1. Background

1.1 Railway Sector Investment Programme and Multi Tranche Financing Facility The Ministry of Railway (MoR), Government of India has taken up 5 projects of doubling of existing single railway track and electrification under Railway Sector Investment Programme (RSIP) with financial assistance of Asian Development Bank (ADB) under Multi Tranche Financing Facility. The total track length involved is about 1500 km spread across the states of Maharashtra, Karnataka, Andhra Pradesh, Chhattisgarh and . Under this programme, four doubling projects and one electrification project have been included. A Framework Financing Agreement was signed on 8th July 2011 between Government of India through the MoR and ADB for the implementation of the RSIP. The total cost of the RSIP covered by this framework agreement is expected to be 1,144.6 million equivalents USD, out of which 500 million USD (43.7%) will be financed by ADB and remaining 644.6 million USD by India. Rail Vikas Nigam Limited (RVNL) is the Implementing Agency for those projects. The location of the projects is as shown in red and blue in the map (Figure 1) here under:

All the five projects have been further divided into 17 construction packages. The details of projects and subprojects (construction packages) and their locations are as presented in the following table:

Table 1: List of Track Doubling and Electrification Projects The scope of projects (i) to (iv) above is to provide a second line along the existing single line by constructing the roadbed and either extending or constructing new bridges, providing facilities for passenger and staff, laying track, signalling and telecommunications and general electrical works. For project number (v) the scope is to provide overhead Railway electrification.

1.2 Active contracts There are 17 packages under Railway Sector Investment Program. Out of 17 packages, work in three Railway Electrification packages (PG-1, PG-2 and PG-3) and two Track Doubling packages (HT-1 and HT-3) has been completed and opened for traffic. In remaining construction packages including electrification project packages the construction works are in progress. For each of the construction packages, PMCs have already been engaged for monitoring of contractor’s activities. In order to achieve desire progress the RVNL has awarded several special limited contracts (SLC) besides the main Contractor. A list of contractors and PMCs along with dates of commencement of works in each package is as presented in Table 2.

RVNL appointed EGIS India, EGIS Rail & TUC Rail (JV) as General Consultant on 20th May 2013 for 4 years for executing General Consultancy Services for doubling and electrification project on critical routes under Railway Sector Investment Program. After completion of 4 years, following the withdrawal of TUC rail from services, RVNL has extended the time for completion of General Consultancy services for two years i.e. up to 20 May 2019. In view of current progress of the projects and completion date of Tranche – III of RSIP, RVNL has further extended the time for completion up to 31st August 2021.

1.3 Site activities during the reporting period Following table depicts the status of progress of major activities during the reporting:

DG-1 o Balance work of Service building (Station Building) construction at Jeur, Popalaj, Washimbe, Parewadi, Jinti Road station yards is continued by Primary contractor. o Balance work residential quarters at Kem station is continued by Primary contractor. o S& T Cable laying at Bhalwani and Popalaj Substations by New Agency. o Balance work of Platform work at Jeur station is continued by Primary contractor.

o Savalgi to Gulbarga and Boroti to Kulali subsections work has been completed and commissioned for traffic during this reporting period. o Completed balance earthwork in formation (filling and cutting) and blanketing work at isolated locations in the subsections from Boroti to Kulali. o Track linking works is in progress in subsections from Bablad – Gulbarga (Kalburgi) and Sawalgi – Bablad subsections. o Minor bridge work is in progress in Kulali - Gangapur Road subsections. o Major bridge no.511/2 has been completed during this quarter and it is DG-2 opened for traffic. Casting of Pier and Abutment-shaft and super structure for Major Bridge No.538/1, 538/2 & 538/3 and deck slab casting for major bridge no. 532/1 are in progress. o Casting in progress for abutment shaft casting is in progress for ROB 567/1 Phase II. o Completed construction of Type II Residential quarters at Hotgi Road station and handed over to Railways. o Construction of Station buildings at Godgoan, Hunsihadgil, Bablad stations. o Construction of Platform at Baroti, Dudhani, Kulali and Hunsihadgil.

o Completed Slope protection with Turffing between Binkadakatti and Harlapur station. o Completed work at Minor Bridges, Br no 244, Br no 245 and Br no 249. o Construction work in progress at Major Bridge no 248A 249 and 253. o Track linking work in progress at subsections of Navalur and Dharwad. o Earth work and Blanket works in subsections Navalur and Hubli. o Earthwork in formation and blanketing work in subsections from Hubli to HT-2 Dharwar. o Construction of residential buildings at Hubli station. o Completed all finishing work for all minor bridges in the subsections between Binkadakatti and Harlapur. o Completed secondary ballasting work between Binkadakatti and Gadag o Completed all balance works between Binkadakatti and Harlapur. o Completed all balance works of doubling work between Binkadakatti – Gadag – Harlapur and opened for traffic. o Completion section has been commissioned by the reporting period ending HT-3 September 2019.

2. Environmental Categorization of the projects All projects under RSIP with financial assistance from ADB has been categorised as Category B for environmental and Category A for involuntary resettlement impacts in accordance with the ADB’s Safeguards Policy Statement (2009). For each individual Project under this programme, Initial Environmental Examination (IEE) study were conducted in compliance to the ADB’s safeguards policy and loan covenant. Accordingly, separate IEE reports have been prepared for each project under this scheme, based on which environmental mitigation and monitoring plan have been formulated for managing all the anticipated potential environmental impacts due to the different projects. The EMP stipulating implementation of mitigation and monitoring plan is the part of bidding documents for all construction contracts. The allocation of separate budget for implementation of EMP has also been ensured in the contracts.

3. Scope of the Present Report This semi-annual environmental monitoring report presents the status report on implementation of environmental management plan (EMP) and other contract specifications related to the environmental safeguards to be implemented by the Contractors in their respective construction packages for the period from October, 2019 to December, 2020. The report compiles the information on status of implementation of environmental safeguards to assess the adequacy and efficiency of implementation of different environmental mitigation measures during construction across all the construction packages, where works are in progress. The status on environmental compliances covers the following major aspects: (i) Statutory permits and licenses with respect to compliance and reporting in each construction packages, (ii) Compliance status of EMP stipulated in contract conditions and (iii) Status of monitoring of environmental attributes at different construction sites

4. Approach and methodology for monitoring of compliance with EMP The information on environmental compliances is collected through field inspections carried out by representatives of IA (RVNL), PMCs and General Consultant based at project sites. Besides representative of GC based at each project, Environmental expert of GC from Delhi periodically visits project sites to review implementation of EMP across construction sites. The reports and information on environmental safeguards supplied by the PMC and contractor of respective construction packages are main basis for assessing the environmental compliances.

