfaces on older estates in Leixlip such as Oaklawn, Glendale, Castletown etc?

A report was received from the Roads, Transportation and Public Safety Department informing the members that the Roads Section is endeavouring to secure funding for these works.

Councillor Neville stated that he would like to see that priority be given to provide funding for the upgrade of the surfaces in these older estates that are heavily trafficked due to being densely populated and that bin lorries etc., were causing damage to the road surfaces there. The report was noted.

CL20/1609 Response to requests for increased bus services The members considered the following question in the name of Councillor Young Has Dublin Bus or the National Transport Authority responded to requests for increased services in Celbridge and Leixlip (and in particular the request for a service along Easton Rd–Green Lane in Leixlip) as presented to the representative of Dublin Bus who met with the Municipal District Council earlier this year?

A report was received from the Roads, Transportation and Public Safety Department informing the members that Dublin Bus has advised that following on from attendance at the July Municipal District meeting there are a number of projects that they are working on which include the increased frequency/earlier service on route 67 on a Sunday and also examining the possibility of additional resources being added to the route 66 service to cater for a weekday off-peak service on Easton Road. No final decision has been made on the latter project at this time.

The update from the National Transport Authority (NTA) on the Maynooth to Tallaght Bus Route is that the NTA has issued tender documents for a contract to operate a new bus route, operating in the South Dublin/ Kildare County Council area. The authority will be seeking advice and approval in principle from Kildare County Council in relation to the feasibility of the stop locations, layover locations and terminus turning arrangements for the route.

Councillor Young stated that following the July meeting with a representative from Dublin Bus and the petition submitted that there was no final decision on the Easton Road service. He asked that a letter be written to Dublin Bus and the National Transport Authority for an urgent decision to be made on this matter. He asked why the members had to find out in the local papers that the new service from Maynooth to Leixlip had been awarded to a private bus operator and in his view it should have been run by Dublin Bus.

Ms Wright informed the members that National Roads Authority consults with Kildare County Council when considering the contract. The council can comment by agreeing or disagreeing. The decision to award a service to a private contractor is not a matter for the council but solely the National Transport Authority. She stated that Dualway Coaches had been awarded this contract in July. Ms Wright undertook to write to the National Transport Authority for an update on the request for increased services in Celbridge-Leixlip and in particular a service for Easton Road-Green Lane, Leixlip. The report was noted.

CL21/1609 Reinstatement of bridge walls on Railway Bridge in Ardclough The members considered the following question in the name of Councillor Coleman Can the council apply for funding and engage with the relevant stakeholders to reinstate the bridge walls on the Railway bridge on the Celbridge Road, Ardclough?

A report was received from the Roads, Transportation and Public Safety Department informing the members that the Roads Section will engage with Irish Rail on this issue and advise the members of the outcome.

Councillor Coleman stated that the bridge had been previously damaged and replaced with concrete blocks. He said that he would like to see it reinstated to its original stone wall structure, as this bridge is the first thing visitors see entering the village of Ardclough. The report was noted.

CL22/1609 Area beside Courtyard Hotel and Arthur Guinness Square Car Park The members considered the following question in the name of Councillor Coleman Can the members have an update on the proposed improvement/landscaping works as agreed for the area beside the Courtyard Hotel and Arthur Guinness Square car park?

A report was received from the Parks Department informing the members that the proposals for the improvements in William Roantree Park are to remove the laurel hedging along the river frontage and selectively remove some of the trees along the river. Both these are being done to open a view to the river. The decking in the viewing points is being removed and replaced with new decking. The existing wooden railing and old wire fence along the river is

Page 13 of 20 Kildare County Council being removed and replaced with a new railing similar in design to the railing along the tow path at Rye Bridge. The path through the hotel site is being widened with granite cobble to match the existing path design in other parts of the park. The circular paved areas are being removed and will be replaced with seating areas along the path facing the river. A name sign for the park is being erected. Work on the removal of the laurel hedging and trees is being carried out this week. A separate contractor has been appointed to complete the remaining works and a schedule for this work is to be agreed once the hedging is complete. Councillor Coleman thanked Mr Wallace for the report and the work that will be carried out. The report was noted.

CL23/1609 Closed car park at Captains Hill The members considered the following question in the name of Councillor Larkin Can the council help resolve issues at the closed car park at Captains Hill?

