Development financing has changed. Official Development Assistance (ODA) remains significant but by now there is a meaningful role played by private financial flows, partnerships between countries of the South and a number of new actors such as emerging economies and civil society. Furthermore, new economic forces from developing countries have gained considerable power, not only in the recovery process from global recession, but also from development co-operation. Although Greece is facing a period of difficult fiscal circumstances, it actively participates at the qualitative dimension of development co-operation. In this context, we believe that the process towards the post-2015 era, should focus more at the specificities of recipient countries in the framework of an overall development vision. At the same time the agenda for the post-2015 era should provide for an international agreement on innovative sources of financing, harmonization and simplification of delivery mechanisms and resource allocation based on realistic needs. In this regard, a wide and transparent consultation process is needed with open participation of all stakeholders, including emerging donors, the poor and marginalized in developing countries, business and academia, trade unions and the wider civil society. Greece believes that based on the results of the Millennium Development Goals, the new direction that we are to provide must balance the economic, social and environmental aspects into a single framework of sustainable development goals beyond 2015. Particular emphasis is attached to the principles of good and democratic governance, the rule of law and human rights, peace and security. The Greek people, in the midst of such a difficult situation, present feelings of solidarity, justice and altruism to the peoples who need assistance for their survival. Kyriakos GERONTOPOULOS 6 ANNUAL REPORT 2012 ___________________________________________________________________ FOREWORD by the Director-General of HELLENIC AID The international development community is standing before a crossroads of major and rapid changes. On the one hand, the target year 2015 is approaching for achieving the Millennium Development Goals, which apparently will only partially be achieved and therefore the post 2015 era should be methodologically designed. On the other hand, many new actors have emerged on the international stage of development co-operation, whose contribution is considered essential, as the traditional sources of assistance provision have available increasingly limited resources to devote, at the same time when there are increasing needs for flows of development funds to the poorest countries. Last year the Greek government took very tough decisions as regards public spending, which certainly affected financing of development assistance programmes. Our country seeks to restart its economy and its growth process, parameters that will constitute the indispensable basis for implementing the development assistance programme. At the same time Greece is determined to play an active international role in the process of achieving the Millennium