The monitoring of compliance of EMP and its performance is carried out through following tasks:

(i) Site inspections by Environmental Officers of PMC, Environmental Expert of GC and Nodal Officers of PIU (ii) Review of Contractor’s and PMC’s documents related to implementation of Environmental safeguards (iii) The status reports submitted by the PMC’s on environmental compliance (iv) Periodical Monitoring of selected environmental attributes identified as environmental performance indicators

5. Institutional Arrangement for EMP Implementation Under RSIP, the overall arrangements for implementation and monitoring of environmental safeguards in different projects at different institutional levels are as below:

The contractor is the agency responsible for direct implementation of environmental mitigation measures at different locations in different construction packages, whereas the others are having supervisory/monitoring roles.

At every level, there is provision of environmental personnel for ensuring the effectiveness of implementation and monitoring of environmental mitigation measures. The status of appointment/ nomination of environmental personnel at different levels as on date are as follows: a) RVN: Environmental Nodal/Project Officers: RVNL has nominated Environmental Focal Persons both at Corporate Level as well as at all the five PIU Offices to oversee the implementation of environmental safeguards, coordination with stakeholders, government officials and regulatory authorities on environmental issues, and to addressing the public grievances on environmental issues. b) GC Environmental Expert: There is provision of an Environmental Expert in the GC team with following responsibilities and duties:

 Overall progress monitoring on EMP implementation,  Ensure statutory compliances of project with national policies on environment and social safeguards.  Preparation of quarterly and semiannual reports based on reports received from PMCs,  Preparation of due diligence report on EMP implementation required for processing of subsequent loans under the MFF.  Providing trainings guidance to RVNL, PMCs and contractors staff on environmental issues and safeguards.

Dr. Surjit Singh Deepak also conducts regular training workshops on Environmental safeguard implementations for PMC and the contractors as a capacity building measures on effective implementation and monitoring of EMP in the project during construction. During the reporting period, the GC conducted training workshop on Environmental safeguards requirements and EMP implementation for the new Electrification Contract of PG-1 new and PG-2 new in the month of December2019 in Solapur, Maharashtra. c) PMC’s Environmental Officers: In each Construction package, the RVNL has appointed Project Management Consultant (PMC) to supervise the contractor’s construction activities including monitoring of EMP compliance set forth in the Contract agreement. As per terms of the contract, the PMC has to appoint one Environmental Officer in their team for each construction package. The Environmental Officers are responsible for

 Serving as the primary point of contact for environmental matters ;  Managing the development, evaluation and oversight of the EMP implementation;  Providing technical guidance to the contractor for implementation of the EMP and preparation of checklists/formats/reports etc;  Providing feedback and recommendations to Project Manager related to EMP implementation;  Reporting and recording keeping on environmental safeguards issues;  Supervision of implementation of EMP by the Contractor;  Supporting the GC through the Project Manager in providing required information on progress in EMP implementation for monthly/quarterly and Semiannual environmental compliance Reports.

Deployment of new Environmental Officer in DG1 has been pending since July 2019 was engaged by PMC in March 2020.The Construction works in subprojects HT-1, PG-1. PG-2, PG-3 completed and commissioned and hence, the respective PMC has been demobilized. In construction package HT-3 the track doubling works have been completed and commissioned, however, the PMC in this subproject is still active but working for other non ADB funded project beyond Tinaighat. In Construction Package DG-1, replacement of PMC’s Environmental Officer is pending since July 2019. Similarly, in PG-1 (New) and PG-2 (New), no Environmental Officer is available since June 2020. In Construction Package RT-2, the PMC has not given extension to their Environmental Officer after August 2019 after completion of his man months provided in contract agreement. Most of the works have been commissioned in RT2 during the reporting period. Further, PIU/RVNL has imposed penalty over the PMCs for not mobilizing their Environmental officer at site, as per contract agreement but still in some packages, PMC is not able to deploy environmental expert.

6. Environmental performance monitoring In order to assess the performance and effectiveness of environmental complaince in various construction packages, different environmental performance indicators have been identified. These indicators are assessed qualitatively and quantitatively on periodic basis during project execution. The parameters selected as performance indicators are as follows: (i) Compliance with loan covenants; (ii) Compliance with state and national statutory mandates, permits and licenses ; (iii) Compliance with the Environmental Management Plan as per the contract agreement stipulations; (iv) Monitoring of environmental quality in terms of air,water and noise quality at critical locations and comparision with baseline environmental quality and State/National Standards.

6.1 Compliance with loan covenants, state and national statutes and regulations

6.1.1 Compliance with covenants stipulated in the Loan Agreement The provision of compliance with environmental safeguard has been included in the ADB’s loan covenants in the Schedule 4 of the Framework Finance Agreement (FFA). In different ongoing projects, the main statutory permits and licenses required are labour licenses and NOC for Batching plants. The responsibility for obtaining and periodical renewal of these licenses and permits lies with the contractors. The above table reflects that the required statutory permits and licenses have been obtained by most of the contractors. The validity of the licenses and permits are also reviewed on regular basis and renewal of such licenses and permits from time to time has been ensured in most of the Packages.

All the Contractors except for project package RT-2 have valid labour license. During the previous reporting period the validity of the labour license on the contractor of Pckage PG-2 New was expired in July, 2019. However, duiring the reporting period the contractor obtained the renewal of Labour License including the extension of numbers of labour, for engaging more labours in future. The contractor has now got extension of numbers of labour from 200 to 400 and the validity of the labour license is upto July2020. For project package RT-2, the contractor labour licence was valid up to 31/09/2018 & has renewed the labour license after long gap of time in end of March, 2019 up to the period of March 2020.

The batchmix plants installed for production of concrete across project packages come under the purview of Air Act 1981 and Water Act 1974, requiring CtE and CtO from respective State Pollution Control Boards (SPCB). During the reporting period, batchmix plants were operational in project

packages DG-2, HT-2, RT-1, RT-3, ST-1, ST-2 and ST-4. The contractors are also using small mobile concrete mixture for concreting works that does not require NOC from PCB. Except for the project packages RT-1, RT-3, ST-2 and ST-4, all the contractors have obtained NOC for their respective batching plant. In package ST-2 & ST-4 and concrete works in the scope M/s L&T was completed and the batching plants were dismantled during the reporting period. The new executing agency M/s ARSS- SCPL (JV) established the new batching plants in ST-2 and ST-4 and operating without valid NOC. Similarly, in Project Package ST-3, the Batching plant at Rugdical near LC JT-77 established by M/s L&T is not in operation and has been dismantled. In construction packages of RT-1 and RT-3, the contractors have not yet obtained NOC from SPCB even after repeated instructions received from PMC.

The batching plant at Jonk River bridge in RT-2 was non-operational for last six months owing to completion of concreting works at this location and the contractor has started dismantling of this plant. In the construction packages of RT-1 and RT-3 the contractors are operating batching plants without valid NOC and did not initiate any action to obtain the NOC from state Pollution Control Board even after repeated instructions by the respective PMCs.

