Annex A - Statement of Work Metropolitan Area Network (MAN) Fibre Backbone Connections

1. Requirement: 1.1 Shared Services has a requirement for Gigabit network connectivity between existing Canadian Federal Government sites in , (see Table 1 below). 1.2 It is the intention of this requirement to leverage the existing Single Mode (SM) Fibre segments between these sites. 1.3 Optional Sites: Canada may have a requirement to connect new sites in the North, therefore a provision for this has been added to the Contract under the heading “New Sites”, below. 2. Background: 2.1 The current E-MAN (Ethernet Metropolitan Area Network) infrastructure provides Gigabit network connectivity creating a Virtual Private Network for the local Shared Services Canada (SSC) networks using Single Mode (SM) fibre segments, thus providing point to point fibre connectivity over the Contractor’s fibre patch panels. 2.2 There is a requirement for East WAN (East-Wide Area Network) Satellite infrastructure; this is being sourced under a separate requirement. 3. Scope of Work: 3.1 The Contractor must provide Gigabit network connectivity for the following MAN Metropolitan Area Network sites listed in Table 1 – Sites, below. All SSC devices at the Sites required for the MAN to operate must be directly connected to each other using Single Mode fibre strands, rated as detailed. 3.2 The responsibility of the contractor ends at the terminating riser extension within the buildings, in the designated Telecom Rooms, and encompasses all the fibre cables between the sites, plus all the patching in between thus providing continuous connectivity through patch panels or fusing. All patch panels and/or fusing points must be identified. All equipment must be compatible with Canada’s existing equipment.. 3.3 The Contractor must provide any required SM patch panels, associated patch cables and connectors needed to terminate the connections at each of the identified telecom rooms within each site (see table 1 below for demarcation points and identified telecom rooms). All telco demarcation extensions to Canada’s LAN rooms must be included. 3.4 The Contractor must coordinate with on-site personnel (Departmental Representative (DR)) to gain access after-hours to perform the Work. 3.5 Services must be available on a 7/24/365 basis; service interruption must be restored within one day for major centres, and within 3 business days, for remote communities, see Service Levels below. 4. New Sites: 4.1 Canada may have a requirement to add sites to the Contract in Iqaluit, Yellowknife (2 sites), Dawson City, Cambridge Bay, and Inuvik, in which case amendments will be made to the contract to include the New Sites and their associated costs. Canada may also consider new sites in all territories (NU, NT, and ).

4.2 If Canada has a requirement for a New Site, it will issue a Request for Quote (RFQ) to the Contractor in accordance with the process defined in the Contract.

5. Service Management: 5.1 Services must be available on a 7/24/365 basis. 5.2 If there is an interruption in Services, the Contractor must restore the service as per the following Service Levels. Service Levels not meeting the levels listed below will be subject to Service Credits outlined in the Contact. 5.3 The Contractor must ensure that any service or connection failures are identified, reported, fixed, and communicated immediately to the TA and the DR.

6. Maintenance Services: 6.1 The Contractor must provide maintenance services on a 7/24/365 basis that includes: a) Maintaining the fibre optic cables & patch connections between the sites themselves and the identified Telecom Rooms; and b) Maintaining installed service infrastructure and its components. 6.2 The Contractor must ensure that any service maintenance is scheduled via the Departmental Representative (DR) or Technical Authority (TA), with at least one weeks’ notice, and after hours (on the week-end, if possible). 7. Reporting: 7.1 Reports of service interruption and downtime with details on the failure incidents have to be submitted monthly, along with the invoices. 7.2 The report must include, at a minimum: a) service interruption and resumption; b) any deviation in the status of the connectivity between the buildings; and c) any changes related to cabling or its patching. 8. Topology: 7.1 The Contractor must provide a detailed layout of all fibre links and hops (locations where the fibre is connecting to a patch panel) before moving on to another termination panel or end point. 7.2 Any changes to the overall sites and topology and layout of the infrastructure have to be provided to and approved by the TA or DR before being implemented, along with the documentation and the network diagrams, for all sites.

All equipment, panels and terminating cabling / patching must have a descriptive label and be included in an inventory to be provided to the DR / TA. The four external sites will need at least two pairs of fibre each, and the LAN room at the Gallery will require 6 pairs. This is at the sites and not between sites. The Gallery will require a minimum of corresponding pairs, coming into its Demarc area, from the external sites. SM fibre must be rated for up to 40 Gbps. 9. Departmental Support: Canada will provide the conduits needed from the exterior of all buildings to the identified Telecom rooms.
