SPANISH LANGUAGE OUTREACH

SUMMARY:

Contract Extension for Kennedy Communications for Phase II of Spanish Language Outreach Program

Kennedy Communications was retained in May 2009 to assess the District' s Spanish language outreach program and identify areas for expansion. After reviewing the District's ongoing efforts, which include a bilingual website, bilingual educational materials, Spanish- language gardening classes and related services, a program was developed to utilize the District' s Speakers Bureau to further reach the local Spanish- speaking communities.

Community -Based Organization Database

As part of this effort, the District' s database of community based organizations was reviewed and updated to include additional, Spanish- speaking groups within the service area. The updated database, which includes annotations of the groups' interests and related data, provides valuable opportunities for the District to further engage the Spanish- speaking community.

Speaker' s Bureau

In tandem with updating the District' s database, speaking engagements were also identified. Working through the Speakers Bureau, staff was able to secure speaking engagements for the District with groups which had not previously been targeted. These presentations successfully introduced the District to new organizations and supported the District's goal of raising awareness about the importance of water conservation.

Phase II — Public Service Announcements ( PSAs)

In order to leverage the momentum the District has now gained with community based organizations within local Spanish- speaking communities, staff recommends extending the District's contract with Kennedy Communications by six months, and increasing the contract by an additional $ 24, 000, to implement Phase II of the proposal. This increase would bring the total agreement with Kennedy Communications to $ 44, 000 for Phases I and II.

Primarily, Phase II will utilize bilingual PSAs. These PSAs will emphasize the continued importance of water conservation and will highlight simple conservation tips. Several cities within the District' s service area have expressed interest in working with the District to offer their city facilities and equipment to produce these educational PSAs. Once these PSAs are developed, they can be reused and pitched to various public affairs programs throughout the service area, including local Spanish language radio stations and public access channels. These PSA "spots" can be customized for each division, for those Directors who choose to utilize them.

The attached proposal, provided by Kennedy Communications, outlines the specific opportunities that can be pursued within the District' s service area to gain greater media exposure through bilingual Public Service Announcements.

FISCAL IMPACTS:

The Spanish- language outreach services have been included in the FY 2009- 10 Budget.

Introduction In Phase One of the Spanish language outreach program, the emphasis has been on talks to Community Based Organizations in order to leverage the resources which the District has for the Shut Your Tap campaign. In order to capitalize on the work which has been done in reaching out to Community Based Organizations, it is suggested that a targeted Public Service Announcement campaign be undertaken. Many of the cities who are in the District' s service area are willing to run PSA' s on their public access channels. In addition pitches will be made to radio stations in the ' Spanish language market in order to broaden the influence of the District' s message.

Working with a professional Videographer, we will produce " spots" according to the requirements of the outlet we secure, whether it be a Public Affairs program on a commercial Spanish language Radio Station or the Public Access Channel of a city in the District' s service area. These " spots" will serve to educate the public about water conservation. The " spots" will be customized for each of the Directors who chose to utilize them. Each " spot" will have an opening statement by the Director for the Division in which the " spot" will air. The remainder of the " spot" will have a message about the need for water

conservation.

Public Service Announcements ( Radio) Radio PSA' s plays an important role in communicating water conservation messages to a large segment of the population in the District' s service area. There are several on -air public affairs programs that will take PSA' s. Given the critical water shortages that are occurring in , it would be easy to book Directors and the General Manager to attend the various public affairs programs in the service area. Some of these outlets include:

Public Access Television Most of the member cities in the service area have public access television stations where city council meetings are broadcasted. By working with member cities, PSA can be aired in order to leverage the total gross impressions the campaign will generate. CONTRACT EXTENSION FOR HYDROEARTH

SUMMARY:

Contract Extension for HydroEarth, Inc. for Completion of the Wireless Weather - Based Irrigation Controllers End Use Management Study

As first reported to the Board in June 2009, the Department of Water Resources ( DWR) released the Proposition 50 grant funding last year for the Wireless Weather -Based Irrigation Controllers End Use Management Study. The grant funding, which had been awarded to the District in 2005, was temporarily frozen by DWR due to state budget constraints. This effectively halted all work on the project. To allow the necessary time for program completion, DWR also extended the grant agreement by one year.

In order to complete the research portion of the project, staff recommends extending the contract agreement with HydroEarth Inc. by an additional six months, until September 2010.

Staff is also recommending increasing the HydroEarth contract by an additional $ 45, 000 for a total of $ 324, 190. This additional funding is reimbursable to the District by DWR and will be applied towards completing the data gathering, economic analysis and final reporting tasks as outlined in the original " Scope of Work."

Since the program' s inception, new funding sources have enabled the District to expand the scope of the project throughout the service area. The additional funding has come from the Metropolitan Water District' s ( MWD) Public Sector Program ( PSP), which provided enhanced incentives for water saving devices that included water use efficiency landscape irrigation systems.

Specifically, the PSP funding was used towards the Lowell Unified School District, one of five participants of this grant program. Others include: EI Rancho Unified School District and the Cities of La Habra Heights, Pico Rivera and South Gate. In total, 45 wireless irrigation controllers have been installed. As a result of this expansion, funding originally allocated to HydroEarth by Central Basin for the research portion of the grant was used towards the installation and data collection of the additional sites. Funding for this additional " Scope of Services" was provided by MWD and did not change the cost share from the state or from Central Basin. The additional funding is now necessary to cover the final research and reporting requirements of the grant.

This funding will be reimbursed to the District by DWR through the grant funds.

