Census Population ➢ Monmouth County’s 2019 census population was 630,380. ➢ In 2019, the top 5 municipalities with the highest population in Monmouth County were Middletown (66,522); Howell (51,075); Marlboro (40,191); Manalapan (38,872) and Freehold Twp. 36,184).

African American Population ➢ Monmouth County’s 2019 African American population was 46,443 or 7.37% of the total county population. ➢ In 2019, the top 5 municipalities with the highest # of African Americans in Monmouth County were Neptune Twp. (10,772); Asbury Park (8,275); Long Branch (4,364); Ocean Twp. (2,173) and Aberdeen (2,161). ➢ In 2019, the top 5 municipalities in Monmouth County with the highest % of their total population of African American were Asbury Park (51.35%); Neptune Twp. In 2020, the Monmouth County municipalities with the highest total number of offenses were Neptune Township (1,016); Long Branch (652); Asbury Park (713); Ocean Township (563); Freehold Township (450); Howell Township (431); and Middletown Township (373). In 2020, the Monmouth County municipalities with the highest total number of arrests were Neptune Township (265); Ocean Township (151); Asbury Park (139); Long Branch (113); and Freehold Township (95).

In 2019, the Monmouth County municipalities with the highest total number of offenses were Neptune Township (966); Long Branch (734); Asbury Park (704); Ocean Township (599); Freehold Township (521); Howell Township (407); Middletown Township (376); and Eatontown (308). In 2019, the Monmouth County municipalities with the highest total number of arrests were Neptune Township (228); Ocean Township (173); Asbury Park (154); Freehold Township (132); Long Branch (125); and Eatontown (115).

In 2018, Neptune Township (957), Asbury Park (827), Long Branch (763), Ocean Township (606) and Freehold Township (492) were the municipalities with the highest number of offenses in Monmouth County. In 2018, Neptune Township (302), Ocean Township (192), Asbury Park (167), Long Branch (143) and Freehold Township (127) were the municipalities with the highest number of arrests in Monmouth County.

Monmouth County Station House Adjustments

In 2020, there were a total of 141 Station House Adjustments conducted by Monmouth County Law Enforcement that were reported to the Monmouth County Prosecutor’s Office. The top three police departments in Monmouth County with the highest number of Station House Adjustments in 2020 were: Fair Haven (13); Keansburg (17) and Manasquan (13). The gender of the 141 Station House Adjustments reported in 2020 indicates: 116 (82 %) were male and 25 (18%) were female.

In 2019, there were a total of 108 Station House Adjustments conducted by Monmouth County Law Enforcement that were reported to the Monmouth County Prosecutor’s Office. The top three police departments in Monmouth County with the highest number of Station House Adjustments in 2019 were Keansburg (31), Spring Lake (10), Long Branch & Ocean Twp. (9). The gender of the of the 108 Station House Adjustments reported in 2019 indicates 88 (81.5%) were male and 20 (18.5%) were female.

Monmouth County Station House Adjustment Outcomes

Of the 141 Station House Adjustments conducted in 2020 by Monmouth County Law Enforcement 107(76%) were successfully completed and 34 (24%) committed a new offense or did not complete the terms of the stationhouse adjustment.

Of the 108 Station House Adjustments conducted in 2019 by Monmouth County Law Enforcement 98 (91%) were successfully completed and 10 (9%) committed a new offense or did not complete the terms of the stationhouse adjustment.

Of the 85 Station House Adjustments conducted in 2018 by Monmouth County Law Enforcement, 66 (78%) were successfully completed and 19 (22%) committed a new offense or did not complete the terms of the stationhouse adjustment.

Overview of the Family Crisis Intervention Unit (FCIU) in 2020

➢ The FCIU had 20 families carried over from 2019. ➢ The FCIU added 125 families in 2020. ➢ The gender of the juveniles added indicates: 84 (68%) were male & 41 (32 %) were female. ➢ The race/ethnicity of the juveniles added indicates: 70 (56 %) as White; 25 (20 %) as Black; 27 (21%) as Hispanic & 3 (2%) Other. ➢ An additional 201 individuals received information and/or referral services only. ➢ In total 354 families received some level of service from the FCIU in 2020. ➢ A total of 481 FCIU face to face conferences were held in 2020. ➢ Court diversion/substance was the reason most frequently indicated at 73 (58 %) of the new cases added. Followed by school issues at 14 (11 %), which was followed by truancy at 11 (9%), and finally serious conflict between a parent or guardian & a juvenile 9 (7%) ➢ 7 juvenile/family crisis petitions and 0 out of home placement petitions were filed by the FCIU in 2020. ➢ The FCIU provided 1,863 direct service hours in 2020 (family contact made in person and/or over the phone). ➢ The FCIU provided 1,947 indirect service hours in 2020 (any contact made with collaborating agencies or persons to follow up on client status).

