REQUEST FOR PROPOSALS FOR THE FONTA FLORA – TRAILHEAD PROJECT BURKE COUNTY COMMUNITY DEVELOPMENT

PROPOSALS DUE: 4:00 PM, FRIDAY, SEPTEMBER 20, 2019

A. Introduction Burke County has received a parking area easement at the Linville River Campground for the Fonta Flora State Trail. The County wishes to develop this easement into a gravel lot for vehicle parking.

All expenses incurred by your company in preparing your proposal, attending meetings, making site visits and all such expenses otherwise associated with this proposal solicitation shall be the sole responsibility of your company. The project will be constructed to the requirements of this RFP and all attachments included or referenced.

B. Description of Project

Project Name: Linville River Trailhead

Project Location: 5551 NC 126 Nebo, NC 28761. On the existing 87.5’ x 100’ trail easement at Linville River Campground (35.791511, -81.891317).

Project Overview: The goal is to maximize the number of parking spaces while ensuring proper drainage of the lot. The lot has already been surveyed and cleared. Some leftover stone from the road improvement is already staged on site and fill is available from Duke Energy from their Linville Dam Improvement project on the southside of . The stone will be used as part of this project, and the contractor will coordinate with the County and Duke Energy for the transportation of the fill. Duke Energy will have equipment to load the fill, contractor will be responsible for transportation and installation. The lot will need to be grubbed, regraded, filled, compacted, and topped with a minimum of 4” of ABC stone or equivalent. All fill must be compacted with a vibratory roller, and the lot graded to sheet flow water. The access road between the dumpster and the parking lot will be finished with ABC stone or equivalent, graded, and compacted. This design-build project will be bid as a single, lump-sum item.

D. Duration of Project Work The project must be completed by the within 30 days of the execution of the contract.

Burke County reserves the right to reject any or all proposals for any reason, or to cancel in part or in its entirety this RFP. This solicitation in no way obligates Burke County to award a contract. The County may contract to construct only a portion of the project(s).

H. Contract The selected contractor will be expected to sign a document attesting that he/she agrees to perform all work in accordance with this Request for Proposal unless otherwise agreed to by Burke County.

I. Insurance Requirements The selected contractor will provide all proper safeguards and shall assume all risks incurred in performing the Services hereunder. The selected contractor shall maintain the following minimum insurance coverages and will provide certificate of insurance to the County naming Burke County as additional insured. Such certificates shall provide that the county be given at least thirty (30) days prior written notice of any cancellation of, intention to not renew, or material charge in such coverage. The selected contractor will provide the County with proper certificates when any additions, deletions, or changes are made.

a. Bodily Injury Liability - $1,000,000 per occurrence

b. Property Damage Liability - $1,000,000 each occurrence

c. Contractor shall maintain statutory Workers Compensation insurance in accordance with the laws of North Carolina. Contractor shall also maintain Employers’ Liability insurance with limits not less than $1,000,000 per accident and $1,000,000 each employee injury by disease.
