1.0 Introduction 1.1 Background

1.1.1 This Transport Assessment has been prepared by JPP Consulting Limited on behalf of Bellway Homes (South Midlands) to support a full planning application for a proposed residential development of up to 150 units. The benefit of this report is to our instructing Client.

1.1.2 The proposed residential development is located at land north of Staverton Road, Daventry, as shown in Figure 1.1 below and enclosed in Appendix A.

1.2.1 The aim of the Transport Assessment is to support a full planning application for a proposed residential development. The proposed development is shown on the drawing in Appendix B.

1.2.2 This report will consider the wider highway network implications of the new development and will also focus on the sustainable credentials of the development.

1.2.3 From a planning perspective, the site forms part of the Daventry South West Residential Allocation, referred to as HO1. At the time of writing, it is noted that an outline planning application for the remainder of site HO1 has been lodged with Daventry District Council, reference DA/2019/0750.

1.2.4 Importantly, it should be noted that from a highways and transport perspective, this report will further demonstrate that the proposed development can be implemented in advance of the wider and more strategic component of the HO1 allocation, but equally, not prejudice the adjacent site coming forward under its own accord.

1.3 Scoping exercise

1.3.1 A Scoping for Transport Assessment report was submitted to Highways, JPP report reference R-TA-11311H-01-0 dated 14th June 2019. The subsequent response from NCC-Highways (Appendix G) has guided the preparation and technical assessment of this report.

2.0 Site description and development proposals 2.1 Location and description of the site

2.1.1 The proposed residential development is located at land north of Staverton Road, Daventry, as shown in Figure 1.1 above and enclosed in Appendix A. The site is bound by the A425 to the north-west, with Staverton Sports Park and agricultural land beyond, Stefen Way A45 to the east, and Staverton Road to the south with agricultural land beyond.

2.1.2 The former and historical alignment of the Staverton Road lies immediately to the south of the site. Following the expansion of Daventry’s highway network in the 1970’s, this alignment became redundant, and now provides pedestrian and cycle route into Daventry and its surrounding hinterland. A permanent footbridge is provided, thus offering direct, convenient access over the A45, as shown in Figure 2.1 below.

2.2.1 The proposed development will comprise up to 150 dwellings of the total allocation of Daventry South West, which is understood will comprise about 1,100 dwellings. The proposed development layout is shown on the plan enclosed in Appendix B.

2.2.2 The main roads within the development will comprise 2 x 2.0m wide footways.

2.3 Vehicular access

2.3.1 The proposed development will be accessed off A425 via a ghost island junction with visibility splays appropriate for the recorded vehicle speeds, as shown on the plan enclosed in Appendix H.

2.3.2 Importantly, the engineering design for the proposed vehicle access has been subject to a Stage One Road Safety Audit. Further details on the design of the proposed access, and the outcome of the Road Safety Audit are presented in a latter section to this report.

2.4 Pedestrian and cycle access

2.4.1 The development will provide a pedestrian and cycle access to Staverton Road, to the south-east of the site, creating a direct a connection from the site to the existing footbridge across Stefen Way.

2.5 Parking

2.5.1 Car and cycle parking for the development will be provided in line with guidance set out in Northamptonshire Parking Standards published in September 2016.

4.0 Policy review 4.1 Introduction

4.1.1 The following section of the report provides an examination of current polices relating to transport at national and local level as they relate to the proposed development.

4.2 National Policy

4.2.1 Creating Growth, Cutting Carbon: Making Sustainable Local Transport Happen, The Transport White Paper was published in January 2011 by the Coalition Government. The Document outlines a vision ‘for a transport system that is an engine for economic growth, but one that is also greener and safer and improves quality of life in our communities.’ Consequently, reducing carbon emissions derived from transport together with generating economic growth and contributing to economic vitality. The Localism Agenda is another strong theme with the White Paper supporting local solutions that are tailored to specific needs and behaviour patterns to deliver effective local transport.

4.2.2 The priority for local transport, as outlined is to “encourage sustainable local travel and economic growth by making public transport and cycling and walking more attractive and effective, promoting lower carbon transport and tackling local road congestion.”

