7 CRICKET EAST REPORT
Cricket East has recently taken shape and replaced the recreational game support previously provided to clubs and communities by the County Boards of Cambridgeshire, Huntingdonshire, Hertfordshire and Bedfordshire. Following several years of conversation and discussion around collaboration in the delivery of support for the recreational game, summer 2017 saw a major step change between the four counties mentioned above in terms of what this would look like.
The main driver was a couple of senior staff departures across two of these boards, combined with an increasing challenge from the ECB to provide more support to clubs as the game looks to grow and to put clubs at the heart of the game. This led to the development and acceleration of the Cricket East concept.
Cricket East is now established and providing support for Cricket in many areas. These are Clubs Development and Support, Education, Diverse Communities, Disability Cricket, All Stars Cricket, Women’s Softball Cricket, Under19 T20 as well as both adult and junior league engagement, Coach Education and Marketing and Administration. All County Age Group Cricket remains under the control and jurisdiction of the County Boards.
Cricket East has a Head of Community Cricket, Ben Wallis, who oversees the operation of Recreational Cricket and every club now has a dedicated Club and Community Cricket Manager who should have been in touch with you by now and it is intended that clubs will have a greater support, advice and guidance allowing you to be at the heart of the ECB’s ambitions to grow the game over the coming years.

The Cambridgeshire Cricket Board (CCB), was established in 1996 from a combination of the County Club and the Association to promote and develop the game of cricket in the districts of Cambridge City, South Cambridgeshire, East Cambridgeshire and Fenland through the partnership of cricketing bodies and other appropriate agencies.
In 2011, the Board become a Company Limited by Guarantee under the name of Cambridgeshire Cricket Limited.
There are 12 current members of the Company and 8 Directors on the Board.
The Company has a small team of staff - Cricket & Finance Administrator and the County Age Group & Talented Player Programme Manager, along with numerous part time coaches, offi cials and volunteers, who all work hard on our programmes and projects.
In October 2017 Cricket East was formed from an amalgamation of Bedfordshire, Cambridgeshire, Hertfordshire & Huntingdonshire Cricket Boards to facilitate the organisations responsible for Coach Education, training and appointing Offi cials, Groundsmanship and the management and coaching of the teams that represent Cambridgeshire in inter-county matches, including those organised by the ECB and other competition organisers.

Competitions All the Associations Cup Finals were completed on time in 2017, and, for the fi rst time at Sawston Sports Ground. I would like to thank all of the Members of Sawston CC for their hard work on the fi nals days, the weather was great for them all and as always this brings people out to watch. Also thanks to Mick Collis, who the Association appointed to oversee all the Finals again last year.
Walker Invitation 20/20 Cup The Cambridge News again sponsored the Walker Invitation Cup, and we thank them for their continued support of the Competition. The semi-fi nals and fi nal were staged on the same day making for a great day of cricket. The fi rst semi-fi nal was between Girton and Thriplow, with the latter winning this game and went into the fi nal. The second semi-fi nal was between Fulbourn Institute and Sawston & Babraham II with Sawston & Babraham winning that game. In the fi nal Thriplow batting fi rst scored 176 for 5, with Sawston & Babraham replying with 112 for 7, and therefore Thriplow lifted The Cambridge News T20 Walker Cup for the second year in succession, Man of The Match was Robert Craze of Thriplow.
Invitation Cup The Invitation Cup saw Fordham in action playing Abington on what was another nice day in August Fordham scored 185; in reply Abington reached 187 for 2 and therefore winning the Invitation Cup with Man of the Match being presented to Will Earl of Abington.
Junior Cup This was another great day weather wise, although a low scoring game with Girton batting fi rst scoring just 56, Chatteris ll looked at the start of their innings as if it would all be over very quickly, but Girton put up a reasonable fi ght by taking fi ve wickets in reaching the total, the Man of the Match was awarded to Mick Hollis of Chatteris.
Lower Junior Cup The Lower Junior Cup fi rst semi-fi nal was between Abington llI and Coton ll with Coton scoring 138 for 6 and Abington scoring 141 for 5 booking them a place in the fi nal for the second year. The second semi fi nal was between Barley ll and Wilburton ll. Barley scored 105, and in reply Wilburton 106, so the fi nal was between Abington lll and Wilburton ll could Abington retain the Cup they won twelve months previous? Batting fi rst Abington scored 142 for 2 and in reply Wilburton managed 110 all out, so yes Abington did retain the Cup. The Man of the Match was awarded to Andrew McDonald of Abington.
Senior League Thriplow won the Senior League, congratulations to them on being promoted to The Whiting & Partners League.
Junior League Again in 2017 we had a high number on entrants in to the Junior League, which is always good! Congratulations to Girton won 1 North, and Ashwell 1 South. Unfortunately the Junior League Play-off did not get played, and will be played at the beginning of this season.
12 Best Kept Wicket This award is for a Senior League Club with a non full-time groundsman, this year’s winners are Cambourne CC.
B.W.C.Green Award This year’s award goes to Richard Saltmarsh of Bluntisham CC.

