Frodsham Wind Farm Limited Local Liaison Committee
(56) ‘… the Company shall establish a local liaison committee made up of representatives of the Company and representatives of the main contractors for the Development. The Company shall also invite the LPA and representatives of local communities to join the local liaison committee. The Company shall provide a full secretariat service, determine when to hold meetings and provide a suitable venue’.
(57) The local liaison committee referred to in Condition (56) shall provide a forum in which consultation and dissemination of information can take place to consider aspects of the Development both during construction and operation on the locality. The local liaison committee shall meet on a regular basis and at least once every quarter unless otherwise agreed by the local liaison committee.’

Membership
Membership of the Committee shall be made up of representatives of:
The Operator (Peel Energy Limited) The Main Contractor (Cheetam Hill Construction Limited) Cheshire West and Chester Council Ward Councillors of: Elton Frodsham Gowy Helsby Kingsley 2 representatives from the Local Councils of: Elton Frodsham Helsby 1 representative from the Local Councils of: Alvanley Dunham-on-the-Hill and Hapsford Ince Kingsley Sutton Weaver Thornton-le-Moors
Secretariat
The Operator will provide a full secretariat service and suitable venue.
Frequency of Meetings
The Committee will meet quarterly unless otherwise agreed by its members.
There will be an Annual Public Meeting at a date and time to be agreed by the members.

Chairman
The only voting by members of the Committee will be the election of the Chairman and Vice-Chairman which will take place annually.
The Chairman of the meeting will have discretion as to the setting of the Agenda but will not unreasonably exclude members items.
Meeting Procedure
All decisions of the Committee will be reached by consensus with the exception being the election of the Chairman and Vice-Chairman.

Public Matters
Matters raised by the public should be submitted through the relevant Committee Member who will draw them to the attention of the Committee in a timely fashion.
Matters raised directly with the Operator or Main Contractor shall be disclosed to the Committee by the Operator.
Member’s Matters
Matters from Committee Members should be submitted to the Chairman as soon as practicable for inclusion in the next appropriate meeting.
Condition (58) Report
The representative of the Operator will report to the Committee all matters received under the provisions set out in Condition (58) of the Planning Permission.
Openness and Transparency
The Draft minutes of the meetings will be made available to the public on the website http://www.frodshamwindfarm.co.uk/ or upon request to the secretariat within 7 working days.
The Annual Meeting of the Committee will be open to the press and public.
