1. Apologies for Absence Apologies received from Prue Adkin, Craig Leggett and Rushcliffe Borough Councillors Lesley Way and Kevin Shaw.

3. Open Session No residents present.

4. Minutes of the meeting held on 20 May 2020 The minutes were accepted by Councillors as a true and accurate account of the meeting and signed by the Chair.

5. Borough and County Council Matters Cllr Thomas provided an update on Borough Council matters.

• Rushcliffe Borough Council is currently running a free tree scheme where residents can apply for up to two free trees. The scheme runs until 30 September, applications can be made via: https://www.surveymonkey.co.uk/r/Tree_Scheme_2020. • The community support fund is open to applications. • There are two open planning consultations, one of which would see Rushcliffe Borough Council’s annual housing target grow from around 600 to 1,000. The other looks at future changes which would reduce the number of stages of consultation. • Rushcliffe Borough Council currently has a budget deficit of £440,000 due to the covid-19 pandemic. The biggest cost is from costs associated with/loss of revenue from the leisure centres. • Suggesting Rushcliffe firework displays will be quieter. • At present the Borough Council do not support the proposals for a unitary authority.

Cllr Brown joined the meeting by phone to update the parish council on the proposals for creating a unitary authority. The current two-tier system is wasteful, causes confusion and leads to duplicate functions. When assessed in 2018 it was estimated a unitary authority would save £27million, which could be spent on services. Essentially one council would control everything, with greater responsibility

It was suggested the future aim would be to create an authority which would encompass the three counties of Nottinghamshire, and Derbyshire.

6. Greater Strategic Plan Consultation Consider the Parish Council response Cllr McKim and the clerk had met with PC and Cllr Thomas to discuss the proposed R17 site, this site would cover much of the land between Stanford on Soar and Normanton on Soar. A draft response had been circulated to councillors prior to the meeting. It was proposed by Cllr Butler to send this response, seconded by Cllr McKim, all in favour. Cllr Waterfall suggested contacting one of the main landowners of the proposed site to ascertain their views.

7. Conservation Village Getting Stanford on Soar listed as a Conservation Area The clerk read out an email from the Conservation Officer at Rushcliffe Borough Council following initial enquiries. Councillors agreed it would be worth exploring this further and would put together village heritage information by the next meeting to send to Rushcliffe Borough Council.

8. Planning • 20/01794/FUL – Five Oaks Farm, Main Street - Subdivision of an existing farmhouse, conversion and extension of two farm buildings for residential use – PC no objection in principle, observations/requests submitted, pending RBC decision. • 20/01579/FUL - Land South of Underhill Farm, Leake Lane - Mobile home for use as temporary agricultural worker’s dwelling – PC no objection in principle, observations/requests submitted, pending RBC decision. • 20/01288/FUL - 2 Kingsbrook Court, Leake Lane - Erection of Garden Room – PC no objection, pending RBC decision. • 20/01241/FUL - Five Oaks Farm, Main Street - Demolition of existing farm buildings, Construction of 3 no. dwellings with associated parking and amenity space – Application Withdrawn • 20/00746/FUL – Miniature Golf Course at Stanford Hall - Erection of timber club house – Application Withdrawn

9. Finance a) Bank Reconciliation The bank reconciliation had been circulated prior to the meeting and was accepted by councillors. b) Payments The payments below were accepted by the Council.

10. Environment Litter Pick – It was agreed to postpone the village litter pick until spring 2021.

11. Traffic and Highways Maintenance Road Resurfacing and Pavement – The resurfacing on Main Street had been carried out, Cllr Eldessouky noted it had made the road significantly quieter and the buildings no long shook when HGVs Page 20/21 went by. Cllr Brown confirmed the pavement work would be carried out but no date had been set yet. Cllr McKim thanked Cllr Brown for arranging for the work to be carried out.

Following the barn fire last weekend, bridleway number 7 is shut from the railway bridge to the junction of Leake Lane until 27 September.

12. Website Accessibility The parish council’s website has to comply with accessibility regulations which come into force on 23 September 2020. Clerk to write an accessibility statement for the website and councillors agreed to pay the company who created the website, if necessary, to make the website compliant.

13. Correspondence Rushcliffe Borough Council Tree Scheme – This had been covered under item 5. Winter Salt – It was agreed to order 5 bags to be delivered to Cllr Butler for use on the pavement at Stanford Hills over winter as necessary. NALC 2020/21 Pay Scales – NALC had issued the pay rates for clerks; this represented a 2.75% increase and was due to be back paid from April 2020. Councillors agreed to the increase which would be set up for the Q3 salary payment. Town and Parish Forum – 2nd October – Clerk to attend the virtual meeting.

14. Date of Next Meeting Wednesday 25 November at 19:00, to be held virtually.
