It concludes that Marine commanders lacked clear guidance from their superiors and emphasized high visibility for the troops, which led to inadequate security. The summary criti- cizes Col. Timothy Geraghty, who was then commander of the Beirut Marine Force, of making serious judgement errors in "failing to provide better protection for his troops."

BEIRUT (AP)--U.S. F-14 Tomcat warplanes swooped low from the Mediterranean Sea toward Syrian-held positions in eastern Lebanon today. American forces at Beirut have been ordered on highest alert, apparently in anticipation of Syrian-backed retaliation for the U.S. reconnaissance flights.

MOSCOW (AP)--The Soviet newspaper Pravda is accusing the U.S. of fighting an "undeclared war" in Lebanon. The paper says only Israel's withdrawal from all Arab territoriesoccupiedin 1967 and an independent Palestine could bring lasting peace to the Mideast. The Soviet paper also reiterated a call for an international conference on the Middle East.
