[page 1] Office Millitary Board Little Rock February 1st 1862 The Millitary Board met to day at the usual hour. Present Governor H.M. Rector and Hon. L.D. Hill: When the following rules were adopted by the Millitary Board of the State of Arkansas; to wit: Ordered by the Millitary Board of the State of Arkansas; that the following rules be and hereby adopted for its action, and for the action of its officers. Rule 1st All official action of the Millitary Board to be authorized and binding; must be ordered or sanctioned by at least two members of the same personally present; or approved in writing if not present: Rule 2nd No claim or demand against the State to be paid to any agent or holder until written authority is filed with the Board authorizing the payment of the same: Rule 3rd No claim or demand against the State created by any agent or mustering officer of the Millitary Board, or by any militia officer of the State, to be paid until such agent or officer shall have filed with the Millitary Board a list or abstract of all such claims. Rule 4th No claim or demand against the State for clothing or other articles sold to soldiers to be paid until the same is charged to the soldier or soldiers on the muster roll of the [page 2] Company to which they belong, certified by the Captain of said company and filed in the office of the Millitary Board. The following claims were then presented and allowed and ordered to be paid: Pine Bluff Telegraph Co.’s claim for dispatches from and to Millitary Board $12.85 James Jackson’s claim for wood furnished and attending to rooms of Millitary Board $26.50 Broughtin & Hagers claims for making desks and tables for Millitary Board $59.00 W.F. James A. Wilson’s Requisition for funds to pay outstanding claims against him as Quartermaster 14th Regiment A.V. was filed and the amt. furnished $2800.00 H.M. Rector L.D. Hill C.W. Board [page 3] Office Millitary Board Little Rock February 3rd 1862 The Board met to day at the usual hour: Present H.M. Rector Gov. Hon. L.D. Hill and Hon. C.W. Board: G.W. Gleason Quartermaster General was ordered to take all the clothing now on hand at this point and at Des Arc and proceed with it to the Head Quarters of General W.J. Hardee Bowling Green Ky. To be disposed of for the benefit of the Arkansas troops now under his command, as per instructions furnished which will appear in full on order Book page 88. Gen. W.J. Hardee; A written communication respecting the clothing sent to the Arkansas troops under command of Gen. Hardee and other matters, which will appear on order book, page 86 was made by Gov. H.M. Rector P.M.B. to Gen. W.J. Hardee. G.W. Glenn Quartermaster. Filed requisition for funds to pay transportation & other expenses in taking clothing to Arkansas troops in Ky. and funds were furnished to the amt. of $800.00 J.M. Jolley’s claim for Quartermaster and commissary stores furnished detachment Scott’s Squadron while conveying Jayhawkers to Little Rock was presented and allowed and ordered to be paid amounting 27.25 David Taylor presented the following claims for commissary stores furnished 15th Regiment while being mustered by C.L. Dawson which was allowed and ordered to be paid. J.D. Board [page 5] Office Millitary Board Little Rock February 5th 1862 The Board met to day at the usual hour. Present Hon. L. D. Hill and Hon. C. W. Board. Ordered by the Millitary Board that Colo. G.W. Lamoyne commander of the 17th Regiment Ark. Vol. turn over his command to Maj. Lawrence or to the Senior Capt. of said Regmt. And report himself to the Millitary Board at Little Rock. (see order book page 84) Ordered by the Millitary Board that Maj. Lawrence if present or Capt. J.M. Dowdle if in command take command of the 17th Regmt. Ark. Vol. ordered to be turned over to you by Colo. G.W. Lemoyne and to march the same to some eligible point within five or ten miles of Little Rock and await further orders: See order book page 85. C.W. Wyse – Presented the following claims of Quarter Masters supplies and uses certified by John L. Jesse Williams claim for Quarter Master stores $15.00 Harry Brays “ 59.40 Henry Brays “ 45.00 John L. McWhirter “ 82.30 Thomas H. Wyse presented the following claims for commissary stores certified by B. H. Sweeny Lieut. Col. commanding the 5th Regiment, which was allowed and ordered to be paid to wit: Jesse Williams claim for Commissary Stores $25.25 A.H. Hattox & Co. presented a claim for balance due them for receiving, storing and forwarding Freight for the State of Arkansas, certified by M.L. Bell, for the sum of Forty One dollars and Fifty cents, which was allowed and ordered to be paid. Fan & Holmes’s claim for medicines purchased for the use of the 17th Regiment amounting to the sum of Thirty Seven Dollars and Ninety Five cents, certified by S.W. Williams, Mustering officer was presented, allowed and ordered to be paid. [page 7] G.A. Hale presented the following amounts for Quarter Masters stores, certified by E.C. Rector C.M. Board Office of the Military Board Little Rock Arks 11 Feby. 1862 The Board met at the usual hour to day. Present Gov. Rector and Hon. C.W. Board. Thomas Parsel, Senr. Presented the following amounts for keeping ‘Jayhawkers’ in Pulaski County Jail, and for guarding the same to wit Minutes book of the Military Board of Arkansas, 1862-1865, Military Board of Arkansas Records, Arkansas State Archives, Little Rock, Arkansas. Thomas Parsel, Senior For keeping the Jayhawkers in Pulaski County Jail 1473 days at 65 cents per day $957.45 For funeral expenses of Edward Stobaugh 15.00 Total am’t. $972.45 Thomas Parsel, Jr. for guarding Jahawkers in the Pulaski County Jail from 28 November 1861 to the 24 Janry. 1862 – 58 days at $2.25 per day. $130.50 R.C. Nutter For guarding Jahawkers in Pulaski County Jail from 28 November 1861 to the 24 Jany. 1861 – 58 days at $2.25 per day. $130.50 Each of the above amounts was allowed and ordered to be paid. Danley Holtzman’s account amounting to Twenty Four dollars and Fifty cents for publishing Genl. Van Dorns Proclamation was presented allowed and ordered to be paid. [page 8] Theo. L. Alden’s account for his services as Hospital Steward in the 2nd formerly 3rd Regiment of Arkansas State Volunteers, amounting to Thirty dollars, was presented allowed and ordered to be paid. Dr. John Jobe presented the following claims for Guns purchased by W. K. McKean Agent of the Military Board to arm the 15th Regiment which was allowed, and ordered to be paid to wit: A.J.
