The University of Connecticut (hereinafter referred to as the “University”) is seeking proposals from experienced and qualified office supply vendors to deliver and supply general office supplies to the University’s main campus, located in Storrs, Connecticut as well as the regional campuses located in Avery Point, Hartford, West Hartford, Torrington, Waterbury and Stamford. Additionally, a scenario which includes the University of Connecticut Health Center (hereinafter referred to as “UCHC”) located in Farmington, Connecticut is provided. Our goal is to capitalize on the economies of scale a joint award will provide. However, due to the operational differences and requirements between Storrs/Regional campuses and UCHC this may not be in the best interest of the University. Therefore, the University reserves the right to award this contract jointly (Storrs, Regionals and UCHC) or separately (Storrs and Regionals only) from UCHC. Due to the nature of the work performed at UCHC, additional requirements will apply. Please refer to section 5 for the specific UCHC requirements that will apply and refer to the following table for a summary of operational differences and exclusions. Although this contract is being established for the University of Connecticut, these services may also be required and/or requested by the Connecticut College Purchasing Group (CCPG) member institutions. A complete list of members is located in Appendix H. Each bidder should indicate on the Form of Proposal whether they are willing to extend the same discounts, terms, and conditions to CCPG member institutions. Delivery Delivery is required to all regional Central location only in 3 sites Farmington Exclusions Furniture, flash drives, batteries, Copy paper, janitorial supplies, privacy screens, copy paper, printers, copiers janitorial supplies, bulletin boards, cork boards, chalkboards, dry erase boards, commencement supplies, plain white envelopes #10, utility knives, printers, flashlights, clocks, fans, heaters, surge protectors, hand sanitizer, first aid kits, copiers, toner (please note a scenario to include toner will be requested) *FY12 spend from General office $593,706 General Office $412,650 current office products supplier Toner $636,598 Toner $563,186 Furniture $228,765 *FY12 (7/1/11 to 6/30/12) The purpose of this RFP is to establish an agreement for the purchase of general office supplies by the University of Connecticut which will enable the University community to purchase their requirements for office products from a single source at the lowest possible cost including the lowest investment in on-site inventory and with the greatest array of value-added services. While a single award to one supplier is anticipated the University reserves the right to make multiple awards if determined to be in the best interest of the University. This agreement is designed to offer the University community the flexibility in product selection as well as competitive pricing and premier service. While we have defined a specific work scope along with detailed requirements for this program, the University encourages participants to provide creative proposals that fully address the intent of the RFP and provide the best overall value to the University. The University not only desires an experienced, professional firm that accurately delivers name-brand products next day at the deepest discount prices possible, but which also can: • provide value added services by providing suggestions to cut administrative costs and improve efficiencies, • skillfully implement and manage the program, • customize the program, materials and billing to the University’s exact needs and requirements, • possess the technology to monitor and assess our program as the University’s change, Excluded from any contract awarded as a result of this RFP shall be: Student discount programs, o Alumni discount programs, o Retail store programs, o Copy center programs, 4 Office supply vendors interested in providing the required goods and services should submit their proposals and discounted prices based on the General Terms and Conditions as well as technical specifications provided. 1.2 Background The state’s flagship institution of higher learning, the University of Connecticut is ranked among the Top 20 public universities in the nation by U.S. News & World Report. UConn’s main campus in Storrs is admitting the highest-achieving freshman in University history. The total enrollment in Fall 2010 was just over 30,000 students (undergraduate and graduate). UConn continues to enhance the campus through the state-supported UConn 2000 / 21st Century UConn program. As of October 2010, 105 projects totaling nearly $1.8 billion have been authorized and more than 10 million square feet of new and renovated space has been completed. UConn Technology Park: Within the next five years, the University plans to construct a roughly 300 acre technology park (tech park) located near North Campus on the main campus at Storrs. The park will include several large structures containing laboratories along with highly specialized equipment used for collaborative research and academic purposes. In partnership with the University’s Office of Technology Commercialization, the Tech Park will promote economic growth through the provision of a state of the art research facility space combined with the guidance of UConn’s renowned research faculty and students. The UConn Health Center, located in Farmington, Connecticut, is home to the School of Medicine, School of Dental Medicine, John Dempsey Hospital, UConn Medical Group, UConn Health Partners, University Dentists and a thriving research enterprise, which now includes the new Cell and Genome Sciences Building. It is closely linked with the University of Connecticut’s main campus in Storrs through multiple, cross-campus academic and administrative projects. In fact, the UConn Health Center represents half of the University: half of its budget; half of its employees and half of its research portfolio. Bioscience Connecticut: To be completed in 2018, the University of Connecticut plans to implement the Bioscience Connecticut renovation project at the Health Center to transform the campus into a state-of-the-art Bioscience research site. The Bioscience center, which will be part of a new research triangle in Connecticut, will provide increased access to high quality health care, create 16,400 new jobs by 2037, and aid the Health Center in graduating more dentists and physicians to meet growing state needs. Plans to meet these objectives include the renovation of existing Health Center facilities to increase research productivity and capacity, a 30% enrollment increase in medical and dental schools and the construction of a new patient tower and ambulatory care facility. Husky Buy and SciQuest: The requested items must be available for purchase through a punch-out web hosted catalog within the University of Connecticut & UCHC Husky Buy application. Husky Buy is the UCHC & University’s online procurement system where faculty and staff can purchase products