4.2.3 The White Paper Chapter 4 is titled Enabling Sustainable Transport Choices. The chapter states that ‘the Government wants to encourage and enable more sustainable transport choices’. The document goes on to explain the “nudge” concept that taps into human behavioural tendencies to encourage “good” choices. Nudge interventions are described as being easy and not forbidding choice and travel planning is listed as an example of such.

4.3 National Planning Policy Framework

4.3.1 In July 2018, the revised National Planning Policy Framework (NPPF) was published by the government, setting out the planning policies for and how they are expected to be applied. The policies contained within the NPPF applied with immediate effect and thereby replaced Section 4 of the March 2012 NPPF. Section 9 of the July 2018 NPPF ‘Promoting sustainable transport’ covers the transport policy. Detailed below are the policies that are of relevance.

4.3.2 In paragraph 103, the NPPF acknowledges that ‘the planning system should actively manage patterns of growth in support of these objectives. Significant development should be focused on locations which are or can be made sustainable, through limiting the need to travel and offer a genuine choice of transport modes. This can help to reduce congestion and emissions, and improve air quality and public health. However, opportunities to maximise sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision making.’

4.3.3 Paragraph 110 sets out that applications for development should:

1. Give priority to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use; 2. Address the needs of people with disabilities and reduced mobility in relation to all modes of transport; 3. Create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards; 4. Allow for the efficient delivery of goods, and access by service and emergency vehicles; and 5. Be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.

4.3.4 Paragraph 111 states ‘all developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed.’

4.4 Daventry District Settlements and Countryside (Part 2) Local Plan

4.4.1 Following adoption, the Part 2 Local Plan will form part of the overall development plan for Daventry District and will substitute all of the remaining saved policies from the Daventry District Local Plan (1997). At the time of writing, Part 2 of the Local Plan is subject to public consultation on suggested modifications to the Plan. However, a review of the proposed modifications indicates no revisions, from a highways and transport perspective, to the wording associated with the Daventry South West Housing Allocation (HO1), which states:

v. An integrated transport network serving the site focused on sustainable transport modes that provides:

a) Improved pedestrian and cycle links from the site to Staverton Road

b) Direct vehicle access from the A45 which also includes provision of an at grade pedestrian crossing connecting to Tyne Road;

c) At grade pedestrian connection to Daventry Sports Park;

d) Improvements to the existing Staverton Road – Yeomanry Way crossing;

e) Improvements to the existing footbridge to support use by pedestrians and cycles;

f) Access to public transport providing connections to Daventry Town Centre and Northampton; [sic]

4.4.2 With regards to the wording of the policy, it is noted that proposes direct vehicular access from the A45 and policy requirement has been, presumable, justified on the entire site being promoted through a single planning application and land owner.

4.4.3 However, and as stated in the introductory section to this report, it is the intention of this report to demonstrate that whilst the proposed development forms part of the wider Daventry South West Allocation, the detailed masterplan has been given careful consideration to complements the outline masterplan for the remainder of the South West allocation.

5.0 Existing conditions 5.1 Road network

5.1.1 The existing local highway infrastructure is shown on the plan enclosed in Appendix C.

5.1.2 The proposed development will be accessed off the A425, which has a width of approximately 7.54m. A425 road provides connections to Northampton and Leicester, the A5 and M1 to the east, Coventry and Birmingham and M45 and M6 to the North.

5.1.3 The current speed limit of the A425 within the vicinity of the site is 60mph. The proposed development has no proposals to seek modifications to the existing speed limit of the local highway network.

5.2 Pedestrian facilities

5.2.1 Walking distances and the proximity of key facilities are shown on the plan enclosed in Appendix C.

5.2.2 There is an existing pedestrian footbridge over the A45 Stefen Way providing a link from the south-east corner of the site.

5.3 Cycle facilities

5.3.1 The nearest cycle facilities are shown on the Daventry Cycle Network Map enclosed in Appendix D. This map identifies Staverton Road as “Through routes with moderate traffic and usually low speeds, but often turning and parking movements. Well trained school children should cope”.

