Tender Background MENTARI (Menuju Transisi Energi Rendah Karbon) is a four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy, to best support disadvantaged communities, particularly in eastern Indonesia. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts. Renewable energy-based grids, such as centralized photovoltaic systems, are widely considered the best solutions for rural electrification. They provide a clean and sustainable answer for Indonesia’s geographical challenges, costly grid extensions, and expensive diesel-powered electrification programmes. The Ministry of Energy and Mineral Resources (MEMR) through the Directorate General of New, Renewable Energy and Energy Conservation (DGNREEC) plays a prominent role in increasing electricity access in remote locations, small islands, and border areas. Since 2011, DGNREEC has commissioned over one thousand hydropower and PV mini grids. This larger number excludes from partnerships with international donors. However, attracting private investment into the rural electrification in Indonesia remains a challenge. Through our Demonstration Projects strand, MENTARI will showcase a replicable low carbon energy business model that can generate inclusive economic growth benefits. The demonstration project will be in Sumba and will use off-grid technology. MENTARI, on behalf of The Foreign, Commonwealth & Development Office (FCDO) is seeking tenders from providers to supply and install off-grid PV system in an unelectrified community in Mata Redi and Mata Woga villages in Central Sumba. MENTARI invites experienced Engineering, Procurement, and Construction (EPC) companies to submit an Expression of Interest (EOI) and Prequalification responses for the installation tender of two interconnected photovoltaic microgrids: a 60 kWp system in Mata Redi and 35 kWp in Mata Woga villages in Central Sumba, East Nusa Tenggara. The successful EPC will be contracted under Palladium. GBL PC01 SOP01 TL10 1 / 6 The Off Grid Project The project is a smart integrated PV Microgrid with total capacity of 95 kWp; consisting of 60 kWp in Mata Redi village (hamlet 1-3) and 35 kWp in Mata Redi and Mata Woga village (hamlet 4 Mata Redi and hamlet 1 Mata Woga). Both villages are located next to each other in the Katiku Tana Sub District, Central Sumba Regency, East Nusa Tenggara Province. The mini grid will provide continuous electricity to households, allow new business opportunities through productive uses of energy (PUE), and power social infrastructures such as schools, health facilities and streetlamps. During the daytime, the PV module and grid inverter will serve the load through a low-voltage distribution grid. Excess energy will be stored. In normal condition, each micro-grid will operate and serve only their load. However, both micro-grids are to be interconnected through an approximately 1.3 km distribution line between both sites. In this way, if the demand from one load suddenly increases or operation issues occur, the other PV power plant may be used as a backup support. Finally, the metering, monitoring and control systems should collect real-time data from all components, provide monitoring and visualizing data and apply control algorithms. This will allow dynamic pricing, energy, and power allocation. Scope of the work The type of agreement or contract is turnkey, which includes the provision of all the system’s components, structural and electrical balance of system (BOS) and services including installation, engineering, erection, setting & configuration, testing & commissioning, permit and licenses and other work related to the project. The work will include a three-year Operation and Maintenances (O&M) contract which shall cover preventive and corrective maintenance, warranty issues and data management, as well as the responsibility to train and certify local operators. This study aimed to describe the conditions of poverty and food security in Indonesia and conduct policy analysis in terms of gender and development. This study used secondary and primary data. The result of study showed that the low farmer’s exchange rate cause farmers is more difficult to escape from the poverty trap. In addition, because women hold various roles in food security but also have various limitations in accessing food, women tend to have a bigger burden than men. The case study in Central Sumba showed that the women empowerment to deal with food security and poverty should be accompanied by cultural approach. The cultural approach is important because this research found that the indigenous culture affected the household’s decision making.

The purpose of this study was to analyze the influence of behavior on the incidence of STH infection. This study was conducted in elementary school children in Northwest Sumba. The type and design of the study were cross sectional study, with a sample size of 105 children and a Multistage random sampling sampling technique. The independent variable of the study is the behavior of school children and the dependent variable is STH infection. Data collection techniques were carried out by the direc laboratory examination method, and interviews using questionnaires and analyzed by Chi-square and Multiple Logistic Regression.

The topography of the area is very flat, with slope (0 to 3) % reaching 78.56% and forming natural basins that are used as rainwater catchment reservoirs. The results of evaluation show that the majority of channel capacity is not roportional to the burden that must be discharged. The reservoir performance is not maximal because the water discharge system only relies on natural water absorption into the soil, so if there is a successive rain then the reservoir is full thus the reservoir control capacity becomes very small.

Students’ sample taking in this research using Slovin formula to an error rate 5%, so that students’ sample that taken in this research is 675 students. From that total of students the researchers do the transmission using proportionate stratified random sampling technique. After that, the samples will be taken by school, by class and by gender proportionately and randomly thus gained 350 male students and 325 female students.

The formulation of problem of this writing is whether Reconstruction; the attempt to protect human rights through the establishment of regional Customary Law; regulations harm the Marapu customary law? The reasearh method used in Regional Regulation; this writing is empirical normative, the author interviewed the Sumba Tribal Human Rights Chief, a Priest and students in STT GKS. The conclusion is that Marapu’s Customary Law should be reconstructed in the form of a Regional DOI: Regulation.     Media Release Innovation for Indonesia’s School Children (INOVASI) Official launch of the Australia – Indonesia partnership in Sumba, East Nusa Tenggara (NTT) Kupang, 2 November 2017 – East Nusa Tenggara (NTT) provincial government has signed a Memorandum of Understanding (MoU) with the Ministry of Education and Culture of Indonesia for the implementation of the INOVASI program in Sumba, NTT. The INOVASI program is an education partnership that works to improve the quality of learning outcomes in literacy and numeracy in basic education. This is the second provincial partnership for INOVASI in Indonesia. INOVASI signed its first MoU with West Nusa Tenggara (NTB) province in June 2016. Program implementation will take place in all four districts of Sumba, NTT, including Southwest Sumba, West Sumba, Central Sumba, and East Sumba. The signing of the MoU took place in Fernandez Hall, NTT Governor’s Office, between the NTT Governor Frans Lebu Raya, and the Head of the Research and Development Agency (Balitbang) Dr. Totok Suprayitno. The signing was witnessed by Ms. Michelle Lowe, Counsellor for Human Development from the Australian Embassy in Jakarta. According to NTT Governor Frans Lebu Raya, the launch of the INOVASI program in NTT demonstrates the government’s determination and support, working with program partners, to improve the quality of education in Sumba – especially in basic education. “We welcome the INOVASI program in NTT, as it will seek to improve student learning outcomes, especially in the fields of literacy and numeracy”. This education partnership is further strengthened by the signing of an MoU between the Governor of NTT with each Regent in the four districts of Sumba, namely Regent of Southwest Sumba Markus Dairo Talu, Regent of West Sumba District Agustinus Niga Dapawole, Regent of Central Sumba Regency Umbu Sappi Pateduk, and Regent of East Sumba Regency Gidion Mbilijora.