2019 Overview of Mobile Response and Stabilization Services

CPC Mobile Response and Stabilization received a total of 1,943 calls in 2019, of which 1,881 (97%) involved a face to face response. Referrals to CPC Mobile Response & Stabilization in 2019 came from: Schools 600 (32%); Family/Friend 368 (20%); DCP&P 269 (14%); Screening 299 (16%); Police 19 (1%); Emergency Room 67 (4%); and Other 259 (14%).The risk behaviors presented included: School Problems 260 (14%); Parent Child Conflict 207 (11%); Emotional/Psychological 404 (21%); Physical Aggression 267 (14%); Suicidal Ideation/Threat 347 (18%); Runaway 20 (1%); and Other 376(20%). Crisis Stabilization Services were provided in 1,862 (99%) of the calls and a 72-hour response only was provided in 19 (1%). CPC Mobile Response & Stabilization made referrals to: In-Home Therapy 929 (49%); Mental Health OP Services 480 (26%); In-Home Behavioral Assistance 7 (0.4%); and Family Support Organization 1,862 (99%).

2018 Overview of Mobile Response and Stabilization Services

CPC Mobile Response and Stabilization received a total of 1,960 calls in 2018, of which 1,893 (97%) involved a face to face response. Referrals to CPC Mobile Response & Stabilization in 2018 came from: Schools 517 (27%); Family/Friend 392 (21%); DCP&P 297 (16%); Screening 223 (12%); Police 13 (1%); Emergency Room 68 (4%); and Other 181 (10%).The risk behaviors presented included: School Problems 180 (10%); Parent Child Conflict 170 (9%); Emotional/Psychological 561 (30%); Physical Aggression 310 (16%); Suicidal Ideation/Threat 334 (18%); Runaway 19 (1%); and Other 313 (17%).Crisis Stabilization Services were provided in 1,873 (99%) of the calls and a 72-hour response only was provided in 20 (1%). CPC Mobile Response & Stabilization made referrals to: In-Home Therapy 1152 (61%); Mental Health OP Services 484 (26%); In-Home Behavioral Assistance 16 (1%); and Family Support Organization 1,873 (99%).

An overall decrease in case processing is shown in 2020 compared to 2019 at three points of the system (docketed, diverted and adjudicated delinquent) by juveniles, cases and offenses.

In 2020, there were 263 juveniles docketed, 52 juveniles diverted and 202 juveniles adjudicated delinquent by Monmouth Vicinage. In 2020 compared to 2019, there were 223 fewer juveniles docketed; 111 fewer juveniles diverted and 99 fewer juveniles adjudicated delinquent by Monmouth Vicinage.

In 2020, there were 310 cases docketed, 52 cases diverted and 251 cases adjudicated delinquent. In 2020 compared to 2019, there were 298 fewer cases docketed, 116 fewer cases diverted and 161 fewer cases adjudicated delinquent by Monmouth Vicinage.

In 2020, there were 563 offenses docketed, 82 offenses diverted and 583 offenses adjudicated delinquent. In 2020 compared to 2019, there were 533 fewer offenses docketed, 150 fewer offenses diverted and 267 fewer offenses adjudicated delinquent by Monmouth Vicinage.

Consistently, between 2018 and 2020, juveniles 15 to 16 years of age and 17 years old comprised the largest number and percentage of juveniles docketed, diverted and adjudicated delinquent. In 2020 there were a higher number and percentage of juveniles, 15 to 16 years of age, adjudicated delinquent compared to juveniles 17 years old. The third highest age group docketed, diverted and adjudicated delinquent was 13- 14 years old followed by 11-12 years old. In 2020, there were zero juveniles 6-10 years old docketed, diverted or adjudicated delinquent.

Overall, males continue to comprise the largest number and percentage of those docketed diverted and adjudicated delinquent compared to females. Both males and females showed a decrease in the total number docketed, diverted and adjudicated delinquent in 2020 compared to 2019.