RVNL & PMCs have instructed the contractors to obtain NOC from the concerned SPCB within the time frame of one month for the sub-project of ST-2, ST-4, RT-1 and RT-3.

Again, RVNL has instructed contractors of sub- projects RT-1, RT-3, ST-2 and ST-4 through concernd PMC not to use batchin plants without valid NOC from SPCB.PMC s are taking constanst follw up action to obtain NOC from SCPB through their contractors.

In addition to these statutory requirements, there is requirement of forest clearance for diversion of forest land in construction package ST-2 and ST-4 packages. Although the PIUs have already applied for forest clearance more than 2 years back but the clearance is still pending with the forest department, so the works in these stretch cannot be taken up. The forest clearance proposal for 15.339 Acres (6.207 Ha) of reserved forest and 10.407 Acres (4.212 Ha) of Revenue forest area in Sambalpur-Titlagarh Project is in advance stage at state government level. However, the permission for tree felling has been obtained by the respective PIUs in all the packages where tree felling was required.

6.2 Compliance with the Environmental Management Plan The EMP is an integral part of all the contract documents and the EMP provisions. The provision of environmental safeguard measures set-forth in EMP has been incorporated as a part of contract agreement stipulations under Particular Conditions of the Contract (PCC) in section 6 of the Contract agreement for all the project packages. The contractor has to follow the stipulated environmental safeguards as per EMP during construction activities. The compliance with the safeguards requirements is being constantly monitored by PMC and PIU at site. The performance of implementation of EMP is assessed by the General Consultant based on actual observations made at site and feedback received from the respective PMC.

During the reporting period, following key environmental issues were reviewed and the contractors were instructed to take remedial measures when required:

 Pollution control measures at all potential sources including construction and plant sites;  Borrow area/quarry operations and rehabilitation;  Labour Standards maintenance of facilities and general housekeeping at all construction sites and camps;  General safety at different sites including construction site, plant site, borrow areas, stockyards, etc;  Supply and use of Personal Protection Equipment (PPE) for all the workers at all worksites  Maintenance of general public safety;  Periodical monitoring of environmental attributes such as air quality, water quality and, noise levels at different locations during construction ;  HIV/AIDS awareness and health check up programme;  Post Construction Compliances;  Other compliances as per EMP. Emphasis has been given on continual improvement in the environmental performance in the project. Required corrective measures are being suggested from time to time to the respective contractors and PMCs for improvement.

6.2.1 Compliance with pollution control measures at construction sites During the reporting period, no major air polluting activities like earthwork and blanketing work were in progress. In most of the project packages earth works and blanketing works were completed and mainly construction of Bridges, track works, station building and platform works are in progress. However, to control dust generation, water sprinkling has been ensured at all the vulnerable locations having potential impacts on air pollution/ dust generation. In all the construction packages regular maintenance of vehicles and equipments have been ensured to maintain emissions within permissible levels. The Pollution Under Control (PUC) certificates for all the vehicles used in the project are being monitored at regular intervals. Due to the nature of the project, no impact on water resources causing water contamination has been recorded. At the contractor’s camps, labour camps, plant site, equipment service stations, stockyards etc. adequate care has been taken to avoid any kind of water contamination or impact on water bodies. In all the construction packages where toilets and bathrooms units have been provided, there is provision of septic tanks with soak pits. It has also been ensured that there is no direct discharge of waste water into any waterways or water bodies located adjacent to the camp areas.

6.2.2 Compliance with pollution control measures at plant sites In RT-3, the contractor has not shown improvement in dust control measures at batching plant located at Lakholi. Immediate attention is required towards controlling dust emission at batching plant as well as providing protection measures for the workers working at plant site against direct exposure to fine cement dust at plant site. dismantled during the reporting period. The new batching established by M/s ARSS-SCPL (JV) plants in ST-2 and ST-4 require improvement in dust control measures like provision of masks and other PPEs for protection of workers from fine cement dust No construction package has recorded any noise pollution problem during the reporting period. All the contractors have established low emission noiseless gensets conforming to the requirements of regulatory standards. In their respective construction packages.

6.2.3 Compliance with EMP Implementation at quarry site and borrow areas None of the contractors have opened their own quarry or operating their own crusher plant. To meet the ballast requirement in the respective project, the contractors are procuring it from third party licensed quarry. However, the contractors have arranged their own borrow areas for extraction of earth materials required for earth works and blanketing works mainly from the area nearby to the project alignment. It has been ensured that the contractors are complying with all the necessary environmental safeguard measures borrow area operations and restoration. The exhausted borrow areas have been restored as per the landowner’s requirement. The following table provides an overview of the status of borrow area operations and rehabilitation till end of the March, 2020 based on the information furnished submitted by the PMC:

During the last reporting period 2019, new borrow areas have been opened by the contractor only in HT-2, RT-1, RT-3 and ST-2 packages. In construction package DG-1, material extraction has been completed from 5 more borrow areas during the reporting period by the contractor leading to total number of 68 exhausted borrow areas. Also, the contractor has rehabilitated 2 more exhausted borrow areas covering a total number of 37 rehabilitated borrow areas till end of this period. However, in construction package DG-2 there was no change in the status of borrow area operations and rehabilitation compared to last period. In construction package HT-2, 3 more borrow areas have been identified during the reporting period. In HT2, a total 11 nos borrow areas have been utilized by small civil contractors engaged by RVNL through Special Limited Tenders (SLT) for completing balance civil works left out by previous main contractor in Hubli-Dharward section. All these borrow areas are located on undulated & slopy land allocated for development of housing complexes and offices. The earth materials generated at these locations are mainly from cutting and levelling of the land as well as excavation for foundation. These materials can be utilized for construction of the road embankment. Out of total 11 borrow areas, 3 are still operational, whereas material extraction is over for 8 locations.

In RT-1 package, 1 new borrow area has been opened during the reporting period. Out of 21 exhausted borrow areas, rehabilitation works for 15 numbers completed as per landowners requirement and for remaining borrow area rehabilitation works are in progress. In RT-2 package, there is no change in the status of borrow areas during the reporting period. However, in package RT-3, 2 Nos. of new

borrow areas have been opened by the contractor during the reporting period raising to a total number of borrow areas to 5 numbers. There is no information available for the status of rehabilitation of completed borrow areas in RT-3 and PMC is still awaited for the borrow area documents from the contractor. In construction package ST-2, the SLT Contractor M/s ARSS-SCPV (JV) is operating, a total number of 13 new borrow areas, but has not furnished the environmental documents of the operated borrow areas.

