ABSTRACT This doctoral dissertation provides a detailed analysis of the Brazilian cabinet according to the concepts of a multiparty presidential system. Appointing politicians as ministers is one of the most important coalition-building tools and has been widely used by minority presidents. This dissertation will therefore analyze the high-level Brazilian national bureaucracy between 1995 and 2015. It argues that the ministries are not equal, and that allied parties therefore take into account the different characteristics of a ministry when demanding positions as a patronage strategy or for use as other kinds of political assets. After reviewing the literature on the theme, followed by a comparative analysis of the Brazilian, Chilean, Mexican, and Guatemalan cabinets, all the Brazilian ministries will be weighed and ranked on a scale that is able to measure their political importance and attractiveness. This rank takes into account variables such as the budgetary power, the ability to spend money according to the ministers’ will, the ability to hire new employees, the ministries’ influence over other governmental agents such as companies, agencies, and so on, ministers’ tenure in office, and the normative power a ministry may hold. All these characteristics will then be taken into account in considering Brazilian House stalwarts’ opinion, thus helping to ascertain whether or not the cabinet appointment has been coalescent among the several parties that belong to the president’s coalition. Keywords: Multiparty presidential system – Cabinet analysis – Ministries rank – 1995 - 2015 RESUMO Esta tese de doutorado busca analisar os ministérios brasileiros de maneira detalhada e dentro do escopo do presidencialismo multipartidário. A concessão de cargos de ministros para partidos da base aliada é uma – senão a mais - importante ferramenta utilizada por presidentes minoritários para construir sua colizão de governo. Sendo assim, pretendemos analisar a burocracia do primeiro escalão do poder executivo federal no Brasil entre os anos de 1995 e 2015. Supomos que os ministérios não são iguais entre si, e que os partidos da base aliada levam em conta diferentes características que estes ministérios possuem na hora de realizar suas demandas por patronagem ou por demais tipos de ativos políticos que possam receber. Após uma revisão de literatura sobre o tema e uma análise comparada do gabinete brasileiro com os do Chile, do México e da Guatemala, os ministérios brasileiros serão classificados em um ranking de importância política que levará em conta sua capacidade orçamentária, sua capacidade de gasto discricionário, seu quadro de funcionários, e, dentro deste último a habilidade que certo ministro têm para indicar afilhados políticos seus para posições dentro do governo, o poder de influência que este ministério possui sobre outros órgãos do governo como agências e empresas estatais, a duração total de tempo que um titular permanece em uma dada pasta e, por fim, o poder de normatizar certos setores econômicos. As características serão ponderadas levando-se em consideração a opinião de deputados federais chaves no processo político nacional e uma vez criado, o ranking nos auxiliará a avaliar se a distribuição de pastas têm sido proporcional

    Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. "Yes, we are going to change things, with courage and care, humility and daring," he said. "I am not the result of an election, but of history. I am bringing to life the dream that generations and generations before me tried but were unable to achieve," said Lula. Lula won the Oct. 27 runoff with 61% of the votes. As he takes office, he has a 76% approval rating, a record in Brazil and among the highest approval ratings of any head of state.

The literature usually stresses the role of elected politicians and the parliament in framing policies and underestimates governmental stakeholders, who do not hold elected offices, and bureaucrats. This article aims to highlight the active role of high-level federal bureaucrats in the design of policies. The analysis reclaims the classical categories and concepts developed by Lindblom (1980) and Crozier (1964), which points to the hybrid behaviour of bureaucrats and politically-appointed actors. Our aim is to show that decision-making is the result of the interactions between elected politicians and hybrid high-level federal bureaucracy, who organize themselves in groups around different technical-political projects.

This Monday, the Brazilian Bar Association (OAB) will discuss the initiation of impeachment proceedings against President Lula. Silvio Pereira’s allegations should affect the OAB’s decision, which might take a little more time to ponder the issue. Central Bank. The interviews of Mário Mesquita and Paulo Vieira da Cunha have been scheduled for Tuesday, May 9 by the Senate Economic Affairs Committee as of 10:00 a.m. Mário Mesquita was nominated as Central Bank Director of Special Studies and Paulo Vieira as Central Bank International Affairs Director. Should the nominations be approved, they will follow on to be examined by a floor session, whose agenda is currently blocked by 5 provisional measures. Until these are analyzed the Central Bank directorship nominations cannot be voted.

    PRESIDÊNCIA DA REPÚBLICA SECRETARIA DOS DIREITOS HUMANOS SECRETARIA NACIONAL DE PROMOÇÃO E DEFESA DOS DIREITOS HUMANOS DIRETORIA DO DEPARTAMENTO DE PROMOÇÃO DOS DIREITOS HUMANOS DECRETO Nº 8.114, DE 30 DE SETEMBRO DE 2013 Estabelece o Compromisso Nacional para o Envelhecimento Ativo e institui Comissão Interministerial para monitorar e avaliar ações em seu âmbito e promover a articulação de órgãos e entidades públicos envolvidos em sua implementação. A PRESIDENTA DA REPÚBLICA, no uso da atribuição que lhe confere o art. 84, caput, inciso VI, alínea "a", da Constituição, DECRETA: Art. 1º Fica estabelecido o Compromisso Nacional para o Envelhecimento Ativo, com objetivo de conjugar esforços da União, dos Estados, do Distrito Federal, dos Municípios, em colaboração com a sociedade civil, para valorização, promoção e defesa dos direitos da pessoa idosa. Art. 2º As ações implementadas no âmbito do Compromisso Nacional para o Envelhecimento Ativo terão como fundamentos os seguintes eixos: I - emancipação e protagonismo; II - promoção e defesa de direitos; e III - informação e formação.
