    June 23, 2021 Dear Members of Congress, We, the undersigned organizations representing millions of Americans nationwide, write in blanket opposition to any increase in the federal minimum wage, especially in such a time when our job market needs maximum flexibility to recover from the havoc wreaked on it by the government's response to the COVID-19 pandemic. Workers must be compensated for their labor based on the value that said labor adds to their employer. Any deviation from this standard is harmful to workers and threatens jobs and employment opportunities for all workers. Whether it be to $11, $15, or any other dollar amount, increasing the federal minimum wage further takes away the freedom of two parties to agree on the value of one’s labor to the other’s product. As a result, employment options are restricted and jobs are lost. Instead, the free market should be left alone to work in the best interest of employers and employees alike. While proponents of raising the minimum wage often claim to be working in service of low-wage earners, studies have regularly shown that minimum wage increases harm low-skilled workers the most. Higher minimum wages inevitably lead to lay-offs and automation that drives low-skilled workers to unemployment. The Congressional Budget Office projected that raising the minimum wage to $15 would directly result in up to 2.7 million jobs lost by 2026. Raising it to $11 in the same time frame - as some Senators are discussing - could cost up to 490,000 jobs, if such a proposal is paired with eliminating the tip credit as well.

    THE DANGERS OF THE “MONTGOMERY COUNTY CLIMATE ACTION PLAN.” Comments Submitted by Edward Hudgins, Ph.D., Montgomery County Resident February 27, 2021 [email protected] I wish to strongly object to the “Montgomery County Climate Action Plan” under consideration by the Montgomery County Council. I am a native Marylander, living in Rockville with my wife and two fourth-grade daughters. I have a 35-year career in public policy with a special focus on science and technology. The Council’s 2017 “Emergency Climate Mobilization” signed on to the assumptions, to which I take exception, that led to this Plan. But I assume that the minds of Council members are open to new evidence, especially if it helps avoid policies that, while perhaps well-meaning, would be disastrous to county residents. I raise five issues concerning the Plan: •Addressing the alleged threat of runaway global warming is not and should not be a county government priority and is an unconscionable waste of taxpayer resources. The schooling system is deficient in many ways. Many areas of the county suffer serious crime problems. COVID has devasted many businesses. There are real environmental issues to be addressed. These problems, not the alleged warming dangers, are the county government’s priorities and responsibilities. •The Plan offers no credible estimate of the global warming it proports to mitigate. That is, the Plan will have no measurable impact on the feared warming. It will make no measurable difference. •The draconian measures proposed to make the county “carbon free” would impose extreme burdens and costs on citizens, taxpayers and businesses in the county, again, with no measurable impact on the alleged problem.

    Debunking the Heartland Institute’s Efforts to Deny Climate Science A Message from the National Center for Science Education The Heartland Institute’s Nongovernmental International Panel on Climate Change (NIPCC) recently conducted a mass mailing to K–12 and college teachers promoting its new “Climate Change Reconsidered” report. The unsolicited package of material (right) was sent to the work addresses of educators in late October 2013. The NIPCC’s report is meant to look like an authoritative counterpoint to information from the Intergovernmental Panel on Climate Change (IPCC). It’s not hard to distinguish the real thing from the ringer. On the one hand, the IPCC is the leading international body for the assessment of climate change. Its mission is to provide the world with a clear scientific view on the current state of knowledge in climate change and its potential environmental and socioeconomic impacts. Every five to six years, the IPCC issues what are called Assessment Reports that provide definitive updates on climate change. The reports are based on tens of thousands of scientific papers assembled by thousands of scientists, engineers and other experts from around the world who volunteer their time. In September 2013, the organization released the first of four reports that constitute the Fifth Assessment Report on climate change. On the other hand, the Heartland Institute is a partisan think tank that sponsors the NIPCC. The NIPCC’s latest report evaluated fewer than 100 scientific papers, many of which were written by NIPCC members. The Heartland Institute has focused on fighting government regulation of tobacco and fossil fuels.

Introduction Thank you very much for the opportunity to speak with you today about the issue of man-made global warming, which affects all of our lives. My testimony today is based on 15 years of research, on the history of climate science, and on the history of attempts to undermine, distract attention from, and confuse the American people about that science. I come to this subject not as a politician or activist, but as a scholar and teacher. That said, the issue before us—man-made climate change—is so serious—so imperative—that at this moment in history, we must all become active to fix it, before the opportunity to do so is lost. This requires us to understand the reasons that we have failed to act so far—the forces that are responsible for our inaction—in order to overcome them before it is too late. II. Instead, Defendants, both directly and through proxies, engaged in a public-relations campaign that was not only false, but also highly effective. This campaign was intended to, and did, target and influence the public, and consumers, including in Minnesota. 4. During the period when Defendants and their proxies were deliberately misleading Minnesotans about the consequences of using their products, Defendants realized massive profits through largely unabated and expanded extraction, production, promotion, marketing, and sale of their fossil-fuel products.