In remaining project packages, there is no change in status of borrow area compared to reporting period. In construction packages PG-1 (New) and PG-2 (New), no borrow area is required due to nature of project (Railway electrification projects). Generally, the record keeping for the borrow areas has been maintained satisfactorily in all the construction packages except for the construction packages ST-3 and ST-4 where the discrepancy in borrow area detailing has not been resolved. The contractor and PMC have been repeatedly advised to collect the necessary information and documents of the borrow area already used, but till end of the reporting period, the contractor and the PMC could not resolve this issue. However, no complain has been received from any land owners, whose land was used for extraction of earth.

6.2.4 Debris/ Waste Management: The waste and debris management in different construction packages were in general found to be satisfactory. It is needed to clear all the debris from the section prepared for commissioning. So, the completed sections where the construction works are over this issue has been addressed adequately. Hence, all the debris generated in construction packages of DG-1, HT-1, HT-3, ST-2, ST-3, ST-4, RT-1 RT-2 and RT-3 has been removed from the site in the commissioned sections. Random staking of debris materials has been observed at bridge no. 293, 438 of ST-1, bridge no. 206 of ST-2 and bridge No. 420 of ST-4. In package ST-1, removal of all debris following dismantling of labour camps, plant site (Batching plant), stockyards, office complex etc, restoration of all the sites require to be ensured. At camp site, waste generation is mainly associated with domestic solid waste. Waste management at all the labour camps camp sites in general is found to be satisfactory in most of the construction packages. However, in construction packages DG-2 (at Gaudgaon camp) RT-2 and RT-3 waste management at camp site needs improvement. The major proportion of debris is consisted of excavated earth martials. In order to reduce the disposable quantity and disturbance of land due to opening of new borrow areas, efforts have been made to utilize the excavated materials for various purpose. All the suitable excavated materials during road bed preparation has been re-used for construction purpose. The black cotton soil generated during excavation in construction package of DG-1, DG-2, HT-1, HT-3 and ST-2 have been provided to the local farmers for use in their agriculture field thereby reducing the disposable quantity. The remaining excavated soil was utilized in slope protection measures and leveling of ground in the ROW along the track. In construction package HT-2, the contractor has continued to collect and use the excavated material for landscaping around building work at Hubli-Dharwar and Harlapur- Binakadkatti section. This helps in minimizing excavation of unnecessary new borrow areas to meet the material requirements. At camp site, waste generation is mainly associated with domestic solid waste. Waste management at all the labour camps camp sites in general is found to be satisfactory in most of the construction packages. However, waste management at campsite needs improvement in construction packages DG-2 (at Gaudgaon camp) RT-2 and RT-3.

6.2.5 Compliance with worker’s safety requirements at site During the reporting period, the complaince with safety at site has not improved compared to the previous reporting period. Except for the electrical project packages PG-1, PG-2 and ST-1, improvement is required towards use of appropriate PPEs by all the workers including those of contractor’s, PMCs as well as supervisory staff of RVNL. It has been observed that the noncompliance to the use of PPEs during works is mainly due to inadequate supply of PPEs by the contractor, poor planning of works without integrating the personnel safety at site with work programme or negligent approach of the workers including supervisory staff of PMC and RVNL. The safety scenario in SLT contracts is worse and require proper attention to avoid any untoward incidence during works. Non- compliance to the safety requirements by the SLT contractors during works also require adequate attention. Supply of adequate numbers of PPEs such as helmets, high visibility jackets safety boots and belts to all workers and use of the same must be strictly monitored by PMC for all the contractors including SLTs and sub-contractors. It is also important to ensure that all the workers working at height

on piers and bridges must use proper safety gadgets like safety belts at Major bridge sites. The safe access to the work zone and safe working platform is another vital safety requirement. For the work along the live track or during P-way works, it is extremely important to deploy properly trained and dedicated look out man with whistle & hooter. In this regard, improvement is required in construction packages of DG-2, PG-1 (New), PG-2 (New), ST-2, ST-3 and ST-4. Supervisors should be also provided with whistle and red flag to keep watch on approaching trains and alert the workers well in time with the use of whistle. In Construction package PG-2 (New), high noise recorded during bracket cutting at contractor’s workshop located at Gulbarga Yard. The workers involved in bracket cutting and workshop are directly exposed to high noise. All the working at such location must be provided with ear plugs/muffles to avoid exposure to high noise. With respect to the safety fencing along the track, no improvement has been observed during the reporting period compared to the previous reporting period. Except for construction packages DG-1, DG-2 and HT-2 and RT-1 project packages, safety fencing is required to be maintained as per contract specification till completion of works along live track. During the previous reporting period there was fatal accident in construction package PG-1 (New) and DG-2. In PG-1, the Site Engineer met with a fatal accident while using mobile phone during crossing of live track. In DG-2, one labour met with accident due to dangerous driving by the operator. The PMC has not yet submitted above incidence reports and corrective measures proposed for avoiding such accidents. The other aspect of safety such as provision of first-aid- Kits, fire fighting arrangement at camps, work sites and vulnerable locations showed improvement in all the construction packages except package ST-4 where first-aid-kits and fire fighting arrangements are require to be provided by both main as well as SLT contractors. In all the construction packages the contractors have made arrangements with the local doctors and health centers to deal with medical emergency situations and other health issues of the workers.

6.2.6 Traffic and public safety: During the reporting period management of traffic movement of construction vehicles and machineries were found to be satisfactory in all the construction packages. Track safety is one of the major requirement of the project along the existing track in all the construction packages. Except for construction packages DG-1, DG-2, HT-2 and RT-1, improvement in maintenance of safety fencing is required in all the construction packages where construction activities are in progress along the live track. In addition to the safety fencing, deployment of flagman, look outs, hooters, etc are required at site where construction activities are in progress along live tracks as additional safety measures. However, in most of the construction packages above additional safety measures are lacking.

6.2.7 Labour Standards

a. Labour Participation

The labour details are available for the entire reporting period only for the project packages HT-2, RT- 1, RT-3, ST-1, ST-2, ST-3 and ST-4. For construction packages DG-1, DG-2, RT-2 and PG-2 New, the labour detailed have been furnished by the PMC only for 3 months from October to December 2019. So the labour participation was analysed in these construction packages based on 3 months data from

October to December, 2019. The labour details has not been furnished for Package PG-2 (New). The contractor’s team has been demobilized from HT-1 after completion of the works. In HT-3, the entire section has been commissioned but few works related to staff quarters are in progress by SLT contractors The details of SLT’s labours has also not been submitted by the PMC. The electrification packages PG-1, PG-2 and PG-3 already completed and commissioned long back. So, for the labour analysis of commissioned Packages of PG-1, PG-2, PG-3, HT-1 and HT-3have not been considered.

