1 Introduction

1.1 Sanderson Associates (Consulting Engineers) Limited has been appointed by Thurrock Council, to advise on traffic and transportation issues relating to a proposed development residential development off Loewen Road, Chadwell. The general location of the development is shown in red below on Figure 1.1.

1.2 The proposed application is for 5 dwellings with a single shared vehicular access point onto Loewen Road serving 3 units and parking spaces for 2 units directly accessed from Loewen Road.

1.3 In February 2019, a new revision to the National Planning Policy Framework (NPPF) was published and subsequently a further amendment in June 2019. NPPF sets out the Government's planning policies for England and how these are expected to be applied.

1.4 NPPF paragraph 108 states that;

“In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that:

a) Appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, give the type of development and its location;

b) Safe and suitable access to the site can be achieved for all people; and

c) Any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.”

1.5 Paragraph 109 goes on to say;

“Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.”

1.6 This Transport Statement demonstrates that the development will not have an unacceptable impact on highway safety and the residual cumulative impact of the development are not severe in transport terms, consequently the planning application should be supported by the Council on transport grounds.

2 Existing Situation

2.1 The Site and its surroundings

2.1.1 The site is located off Loewen Road and is bound by residential properties to the north and south, Loewen Road to the east and a recreational area to the west.

2.1.2 The development site comprises of a detached house (13 Loewen Road) and its gardens. It has a garage with a driveway that takes access onto Loewen Road.

2.2 Highway Network

2.2.1 Within the vicinity of the site Loewen Road is a cul-de-sac, it has a typical width of approximately 4.5m and footways are present on both sides of the carriageway. It is street lit, subject to a 30 mph speed limit and provides access to residential properties.

2.2.2 To the east of the site Loewen Road forms a priority junction with Haig Road it then continues east where it joins Heath Road. At the Heath Road / Loewen Road junction visibility splays in excess of 43m are achievable in both directions at a set back of 2.4m and are therefore in accordance with the guidance provided in Manual for Streets.

2.2.3 Heath Road is a larger residential road, with a carriageway width of approximately 6.5m and footways on both flanks. It serves houses in the area as well as various other residential estate roads.

2.2.4 Bus stops are located within a 250m walking distance of the site on Heath Road, these facilities and services are detailed in Section 3 of this report.

2.3 Personal Injury Accident Data

2.3.1 The Personal Injury Accident history of roads in the vicinity of the site has been considered using the Crashmap website. Due to their only being 5 proposed dwellings new vehicle movements will be minimal and therefore only the junctions in close proximity to the site have been assessed. There has only been one ‘minor’ incident in the last 5 years in close proximity to the site on Haig Road around 80m east of the proposed dwellings.

2.3.2 The incident occurred on the 19th September 2015. It involved a car proceeding normally along the carriageway colliding with a pedestrian. A copy of the accident report is included at Appendix A.

2.3.3 It is considered that the development traffic generations will be minimal on the highway network and at a level which will not materially affect the highway safety record.

3 Accessibility by Non-Car Travel Modes 3.1 Overview

3.1.1 This section of the report considers the accessibility of the development by the following modes of transport in order to review the opportunities that will exist for residents and visitors.

 Accessibility on foot;  Accessibility by cycle;  Accessibility by bus; and  Accessibility by rail

3.2 Accessibility on Foot

3.2.1 Walking is the most common form of travel in Britain and has the greatest potential to replace short car trips, particularly those under 2km.

3.2.2 It is important to consider the routes that would be taken to get to these locations as well as the distance. Department for Transport guidance ‘Building Sustainable Transport into New Developments’ (2008) gives the following advice.

“Walkable neighbourhoods are typically characterised as having a range of facilities within 10 minutes walking distance (around 800m). However, the propensity to walk or cycle is not only influenced by distance but also the quality of the experience; people may be willing to walk or cycle further where their surroundings are more attractive, safe and stimulating.”

3.2.3 In terms of pedestrian infrastructure, all roads in the vicinity of the site have footways on both sides, are street-lit and have dropped kerb crossings on pedestrian desire lines. Controlled pedestrian crossings are provided at major junctions within the vicinity of the site which aids pedestrian movement.