5.3.2 The existing pedestrian footbridge over the A45 Stefen Way, provides an all-weather surface from the south-east corner of the site. This footbridge is identified as a shared footway and cycleway.

5.3.3 The existing cycle facilities within the vicinity of the site are shown in Appendix D.

5.3.4 Cycling distances and the proximity to key facilities are shown on the plan enclosed in Appendix C.

5.4 Public transport

5.4.1.1 The nearest existing bus stop for the proposed development is located Thames Road, approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, routed via the existing footbridge across the A45 Stefen Way. Parts of the proposed development are within 400m of the nearest bus stop. The location of the existing bus stop is shown on the facilities plan enclosed in Appendix C.

5.4.1.2 The bus stop includes a single flag pole with bus timetable attached, yellow cage bus markings and raised kerbs.

5.4.1.3 General bus frequencies and routes of buses utilising the Thames Road bus stop are set out in Table 5.1 below. Full timetable and bus route information is enclosed in Appendix E. The information provided in the tables below and the appendices was correct at the time of publication.

Source: Traveline website – 10th July 2019 Table 5.1 5.4.1.4 The D3 bus routes will provide a Monday to Saturday hourly bus service to Northampton, in addition to other stops on route, therefore providing commuters with a sustainable alternative to the private car for work and leisure journeys.

5.4.2 Rail

5.4.2.1 The nearest railway station is , located on Station Road approximately 9.4km (5.8miles) from the proposed site access. The railway station is located on the London North Western Railway between London Euston and Birmingham New Street. The station is served by three trains per hour to London and one train per hour to Liverpool, in addition to stops including Milton Keynes, Northampton, Rugby and Stafford.

5.4.2.2 The Long Buckby railway station can be accessed from the proposed development site via a multi-modal route: walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service to the bus stop located on Eastern Way, Daventry, then taking the D4 bus service direct to Long Buckby railway station.

5.4.2.3 The second closest railway station is Northampton station, located approximately 22.6km (14miles) from the proposed development. The railway station is located on the line between Milton Keynes and Rugby. The station is served by three trains to London Euston and one train per hour to Liverpool Lime Street.

5.4.2.4 The Northampton station can be accessed from the proposed development site via a multi-modal route: walking to the bus stop located approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service located on Thames Road to the railway station. 5.5 Recorded accident data

5.5.1 Recorded accident data was obtained from the Northamptonshire Highways for the most recent five year period, up to and including 30th April 2019. A plan of the collision data obtained from Northamptonshire Highways is enclosed in Appendix I.

5.5.2 Within the five year period, two accidents have been recorded within the vicinity of the proposed site access. Details of the recorded accident are summarised in Table 4.2 below.

We therefore do not consider that the proposed development will result in conditions detrimental to highway safety.

5.6 Summary

5.6.1 The proposed residential development is located at land north of Staverton Road, Daventry. The development will be accessed off the A425 via a ghost island junction with visibility splays appropriate for the recorded vehicle speeds.

5.6.2 The proposed development has good links to the existing walking and cycling infrastructure.

5.6.3 The nearest bus stop to the development is served by a Monday to Saturday hourly bus service to Northampton, in addition many other stops on route.

5.6.4 The nearest railway station is Long Buckby, located on Station Road approximately 9.4km (5.8miles) from the proposed site access. The railway station is located on the London North Western Railway between London Euston and Birmingham New Street. The station is served by three trains per hour to London and one train per hour to Liverpool, in addition to stops including Milton Keynes, Northampton, Rugby and Stafford.

5.6.1.1 The second closest railway station is Northampton station, located approximately 22.6km (14miles) from the proposed development. The railway station is located on the line between Milton Keynes and Rugby. The station is served by three trains to London Euston and one train per hour to Liverpool Lime Street.

