S4W-21671 : To ask the Scottish Government whether it considers that (a) the integration of health and social care is crucial to the financial sustainability of the NHS and (b) the general practice share of NHS spend should be restored to ensure that general practice has the resources to deliver critical services in partnership with social care, communities and the voluntary sector.

S4W-21672 Neil Findlay: To ask the Scottish Government what assessment it has made of the impact on patient care of the reduction in funding for general practice from 9.8% of the NHS budget in 2005-06 to 7.8% in 2011-12.

*S4M-10253 Neil Findlay: Concerns at Plans to Re-privatise the East Coast Main Line—That the Parliament notes that the east coast main line rail service between Scotland and London has been publicly run by East Coast since November 2009; congratulates East Coast‘s management and staff on what it sees as the improvement in services over this period and understands that almost £1 billion in profits will be returned to taxpayers; is concerned at the UK Government‘s plans to privatise the company by February 2015; believes that this puts ideology ahead of the interests of passengers and taxpayers; understands that the First Minister told the STUC that his administration supported retaining the company in the public sector, and, in noting that the Scottish Government is one of the statutory consultees on the future of East Coast, calls on it to make the strongest possible representations to UK ministers to keep the line in the public sector.

S4M-10231 John Finnie: 25th Anniversary of Tiananmen Square—That the Parliament commemorates the 25th anniversary of the end of the ‗89 Democracy Movement in China, commonly known as the Tiananmen Square protests; understands that the student-led protests, which lasted from 15 April 1989 to 4 June 1989, calling for political reform, including democracy and press freedom, were brutally suppressed by the Chinese military on 4 June 1989; understands that, while the official death estimates range from 200 to 300, the number killed is generally thought to be at least 1,000, though no deaths occurred in Tiananmen Square itself, rather in the streets of Beijing; understands that a recent poll found that the iconic Tank Man photograph, which dates from 5 June 1989, was known by only one in 10 students in China, reflecting the successful repression of the event by the Chinese authorities; further understands that, while suppression of the anniversary will take place on the mainland, memorials are planned for Hong Kong and Taiwan, and calls on the Chinese authorities to officially recognise the Tiananmen Square protests, cease the public suppression of the anniversary and follow through on the calls made by the protesters who died 25 years ago.

S4M-10217 Patrick Harvie: Scottish Government Confusion over the Carbon Impact of Air Passenger Duty—That the Parliament notes the commitment made by at First Minister‘s Questions on 13 September 2012 to produce an estimate of the carbon impact of the Scottish Government‘s policy of first cutting, and then abolishing, air passenger duty (APD); further notes the statement made by the Minister for Environment and Climate Change at Topical Questions on 1 April 2014, in which he said "I am prepared to send [the member] the figure that I have seen, which is an internal assessment based on the UK‘s figures of the estimated impact of APD" and he suggested that the government‘s policy would see an increase in emissions by ―0.05 megatonnes‖; further notes the statements made by the Minister for Transport and Veterans on 3 June 2014 that "It is worth thinking about the effects of APD in increasing carbon emissions. Many people now fly to Dubai via Dublin because flying directly from Scotland costs more as a result of APD. Some people are adding an environmentally damaging short-haul flight, which means that APD is working against our climate change targets" and "we will conduct a study of our policy once we have introduced the 50% cut in APD. If we get the opportunity to reduce APD, then of course we will have to study the effects of that"; considers that these two ministers have given flatly contradictory accounts of both the expected carbon impact of the government‘s policy on APD and as to whether it has conducted an assessment and arrived at a figure, and calls on the government to suspend its policy until these contradictions have been resolved and a clear evidence-based assessment of the impact has taken place.

S4M-09422# Elaine Smith: Celebrating and Supporting Breastfeeding in Public— That the Parliament notes with concern reports of a recent incident in which a mother, Emily Slough from Rugeley in Staffordshire, was labelled a "tramp" on a social networking site after a stranger took a photograph of her as she sat on steps breastfeeding her eight-month-old baby; notes that the photograph, which was taken without Emily‘s permission, was then uploaded online and believes that the misogynistic, derogatory and disrespectful comments that were subsequently posted could cause upset and concern to nursing mothers; understands that, as a result of this scandal, Emily organised a mass breastfeeding protest on 15 March 2014 in which thousands of mothers came out in support of breastfeeding in public across the country, including across Scotland; recognises that, in Scotland, mothers are protected under the Breastfeeding etc. (Scotland) Act 2005, which makes it illegal to stop, or attempt to stop, mothers breastfeeding in public; notes the view that, to reassure mothers and to help breastfeeding in public become a social norm, this legislation should be used and publicised across the country, including in Coatbridge and Chryston; acknowledges what it sees as the huge health benefits of breastfeeding; understands that a recent UNICEF-commissioned report, Preventing disease and saving resources: the potential contribution of increasing breastfeeding rates in the UK, outlined how increased breastfeeding rates could improve public health, produce long-term health benefits, allow considerable savings to be made by the NHS and provide a mechanism for improving health outcomes across a range of social groups; congratulates Emily Slough on her campaign, which it hopes will help raise awareness of the need for changed attitudes towards breastfeeding in public, and believes that mothers who are engaging in normal, nurturing maternal behaviour should be celebrated and supported by society.

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
