TOBOLSKI, COUNTY COMMISSIONERS AN AMENDMENT TO THE COOK COUNTY INSPECTOR GENERAL ORDINANCE BE IT ORDAINED, by the Cook County Board of Commissioners, that Chapter 2 Administration, Article IV Officers and Employees, Division 5 Inspector General, Sections 2-288 and 2-291 are amended as Follows: Sec. 2-288. - Confidential Summary reports. Upon conclusion of any investigation, the Independent Inspector General shall submit a confidential summary report to the President, the appropriate head of any department or bureau to whose office the investigation pertains, the Chief of the Bureau of Human Resources and to the Purchasing Agent in the case of a sustained finding regarding a contractor, subcontractor, applicant for a contract, or person seeking certification of eligibility for a contract, and to the Board of Ethics in the case of a sustained finding regarding any violation of the Cook County Ethics Ordinance (Sections 2-560 through 2-603). If the Independent Inspector General has conducted any investigations regarding the office, or an employee, contractor or subcontractor of a separately elected official, the Independent Inspector General also shall submit the confidential summary report to the elected official. Confidential summary reports shall be labeled as such and shall contain the information set forth below in accordance with this section. Confidential summary reports received by any government official or employee shall only be used for official government purposes and may only be disclosed for official government purposes. -

SEIU’s proposal varied little from its prior DEBORAH SIMS proposals with the most significant change being lower across-the-board 5th District increases (or COLAs) for lower wage workers. SEIU’s proposal still left the parties well over $2 million apart for the first year of the contract alone. DONNA MILLER 6th District In response, the County presented in writing, the off-the-record terms of st ALMA E. ANAYA settlement it offered SEIU on July 1 . That offer, described in more detail 7th District below, represents $500,000 more in wages, targeted toward lower wage earners, than the County’s last, best, and final offer presented on June 28th. ANAYA through Ordinances 20-4882 and 20-4979 approved at the December 17, 2020, board meeting. 7th District The General Obligation Refunding Bonds Series 2021A were issued in order to refund (refinance) the LUIS ARROYO JR outstanding Series 2010A and 2020G Bonds. The 2010A and 2010G bonds were subject to an average 8th District interest cost of 5.2%. Following the resoundingly positive reception from the market the refunding bonds will a have blended interest cost around 1.32%. Given the structure of the new bonds, there is PETER N. SILVESTRI a reduced interest cost savings of approximately $104 million in today’s dollars (referred to as net 9th District present value basis), which equates to 26.2% of the value of the bonds that were refinanced.