3.2.4 Figure 3.2.4 below identifies 800m and 2km walking radii from the site. It is noted that walking routes will not follow the simple radius of this plan and it is provided as an indication of where destinations lie and the general extent to which the local area can be accessed on foot.

3.2.5 A summary of some of the services and amenities that fall within the preferred maximum, 2,000m walking distance are listed below:

3.2.6 Bus stops are located along Heath Road within a 250m walking distance of the site, with details of the services summarised at paragraph 3.4 of this report.

3.3 Accessibility by Cycle

3.3.1 Like walking, cycling has an important part to play in reducing congestion, improving accessibility and reducing pollution. A further benefit of cycling is linked to increased general health and fitness which has personal benefits as well as economic benefits for the nation in terms of health service costs. The bicycle is generally more affordable than the car and hence there are social equity benefits to the promotion of cycling. Cycling may also allow people without cars to reach destinations that they may otherwise be unable to reach.

3.3.2 Guidance indicates that cycling has the potential to substitute for short car trips, particularly those under 5km and to form part of a longer journey by public transport. ‘Building Sustainable Transport into New Developments’ (2008) identifies that “people may be willing to walk or cycle further where their surroundings are more attractive, safe and stimulating”. Furthermore, the National Travel Survey identifies longer cycle journeys than 5km with an average distance of 5.3km and an 85th percentile distance of 7.4km.

3.3.3 The figure overleaf indicates destinations that lie within 5km and 7.5km radii of the application site. Again it is noted that cycling will not follow the simple radius shown on this plan and it is provided to give an indication of where destinations lie and the general extent to which the site is accessible by cycle.

3.3.4 Figure 3.3.3 indicates that a Chadwell St Mary, Tilbury and Grays are all located within cycling distance. However, as with walking, it is considered that the quality of the available cycle infrastructure is an important factor when it comes to accessibility. Various cycle facilities are present within the vicinity of the site and the following extract from the Thurrock Cycling Guide details the available cycle routes in the vicinity of the site;

3.3.5 As can be seen from figure 3.3.4, there are a number of recommended cycle routes in the vicinity of the site, which can be used to access the centre of Grays.

3.3.6 The site’s proximity to surrounding local centres along with the available cycle infrastructure provides adequate incentive to encourage future residents to travel by cycle.

3.4 Accessibility by Bus

3.4.1 The closest bus stops is located on Heath Road approximately 200m to the East of the proposed dwellings. There are also bus stops with additional services on Brentwood Road around 750m from all the proposed dwellings equating to a 10 minute walk. The location of the stops are shown on the figure below.

3.4.2 The facilities and services provided are as follows:

3.4.4 As can be seen from the Table 3.4.3, there are a wide range of frequent bus services available. The above services stop at public transport hubs which provide frequent and varied services to a wider range of destinations for onward travel.

3.5 Accessibility by Rail

3.5.1 The closest station to the site is Tilbury Town Railway station which is located approximately 4.0km to the south of the development.

3.5.2 This station is managed by c2c and provides regular services to Southend Central and London Fenchurch Street. Trains from this station run to these destinations approximately every 20-30 minutes.

3.5.3 Tilbury Town is manned and has ticket counter, self-service machines and sheltered seating areas. Train running information is provided on digital display screens, timetable poster boards, and automated announcements. As there are lifts to both platforms, the station is fully step-free.

3.5.4 The station provides cycle parking and the cycle journey time from the site takes approximately 16 minutes.

3.6 Accessibility Summary

3.6.1 The site is highly accessible by both active travel and by public passenger transport arrangements. As such residents and visitors will have a wide choice of sustainable travel options which will reduce the need to travel by car.

4 Development Proposal

4.1 The development proposal are for 4 x 3 bedroom and 1 x 2 bedroom dwellings. The proposed site plans are included at Appendix B.

4.2 Two of the properties will have direct driveways onto Loewen Road and the other three will gain access via a shared drive, off street parking will be provided for these from the shared access point. Drawing 11344-002A at Appendix B demonstrates a large car accessing these parking bays.

4.3 Thurrock Council set out the level of car parking generally allowable for residential development as being:

Car Parking  Houses – High accessibility 0 – 1.5 spaces per dwelling.

