Benedict Department of History Graduate Program Professor Kevin Boyle ABSTRACT This work explores how German immigrants influenced the reshaping of American citizenship following the Civil War and emancipation. It takes a new approach to old questions: How did African American men achieve citizenship rights under the Fourteenth and Fifteenth Amendments? Why were those rights only inconsistently protected for over a century? German Americans had a distinctive effect on the outcome of Reconstruction because they contributed a significant number of votes to the ruling Republican Party, they remained sensitive to European events, and most of all, they were acutely conscious of their own status as new American citizens. Drawing on the rich yet largely untapped supply of German-language periodicals and correspondence in Missouri, Ohio, and Washington, D.C., I recover the debate over citizenship within the German-American public sphere and evaluate its national ramifications. Partisan, religious, and class differences colored how immigrants approached African American rights. Yet for all the divisions among German Americans, their collective response to the Revolutions of 1848 and the Franco-Prussian War and German unification in 1870 and 1871 left its mark on the opportunities and disappointments of Reconstruction.

    DANIEL STURGEON, A STUDY IN OBSCURITY GEORGE ROADMAN1 nrfjxB Constitution of the United States has provided for only two JL senators from each state, a factor which ought to attract more than the average amount of public attention for those who have made the grade. A state as large and politically important as Pennsylvania should be able, by virtue of this fact alone, to list its representatives in the up- per house by name as well as by accomplishment. Such, however, is not the case, for in the long listof senators who served inthe nineteenth century, few attained any degree of national prominence and then only as a President, political boss, or member of a Presidential cabinet. The reasons for the well-known and lamentable obscurity of Penn- sylvania senators are many and varied, and are quite often explainable only as a result of rather complete studies of the lives of those involved. One of these unknowns, Daniel Sturgeon of Uniontown, is worth con- sidering because he combined the factors of long service in state and national public life with an almost total obscurity as far as the pages of history are concerned. 2 From 1818 to 1858, Sturgeon pursued a politi- cal career that began with his election to the state house of representa- tives, took him to the state senate in 1826, made him speaker of the senate in 1828, saw him appointed auditor general under Governor George Wolf in 1830, elected him state treasurer in 1836, and finally carried him into the United States Senate where he remained from 1840 to 1851, his length of service being unsurpassed by a Pennsylva- nian until Don Cameron's twenty years of service from 1877 to 1897.

Collecting material for our Family Tree began. in a leisurely manner, more than thirty years ago. The Author The serious effort, however, was started about two years ago. Plans were completed the past summer for an extended visit to Pennsylvania, in order to form the acquaintance of our numerous relatives. and to visit the places where great grandfather, Peter Ziegler, and my father lived. A Ziegler family reunion was held in Hasson Park, Oil City, Pennsyl­ vania, August 26, 1933, with more than two hundred present. A Peter Ziegler Association was effected, Captain Harley Jacob Ziegler of Franklin being elected President: E. Willard Ziegler of Oil City, Vice President: Miss Nora Bell Ziegler of Oil City, Secretary-Treasurer. The Association unanimously ·; agreed to have the "Tree" published, the writer being the compiler.     Chapter Thirty-four “The Wisest Radical of All”: Reelection (September-November, 1864) The political tide began turning on August 29 when the Democratic national convention met in Chicago, where Peace Democrats were unwilling to remain in the background. Lincoln had accurately predicted that the delegates “must nominate a Peace Democrat on a war platform, or a War Democrat on a peace platform; and I personally can’t say that I care much which they do.”1 The convention took the latter course, nominating George McClellan for president and adopting a platform which declared the war “four years of failure” and demanded that “immediate efforts be made for a cessation of hostilities, with a view to an ultimate convention of the states, or other peaceable means, to the end that, at the earliest practicable moment, peace may be restored on the basis of the Federal Union of the States.” This “peace plank,” the handiwork of Clement L. Vallandigham, implicitly rejected Lincoln’s Niagara Manifesto; the Democrats would require only union as a condition for peace, whereas the Republicans insisted on union and emancipation.     The Palatine Immigrant 13 The Ohio Germans in the Civil War By Don Heinrich Tolzmann Dr. Don Heinrich Tolzmann is the author and editor of numerous books on German-American history and culture. He has received many awards, including Germany’s Federal Cross of Merit, the Ohioana Book Award, the Distinguished German-American of the Year Award, and the Outstanding Achieve- ment Award from the Society for German-American Studies. He served as Curator of the German- Americana Collection and Director of German-American Studies at the University of Cincinnati, and is currently President of the German-American Citizens League of Greater Cincinnati and Curator of its German Heritage Museum. He also is Historian for the Covington-Cincinnati Bridge Committee and the Steuben Society of America. He is Book Review Editor for German Life Magazine, and was Ohio Editor for the New Yorker Staats-Zeitung, and a columnist for the Amerika-Woche. He also is on the editorial board of the Yearbook of German-American Studies and The Palatine Immigrant, and has ed- ited a monographic series, Neue Deutsch-Amerikanische Studien/New German-American Studies (34 vols.).