Based on the analysis of labour details reported by PMCs, it can be inferred that during the reporting period, altogether more than 191142 mandays of employment of labourers were generated between the period from October 2019 to March 2020. In all the projects majority of the labourers engaged for different construction activities were local labourers. Overall the participation of local labourers for different construction works in all the ongoing construction packages was in the range of 75.4%. As reported, 100 percent local labours were engaged during the reporting period in construction packages HT-2, RT-3 and PG-2 (New). In the remaining construction packages migrant labourers requiring specialized skills were also engaged. Among the contract packages where the migrant labourers were engaged, maximum percentage of migrant labours was recorded in the Construction packages ST-1 (56.2%), RT-2 (14.5%), ST-2 (13.7%) and lowest in DG-1 (9.7%). In construction packages ST-1 and RT-1 the ratio of migrant labourers outnumbered the local labourers. It may note that the vehicle & machine operators have not been included in the list of labourers. The package wise details of labourers engaged during the report period have been summarized in the following table.

Participation of both male and female labourers were recorded during the reporting period only in construction packages DG-2, RT-1, RT-2, RT-3 and PG-2 New. However, the participation of female labourers was merely 7%. All the female labourers are unskilled labourers and are mainly engaged in earthwork/building construction activities. Among the construction packages where female labourers were engaged, maximum participation of female workers were recorded in package RT-2 (50.2%) followed by RT-1 (14.7%), DG-2 (10.6%), RT-3 (3.9%) and least in construction package PG-2(New) (1.7%). It is interesting to note that the Female labourers were recorded more in numbers(50.2%) than those of male counterparts in RT-2. Majority of female labourere were from local areas, whereas migrant female labourers were reported in DG-2, RT-1 and RT-2 packages. b. Compliances of EMP at workers/labour camps During the reporting period, Labour camps were in use at construction packages DG-1, DG-2, RT-1, RT- 2, RT-3 and in all ST packages. In construction package of DG-1, new contractor M/s CMRG-MPCC (JV) and M/s Suvan Construction have been mobilized at site for completing balance works after surrender of the contract by previous main contractor( ILF&S ). The Contractor M/S CMRG-MPCC (JV) has established one labour camp at Kumbej Phata, Jeur, but the camp presently lacks basic facilities such as toilet and bathroom units, garbage management facilities, sanitation arrangements and proper water supply. The Contractor has been instructed to provide all the basic facilities at labour camps as per norms and EMP. In construction package DG-2, a total number of 3 labour camps are operational at Dudhani, Savalgi and Gaudgaon. At labour camps located at Savalgi and Dudhani the contractor has maintained all the basic facilities at satisfactory level. Non-compliance towards campsite management at Gaudgaon labour camp is still continuing even after repeated warning. Adequate supply and storage of drinking water, proper lighting arrangements, garbage management, cleaning of drainage system and working toilets are yet to be provided by the contractor and require urgent corrective action. Again, in the same package, labour camp made with PVC sheets established for accommodating P-way and S&T workers at Kulali Railway Station and Bablad yard have been removed in Feb 2020 after completion of their work. During the reporting period engagement of female migrant labours have also been recorded in project package RT-1. Both male and female migrant labourers have been accommodated in the labour camp provided at Lathor. In this camp the contractor is maintaining all the basic facilities satisfactorily except for toilet and bathroom units for female labourers. The PMC has instructed the contractor a number of times to provide separate toilet and bathroom facilities for male and female works staying at camp, but the Contractor has not yet taken corrective action towards this. However, the other facilities such as First-Aid facility and fire fighting arrangement, garbage collection and disposal have been ensured and maintained adequately.

In construction package RT-2, the work has finished and Commissioned in March’2020. No labour camp is now operational in this package. In RT-3, the contractor has provided labour accommodation at their base camp in Lakholi. At this camp both male and female labourers have been recorded. At this camp the contractor has provided the basic amenities to the labourers like, beds, mess, drinking water and lighting etc but has not provided separate toilet and bathroom for male and female

labourers. The contractor has been reminded many times to provide separate toilet and bathroom facilities at base camp but the Contractor has not taken any corrective action. In package ST-1, a total number of three labour camps are operational. The labour camps at Bridge No. 293 & 406 have been closed and dismantled after commissioning of the bridges. In the operational labour camps the contractor is maintaining the necessary facilities at these camps in satisfactory manner. The Contractor has provided labour camp with all basis facilities at contractor’s base camp. In ST-2 M/s ARSS-SCPL (JV) established a labour camp at LC JT-54 near their camp office with basic amenities during this reporting period. In package ST-3, only one labour camp at Rudugikhal is operational with the basic facilities and has been maintained satisfactorily. Similarly, in package ST-4, the contractor has shown improvement in in sanitation and waste management facilities at labour camp situated at Saintala compared to last reporting period. In ST-4, the SLT Contractor M/s ARSS-SCPL (JV) has established a labour camp near Sikir station at their camp office with basic amenities during this reporting period. In electrical package PG-1 (New), both local and migrant labours were recorded. The main contractor (KEC) has provided rented house for their labours and one labour camp at Poplaj station. Around 30 labours have been accommodated in rented house, whereas around 15 labours have been residing in labour camp at Poplaj railway station. Both these camps have all the basic facilities of water supply, toilets, bathrooms etc. However, the labours of the sub-contractors have been found accommodated in tin shed located at Kurduwadi without basic facilities of drinking water, toilets, bathrooms etc. Although the contractor claims that these camp are temporary one and keeps on shifting as the works progresses. However, the basic facilities are required to be provided to these sub contractor labourers also including mobile toilet and bathroom units to avoid any conflicts with local population. In construction package PG-2 (new), the migrant labourers are engaged on demand and they are kept in rented house. No other labour camp has been established at site.

6.2.8 Health check-up and AIDS awareness camps for workers In compliance to the requirement of particular conditions of the contract, the contractors are required to organize training programme on HIV/AIDS awareness every alternate month in their respective package by engaging authorized agency. The main objectives of organizing such camps are to :  raise awareness amongst construction workers and the local community of the risk of infection with the HIV virus;  reduce the risk of transfer of the HIV virus between and among construction workers and the local community;  promote early diagnosis and  assist affected individuals to access care and counseling. During the reporting period between October 2019 to March 2020, this activity has been found irregular. Although HIV/AIDS awareness camps are organized by different contractors in their respective contract packages, but the frequency as per contractor specification is not maintained in almost all the contract packages. During the reporting period, HIV/AIDS awareness camps were were organized in HT-2, RT-1, RT-3 and ST-1, ST-2 ST-4 and PG-2 New construction Packages. In DG-1 and DG-2 this activity have not been taken up since July, 2019 and August, 2019, respectively. In DG-1 new

contractor has joined the project, and they have to initiate this activity. Similarly, in RT-2 no such camp has been organized after May 2019. In ST-3 package the last time camp was organized in September 2019. During the HIV/AIDS awareness camps, the workers are briefed about the causes of HIV/AIDS, myths associated with it and prevention of spreading of such diseases. The awareness program also involves poster display, free distribution of condoms and booklets on HIV/AIDS. The target audience are mainly the labourers, other staff of contractors including those of subcontractors and truck drivers and machine operators as well as PMC staff. No case of HIV/AIDS infection has been reported till the end of reporting period. 6.2.9 Post construction environmental compliance Post construction environmental compliance is required for the completed and commissioned section in for each construction packages. The post construction compliance includes removal of debris materials from site, vent clearance, removal of temporary diversions, dismantling of plants, stockyards at camp sites, temporary structures used for construction activities, restoration of borrow areas and all the sites used for different kinds of establishments related to construction across the project. All the track doubling works have been completed and commissioned in project package HT-1, HT-3 and RT-2 up to end of the reporting period. Similarly, the construction packages of electrification project PG-1, PG-2 and PG-3 are completed and commissioned prior to the reporting period and handed over to the Railway following the defect liability period. In other packages part of the project sections have been commissioned. The sections commissioned for traffic in all the subprojects is as furnished in the following table:

