NORTH LANARKSHIRE COUNCIL REPORT 70: PLANNING AND TRANSPORTATION Subject: CONSULTATION WITH GLASGOW COMMITTEE CITY COUNCIL ON PLANNING APPLICATION 10/01286/DC: bFrom: HEAD OF PLANNING AND RESIDENTIAL DEVELOPMENT (UP DEVELOPMENT TO 1,600 HOUSES) AND ANCILLIARY USES AT ROBROYSTON ROAD, GLASGOW. Date: 28 JULY 2010 Ref: SDT/38/01/SG 1. Purpose 1.I The purpose of this report is to provide members with details of a proposed planning application that has been submitted to Glasgow City Council by Mclnally Associates on behalf of Stewart Milne Holdings for a mixed use development comprising housing and associated uses on land identified as a Community Growth Area in the Glasgow & the Clyde Valley Joint Structure Plan. As the Council has been consulted on this Application by Glasgow City Council, as an adjoining authority, the report will also set out the Council’s proposed response to this planning application. 2. Background 2.1 The Glasgow & the Clyde Valley Joint Structure Plan 2006 (3‘‘ Alteration) was approved by Scottish Ministers and thereafter became operative on 2gth April 2008. The Structure Plan’s overall strategy is set out in Strategic Policy 1 which establishes a series of strategic development locations for future investment across the Glasgow & the Clyde Valley. These include a commitment to make provision for new areas of urban expansion listed in Schedule 1 (c) of the Plan. These are known as Community Growth Area’s, and the Plan identifies 13 such locations including 3 areas within North Lanarkshire - Cumbernauld South, Gartcosh/Glenboig and South Wishaw. The list also contains a number of sites within Glasgow City, including an area at Robroyston/Millerston which lies in close proximity to the Council’s eastern boundary with Glasgow City Council. 2.2 The Approved Structure Plan identifies scope for development at Robroyston/Millerston in the order of around 1,400 dwellings, although it should be noted that the Plan makes it clear that this figure is indicative and that the individual Community Growth Areas require to be developed in accordance with Master Plan’s approved by the relevant planning authorities. 3. Consideration of the Proposal 3.1 The planning application submitted to Glasgow City Council accords with the Approved Structure Plan in terms of the broad locational requirement to establish a community Growth area in the vicinity of Robroyston/Millerston, as set out in Strategic Policy 1. In addition the scale of residential development being up to 1,600 houses is broadly in accord with the indicative capacity of 1,400 set out in the Structure Plan. 3.2 The detailed planning of the Community Growth Area’s requires the production of Master Plans and it should be noted that a Finalised Master Plan has been approved by Glasgow City Council as supplementary Planning Guidance to City Plan 2 in advance of the submission of a detailed planning application. This established the overall development principles for the site and sets out the appropriate scale and location for any ancillary uses associated with the development of the Community Growth Area. This detailed application also seeks full planning permission for a range of developments ancillary to the residential development. These include retail development (up to 3,100 sq.m.), commercial development of a hotel (2,170 sq. m.) and 3 fast food restaurants (828 sq.m.), healthcare facilities and related services (1,875 sq. m.), a primary school, indoor and outdoor sports facilities, as well as associated car parking and landscaping. 3.3 Given that the application submitted accords with the Approved Structure Plan and Glasgow City Council’s City Plan 2, there are no grounds for objection to the proposals set out through this planning application. It is therefore proposed to inform Glasgow City Council that North Lanarkshire Council has no objection to the principle of development contained within this development application. 4. Financial Implications 4.1 There are no financial implications for North Lanarkshire Council relating to the consultation on planning application. 5. Recommendation 6.1 It is recommended that: 1. The Committee notes the details of Planning Application 10/01286/DC submitted to Glasgow City Council for the development of the Robroyston/Millerston Community Growth Area. 2. Advises Glasgow City Council that the Council have no objections to the detailed terms of the application.