 Houses – Med accessibility 1.5 – 2.0 spaces per dwelling.

 Houses – Low accessibility Min 2.0 spaces per dwelling.

Cycle parking  1 secure and covered space per dwelling.

4.4 It is considered that this site is within the medium (Med) accessibility zone as it is within 400 metres of a bus stop that is subject to a minimum service of 20mins or less and is within a 1km walking of a local centre.

4.5 Each dwelling will have two off street parking spaces and secure / sheltered cycle parking for 3 bicycles. A visitor space will also be provided within the shared drive area. The level of parking to be provided is considered to be in accordance with the Draft Thurrock Parking Standards and Good Practice (March 2012).

4.6 Each property also has a private bin store and these are accessible within 25m of the carriageway, therefore it is considered that refuse collection would be undertaken directly from Loewen Road. However, a large refuse vehicle can access the site if required to do so and this is demonstrated on drawing 11344-001B at Appendix B.

5 Multi Modal Trip Generations

5.1 To predict the multimodal trips for the development, the TRICS v7.6.4 database has been used with the following search parameters:

Actual Range: 6-29 units

5.2 The search parameters were refined to closely match the characteristics of the proposed development. The use of ‘average’ trip rates is considered appropriate given the site’s accessible location.

5.3 The table overleaf provides details of the weekday peak hour and daily multimodal total trip rates per unit along with the corresponding modal percentage split and generated trips for the proposed 5 dwellings. The full TRICS output is contained in Appendix C.

5.4 The multimodal data identifies that the development could expect to generate 29.4% of trips by walking, cycling and public transport modes in the weekday AM peak, 24.0% on a weekday PM peak period and 26.6% daily.

6 Traffic Impact

6.1 The TRICS data summarised in section 5 has been utilised to estimate the likely traffic generated by the proposed development use.

6.2 Given the easily accessible nature of the site to local facilities and to public transport it is considered appropriate to use average trip rates to predict the traffic impact of the development.

6.3 The average trip rates and the resultant traffic generation for the proposals are tabulated below for the typical network peaks in the AM and PM periods.

6.4 The predicted number of vehicle movements generated by the site (3 movements two-way in the AM and PM peak periods) roughly equate to 1 vehicle movement every 20 minutes.

6.5 The predicted vehicle movements from the development are modest and are unlikely to be discernible against normal daily fluctuations in traffic flow on the local highway network.

6.6 It should be noted that this assessment makes no allowance for the trips that could have been generated by the existing lawful use.

7 Summary & Conclusions

7.1 Sanderson Associates (Consulting Engineers) Limited have been appointed by Thurrock Council to advise on traffic and transportation issues relating to a proposed residential development, located at 13 Loewen Road, Chadwell St Mary.

7.2 The application site is currently occupied by a large detached dwelling that is bounded by residential dwellings to the north and south, Loewen Road to the east and a recreational area to the west.

7.3 The development proposal is for 4 x 3 bedroom and 1 x 2 bedroom dwellings. Two of the properties will have direct driveways onto Loewen Road and the other three will gain access via a shared drive, with off street parking provided from the shared access point.

7.4 Each dwelling will have two off street parking spaces and secure / sheltered cycle parking for 3 bicycles. A visitor space will also be provided within the shared drive area.

7.5 No accidents have occurred at the Loewen Road / Haig Road junction. It is considered that there is no recent personal injury accident history within the vicinity of the site that is a cause for concern with regard to the development proposals.

7.6 The site is accessible by both active travel and by public passenger transport arrangements. As such residents and visitors will have a choice of sustainable travel options which will reduce the need to travel by car.

7.7 In reality the proposed houses are unlikely to generate a material level of traffic on the surrounding highway network within the AM and PM peaks. The proposed increase in vehicle movements is considered low. It is unlikely that the development traffic will be discernible against normal daily fluctuations in traffic flow on the local highway network.

7.8 This Transport Statement demonstrates that the development will not have an unacceptable impact on highway safety and the residual cumulative impact of the development is not considered severe in transport terms, consequently the planning application should be supported by the Council on transport grounds.