The post construction environmental compliance activities in construction packages HT-1 and HT-3 have been completed satisfactorily and the PMCs have submitted the reports on compliances for both these packages. In both the construction packages all site restoration works including borrow area rehabilitation, camp sites, plant site and stockyards satisfactorily completed as per the land owner’s requirements. All the debris from the construction site has either been cleared from the site or utilized for leveling of ground in surrounding Railway compound. In HT-3, stone crusher and batching plant located at Ramnagar along with all the establishments have been handed over to third party who expressed interest to operate these plants privately for commercial purpose.

Among other construction packages, the PMCs have submitted the post construction environmental compliance report of commissioned section of DG-1 and DG-2 packages, commissioned sections of Barpalli-Dungripalli section of ST-3, Belsonda to Arand of RT-3 and completed 4 bridges (Bridge No. 239, 247, 293 and ROB 358) of ST-1 packages. For the remaining completed bridge construction sites, removal of all debris following dismantling of labour camps, plant sites, stockyard, office complex, etc. is pending and the report on post construction environmental compliance is required to be submitted by the PMC for their respective packages. For construction package RT-1, submission of post construction compliance reports for completed sections are still awaited from PMC. Similarly, the PMC of RT-2 has not submitted post construction EMP compliance report for commissioned sub-section from Khariar Road to Lakhna and Khariar Road to Komakhan, till March, 2020. In construction packages of PG-1, PG- 2 and PG-3, although the debris removal and site restoration activities have already been completed and the project have already commissioned, the PMC of respective has not submitted any report on post construction EMP compliance till end of March 2020.

6.2.10 Other Environmental Safeguards Measures as per EMP: a. Erosion Control and Slope Stabilization: For controlling slope erosion at high embankment, stone pitching and grass turfing is recommended as per contract specification. In all the construction packages stone pitching and grass turfing at high embankment slopes have been done in completed section. The stone pitching works at high embankment near bridge approaches has been completed in all the packages.

b. Rainwater Harvesting Structures There is no change in status of rainwater harvesting features provided in different project packages compared to the previous reporting period. The rainwater harvesting structure (RHWS) have not been provided in any of the buildings in the completed project packages PG-2 and PG-3 although it was included in the BOQ items of contract agreement. In DG-1 rain water Harvesting Structures have been provided at 3 locations, i.e. Kurdwadi S&T Building and Kem Station building. It needs to be extended to other completed buildings/quarters as per BOQ and approved drawings. Similarly, none of the contractors of packages RT-1, RT-3 and all the construction packages of ST has shown any improvement towards construction of rainwater harvesting provision railway buildings and staff quarters till end of December 2019. In package RT-2, RWHS has been provided only in Arand and Komakhan Railway Station buildings. Construction of RWHS must be ensured in other station buildings and quarters in completed section. In HT-1, package RWHS have been constructed at all the station building and staff quarters. In project package HT-3, RWHS provisions have been made at Tinaighat, Londa, Devrayi and Alnavar railway stations. Rainwater Harvesting Structures at Londa quarters, Tavargatti railway station buildings and Alnavar quarters are yet to be executed and the PIU RVNL has planned to engage SLT for completing this job in HT-3. However, till end of December, 2019 there is no progress towards engagement of such SLT. Similarly in package HT-2, construction of rainwater harvesting pit at Kaniginhal railway station building has been taken up during the reporting period.

The PMCs has to ensure construction of rainwater harvesting structures at all the potential locations in their respective construction package as per the contract specifications and drawings. c. Flora and Fauna:

The legal framework of the country consists of several acts, notifications, rules, and regulations to protect the environment and wildlife. Forest (Conservation) Act, 1980, the Wildlife (Protection) Act, 1972 (and its amendments) including the procedure for granting of forest clearances, and the co- ordination of different regulatory requirements etc are the main acts for regulation of the conservation of flora and fauna, No adverse impact on flora and fauna has been reported due to construction in any of the project packages .This may be because of minimum width of corridor has been utilized for doubling work resulting minimum cutting of trees and disturbance to fauna across the various projects.

d. Tree Plantation:

The contractors are responsible for doing tree planation at the appropriate railway or alternative land in their packages as per contract agreement. Further, they have to maintain the plantation for 1 year for ensuring at least 75% survival. The PMC review the plantation regularly and recommend the release of payment to the contractor in phase manner. In construction packages DG-1, HT-1, ST-2 have shown poor survival rate of the plants. In DG-1 and HT-1 the low survival rate may be attributed to the poor saplings and extreme dry condition in the area. As per specification, the sapling size should be in the range of 3 ft. However, due to dry area, even after regular watering, the plant survival is generally low in these areas. In construction package ST-2, most of the plants have not survived because of poor maintenance by the contractor. The contractors usually not follow up post plantation maintenance like regular watering, pruning, dredging and use of pesticides etc. The following Table presents the status of tree plantation till end of March 2020. The PMC has been advised to ensure plantation as ongoing process and to monitor survival rates of all the planted trees.