14 NOTES TO CLUB SECRETARIES
1. Each Club is requested to purchase not less than four copies of the Offi cial Handbook, and further copies can be obtained from the Chairman, price £5.00.
2. Late Commencement of Matches Complaints are frequently received concerning the inconvenience caused by matches commencing late. Your special attention is directed to Rule 12.
3. Cancellation of Fixtures (see Rule 15) In the event of a fi xture being cancelled the opponents of the defaulting club are requested to submit a claim for the points.
4. On Match Day Results of matches should be forwarded to the Competition’s Secretary before 10pm on the day of the game by text or email. Please give details of the division, both teams totals and the number of wickets lost. Please clarify which team has won. Failure to do this will result in a fi ne of £10.
5. Results Cards In all league and cup matches both teams will complete a result card and exchange before the match. This will be signed and the pitch marked by the visiting team and is the responsibility of the each team to either post (with a fi rst class stamp) or email the card to the Competition Secretary by Friday following the match. Failure to do so will result in a £10 fi ne. After a team has breached this rule 3 times during a season (in any CCA Competition), that team will automatically incur a 5 point deduction from their league points gained that season.

Treasurer’s Report For the year ended 31st October 2017
The results for the year show a Defi cit of £1,734 compared to a surplus of £3,200 last year, a £5k turnaround. INCOME 1. There was a very large reduction in fi nes income of £1,642. 195 fi nes amounted to £3,705 compared to 357 fi nes - £5,287 last year. Approximately 70%, £2,270, of this is accounted for by 104 match cancellations (last year 103), which included 7 very late cancellations where the rule regarding £30 refunds to the home team, for teas expenses, was involved. A further 48 fi nes were levied for Late Result Cards totalling £255 (last year 129 fi nes £1,305), this category being greatly affected by the change for only the home team to be required to submit cards. Administration charges for late receipts of fi nes were £440 compared to £1,220 last year which shows a great improvement in Clubs dealing with their administration promptly. 2. Competition and Affi liation Fees were similar to 2016 at £4,900. 3. The League Sponsorship from Mr Cricket was foregone to shelter Clubs from increases in the cost of Balls resulting in a £1,500 reduction in sponsorship income, down to £350 from Cambridge Newspapers to sponsor the T20 Cup,. This intention was reported last year. EXPENDITURE 1. The charge for trophies and shields was £2,230 (last year £1,950) 2. Administration costs were £3,052 (last year £2,346), an increase mainly due to replacement of a laptop for the Competitions Secretary. 3. Cup fi nals expenses were £1,452 (last year £1,372). 4. The net costs (after sponsorship) of the Over 50s’ & two Over 60s’ county teams were £1,042 (last year £629). A reduction of sponsorship accounted for £157..
For the forthcoming 2018 season we increased the league entry fees, which will see an increase of income of approximately £1,200. The defi cit for the year was anticipated by your Council. The coming year should see the Association come back to more of a break-even result, but any further changes in fi nes income may vary that. We would wish to move to a position where the Association is not as reliant on fi nes income. Reserves of nearly £22,000 means that the Association is in good health.

Following two entertaining pre-season friendlies at Clare College (a narrow defeat to the Over 40’s and a tie with Northamptonshire), the Cambs Over 50’s 2017 campaign started promisingly with a low-scoring, but hard fought win against Norfolk, David Holliday’s classy 70 not out being the main difference between the teams. In the next game, we bowled and fi elded amazingly well to tumble out Leicestershire (the reigning National Champions) for just 84 runs, but some nervy batting against a good attack put us on the back foot and we collapsed to 68 all out, still 17 runs short! The topsy-turvey nature of the 2017 season had been established!
Cambs won the next game by 80 runs away at Skegness against Lincolnshire, thanks to another impressive bowling performance but as shown in the results listed below, we could only manage 1 more win (albeit by 9 wickets) from the remaining 4 matches so Cambs 50’s ended up a disappointing 5th in the group (after having been 4th in 2016).
On paper it looked like playing squad had been strengthened by the introduction of several new players (Mike Sewell, Trevor Westley & Lee Ingram), and whereas the wickets were being shared around by 9 different bowlers, the batting probably had less consistency and depth. The fact that only 3 players made ‘fi fties’ in the 6 matches tells a story.
It was no surprise that top run-scorer was yet again Nigel Gadsby, who in his seventh year of playing and captaining the team, scored 237 runs over 4 innings, including a match-winning 94 against Hunts. He was closely followed by the evergreen ‘Doc’ Holliday (175 runs in 3 innings) well supported by opener Andy Brightmore whose season included two unfortunate ‘ducks’ but also fi ne 57, and Steve Hinson’s unbeaten 48 in his only appearance also worthy of a mention.
Bowling honours went to Mike Sewell and Bob Milne (9 wickets each), followed by Trevor Westley and Chris Rule (6 wickets
19 each), and Richard Green (5 wickets in just two games). In all we used 22 players over the 6 completed matches primarily due to varying levels of work commitments & aching joints. The promising youngsters ‘capped’ were: Adrian Bussey, Lee Ingram, Andy Race, Mike Sewell, Neil Smith, & Trevor Westley.

