Section 1 - Introduction

Uddingston Cricket and Sports Club replaced their club house facilities three years ago, Now, in November 2012, we have completed this exercise with the board content with the however the sustainability of the overall sports facilities currently provided vary greatly robust nature of the study that has taken place. We are now looking to take the development between the sections of the club. There is also an awareness that local schools, within the plans forward from the feasibility stage to the next level, which would see us inviting all local area, have limited facilities for Physical Education, and the club have recognised that they and national partners to review possible funding routes with the club. could offer a solution to this problem - as their sports facilities lie unused on weekdays.

Therefore in the summer of 2011 the board of the club sanctioned the development of a feasibility study to look into how both of these areas could be evolved. Members would gain improved facilities with widespread usage offered to the local community.

With this in mind the following objectives were set for the feasibility study:

• A full review of existing sections would take place to analyse current requirements against existing facilities.

• A site masterplan would be developed to see how we could maximise usage of the existing club grounds.

• Existing facilities would be reviewed to highlight any areas where additional requirements are needed.

• Local community and school needs would be investigated to maximise weekday usage.

• Surrounding un-used land would be reviewed with a view of expanding club grounds to provide additional areas for facilities.

• Consider what other local facilities / clubs etc are in place and see how we can integrate more with them to join together to create an “umbrella community sports club” with the view that we again maximise usage of all facilities i.e. Uddingston Sport Hub.

Section 2 – Who are Uddingston Cricket & Sports Club?

Uddingston Cricket and Sports club is an existing sports club comprising four sections, all operating out of the grounds currently located at Bothwell Castle Policies, Castle Avenue, Uddingston, G71 7HJ.

The four sections are made up of Cricket, Rugby, Hockey and Harriers. All sections are run as separate entities that report directly to the main club board.

Club Details:

• The status of the club is a local voluntary community sports club • We do not currently hold charitable status however the club have agreed to look into this area • The club is VAT registered with VAT No – 260 9501 69 • We are members of following governing bodies – Cricket , Scottish Rugby and Scottish Hockey

Union Existing Facilities: • In May 2011 we received £23,352 Sport Scotland funding for new Cricket nets with the club raising the same amount At this time our existing facilities consist of a club house that contains social meeting facilities, meeting rooms, • We currently have the following membership numbers: two changing rooms, community areas, a senior and junior (grass) rugby park and an international cricket field.

Development Aims and Objectives: All sports including Cricket, Rugby, Hockey and Harriers will benefit from the additional facilities. The creation of the Uddingston Community Sports Club will also benefit the local community. The aim of the development is to update inadequate playing and training facilities. Improved facilities will help promote more playing members to the club from the local community. Timescales – It is hoped to have all funding in place to allow the development to start in early 2013, with the view that all facilities will be in place and ready for use by summer 2013.

Security of tenure – Grounds and facilities 100% owned by Uddingston Cricket and Sports Club.

Access for people with disabilities – At this time access for people with a disability is limited to our facilities, thus we have limited usage across all sports and membership from this user group. The club are seeking to improve the access for disabled, with this development.

At this time we have 37 members with varying additional needs / disabilities such areas as Ambulant disabled, wheelchair users, visual impairment, hearing impairment and learning disabilities.

Section 3 – Development Scope of Works

Section 4 – What is Uddingston Community Sports Club?

Uddingston Community Sports Club is taking the Uddingston Sport Hub idea one stage further and bringing together more partners under one larger “umbrella” and in turn maximising the accessibility and usage of facilities across al areas of the local community, while working hand in hand with the existing Uddingston Sport Hub. Uddingston Community Sports Club Currently the key partners are Uddingston Hub, Uddingston Grammar, Uddingston Cricket and Sports Club,

Porterswell Sports facilities and Hamilton College.

With all the partners coming together we are seeking to increase the available resources and to improve them. In turn, catering for many more sports and possible users.

