Robin Chesnut-Tangerman citizens and ratepayers, we have serious concerns surrounding the Certificate of Public Rep. Kevin Christie Rep. Brian Cina Good (CPG) granted by the Public Service Board to Vermont Gas Systems for the Sen. Allison Clarkson Addison Natural Gas Pipeline. Issues concerning the pipeline include, yet are not Rep. Sarah Copeland-Hanzas limited to: Rep. Daniel Connor Rep. David Deen 1. Cost Containment Issues: The project, originally approved on the basis of an Rep. Johanna Donovan $86 million budget, has now exceeded $165 million. Vermont ratepayers Rep. Betsy Dunn should not have to bear the burden of cost overruns. Rep. Rachael Fields 2. Failure to Comply with both Federal and Vermont Certificate of Public Rep. Diana Gonzalez Rep. Sandy Haas Good Construction Standards: The project has been given at least two Rep. Helen Head “notices of probable violations,” yet construction was continued unabated Rep. Jay Hooper even though there is no indication that the problems had been adequately Rep. Mary Hooper remediated. The Federal Pipeline Hazardous Materials Safety Rep. Kimberly Jessup Administration responded to a request by Vermont citizens and is Rep. Kathleen Keenan Rep. Charlie Kimbell undergoing an investigation into the project. Citizen groups continue to Rep. Martin LaLonde identify numerous, significant concerns that call into question the physical Rep. Diane Lanpher integrity, safety, and reliability of the pipeline. Sen. Virginia Lyons 3. New Understanding of Methane Emissions: Since the CPG was granted, Sen. Mark MacDonald knowledge of the impact of natural gas on the environment and human Rep. Jim Masland Rep. Jim McCullough health has significantly advanced, and directly contradicts claims that Rep. Mark MacDonald community. Rep. Linda Martin Rep. Jim Masland Since ARRA and GMP merger money have dried up, funding for the Rep. Curt McCormack program has been a scramble. In FY16 the total funding dropped from $12 million to $9 million. With lower fuel prices and reduced Sen. Dick McCormack consumption thanks to a mild winter, a straight re-authorization of the Rep. Jim McCullough gross receipts tax wouldn't even keep pace with the governor's Rep. Kiah Morris recommended appropriation. Rep. Betty Nuovo Rep.
