    Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. During the reporting period, the mobile gynecological offices were divided into four areas: Varna (the city of Varna, the village of Kamenar, the town of Ignatievo, the village of Staro Oryahovo, the village of Sindel, the village of Dubravino, the town of Provadia, the town of Devnya, the town of Suvorovo, the village of Chernevo, the town of Valchi Dol); Silistra (Tutrakan Municipality– the town of Tutrakan, the village of Tsar Samuel, the village of Nova Cherna, the village of Staro Selo, the village of Belitsa, the village of Preslavtsi, the village of Tarnovtsi,

    Danube Day 2010: call for action and cross-border co-operation Vienna, 25 June – 81 million people in all Danube countries are invited to ‘Get Active for the Rivers’ on 29 June as part of the celebrations for the 7th annual Danube Day. The main goal of this year’s celebration is to engage people and to emphasize the connections between the countries and the water conservation interests of all inhabitants. Danube Day is coordinated by the International Commission for the Protection of the Danube River (ICPDR). “In order to sustain the Danube rivers today, and for the benefit of future generations, people in every sector of society must join a united effort,” says Philip Weller, Executive Secretary of the ICPDR, “After the devastating floods, which hit the region heavily some weeks ago, it is important to emphasize the connectivity between all countries and the need to for integrated water management.” Danube Day celebrations are organized by governmental and non-governmental institutions, companies and schools. A long-standing partner is also the ‘Green Danube Initiative’ composed of the Coca-Cola Hellenic Group, The Coca-Cola Company and the ICPDR. Doros Constantinou, Chief Executive Officer of Coca-Cola Hellenic explains, “We at Coca-Cola Hellenic are totally committed in helping to protect the environment. The vital significance of the Danube cannot be over stated. Older than the Rhine, it is the main source of water for millions of people; is a vital ecological hotspot in Europe as well as an important international waterway.” The emphatic call for action this year is part of a continuing, multinational effort to protect and preserve the iconic Danube River and its tributaries, as well as the areas through which they flow.

    Implementation of the Structural funds in Bulgaria Monthly brief 15 August-30 September, 2010 Horizontal issues and legislative procedures A draft Council of Ministers Decree amending CoM Decree 121/2007 has been prepared by the Central Coordination Unit and is to be sent for interministerial coordination procedure. The proposed amendments aim at merging the administrative compliance and eligibility compliance checks in the evaluation process of the project proposals. A shorter and more efficient evaluation process is thus to be achieved. In September, 2010, the Council of Ministers adopted the Decree, which set up a new position “assistant on management of European projects and programs”. The aim of the decree is to assist the MAs/IBs needs of specific expertise and knowledge in order to improve the conditions for the successful implementation of EU programs and projects. The assignment of the experts will be financed from the technical assistance of the OPs. The positions will be occupied until the completion of the programs. The national methodology on financial corrections is under revision in order to be prepared amendments, based on the adopted new Public Procurement Law (PPL). The methodology set up the main principles, criteria and indicative scales for determining financial corrections to be made to expenditure co-financed by the Structural Funds or Cohesion Fund for non-compliance with the rules on public procurement legislation. Two meetings of the Horizontal Network of experts for evaluation of the National Strategic Reference Framework and Operational Programmes were held respectively on 03 August and 30 September 2010. INTRODUCTION The consultation was carried out between 12 December 2013 and 21 March 2014. The objective was to identify EU, national, regional and local policy initiatives (legislative or not) and administrative practices, where there may still be scope for further reduction of the burden for SMEs, and in particular for micro businesses, as well as for EU tourism destinations, public administrations and tourists visiting EU Member States from within or outside Europe. It equally aimed at identifying good practices and success stories at all administrative levels. It is important to underline that the consultation was not part of the Commission’s formal Regulatory Fitness (REFIT) exercise. Its questions were concerning general regulatory and administrative areas without referring to specific measures or practices. This was necessary in order to be able to incorporate various regulatory and administrative levels (i.e. EU, national, regional and local) in its scope. The consultation pointed out to 12 policy areas, each of which divided in sub-areas. The complete list is provided in Annex 1. For each sub-area, respondents were asked to indicate the nature of the burden (at EU, national, regional and local) picking among the different options (Too costly – Unnecessary - Too restrictive - Too excessive - Too complex - Lacks transparency - Lacks protection – Others). The analysis of the outcome of this consultation is intended to remain factual and to provide general information to the Commission as well as to public and private stakeholders, without any concrete follow-up measure in sight for the time being.