Coverage:

When considering the locations covered by the Uddingston Community Sports Club it becomes apparent that we are able to cover a huge area of the local community including such areas as Hamilton, Bothwell, Uddingston,

Birkenshaw, Baillieston, Mount Vernon, Cambuslang, Shettleston and all areas in between with such postcodes as the following included – G32, G34, G69, G71, G72 and ML3.

Partners: Uddingston Porterswell Sports Uddingston Cricket & Hamilton Two key local secondary schools, Uddingston Grammar and Hamilton College, have shown their support already. Community Sport HUB: All Sports – Local Community Groups & Clubs

The Uddingston Hub is a dual use site – Uddingston Grammar during the day and Uddingston Sports Centre at night as well as the associated pitches and outdoor venues. Uddingston is also unique in South Lanarkshire as it spans the 2 local authorities, North and South Lanarkshire.

In terms of what the Community Sport Hub involves:

• Creating a more joined up approach to increasing participation. Local Secondary Schools • Allowing individuals and communities to access the full benefits of sport and encourage sustainability by developing genuine community leadership and engagement.

• Accessibility for all people within a local community and encouraging lifelong participation in sport and physical activity.

• Offering a range of sporting activities and providing ‘sign posting’ for wider sports provision available, inclusive of those from under represented groups.

• Developing the local sporting infrastructure, integrating the local authority, community planning Local Primary Schools partnerships, regional sporting partnerships, governing bodies and local clubs.

Section 5 – Programme of Existing / Projected Usage

Detailed below and over onto the next page are the existing and projected usage figures for youth and senior across both the existing and new facilities.

In the main we would see the projects figures being increased due to the following reasons:

• Hockey being located at the club rather than spread across South Lanarkshire and in turn being able to grow their own youth and senior sections due to new astro turf pitch.

• Moving the current in-school and after school hockey club programme from 8 local primary and secondary schools to be located centrally at club grounds.

• Opening up both new and existing facilities to local primary and secondary school during the week days due to lack of suitable local school facilities.

• Provision of changing facilities for a greater amount of teams that in turn allows more teams to use the new and existing facilities while linking into porterswell facilities.

• Provision of a new community hall to be used by members and local community groups during weekdays and evenings.

Section 7 – Planning Requirements

At this time informal discussions have taken place with planning. These informal discussions highlighted the need to reposition the Synthetic Astro Turf pitch to minimise the impact on surrounding housing. The next stage of this development would be to enter into formal discussions with our local neighbours and partners with a full planning application due to be made in January 2012.

The flood lighting was also reviewed and the information below details what would be proposed to meet all current regulations and typical planning conditions. One action we have taken at this time is to design it to the lower class three level of 350 Lux and also we have moved the lighting columns away from the housing at right hand side of the pitch to reduce any ongoing impact of possible light pollution.

European Lighting standard EN 12193:2007, stipulates lighting levels for the three classes of play and sets minimum levels of 500 lux, 200 lux and 200 lux for Classes I, II and III (please see table below).

The Hockey Pitch Lighting scheme has been designed to align with Class III requirements in that the following conditions are applicable: • Low level competition; Local or small club competition • Minimal or no spectator supervision • General training sports and recreation activities apply

Design Solution: It is proposed that we provide a total of 6 No 15m demountable columns to assist in maintenance of lamps etc.

The masts as referenced M1-M6 on the adjacent image contain the following floodlights: • M1, M3, M4, and M6 1 x AL5760/2KW Narrow Beam + 2 x AL5760/2KW Medium Beam Floodlights • M2 and M5 2 x AL5760/2KW Narrow Beam + 2 x AL5760/2KW Medium Beam Floodlights

Lighting Simulation Results: • Initial Illuminance Levels (100 hours) Eave = 421 lux • Maintained Illuminance Levels (4000 hours) Eave = 337 lux • Uniformity Emin/Eave = 0.78 • Maximum Glare Rating = 47

The Floodlighting scheme will ensure that there will be zero upward or outward lightspill which will assist in satisfying planning requirements.