6.0 Accessibility 6.1 Introduction

6.1.1 Planning policy highlights the need for sustainable developments to have good accessibility to education, health facilities, employment, leisure and retail. Paragraph 38 of the National Planning Policy Framework (NPPF) states ‘Where practical, particularly within large scale developments, key facilities such as primary schools and local shops should be located within walking distance of most properties’.

6.1.2 This section therefore considers the accessibility from the development, by modes of sustainable transport, to local facilities including education, health services, employment, leisure and retail. A plan showing the location of key local facilities local to the development site is enclosed in Appendix C.

6.1.2 Walking

6.1.2.1 With reference to the Chartered Institution of Highways and Transportation (CIHT) publication (Guidelines for Providing for Journeys on Foot’ (2000), it is suggested that around 80% of walk journeys and walk stages are less than 1 mile (1610m). This guidance also provides ‘suggested acceptable walking distances’, which are set out in Table 6.1 below.

6.1.2.2 Indicative walking time calculations have been calculated assuming a ‘typical’ walking speed of approximately 1.4m/s or 3mph. These are shown against the suggested walking distances set out in Table 6.1 below.

It can be seen that there are adequate facilities within a 1.0km radial distance from the proposed development’s access.

6.1.3 Cycling

6.1.3.1 Section 3.10 of the Local Transport Note 1/04 states that generally a 4km cycle distance is considered acceptable.

6.1.3.2 Assuming a cycle speed of 12kph, the maximum accepted time for a cycling journey is 20 minutes.

6.2 Accessibility to education

6.2.1 The proposed development is located within approximately 550km (0.3miles) walking distance of the nearest primary school, The Grange School, which is located on Staverton Road. This is within desirable walking distance for school journeys, as set out in Table 6.1 above. The location of the primary school is also within an acceptable cycling distance from the proposed development. The school can be accessed using the existing footbridge over the A45 Stefen Way.

6.2.2 The nearest secondary school, The Parker E ACT Academy, is located in Daventry on Ashby Road, approximately 2.4km (1.5miles) from the proposed development. The secondary school is located within an acceptable cycling distance from the proposed development. In addition, the secondary school can be accessed via a multi-modal route utilising the D3 bus service, walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 service to Daventry Oxford Street and walking approximately 1.1km (0.7miles) to the school.

6.2.3 The proposed development is shown to be in acceptable walking and cycling distances of primary education, and in acceptable cycling distance of secondary education. Secondary education can also be accessed via multi-modal route utilising local bus services.

6.3 Accessibility to health

6.3.1 The nearest doctors’ surgery is Danetre Medical Practice located in Daventry on London Road, approximately 2.3km (1.5miles) from the proposed development. The location of the doctors’ surgery is within acceptable cycling distance of the proposed development. The doctors’ surgery can also be accessed via a multi-modal route: walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service to the London Road and walking approximately 230m.

6.3.2 The nearest hospital is Danetre Hospital located in Daventry on London Road, approximately 2.3km (1.5miles) from the proposed development. The location of the doctors’ surgery is within acceptable cycling distance of the proposed development. The doctors’ surgery can also be accessed via a multi-modal route: walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service to Danetre Hospital.

The location of the dentist is within acceptable cycling and preferred maximum walking distances of the proposed development. The dentist can also be accessed via a multi-modal route: walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service to Daventry centre and walking approximately 280m.

6.3.4 The nearest pharmacy is Superdrug located Daventry on Foundry Place, approximately 1.7km (1.1miles) from the proposed development. The location of the pharmacy is within acceptable cycling and preferred maximum walking distances of the proposed development. The pharmacy also be accessed via a multi-modal route: walking to the bus stop located on Thames Road approximately 0.3km (0.2miles) from the proposed pedestrian and cycle access, taking the D3 bus service to Daventry and walking approximately 200m.

6.3.5 The proposed development is shown to be located within acceptable cycling distance of health facilities. The health services can also be accessed via a multi-modal route utilising the local bus services.

6.4 Accessibility to retail and leisure

6.4.1 The proposed development site is located within walking and cycling distance of Daventry which offers a range of retail and leisure facilities. Facilities available within Daventry include, amongst others, leisure centre, restaurants, pubs and recreation grounds.