20 OVER 60’s REPORT 2017
The struggles continued for both Cambs & Hunts Over 60s sides, as they failed to hit the heady heights of a few seasons ago in the Seevent National County Cricket Championship. The 1st XI crept up to a mid-table sixth spot in the Eastern Division, while the 2nd XI slumped to fi fth, their lowest ever placing. Newly appointed skipper Nick Andrews weighed in with the most runs (363) at the higher level, with Cambridgeshire Over 50s manager Richard Young averaging 51.50 from four matches in what was his debut season. On the bowling front, Jaspal Singh claimed a 5-26 haul against Bedfordshire at Ramsey, to fi nish with a total of 13 wickets, while Stan Cox picked up 19 wickets in the second team. The 2nd XI's batting again relied heavily on their two openers - skipper Ashley Brown and David Baker, who both scored more than 300 runs. David was also one of six Cambridgeshire Seniors players to receive a commemorative cap during the season, having made 185+ appearances at all levels for the county including 101 matches for the Minor Counties side. Caps were also presented by The Seevent League Joint Chairman Martin Pearse to: Over 60s manager Pat Ringham (115+), Michael Douglas (100+), Mick Ketteridge (100+), Ian Reid (90+) and Alan Rodger (80+). For Hunts, Nick Andrews has made 160+ appearances and Stuart Unwin 130+. In July, six fi rst team players - Nick Andrews, Gerald Coteman, Michael Douglas, Pat Ringham, Eddy Seymour and Stuart Unwin - joined forces with Norfolk to play the Australian Over 60s tourists, who showed their class with a convincing six wicket win at Old Buckenham. However, the Aussies lost the summer Ashes 3-0 to England Thanks are expressed once again to the Cambridgeshire Cricket Association and the local clubs, who host our home games, for their continued support.

37 ECB Guidance Note: Safety measures for helmets within recreational cricket
The ECB has recently announced new helmet safety measures, which are being introduced with a view to reducing the risk of head and facial injuries within the game. The purpose of this brief note is to assist Leagues and Clubs at the recreational level to understand the key elements of these changes and what they mean.
Players over the age of 18
The ECB strongly recommends that all adult recreational cricketers should wear helmets for certain activities, preferably which meet the most recent British Safety Standard (see below). This recommendation applies to batting against all types of bowling, wicket-keepers standing up to the wicket (who may as an alternative wear face protectors) and fielders fielding closer than eight yards from the batsman’s middle stump, except behind the wicket on the off side.
Under 18s
The position in relation to u18s currently remains unchanged, and is governed by the ‘ECB Guidance on the Wearing of Cricket Helmets by Young Players’ (www.ecb.co.uk/youngplayershelmetguidance). In essence, batsmen and wicket-keepers standing up to the stumps must wear head protection when playing or practising. That Guidance should be referred to in full for the position in relation to u18s.
British Safety Standard
The latest British Safety Standard is BS7928:2013 (for both adults and juniors). The full list of helmets meeting this standard is available at www.ecb.co.uk/helmets. For wicket-keeping face protectors the relevant British Safety Standard is BS7929-2:2009 (again, for both adults and juniors).
The ECB understands that there is currently no specific women's helmet and as a consequence no specific standard for women's cricket helmets. As the size of the standard women's cricket ball is between the standard men and junior balls, it is recommended that women use helmets that have been tested against both the men's and junior sized ball, or at least against the junior size ball (as that could potentially get through the gap above the face guard on a men's helmet).
What do Leagues and Clubs need to do?
Whilst it is strongly recommended that all adult recreational cricketers wear helmets in the on-field circumstances detailed above, it is not mandatory for them to do so. For the avoidance of doubt, Leagues or Clubs do not need to go above and beyond the ECB’s recommendation by forcing their cricketers to wear helmets.
However, Leagues and Clubs in recreational cricket should ensure that their cricketers are made aware of the ECB’s above recommendation in relation to helmets, including the need to check that any newly purchased helmets meet the latest British Safety Standard. The ECB recommends that Leagues and Clubs bring the link above (i.e www.ecb.co.uk/helmets) to the attention of their cricketers and encourage all cricketers to carefully consider their own health and safety regarding helmet use.
Leagues and Clubs should always ensure that they have adequate public liability insurance.

ECB FAST BOWLING MATCH DIRECTIVES

For the purposes of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball. Having completed a spell the bowler cannot bowl again, from either end, untiI the equivalent number of overs to the length of his* spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number of overs per day for his age group even if he subsequently bowls spin. He can exceed the maxi- mum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin wIthout exceeding the maxmum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast Captains, Team Managens and Umpires are asked to ensure that these Directives are followed at all times. For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in a row. Age groups are based on the age of the player at midnight on 31st August in the year preceding the cur- rent season. *Any reference to he/his should be interpreted to include she/her.
