    HYDROPOWER RESOURCE ASSESSMENT AT NON-POWERED USACE SITES Prepared by the Hydropower Analysis Center for USACE Headquarters July 2013 Final Report Hydropower Resource Assessment at Non-Powered USACE Sites EXECUTIVE SUMMARY The U.S. Army Corps of Engineers (USACE) is the largest owner-operator of hydropower plants in the United States, with 75 plants and an installed capability of 21,000 megawatts (MW), or about 24% of the total hydroelectric capacity. This report describes a national hydropower resource assessment study that assessed the potential and economic feasibility of adding hydroelectric power to these non- powered USACE projects over a 50-year period of analysis. Site Selection In selecting non-powered USACE projects with hydropower potential, the study employed a 2012 report by the Oak Ridge National Laboratory (ORNL) that identified the hydropower potential of 54,000 non- powered dams in the United States. Among these dams, 419 were USACE non-powered dams. This number was reduced to 223 sites using the following screening, as shown on the table below. • Generate 1 MW or more of potential hydropower. • No current Federal Energy Regulatory Commission (FERC) license. • No obvious hindrances in developing hydropower. Through innovative and active management, the District has improved water quality and increased opportunities for wildlife viewing, hunting and fishing.     Major Licking River Watershed County Profiles The Licking River Watershed or River Basin physically includes Magoffin*, Morgan*, Rowan*, Bath*, Fleming*, Bourbon, Harrison*, Nicholas*, Robertson*, the majority of Pendleton*, and parts of Menifee*, Montgomery, Clark, Elliott, Lewis, Mason, Bracken, Campbell*, Kenton*, Boone, and Grant counties.1 The Licking River Region report also includes Gallatin and a portion of Carroll counties. Hinkston and Stoner Creeks join in Bourbon County to form the South Fork of the Licking River which joins the main stem in Falmouth. The North Fork forms the border between Bracken and Robertson counties. The Licking River was officially discovered by Thomas Walker in June of 1750 who named it Frederick’s River. The Native Americans called it Nepernine and used the river to transport goods for trade and to travel to the central Kentucky grassland areas for hunting. Charles Kerr’s History of Kentucky (1922) says that the Licking means “land with springs and meadows.” An earlier name, Great Salt Lick Creek, referred to the salt licks along the river. The Licking River was first officially surveyed in 1835. The Licking River is noted to be 320 miles long. The Licking River was an important route of transportation for timber operations that floated logs down the river to Covington. Cave Run Lake, the only impoundment on the river, was formed in 1974. It has a summer pool of approximately 8,200 acres. Cave Run Lake is one of the most productive muskie fisheries in the Eastern United States.

Usually they are established to preserve a location because of its natural beauty, historic interest or recreation potential. The development of state parks in the United States generally paralleled the development of the U.S. national parks. The oldest state park in the United States is Niagara Falls, established in 1885. The first U.S. National Park was Yellowstone, established in 1872. Until the development of parks in the United States, the great areas of land with natural beauty and historic significance had only been set aside for the wealthy, such as kings and noblemen. National parks and state parks reserved the lands for everyone. The parks movement began in the United States and has since been accepted and copied throughout the world. During WW I, visits in Europe were closed to tourists from the United States and other countries. The theme, “See America First,” was promoted as never before and concentrated on the beauty of the American landscape, especially those in the western states.