A report was received from the Roads, Transportation and Public Safety Department informing the members that this is not a matter for the Roads Section.

Councillor Larkin stated that this was a private car park that has been closed for two months. He said this caused the loss of forty parking spaces to the Leixlip community. He said that it was effecting businesses and traffic flow. He asked if it was a condition of the planning permission granted to the developer that a car park be provided and if so could the council write to the developer on this matter. Mr Minnock stated that the Planning Department would investigate the conditions of this planning permission. The report was noted.

CL24/1609 Tall growth cut back at roundabout at Barnhall Rugby Club The members considered the following question in the name of Councillor Larkin Can the roundabout at Barnhall Rugby Football Club have the tall growth cut back to allow views for traffic approaching?

A report was received from the Parks Department informing the members that arrangements will be made to have the grass cut back. The report was noted.

CL25/1609 Damaged walls and footpaths in Crodaun Estate, Celbridge The members considered the following question in the name of Councillor Byrne Can the council, as a pilot project, examine the trees that were planted by the developer and causing difficulties for residents and/damaging walls and footpaths in Crodaun Estate Celbridge and can a report be issued to ascertain the length of time it would take to resolve this?

A report was received from the Parks Department informing the members that an examination will take place on the trees in Crodaun Estate. The length of time will be dependent on the number of trees to be removed, their maturity, the cost associated with the work and the overall extent and cost of works requested across the municipal area.

Councillor Byrne thanked Mr Wallace for his report. The report was noted.

CL26/1609 Community Development worker in Celbridge-Leixlip Municipal District The members considered the following question in the name of Councillor Cussen Celbridge Leixlip Municipal District has lost its Community Development Worker, with no replacement. Can we have an update on this?

A report was received from the Community and Culture Department informing the members that it is not correct to state that the municipal district has lost a community development worker with no replacement. There are 4 community development workers assigned to Community and Culture and there are 5 municipal districts. A community development worker has been assigned to each municipal district, and Alice Corbett has generously agreed to fill the role in Celbridge/Leixlip Municipal District while a business case is prepared for the Human Resource Section of Kildare County Council to apply to the Department for sanction to recruit an additional community worker. Accordingly Alice will liaise with the elected members of the municipal district as necessary in this regard.

Councillor Cussen stated that she was not happy with the report. She said that she felt that Celbridge-Leixlip did have a Community Development Worker and that she would like to see this position re-instated. Mr Minnock stated that it was a matter of allocation of resources and that he would keep this issue under review. The report was noted.

CL27/1609 Sale of land at Wonderful Barn The members considered the following question in the name of Councillor Neville Following on from the sale of the land in close proximity to the Wonderful Barn could the council ensure any proposed developments are done with the preservation of the Wonderful Barn as a top priority?

A report was received from the Planning Department informing the members that it is the policy of the council to conserve and protect buildings, structures and sites contained in the Record of Protected Structures and to carefully consider any proposals for development that could potentially affect the special character or appearance of a Protected Structure including its historic curtilage. The Wonderful Barn at Barnhall, is a protected structure (RPS ref: B11-15) and is owned by Kildare County Council. Proposals for development in the vicinity of the Wonderful Barn will be assessed through the Development Management process. The Planning Authority will have regard to conservation best practice and national guidance on the protection of buildings, structures and sites on the Record of Protected Structures in assessing proposals for development, including the guidance set out in the County Development Plan and in the Architectural Heritage Protection Guidelines for Planning Authorities, DAHG, 2009.

Councillor Neville said that his question related to the sale of the land and the potential development of this land. He stated that the development should not be too large and that the preservation of the Wonderful Barn should be kept as a priority.

Mr Minnock stated that any new development will be kept aligned with the park. He said that there had been a very positive engagement with the developer. He stated that the focus should be to develop the Wonderful Barn as a regional park servicing the wider population of

North Kildare. He said that both the use and development of the park, aligned with the new housing, should benefit the community. The report was noted.

CL28/1609 Notification when housing allocations are made The members considered the following question in the name of Councillor Byrne Can the council, as a matter of courtesy, notify local councillors when housing allocations are being made?

A report was received from the Housing Department informing the members that members are provided with details of vacant houses on a monthly basis and allocations are then made in accordance with the Council’s Allocation Policy. For data protection reasons there is no scope to provide members with details on property allocations. The report was noted.

