European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

Personalization of Political Newspaper Coverage: a Longitudinal Study in the Dutch Context Since 1950
Personalization of political newspaper coverage: a longitudinal study in the Dutch context since 1950 Ellis Aizenberg, Wouter van Atteveldt, Chantal van Son, Franz-Xaver Geiger VU University, Amsterdam This study analyses whether personalization in Dutch political newspaper coverage has increased since 1950. In spite of the assumption that personalization increased over time in The Netherlands, earlier studies on this phenomenon in the Dutch context led to a scattered image. Through automatic and manual content analyses and regression analyses this study shows that personalization did increase in The Netherlands during the last century, the changes toward that increase however, occurred earlier on than expected at first. This study also shows that the focus of reporting on politics is increasingly put on the politician as an individual, the coverage in which these politicians are mentioned however became more substantive and politically relevant. Keywords: Personalization, content analysis, political news coverage, individualization, privatization Introduction When personalization occurs a focus is put on politicians and party leaders as individuals. The context of the news coverage in which they are mentioned becomes more private as their love lives, upbringing, hobbies and characteristics of personal nature seem increasingly thoroughly discussed. An article published in 1984 in the Dutch newspaper De Telegraaf forms a good example here, where a horse race betting event, which is attended by several ministers accompanied by their wives and girlfriends is carefully discussed1. Nowadays personalization is a much-discussed phenomenon in the field of political communication. It can simply be seen as: ‘a process in which the political weight of the individual actor in the political process increases 1 Ererondje (17 juli 1984). -

OJNoC93, 15.4.1985. (12 November 1984) (88/C 93/01) Subject: Licensing arrangements for the import of ba nanas from the dollar area into the United Kingdom In view of the recent decision of the United Kingdom WRITTEN QUESTION No 2391/84 Government to review licensing arrangements for imports of dollar-area bananas into the United Kingdom, and in by Mr Ernest Glinne (S — B) view of the fact that Northern Irish license holders are to the Commission of the European Communities thereby restricted to a fixed percentage of a rapidly decreasing volume of dollar-area bananas and will (26 March 1985) consequently have to reimport 'preferential' bananas from (88/C 93/02) the United Kingdom at much greater cost, will the Commissioner state whether this new arrangement is in conformity with EEC trade and competition Regulations ? Subject: Regulations on the possession and sale of firearms in the Member States Urban society today, both in western Europe and in North America, is beset by a feeling of insecurity which is sustained by the evident increase in the number of acts of violence. The response to this major problem advocated in Supplementery answer given by Mr De Clercq certain quarters is a fairly drastic increase in protection on behalf of the Commission through the 'liberalization' of the sale and possession of various firearms.
