Record of Women Mps in the Parliament of Western Australia February 2017 PARLIAMENTARY LIBRARY OF WESTERN AUSTRALIA History Notes: Record of Women MPs in the Parliament of Western Australia February 2017. Updated May 2021 Record of Women MPs in the Parliament of Western Australia “I stand here today in the unique position of being the first woman in an Australian Parliament. I know many people think perhaps that it was not the wisest thing to do to send a woman into Parliament, and perhaps I should remind Hon. members that one of the reasons why women and men also considered it advisable to do so, was because it was felt that men need a reminder In 1921, Edith Cowan, Member for West Perth became the first woman elected to sometimes from women the Parliament of Western Australia and in 2021, Caitlin Collins, Member for beside them that will make Hillarys became the 100th. them realise all that can be done for the race and for the home..” Edith Cowan, 1921 Templeman (Leader of the House) gave notice that at the next sitting of the house he would move — That so much of the standing orders be suspended as is necessary to enable the Supply Bill 2021 to proceed through all remaining stages without delay between the stages. PUBLIC SECTOR APPOINTMENTS Statement by Minister for Public Sector Management MR M. McGOWAN (Rockingham — Minister for Public Sector Management) [9.03 am]: I rise today to inform the house of new leadership in a number of government departments in the Western Australian public sector. With the impending retirement of a number of directors general, the Public Sector Commissioner has taken the opportunity to renew leadership across the public sector. This renewal will ensure that government has the leadership in place to continue our world-leading response to the pandemic, help drive prosperity for our state and concentrate on service delivery. Some appointments will be on an acting basis to enable the Public Sector Commissioner, as the employer of the director general group, to undertake recruitment processes when they are required. The Public Sector Commissioner will place the departing directors general on “other functions” through her powers under the Public Sector Management Act. To ensure that we make the most of their skills and experience, each will undertake strategic projects in their ministers’ portfolios.

The PRESIDENT: Before I give the call to Hon Dan Caddy, I note that this is the honourable member’s inaugural speech to this place and the usual conventions apply, including listening to the honourable member in silence. HON DAN CADDY (North Metropolitan) [5.03 pm]: It is important to me that the first words I utter in this place are to acknowledge the traditional owners of the land on which this place stands, the Whadjuk people of the proud Noongar nation. I pay my respects to their elders past, present and emerging. This land is Whadjuk boodja— always was and always will be. I shared a flight to Canberra with the Governor nearly 15 years ago. We sat, just the two of us, at a table on the government jet. It was an incredible conversation.

COOK (Kwinana — Minister for Health) [2.55 pm]: Prior to question time, we were talking about ambulances, and it would be important to note that Western Australia has the best ambulance response times in Australia. Although there are issues with transfer-of-care times at the moment, as a result of the pressures on our emergency departments, our patients get collected up quicker than anyone else. I might add that they are admitted to the hospital immediately if they are a category 1 or a critical or trauma patient. Ambulance ramping has a regrettable impact on our system, but our EDs continue to perform the best in the country with the fastest ambulance response times. This is an important point for people to note: they do an extraordinary job. I focus more on transfer of care because that is the statistic that is held with and recorded by the Department of Health and so it sits on the Department of Health website. I note that ramping is 30 per cent lower than what it was last month and that is pleasing. Obviously, we need to continue to see that trend go down, and we will continue to monitor the transfer-of-care times to make sure that we see improvements on that.

PARLIAMENT OF WESTERN AUSTRALIA INAUGURAL SPEECH Dr Katrina Stratton, MLA (Member for Nedlands) Legislative Assembly Address-in-Reply Tuesday, 4 May 2021 Reprinted from Hansard Legislative Assembly Tuesday, 4 May 2021 ____________ ADDRESS-IN-REPLY Motion Resumed from 29 April on the following motion moved by Ms L. Dalton — That the following Address-in-Reply to His Excellency’s speech be agreed to — To His Excellency the Honourable Kim Beazley, AC, Governor of the State of Western Australia. May it please Your Excellency — We, the Legislative Assembly of the Parliament of the State of Western Australia in Parliament assembled, beg to express loyalty to our Most Gracious Sovereign, and to thank Your Excellency for the speech you have been pleased to address to Parliament. DR K. STRATTON (Nedlands) [7.35 pm]: I thank the Leader of the House for that, because the member for Victoria Park actually left me in tears. You have let me start in good humour instead, so thank you! ACKNOWLEDGEMENT OF COUNTRY I would like to begin by acknowledging the traditional owners of the land upon which we stand today, the Whadjuk people of the Noongar nation, their continuing culture and the contributions they make to the life of this place, this community and this state. I also pay my respects to elders past, present and emerging, and make particular acknowledgement of the Aboriginal people in the chamber. INTRODUCTION It is indeed an honour to stand in this house as the very first Labor member for Nedlands. It is an equal source of pride to stand here as only the second woman to hold this seat since its inception in 1930.

Parliamentary Debates (HANSARD) FORTY-FIRST PARLIAMENT FIRST SESSION 2021 LEGISLATIVE COUNCIL Tuesday, 11 May 2021 Legislative Council Tuesday, 11 May 2021 THE PRESIDENT (Hon Kate Doust) took the chair at 2.00 pm, read prayers and acknowledged country. CARAVAN AND CAMPING GROUNDS REGULATIONS 1997 Petition HON TJORN SIBMA (North Metropolitan) [2.03 pm]: On behalf of Hon Simon O’Brien, I present a petition containing 22 signatures couched in the following terms. To the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled. We the undersigned are OPPOSED to the Caravan and Camping Grounds Regulations 1997 (Regulations) in its current form. We believe that the Regulations are outdated, inadequate and do not accurately reflect the needs of the community, local businesses, and the quality of self-contained habitable vehicles and trailers (mobile dwellings). Self-contained mobile dwellings represent a suitable affordable housing option for many different people in our community, particularly for retirees, small families and seasonal workers. The need for low cost, mobile dwellings is especially important in the current environment of rental housing shortages and unaffordability affecting our community. We therefore ask the Legislative Council to recommend the following modifications to the Regulations: 1. Create a new term and meaning to accurately categorise self-contained mobile dwellings, including tiny homes on wheels, caravans and motorhomes. Self-contained mobile dwellings should not be classed and regulated the same as non-self-contained vehicles or tents, and, as such, should NOT be defined as “camping” while they are being inhabited on private property.

RUNDLE (Roe) [9.02 am]: I have a petition that has been certified by the clerks from 23 petitioners that is couched in the following terms — To the Speaker and Members of the Legislative Assembly of the Parliament of Western Australia in Parliament Assembled. We, the undersigned, are strongly opposed to any cuts made by the McGowan Labor Government to regional voices in our Parliament. There is no doubt that regional WA is the engine room of our state and ripping away regional voices will only be harmful to the communities which help this state to grow and prosper. We therefore ask the Legislative Assembly to speak up for regional Western Australians and call on the Government to ensure there is no reduction in regional representation.