6.4.2 The proposed development site is located within walking and cycling distance of hourly bus services from Thames Road which provides connections to retail and leisure opportunities in Daventry and Northampton, amongst other locations.

6.4.3 The proposed development is shown to be located within acceptable walking, cycling and public transport distances of retail and leisure facilities within Daventry and destinations further afield.

6.5 Accessibility to employment

6.5.1 The proposed development site is located within walking and cycling distance of various employment opportunities in Daventry.

6.5.2 The proposed development is within walking and cycling distance of hourly bus services from Thames Road which provide connections to employment opportunities in Daventry and Northampton, amongst other locations.

6.5.3 The proposed development is shown to be located within acceptable walking, cycling and public transport distances of employment opportunities.

7.0 Trip generation and distribution

7.1 The proposed development will comprise up to 150 dwellings residential dwellings. Person trip generation rates have been obtained from the TRICS database version 7.4.4. The TRICS data is enclosed in Appendix J. The parameters selected to obtain the TRICS data is detailed in Table 7.1 below.

7.7 We would consider that the new vehicle trips generated by the development are unlikely to be noticeable above daily fluctuations, however, a junction analysis will be completed at the nearest junctions.

8.0 Sustainable modes of transport impact 8.1 Introduction

8.1.1 This section of the Transport Assessment will assess the impact of the proposed development on the local sustainable transport infrastructure.

8.1.2 The trip generation for the sustainable modes of transport has been calculated in Section 6. The sustainable trips predicted from the proposed development are summarised in Table 8.1 below.

8.2.1 The proposed development is predicted to generate 10 and 8 additional pedestrian trips during the morning and evening peak hours respectively. The proposed development will connect to the existing pedestrian network via footways on Melton Spinney Road.

8.2.2 The new pedestrian trips equates to one journey in any direction every 6 to 7 minutes. This small number of pedestrians can be accommodated on the existing and proposed pedestrian infrastructure.

8.3 Cycling

8.3.1 The proposed development is predicted to generate 1 and 1 additional bicycle trips during the morning and evening hours respectively. The number of predicted cyclist trips is small and could be accommodated on the existing highway infrastructure.

8.3.2 The proposed development will incorporate cycle parking provision for each dwelling.

8.4 Public transport

8.4.1 The proposed development is predicted to generate approximately 3 and 2 additional bus journeys in the morning and evening peak periods respectively. The number of predicted bus journeys is small and could be accommodated within existing services.

9.0 Vehicular impact 9.1 Introduction

9.1.1 This section will assess the impact of the proposed development on the existing vehicular infrastructure.

9.2 Area of assessment

9.2.1 The area of assessment has been agreed with Northamptonshire County Council in pre-application discussions, with the following junctions highlighted for further assessment:

• Site Access Junction 1 / A425. • J 2 / A425 / Leamington Way / A45 / Browns Road. • J 3 / Leamington Way A45 / Leamington Way / Royal Oak Way. • J 4 / Stefen Way / A425 / London Road A45 / London Road B4038.

9.2.2 The locations of the above junctions are presented in Figure 9.1 below.

9.3 Background traffic

9.3.1 Vehicle counts at the above junctions were completed on 2nd July 2019. The traffic count data is enclosed in Appendix K.

9.3.2 In order to obtain base traffic flows, full Manual Classified Counts (MCCs) were undertaken at the following junctions:

• Site Access Junction 1 / A425. • J 2 / A425 / Leamington Way / A45 / Browns Road. • J 3 / Leamington Way A45 / Leamington Way / Royal Oak Way. • J 4 / Stefen Way / A425 / London Road A45 / London Road B4038.

9.3.3 Automatic Traffic Counts (ATCs) were undertaken on the A425 between the time periods of 0800 – 0900 and 1700 – 1800, the ATC was installed at the approximate location for the site access (Junction 1). Data was collected over a continuous seven- day period commencing Tuesday 2nd July 2019 for vehicle numbers and speeds, see Appendix K.