6.3 Monitoring of environmental quality attributes To comply with the requirement of conducting periodical monitoring of environmental attributes as per environment monitoring plan, monitoring was carried out in 7 construction packages, i.e. HT-2, RT-1, RT-3, ST-1, ST-3, ST-4 and PG-1 (New) packages during the reporting period by the contractor through third party environmental laboratory. In construction packages HT-1 and HT-3 all the major works are over. Similarly, in the electrification packages PG-1, PG-2 and PG-3 all works have been completed and commissioned. So, the environmental monitoring in these packages is not required. As per the environmental monitoring plan (EMoP), it is required to monitor of environmental attributes on quarterly basis, but in most of the contract packages this frequency of monitoring is not maintained. During the reporting period this frequency has been maintained only in RT-1 construction package. In the project packages where the monitoring has been carried out, the measured environmental quality attributes at different sites were compared with the prescribed limits as per national norms to

6.3.1 Ambient Air Quality Monitoring: To evaluate the impact of different construction activities on air quality, ambient air quality monitoring was carried out in construction packages HT-2, RT-1, RT-3, PG-1(New), ST-1, ST-3 and ST-4. 24 hourly air samples were collected for assessment of the ambient air quality at different locations within the project area. For assessing the the ambient air quality the quality parametrs were considered are PM10, PM2.5, SO2 NOx and CO in the ambient air. In all the above construction packages the concentration of PM10, PM2.5, SO2 NOx and CO in the air samples were measured except for the construction package HT-2 where th CO was not measured. The following table summarises the package-wise test results of the air quality parameters in the air samples collected from different locations in the project package during the reporting period:

Table 15: WHO Guidelines on Ambient Air Quality During the reporting period, the concentration of PM10 in air was recorded in the range from minimum 52.3 µgm-3 at Dhawalas to 91.6 µgm-3 at TSS building Kurduwadi both in construction package PG-1(New). At all the monitoring locations the concentration of PM10 in the air was observed within the permissible limit of 100µgm-3 as stipulated by the Central Pollution Control Board, Government of India. As comapre to the WHO guidelines on Ambient Air Quality, the PM10 level in the air exceeded the guideline value of 50 µgm-3 for 24 hour average at all the monitoring locations. However, at all the monitoring locations the same was within the limit of Interim WHO target-2 of 100 µgm-3. The concentration of PM2.5 in the air varied between 27.5 µgm-3 at Harishankar Road Station of RT- 1 package to maximum 54.3 µgm-3 at Kurduwadi Stockyard of PG-1 (New) package. At all the monitoring locations the PM 2.5 levels were found within the maximum permissible level of 60 µgm-3 as stipulated by the CPCB, GoI. As compared to WHO Ambient Air Quality guidelines, the

concentration of PM2.5 exceeded the 24 hour guideline level of 25 µgm-3 at all the locations. However, it was within the 24 hour Interim Target-2 of 50 µgm-3 at all the locations exceptat three locations namely Kurduwadi Stock yard, TSS buidling Kurduwadi of project package PG-1(New) and at Kalghatagi Bridge (Bridge No. 233 @ Ch. 487/850) of constructiopn package HT-2. The higher concerntration of PM2.5 at these locations may be attributed to the road construction activities around the project area which are under progress. However, at all the locations the concentration of PM2.5 was within the limit of interim target-1, i.e. 75 µgm-3 . The SO2 level in the air samples showed great variation in the concentration at different monitoring locations. Overall the concentration of SO2 in the air in different samples ranged from minimum 6.8 µgm-3 at Contractor’s Base Camp of ST-1 to maximum 74.3 µgm-3 at TSS Buiding at Kurduwadi og Package PG-1 (New). Although at all the monitoring locations the concentration of SO2 was within maximum permissible levels of 80 µgm-3 as per CPCB GoI, the SO2 levels showed high concentration in PG-1 (new) package compared to other project pacakges from where air samples were collected. Except for the air sample collected collected from PG-1 (New) and HT-2 construction packages, the SO2 levels were observed within the prescribed limit of 20 µgm-3 as per WHO guidelines. At 3 locations, i.e. Parewadi, Kurduwadi Stockyard and TSS building Kurduwadi the SO2 concenctration exceeded the maximim interim target-2 level (50 µgm-3 ) as per WHO guidelined, but it was within the interim target-1 level of 75 µgm-3.

Similar to SO2 concentration, the concentration of NO2 also showed great variation in different samples collected from different constructionpackages. The mimum concentration of NO2 was observed at Camp Office of ST-1 package (15.2 µgm-3)whereas the maximum level of 76.8 µgm-3 wer recoded at TSS building, Kurduwadi of Package PG-1(New). At all the locations, the NO2 levels were -3 well within the Nation’s prescribed limit of 80 µgm . Except for PG-1 (New) the NO2 levels were within -3 the WHO guidelines of 40 µgm on annual averaging basis. At all the monitoring locations the NO2 level in ambient aire was found within 1 hourly averaging range of WHO guideline.

The concentration of Carbon monoxide in all the air samples was reported well within the precribed limit as per GOI standards.

6.3.2 Water quality Monitoring Water sample were collected from different sources for assessing their physico chemical characteristics in construction packages of HT-2, RT-1, RT-3, ST-1, ST-3 and PG-1 (New) during the reporting period from October 2019 to March 2020. The test results of all the water samples reflect that all the samples conform the water quality requirements as per per IS 10500-2012. All the measured water quality parameters were founs within the acceptable limits as per IS 10500-2012 in all the construction packages from where the water samples were taken. The magnesium hardness in water samples collected from Kantabanji Office and Harishankar Road Camp site in RT-1 exceeded the acceptable limit of 30 mg/l but was within the permissible limit of 100 mg/l. The water quality monitoring results of each subproject at the respective sample collection location are presented in following tables:

6.3.3 Noise level monitoring: During the reporting period ambient noise levels were recorded at different locations in construction packages HT-2, RT-1, RT-3, PG-1New, ST-1, ST-3 and ST-4. Both daytime and nighttime noise recording was carried out for construction packages HT-2 ST-1, ST-3 and ST-4 whereas in remaining packages (RT-1 and RT-3) only daytime noise levels were recorded. Table 22: Ambient noise levels at different construction packages At none of the monitoring locations the noise levels exceeded the prescribed limit as stipulated by CPCB, GoI. During the monitoring period the daytime noise levels varied between minimum 51 dB(A)Leq at Kem (Ch.357/8) in Package PG-1(New) to maximum 70.8 dBb(A)Leq at DG set of Base Camp of ST-1 and near Batching plant of ST-3 package each. At all the measured locations, the noise levels recorded were within the prescribed limit (75 dB(A)Leq) for industrial/commercial areas as per CPCB Standards, Government of India. In comparison to the WHO guidelines on background noise level, the noise levels were within the prescribed limit of 70 dB(A)Leq except at batching plant of ST- 3 and DG set at Package ST-1, where the noise level slightly exceeded the WHO guideline value. The night time noise levels were recorded in the range from 40 dB(A)Leq at Kem (Chainage 357/8) of PG-1(New) package to maximum 62.1 dB(A)Leq near DG set established at base Camp of ST-1. At all

7. Environmental and Safety training The main contractors normally conduct induction and regular trainings on various aspects of safety at different locations for their staff and labourers in all the ongoing construction packages from time to time. The contractor’s EHS Experts also conduct tool box talks to the workforce before commencement of works on regular basis in order to raise their awareness. It is advisable to include the workforce of sub-contractors also for creating awareness among the other workers about safety aspects. The PMC should also conduct safety training to the workers including those of SLT contracts.