CL29/1609 Briefing from the Parking Enforcement Officer The Parking Enforcement Officer, Mr Doyle read from a report that was circulated to members. He clarified that a hand-held terminal was used to issue parking tickets. He stated that when a registration number of a vehicle that had no parking ticket displayed was entered on to the terminal, the machine was not enabled to issue a ticket until 15 minutes had expired.

Councillor Cussen stated that the public are not aware of how it works and do not trust it.

In response to Councillor Cussens question in relation to disabled bays, Mr Doyle stated that if there is a valid disabled badge displayed there is no fine but if the badge is obscured or out of date a fine would be issued.

Councillor Cussen raised the matter of operating a free ticket scheme for the first 15 minutes that is used in other counties. Mr Doyle stated that he could see no advantage to this and that it would be more costly. In response to Councillor Coleman’s question as to people parking in the Dublin Bus bay, Mr Doyle said that they would be asked to move by the parking warden in the first instance and

Page 17 of 20 Kildare County Council if they did not move on, the warden would issue a fine. Councillor Cussen said that there was a problem with vehicles parking in the Bus Eireann parking bay and that she thought that the warden was not vigilant enough in this regard. Mr Doyle stated that he would bring this to the attention of the contractor.

CL30/1609 Update on Chain of Office for the Celbridge-Leixlip Municipal District The Chairman asked for an update on the Chain of Office for the Celbridge-Leixlip Municipal district.

Ms Dalton stated that the members were aware that there was funding set aside in the budget for a chain of office. She reported that recycling the Leixlip Town chain had been examined and that the Director of Corporate Services was recommending that this chain be retained for its historical value and that it could be displayed in the Celbridge-Leixlip area. She informed the members that a new chain would cost circa €1,800 and if the members are in agreement, it was proposed to have the same chain in silver metal for any municipal district who confirm that they wish to have a chain.

A discussion ensued among the members and it was proposed by Councillor Young and seconded by Councillor Neville that the members vote on the provision of a chain of office or not for the Celbridge-Leixlip Municipal District.

Resolved with three members voting in favour and four members voting against, the members decided that the Celbridge-Leixlip Municipal District would not have a chain of office.

CL31/1609 View to Wonderful Barn from Castletown House The members considered the following motion in the name of Councillor Larkin That the Celbridge-Leixlip Municipal District write to the Office of Public Works at Castletown and ask if they could enhance/promote the view to the Wonderful Barn from Castletown House as it is overgrown at the moment. The motion was proposed by Councillor Larkin and seconded by Councillor Caldwell

A report was received from the Corporate Services Department informing the members that if the members are in agreement a letter will issue to the Office of Public Works. Resolved on the proposal of Councillor Larkin, seconded by Councillor Caldwell and with the agreement of all the members that a letter issue to the Office of Public Works to ask if they could enhance/promote the view to the Wonderful Barn.

CL32/1609 Submissions on Capital Programme for 2017 The members considered the following question in the name of Councillor Cussen Submissions on Capital Programme for 2017 are to be made from the Celbridge-Leixlip Municipal District members through the chair of Celbridge-Leixlip Municipal District. Can the Municipal District Manager be invited to present a Capital Programme to the Municipal District and that the relevant DOS’s/Senior Staff for the areas being discussed also attend?

Councillor Cussen stated that to be ready for the budget she would like to have a discussion at the October meeting as there was a list of things that should be prioritised for funding in the Capital Programme in their municipal district.

Mr Minnock advised that the members should refer to the existing Capital Budget. He said to prepare a list of priority items/projects that the members agree that they would like to see included on the Capital Programme for 2017. He said that in order to add these projects, the members might need to agree the projects that need to be removed or moved further down on the agreed list to facilitate these additions. The members should consult with each Director of Service with regard to this programme. Councillor Cussen thanked Mr. Minnock.

CL33/1609 Back-Lots Committee and Residents Association in Castletown Estate Councillor Cussen asked if the letter had issued to the Residents Association and the Back- Lots Committee inviting them to a meeting. Councillor Byrne said that there were 14 different Back-Lots that needed to be written to. Councillor Cussen asked if the Residents Association could be contacted by the council through PPN.

Mr Minnock stated that this was a matter for the members.