9.3.4 In addition, Classified Turning Counts (CTC) were undertaken on junctions 2, 3 and 4 between the hours of 0730- 0915 and 1630 – 1815. Data was collected over a one day period on Tuesday 2nd July 2019 for vehicle turnings throughout each junction, along with queue length surveys recorded at 5-minute intervals.

9.4 Distribution

9.4.1 Vehicle trips generated by the proposed development have been distributed on to the surrounding highway infrastructure using 2011 MSOA level method of travel to work census data. This census data and assignment is enclosed in Appendix L. The proposed assignment of these vehicles is shown on the highway network vehicle trip diagrams enclosed in Appendix M.

9.5 Assessment Periods

9.5.1 The impact of the development will be considered on the surrounding highway infrastructure during the morning and evening peak periods of 0800-0900 and 1700- 1800.

9.5.2 In line with Northamptonshire Highways’ guidance, junction analysis has been undertaken for the assessment years of 2019 and 2031.

9.5.3 To adjust these traffic counts to the assessment year of 2031 traffic, growth factors have been calculated using TEMPro 7 using NTEM dataset 72 and NTM dataset AF15. Growth factors have been obtained for an Urban area type and a Principal road type. The growth factors are set out in Table 9.1 below.

9.6.1 At the request of NCC-Highways, the following committed developments have been considered within the assessment:

• Daventry North East; • Monksmoor; • Middlemore; • Micklewell Park; and, • West March Industrial Estate.

9.6.2 The local TEMPro growth factors derived for the purposes of this assessment do include assumptions made for committed housing growth between the base years and future (assessment) year.

9.6.3 As such it was proposed to NCC-Highways that the housing growth assumptions would be revised to reproduce the proposed housing growth projections in Daventry as a result of the committed development, which extent to include the above sites.

9.6.4 Therefore, and for clarification, the above areas of committed development have been addressed as per Table 9.2 below1.

10.0 Junction assessments

10.1 The junctions listed in Section 9.1 have been assessed where appropriate utilising TRL software Junctions 8.

10.2 The capacity of a junction is assessed in terms of Ratio of Flow to Capacity (RFC) for priority junctions and Degree of Saturation (DoS) for signal controlled junctions. The absolute capacity of a junction is 1 or 100%, however, a lower value is used to reflect the practical capacity of the junction. As such, priority junctions are considered to operate above capacity with RFC values over 0.85.

10.3 Geometry measurements for each of the four junctions are shown on the plans enclosed in Appendix O.

10.4 All modelling has been undertaken using Passenger Car Unit (PCU) values. The results of the junction assessments are set out below.

10.4 J1: Site Access / A425

11.0 Vehicular access 11.1 Introduction

11.1.1 Vehicular access into the proposed development will be taken from a single and newly constructed junction located on the A425 Staverton Road. The proposed configuration for the junction will be based upon a simple priority junction with a dedicated right turn lane.

11.1.2 In order to inform the geometric design of the junction design guidance contained within the Design Manual for Roads and Bridges (DMRB) document CD123 (which replaced TD42/95) has been utilised. Primary design components of the junction, namely, ensuring appropriate forward and side road visibility has been informed by the output (85th Percentile) of a seven-day vehicle speed survey, and been further complemented by the use of a topographical survey.

11.1.3 Based on the above, the proposed vehicle access is presented in Appendix H.

11.1.4 In order to provide further confidence in the design and the overall deliverability of the proposed vehicle access has been subjected to a Stage One Road Safety Audit. A copy of the Audit is contained in Appendix T, and the Designers Response is provided below.

11.1.5 In terms of wider considerations, the Audit team was instructed to account for the proposed roundabout, which will serve the adjacent development site coming forward. The location of this roundabout is positioned approximately 250m from the proposed site access and towards Staverton. A copy of the outline engineering design prepared for the proposed roundabout (WYG drawing A105109-35-12-011 Rev A) was provided to the Auditor. At the time of writing, the status of the proposed roundabout in terms of technical design / audit process is unknown.

