Message from the head of the 4th Congress Policy Council
Reliance on petroleum industry and oil exports as the most important features of the country’s economy has always been criticized and there have been countless discussions about the merits and drawbacks of this trend. The oil industry is recognized as the main driving force of Iran’s economic growth and plays an outstanding role towards reaching the goals of the national economy. Since the petroleum industry accounts for the highest share in financing the government budget, all those working in this field have a very important responsibility. The industry is expected to assist and facilitate, directly and indirectly, the conditions for national production and employment, while reducing the existing challenges to provide funds. Iran’s petroleum industry and the policies related to the field are of high importance for a variety of reasons. First, Iran’s position and its share in the global energy market. Second is the geopolitical position of Iran in the Middle East connecting Asia, Europe and Africa and the access to the Strait of Hormuz. Third is the availability of huge hydrocarbon resources such as natural gas, which is projected to play a key role in supplying clean energy on a global scale in the coming decades. It is also set to provide better environmental and living conditions. And last but not least is the important role of oil and gas as a fuel for power plants, industries, transportation as well as the feed for petrochemicals. Therefore, we need to take a variety of measures to plan mid- and long-term effective strategies to deal with the economic bottlenecks in the oil and gas industry and their related fields. Undoubtedly, it is of utmost importance to address various problems in this sector in order to develop and formulate tangible short-term and long-term solutions. Mitigating the problems in the exploration, drilling, development, and production are among these problems. Other areas of concern include training human resources,

deployment of cost effective state of art technology, consumption management, supporting private sector partnership, energy diplomacy, and achieving balance supply and demand using new efficient technologies. In order to stabilize the economy, a National will is needed to overcome these challenges; to achieve stable economic growth and maximize national interests. Several areas are of particular importance, first and foremost, objective analysis of international political and economic conditions and maintaining mutual beneficial relations and constructive engagement with national and international partners and clients. This can be done so through using world’s technological and financial capabilities, activating the country’s petroleum corporations, and promoting the role of local enterprises in the supply and demand market. Provision of new services, especially in the management of energy consumption, can also help Iran’s energy industry to move forward and fortify its regional and global status and role. Taking the above into consideration, Iranian Petroleum and Energy Congress [IPEC] an Iranian NGO organized by executives, experts, and scholars in the oil and energy field and an appropriate forum for effective exchange of views, has decided to hold its 4th meeting. The meeting intends to analyze and evaluate the current situation and challenges and to explore solutions for improved decision-making procedures and business development. The Congress, held annually during the past three years, has served to facilitate fruitful and constructive exchanges among local and international engineers, executives and officials. I wish the Congress every success in achieving its intended goals towards playing a valuable role in the sustainable development of Iran.

Organiser; Iranian Petroleum & Energy Club(IPEC)
Iranian Petroleum & Energy Club aims to promote efficiency and sustainable growth in Iranian energy sector by providing demand led policy advice based on professional experience and frontier research. As a professional and nonprofit association, we facilitate knowledge transfer to hundreds of energy executives and young entrepreneurs which help them better understand the financial and Management issues that shape the current energy environment in Iran. In collaboration with our network of professional executives, leading academics and field experts, we provide impartial and evidence-based policy recommendations for decision-makers in the energy sector; recommendations which have been successful in addressing some of the most entrenched challenges of Iranian energy sector. We follow out our missions by forming specific workgroups to perform needed researches and to provide specific and general consultancy to these sections and provide strategy, solutions and also to hold strategic meetings, conferences and congresses. We fit to evaluate the issues from a strategic view, observing and tracking changes and analyzing important and influential events in national, regional and global levels.

David Kramer Head of the Investment Unit of the Energy Charter Secretariat
He is Head of the Investment Unit of the Energy Charter Secretariat. Mr. Kramer has Dutch nationality. He graduated in 2000 from the Utrecht University with an MSc in Science and Policy. During his studies he specialised in economics and knowledge management. Previously Mr. Kramer spent 14 years at the Dutch Ministry of Economic Affairs in The Hague holding various posts. In his position as Senior Policy Advisor in the Energy Market Department he led complex national projects such as unbundling of the Dutch gas and electricity sectors, and the national rollout of smart metering. Since 2011 he worked on international energy security. He was responsible for bilateral energy relations with a number of CIS countries, the US and France, and for multilateral fora such as the Energy Charter Strategy Group. He was project leader of the Ministerial Conference on the adoption of the International Energy Charter in The Hague, which took place in May 2015. In his capacity as Head of Unit, Mr. Kramer represents the Energy Charter Secretariat on investment-related topics, including the development of the Energy Investment Risk Assessment flagship publication. Throughout his career, Mr. Kramer has attended various programs, including Management Development at the Ministry of Economic Affairs, the US International Visitor Leadership Program and a program on International Relations at the Oxford Institute. He speaks Dutch, English, German and French.
