Incentive Auction Channel Sharing

Commonwealth Public Broadcasting (“Commonwealth”) is the licensee of digital television station WNVT(DT), Channel 30, Facility ID 10019, Goldvein, VA. Commonwealth was a winning bidder in the FCC’s incentive auction to relinquish WNVT’s spectrum, as specified in the Incentive Auction Closing and Channel Reassignment Public Notice (“CCRPN” , DA 17-317, released April 13, 2017). Commonwealth proposes to become a channel share station with WCVE-TV, Facility ID 9987, Richmond, VA, which is also licensed to Commonwealth . WNVT will be the guest (sharee) station, utilizing the transmitting facilities of sharer (host) station WCVE-TV.

Commonwealth herein seeks a “channel share” Construction Permit to utilize the pre- auction RF Channel 42 facility associated with WCVE-TV. WCVE-TV has been reassigned to Channel 22 with a transition at phase 8 (March 13, 2020), and WNVT’s operation will transition to Channel 22 at phase 8 with WCVE-TV. The technical parameters specified herein for WNVT match the licensed Channel 42 WCVE-TV facility as described in license file number BLCDT- 20050606AHG.

The proposed principal community coverage contour (48 dBµ) for WNVT does not encompass the existing principal community of Goldvein VA. Commonwealth proposes to change WNVT’s principal community to Spotsylvania Courthouse, VA, consistent with the procedures described in the Incentive Auction 1 proceeding.

The Census Designated Place of Spotsylvania Courthouse is located in Spotsylvania County, . According to 2010 U.S. census data, Spotsylvania Courthouse has a population of 4,239 persons and an area of 27.3 square kilometers. The allotment of WNVT to Spotsylvania Courthouse would provide that community with its first television transmission service.

A map is supplied as Figure 1 which depicts the proposed predicted coverage contours based on the FCC’s standard propagation curves of §73.625(b). The map demonstrates that Goldvein is beyond the WNVT proposed principal community contour as well as the proposed noise limited service contour (“NLSC”). Figure 1 shows that Goldvein and Spotsylvania Courthouse are within the same DMA, Washington, DC (Hagerstown, MD). The proposed principal community contour covers a portion of Spotsylvania Courthouse, encompassing 1,262 persons and 12.3 sq. km within the boundaries of Spotsylvania Courthouse (29.8 percent of the total population and 45.1 percent of the total area of the community). The proposed NLSC encompasses all of Spotsylvania Courthouse.

Figure 2 supplies the results of a supplemental method of determining 48 dBµ signal levels for principal community coverage according to the Longley-Rice methodology. 2 The Longley-Rice model shows that all of Spotsylvania Courthouse will be covered by signal levels of at least 48 dBµ from the proposed WNVT channel share facility. The average signal level across all Longley-Rice grid points located within Spotsylvania Courthouse is 66.6 dBµ, well in excess of the 48 dBµ requirement. Thus, the proposed facility complies with §73.625(a)(1) based on this supplemental method. 3