11.2 Road Safety Audit Designers Response

11.2.1 Issue 1: Unmet likely pedestrian / cycle desire lines may lead to users crossing high speed roads, with consequent risk of injury collisions involving vulnerable users.

11.2.2 Recommendation: It is recommended likely pedestrian and cycle desire routes are established and appropriate crossing facilities are provided on or close to likely desire lines. It may be appropriate to provide internal footway / cycleway routes that guide users to the Stefen Way roundabout, where surface level provision may be appropriate, as is currently provided across the Leamington Way arm of the roundabout.

11.2.3 Designers Response: Where an existing or indeed future pedestrian desire line is present, appropriate consideration to safe and convenient crossing facilities will be investigated.

11.2.4 Issue 2: Overtaking collisions at the [proposed] right turn lane.

11.2.5 Recommendation: It is recommended that measures are introduced to minimise the likelihood of overtaking manoeuvres in the vicinity of the proposed ghost island junction; measures may include but not be limited to the provision of traffic islands and / or a double white line system (reference TSM Ch 5 paragraph 5.3.12), protecting the right turn area of the junction. The provision of a roundabout junction, south-west of Staverton Road (reference paragraph 2.1.3 of this document), is likely to offer a speed reduction benefit, which may mitigate the issue highlighted above.

11.2.6 Designers Response: Recommendation accepted. The proposed vehicular access will provide traffic-island etc., as a preventative measure aimed at minimising potential overtaking.

11.3 Summary

11.3.1 The design of the vehicle access point has been informed by the collection and application of qualitative and quantitative data, namely vehicle speed data and a topographical survey. The capacity of the proposed junction has been analysed in traffic modelling software, which has demonstrated that in the forecast year of 2031, the junction will be operating with acceptable thresholds.

11.3.2 The proposed site access has also been subjected to a Stage One Road Safety Audit. This Audit has demonstrated three design issues and included suggested recommendations for these to be overcome. A Designers Response has been provided, which has acceptable the recommendations.

11.3.3 Importantly, the Audit has also accounted for the potential and proposed roundabout which would serve the adjacent development site. The Audit did not document any issues regarding the location of, and interaction of the proposed roundabout with the site access.

11.3.4 Based on the above, it is therefore concluded that the proposed site access is suitable in design and would act in a complementary manner and not conflict with other highway proposals that may come forward in the nearby area.

12.0 Conclusions

12.1 This Transport Assessment has been prepared as supporting documentation for a full planning application for the proposed development of up to 150 residential units. The proposed development is located on land north of Staverton Road, Daventry.

12.2 The proposed development forms part of the wider Daventry South West development allocation (HO1) and at the time of writing a separate planning application for an adjacent development site is currently lodged with Daventry District Council.

12.3 The proposed development is shown to be well served and accessible to sustainable modes of transport. The proposed development has good accessibility to education, health, employment, retail and leisure facilities.

12.4 The proposed development will be accessed from the construction of a new priority junction with a dedicated right-turn lane facility. The geometric design of the proposed access has been informed by a seven-day vehicle speed survey, technical guidance and a topographical survey. To further support the access proposal, the design has been subjected to a Stage One Road Safety Audit. This Audit has also accounted for the nearby proximity of a proposed roundabout which would serve the adjacent development site. The Road Safety Audit raised three issues and the recommendations were accepted as part of the Designers Response.

12.5 A series of junction assessments has been completed for the local highway network. These junction assessments have accounted for the impact of traffic based on several forecast scenarios, including a forecast year of 2031. The capacity analysis has confirmed that in the forecast year of 2031, vehicle trips from the proposed development do not have a detrimental impact on each of the modelled junctions and the results of the analysis are within acceptable thresholds. As such, and based on the scale and negligible impact of the proposed development, no off-site highway mitigation is proposed.

12.6 Based on the foregoing this report has demonstrated that in matter relating to highways and transport, the proposed development will not have a detrimental impact on the local highway network, can be delivered either independently or has part of the wider Daventry South West housing allocation, and provides a development which is well connected to existing and local facilities within Daventry.
