RFP 219999D001 Page 1 of 96 OMM Interpretive Exhibits Project INTRODUCTORY INFORMATION RFP No. 219999D001 0015 - Executive Summary 0015 – EXECUTIVE SUMMARY EXECUTIVE SUMMARY The Oregon Military Department (“OMD”) has an infrastructure portfolio spread throughout the State of Oregon. Types of buildings include readiness centers, armories, maintenance facilities, warehousing, storage, aviation facilities, administrative space, museum space, and training site facilities. The portfolio contains roughly 3.3 million square feet of building area with nearly 400 buildings located at approximately 49 sites across the State. OMD is committed to constructing the highest quality buildings and infrastructures OMD can afford and expects structures that promulgate cultural leadership. In short, the three primary goals in OMD facilities can be expressed as follows: 1) Soldier/Unit/Equipment Readiness; 2) Sustainability/Innovation; and, 3) Community Partnership. When these goals are fully expressed in its facilities, OMD has the greatest likelihood of sustained success over time. Limited capital and sustainment funds means OMD’s buildings must perform for extended periods of time with minimal maintenance. OMD requires quality in the design and construction process, to ensure it can meet these requirements. To this end, OMD’s desire in the procurement process is to seek the “best value” for the State of Oregon (“State”). OMD is interested in retaining firms capable of bringing superior design principles to bear in a sustainable manner and constructing the highest quality buildings in the region. OMD wants to ensure tax dollars being spent on capital construction result in cultural enrichment for its communities while also developing innovative and sustainable buildings that are ready to respond to any emergencies which arise and capable of withstanding the test of time. OMD also has the responsibility of historic preservation of military artifacts. The Oregon Military Museum (“OMM”) established in 1975, serves as repository for military weapons, artifacts and documents relating to the military history of the citizens of Oregon. The mission statement of the OMM simply states: To inspire and educate visitors about Oregon’s military heritage and legacy to include the National Guard, the State’s early militia, and all branches of the Armed Forces. To meet its professional stewardship obligations for the historical artifacts and archives entrusted to its care. This project is to provide the design, construction, fabrication, and installation of exhibit galleries within the Oregon Military Museum. The main exhibit hall is approximately 9,000 square feet in size and has several smaller exhibit galleries including a temporary exhibit gallery, a weapons exhibit gallery, the main entrance lobby and the Hall of Valor spaces. The design will include casework, graphics, lighting, interpretive panels with inset cases, dioramas and specialty display cases with added security measures as needed. This project addresses the development of the design and installation of highly specialized museum displays at the Oregon Military Museum located in Clackamas, Oregon (the “Project”). PROPOSED PROJECT: The Oregon Military Department (“OMD” “Owner” or “Agency”) is seeking a Design-Build Contractor (“DBC” or “Contractor”) with expertise in museum display design, construction, fabrication, and installation to provide Project management, design, review, value engineering, construction, fabrication, and installation of the Project, including but not limited to, the design, construction, fabrication, and installation of educational museum displays including lighting, casework, dioramas, graphics, interpretive panels, interactive and specialty display cases, macro artifact displays, historic aircraft displays, military vehicle displays, military weapons displays and all associated historical research to ensure proper and correct interpretive panels and signage.