CONSERVATION MASTER PLAN UPDATE

SUMMARY:

Central Basin has had excellent opportunities to engage in new conservation partnerships this year with local cities, schools, governmental agencies and other non- profit organizations. The conservation efforts have proven to be diverse in nature and valuable in strengthening relationships with the local agencies in the District' s service area.

Local Water Conservation Ordinances

Following the Governor's call for increased conservation efforts under the 20 X 2020 Plan, the District formed a Shut Your Tap! Water Conservation Ordinance Task Force to advocate the adoption of mandatory water conservation ordinances in each city in the District' s service area. Before the Task Force was formed, none of the District's 24 cities had a mandatory water conservation ordinance. As a result of the efforts of the Task Force, 18 cities now have mandatory conservation ordinances in place.

Region -Wide Rebate Program

The District continues to implement region -wide rebate programs through Metropolitan Water District' s ( MWD) Save -A -Buck and SoCal Water$mart rebate programs. Although the programs were halted from May through August 2009 due to funding limitations, the District was able to maintain rebate participation during the remaining months through its promotion of the rebates and through retailer partnerships. Golden State Water Company and Park Water Company increased the rebate amounts substantially for Central Basin residents within their respective service areas.

High -Efficiency Toilet Distributions

The District also held three High -Efficiency Toilet ( HET) distribution programs throughout its service area, providing more than 780 HETs to local residents. The distributions were hosted in partnership with the MWD, Golden State Water Company, Park Water Company and the San Gabriel Valley Water Company.

High -Efficiency Toilet Direct Installs

The District partnered with the Sanitation Districts of Los Angeles County ( LACSD), the Water Replenishment District ( WRD) and MWD to complete a 300 High -Efficiency Direct Install CBMWD Board Memorandum March 22, 2010 Page 2

program. This landmark pilot program marks the first time LACSD has partnered with a water district for a conservation program. Included in the program was a research component that will be used by LACSD and Central Basin in assessing the water savings and wastewater savings of HETs.

The District also successfully completed an MWD Innovative Conservation Program grant installing 200 HETs in multi -family homes and commercial facilities. The total budget for this grant was $ 80, 500.

The Department of Water Resources ( DWR) released funding for the District' s High -Efficiency Living Grant Program, which is a 10, 000 HET Direct linstall program currently being implemented throughout the District's service area for multi -family residential units. Currently, approximately 750 HETs have been installed. The water savings for this program will reach 242 acre-feet annually for 25 years with an estimated $ 1, 478,728 in monetary benefits.

California Friendly Gardening Workshops

In 2008, the District applied for MWD' s Enhanced Conservation Program Grant funding to provide HELP Landscape Workshops to teach the benefits of utilizing an MP Rotator irrigation device and planting low water -use plants. To date, 6 of the 10 grant funded workshops have been completed. The participants receive an irrigation kit that includes a set of high -efficiency MP Rotators, a stand for the rotators and a hand -operated watering timer to connect to their water hose. Using MP Rotators alone can save 4. 16 to 16. 8 gallons of water per minute.

Regional Conservation Partnerships

The District partnered with the City of Downey, Edison, the Gas Company and WRD to provide a Living Wise educational program to 450 sixth grade students in the Downey Unified School District. The project has been completed and the estimated water - savings achieved through this conservation project ( measured in gallons of water) is 4, 516, 807over the next ten years.

Central Basin partnered with Firebaugh High School in the City of Lynwood to install a wireless controller irrigation system in the school' s community garden. The garden was originally designed and planted with no irrigation system in place, and with no consideration as to whether the plants were water -wasters or low water -use plants. Through this project, the school' s garden club was able to install an efficient irrigation system and plant California Friendly plants.

Central Basin also partnered with WRD to provide free conservation water brooms to all 31 Los Angeles County Fire Department stations within the District's service area. These brooms save an estimated 150 gallons of water with every cleaning.

The District partnered with WRD and MWD to provide the City of Signal Hill with Smart Irrigation Controllers for their city parks, medians and city facilities. Throughout the city, 13 locations received new Smart Controllers to govern 178 water -valve stations. If in a given day, all 13 controllers are utilized to irrigate, the city will save an estimated 7, 120 gallons of water. CBMWD Board Memorandum March 22, 2010 Page 3

Central Basin also partnered with the Mexican American Opportunity Foundation ( MAOF), Golden State Water Company, Southern California Edison, the Gas Company and MWD to retrofit 30 mobile homes located in the City of Bell Gardens with water conservation devices. The District provided MAOF with High -Efficiency Toilets ( HETs), water -saving showerheads, aerators and Energy Star light bulbs, all free of charge, for complete bathroom conservation retrofits.

Summary

For this reporting period, as a result of these programs, Central Basin is at 192% of its conservation target and is on course to well exceed the goals outlined in the Conservation Master Plan ( CMP) for the 2009- 10 fiscal year.

The District will continue to forge new partnerships and strengthen relationships with the local cities and agencies. The Shut Your Tap! Roundtable has served as an excellent forum to bring the District agencies together to share and network, which has helped to facilitate these partnerships. Furthermore, MWD has indicated that $ 361, 000 will be allocated to Central Basin in 2010 for conservation projects.

The five year CMP will be ending in 2011. Although a number of factors have changed the dynamics of conservation throughout the last few years in the service area, the CMP has continued to serve as a helpful conservation guide. Given the changes in conservation models, staff will begin to conduct an analysis of the current program objectives and explore new potential conservation measures to establish the scope of the District' s CMP for the next five years.