8. Public complaints on environmental and safety issues of project Grievance Redress Committees (GRCs) have been established by RVNL to look into any public complaint during construction work with respect to environmental issues of the project. The public information signboards have been installed at strategic locations in all the construction packages for receiving the public complains. The grievance register for recording the public complaints on environmental and safety issue are maintained by the respective PIU of RVNL at site. During the reporting period, few complaints related to dust problem received from locals in HT-3 and complaint for damaged boundary wall of graveyard near Unkal Railway Station yard was received from local public. All the public grievances were resolved at site at local level by the contractor/PM on the direction of PIU, RVNL. The abstract of the Environmental Grievance Register indicating the type of complaints, location and action taken is enclosed as ANNEXURE-2.

9. Environmental Performance Rating

Based on the site inspections and PMC’s reports on EMP compliance overall rating has been done with respect to implementation of environmental safeguard measures during the reporting period. The construction packages PG-1, PG-2, PG-3 as well as HT-1 and HT-3 have not been considered for rating as the works have been completed and commissioned in these packages. The performance rating of different construction packages during the reporting period is presented below:

10. Non-compliances/Key Issues During the reporting period from October 2019 to March 2020 no major non-compliance has been observed with reference to the Environmental Safeguards, except for non-mobilization of environmental expert at PG-1(New) and PG-2(New) packages of RE work affecting the compliance monitoring on environmental safeguard, follow ups, record keeping and reporting. However, following key issues identified are required to be addressed during next reporting period: (i) Operation of batching plants of RT-1 and RT-3 packages without valid NOC from State Pollution Control Board. Urgent action is required. No corrective action taken till end of March, 2020. Again in Construction packages ST-2 and ST-2 , the new executing agency M/s ARSS-SCPL (JV) have established new batching plants in ST-2 and ST-4 packages and

operating without valid NOC. However PMCs have taken letter from their contractors mentioning the time line for submission of NOC from SPCB. (See Annexure III to VI) (ii) In most of the construction packages negligence in personnel safety has been recorded. The contractor must ensure adequate supply of PPEs to all the work force including those of sub-contractor’s workforce. It is also required to ensure that all the workers must use PPEs during works without fail. The supervisory staff of PMC and RVNL must also to use PPEs during inspections / site visits. (iii) The environmental monitoring in terms of Air, water and noise pollution has become irregular in most of the construction packages. Periodicity of environmental monitoring is required to be maintained as per EMP (iv) Environmental Officer of PMC is not available in package PG-1 (New) and PG-2 (New) RE works resulting into adverse effect on monitoring of EMP compliance at site as well as record keeping and reporting. Immediate action is required from PMC. (v) Toilet & bathroom facilities to be provided at labour camps in RT-1 and RT-3. C. Compliance to ADB’s comments on previous Semiannual reports The ADB has sent their comments on the previous Semiannual reports for the period from April, 2019 to September 2019 vide their email dated 14th February, 2020. All the suggestions have been incorporated appropriately in this report to address the issues raised by the ADB. The compliance matrix is presented below.

and is actually a statutory violation. The PMCs have written numerous reminders to obtain NOC from respective authority, but the contractors have not taken action for the same. Penalty can be imposed on the contractor as per contract condition for not following statutory state norms.

13. Other Issue During the reporting period in March, 2020 India witnessed Corona epidemic due to COVID-19, which has turned pandemic. Due to this issue, the construction activities in the Country halted as a

precautionary measure. The RVNL took immediate measures for prevention of spreading of corona infection among the project staff at site including labourers. On 21 March, the Government of India ordered a nationwide lockdown for 21 days as a preventive measure to contain spread of Covid 19 virus across the country and set to be extended in phases with some relaxations. Necessary preventive measures have been adopted across the work places as per guidelines issued by the Government of India.

14. Conclusion and recommendations

The overall compliance with the environmental and social safeguards in the ongoing projects is in accordance with the loan covenants, contract specification and EMP stipulated in the contract agreement.

In all the active construction packages, dust generation activities have ceased as formation work are almost complete in most of the part of projects. In addition, measures taken by the contractors to control air, water and noise pollution during various construction activities were found to be satisfactory in all the construction packages. However, at different vulnerable locations periodical water sprinkling has been ensured to control dust. There are some batching plants like in RT-1, RT-3 and ST-2 project where action is required for controlling dust generation.

 The contractors are mostly complying with the relevant statutory requirements related to environmental and social safeguards. PMCs have taken letters from their contractors mentioning the time line for submission of NOC from SPCB for Sub-projects RT-1 , RT-3, ST-2 & ST-4 (See Annexure I to IV).

 The observance with personnel safety is satisfactory only in construction packages PG-1 (New), PG-2 (New) and ST-1and in remaining construction packages it require improvement. The PMCs and RVNL should ensure that workers and supervisory staff of SLTs contractors and sub- Contractors gets required PPEs at work site.  During the reporting period, the required periodical monitoring of environmental attributes was carried out only in construction packages of HT-2, RT-1, RT-3 ST-1, ST-3, ST-4 and PG-1 (New) Packages. Periodicity of environmental monitoring is to be improved as per EMoP in all the projects. The monitoring results of environmental attributes in the above package reflect that there is no significant load of pollution due to various construction activities. All the quality parameters of ambient air and noise were found within prescribed limit.  The labour camps were operational in construction packages DG-1, DG-2, HT-2, RT-1, RT-3, PG-1 (New) and all the construction packages of ST Project. Maintenance of basic facilities and general hygienic is required to be improved in almost all these camps. During the reporting period , some of the existing labour camps have been closed and removed in RT-2, ST-1 and ST-3 after completion of nearby works.  Although contractor are organising the HIV/AIDS awareness programme in their respective packages, but periodicity for conduction of HIV/AIDS awareness camps has not been maintained in most of the project packages. During reporting period, HIV/AIDS awareness camps were organized in HT-2, RT-1, RT-3 and ST-1, ST-2 ST-4 and PG-2 (New) construction Packages.  The tree plantation activities have not been taken up in any of the construction packages except for HT-2 in which tree plantation continues in January, February and March.  Grass turfing for slope protection work at all high embankment area has been taken up in almost all the construction packages during the reporting period.  A number of sub-contractors and SLT contractors are found working across all projects to speed up the progress. The PMC has to monitor the EMP compliance by such contractors also and necessary record are required to be maintained for those contractors also.  During the reporting period there was no significant change in construction of rainwater harvesting pits which are required to be ensured as per requirement and specified contract conditions in all the construction packages as an effort towards water conservation. During this period only one rainwater harvesting pit have been provided in Package HT-2.  It has been constantly advised to PMC to prepare the post construction compliance report along with supportive documents for the commissioned sections, but most of the contractors/PMCs have not submitted the post construction EMP compliance report except for the construction package HT-1, HT-3, ST-1, ST-3 and DG-2.
