Meeting Minutes IPWEA Northern South Island Branch Meeting Friday 7 April 2017, commencing at 10.00am Host: Ashburton District Council Location: Ashburton District Council, 2 Baring Square East, Ashburton Chair: John Mackie Minutes: Marieke van Genugten Attendees: 14 as listed Apologies: 4 as listed Welcome Branch Chairman John Mackie opened the meeting and welcomed everyone at Ashburton District Council. IPWEA Branch Update A Board meeting was held on 9 March 2017 in Wellington. At meeting the Chair of IDS (David Fraser) noted his resignation from the IDS Board. The IPWEA NZ Board appointed Neil Cook to the IDS Board. Fostering our Future project identified a looming shortage of public works professionals. IPWEA has therefore developed a MoU with E2E (Engineering Education2Employment) to get 500 more engineers into employment each year. Christchurch City Council will sponsor and attend, the Canterbury University - Engineering and Science Careers Fair on 10 May, in association with IPWEA. Please let us know if you want to volunteer to be an IPWEA representative at the stand. An AGM will be held on 25 May 2017 for Branch Chair and Board member for the 17/18 year. A call for nominations will be sent out beforehand. After the update the chairman acknowledged and thanked Neil McCann and the sponsors for the venue and catering of this branch meeting. Presentations 1. Ashburton Project update, by Neil McCann Neil McCann, Group Manager Service Delivery, took us through the work Ashburton District Council has done, is doing now and will do in future within the district. He outlined the work ADC has done on the wastewater upgrade, where investigations started all the way back in 1993. It was constructed and commissioned over 2007 and 2008. Meeting Minutes IPWEA Branch Meeting, Northern South Island 1 The presentation contains several projects over the past few years but the project that attracted the most attention off the attendees was the Smart Parking. ADC installed 86 smart parking sensors in 2016 which allows people 1 hour of free parking, which interestingly has increased revenue. It is fully automated and the sensors send continuous data to the parking Wardens handheld devices. The presentation was followed by Q&A and acknowledged with acclamation. 2. Renewal of the NZ Pipe Inspection Manual, by Paul Utting Paul Utting, Director at ProjectMax, covered the recommended changes to the current edition of the pipe inspection manual. A review and report was completed in December as part of a combined IPWEA, WaterNZ and Quake Centre project on Evidence Based Investment Decision Making for 3 Waters. It is intended that the recommended changes would be made for a new 4th Edition of the NZ Pipe Inspection manual that is expected to start later this year. The recommendations include some fundamental issues relating to the inspection and reporting of pipe condition, affecting the industry at large, and the intent of the presentation is to raise awareness of the issues and promote industry discussion and buy-in before the new version is produced. The presentation was followed by Q&A and acknowledged with acclamation. 3. Corridor Management by Tracy Bell Tracy Bell from Timaru District Council recently received the ‘Best Technical Presentation’ award at the RIMS forum with her presentation ‘Corridor Management – How the little guys handle it’. The way in which the Timaru District Council manages their Corridor Access Requests, is different from the major centres. The point of difference between Timaru District Council and the larger councils, is that with their small team they are able to provide one point of contact for their Contractors to liaise with. For the Auditing of both the CAR applications and the TMPs they have created an auditing system within Pocket RAMM. The applications allows the auditing team to go out on site and audit sites without having to take piles of paper with them. Education of the contractors surrounding CAR applications and the Code of Practice is important to improving efficiency. Benefits are that it shows the Council that Health and Safety site inspections are carried out, it potentially drives positive contractor behaviour and Council compliance with ONRC Technical Output measure. The presentation was followed by Q&A and acknowledged with acclamation. 4. 30 Years Infrastructure Strategy, by Ashley Harper Ashley Harper from Timaru District Council presented ‘Canterbury Councils Working Together’ as Ross Waugh was unable to attend the meeting. Attendees mainly agreed that a scope and time frame for a 30 year approach might be appropriate. With an approach for 50 to a 100 years you would take to many assumptions. After lunch there was the option to visit the EA Networks (aquatics and fitness) Centre. The centre is 100% owned and operated by Ashburton District Council and is an indoor sports, aquatic and recreational facility and opened in May 2015.