In 2020, Family Court dockets indicate that 191 (72.62%) were male and 72 (27.38%) were female. There were 185 fewer males docketed and 55 fewer females docketed in 2020 compared to 2019.

In 2020, Family Court diversions indicate that 35 (67.31%) were male and 17 (32.69%) were female. There were 86 fewer males diverted and 24 fewer females diverted in 2020 compared to 2019.

In 2020, males comprised 157 (77.72%) of the juveniles adjudicated delinquent and females comprised 45 (22.28%). There were 80 fewer males adjudicated delinquent and 19 fewer females adjudicated delinquent in 2020 compared to 2019.

The race / ethnicity of the 2020 docketed juveniles indicate: 98(37.26%) were White; 121 (46.01%) were Black, 38 (14.45%) were Hispanic, 4 (1.52%) were Asian/Pacific Islander and 1 (.38%) were identified as Other. In 2020, 0 (0 %) of juveniles docketed, diverted or adjudicated delinquent were Alaskan Native or American Indian.

The race / ethnicity of the 2020 diverted juveniles indicates 21 (40.38%) were White; 14 (26.92%) were Black; 15 (28.85%) were Hispanic, 0 (0.0%) were Asian/Pacific Islander and 0 (0.0%) were identified as Other.

The race/ethnicity of the 2020 adjudicated delinquent juveniles indicates 90 (44.55%) were White; 85 (42.08%) were Black, 22 (10.89%) were Hispanic, 2 (.99%) were Asian/Pacific Islander) and 1 (.50%) were identified as Other.

The offense category consistently with the highest number docketed and diverted in Monmouth Vicinage from 2016 through 2020 was possession of 50G or less of marijuana or 5G or less of hashish. In 2020, harassment-communication in manner to cause alarm represented the offense category with the highest number adjudicated delinquent.

In 2020, there were 121 juvenile cases monitored by the Probation Division Staff. Of those juveniles, 69 (57%) were on probation supervision, while 52 (43%) were Deferred Dispositions. There was a total of 13 Violations of Probation filed during 2020. Of the 13 VOP’s, 1(8%) involved violation of the standard conditions of probation, 7(54%) were new offenses and 5(38%) were program violations.

In 2019, there were 173 juvenile cases monitored by the Probation Division Staff. Of those juveniles, 89(51%) were on probation supervision, while 84(49%) were Deferred Dispositions. There was a total of 31 Violations of Probation filed during 2019. Of the 31 VOP’s, 5 (16%) involved violation of the standard conditions of probation, 12 (39%) were new offenses and 14 (45%) were program violations.

In 2018, there were 216 juvenile cases monitored by the Probation Division Staff. Of those juveniles, 137 (63%) were on probation supervision, while 79 (37%) were Deferred Dispositions. There was a total of 42 Violations of Probation filed during 2018. Of the 42 VOP’s, 4 (9%) involved violation of the standard conditions of probation, 20 (48%) were new offenses and 18 (43%) were program violations.

*For those juveniles with deferred dispositions, specific court ordered conditions are put in place, which they must satisfy. The juvenile does not have to report to probation unless ordered to submit random drug screens through probation or for failure to fill out and return deferred disposition documents. If the juvenile meets the conditions, the charges are dismissed.

Monmouth County Juvenile Detention Alternatives

Monmouth County Division of Juvenile Detention Alternatives operates a Home Detention/Electronic Monitoring Program that serves juveniles referred by the Monmouth Vicinage, Family Division Judiciary. The County of Monmouth funds the Home Detention Program. The Division of Juvenile Detention Alternatives oversees all youth placed in the continuum of detention alternatives (as listed below). They ensure that the youth appears in court, as well as address program non-compliance. In addition, the Detention Alternative Unit will link youth up with services, as needed.

House Arrest is a detention alternative utilized at the Judge’s discretion. It allows a juvenile to be released from the detention center to a parent or guardian under specific restrictions. It also offers an option to the Judge when a juvenile appears before them on a serious charge, who is not retained, to allow the juvenile to remain at home without posing a threat to the community. The juvenile is not allowed to leave the home without a parent or guardian except to attend school or work. The local Police Department is notified of the juvenile’s specific House Arrest conditions. The juvenile and his/her family are informed any violation of the House Arrest conditions will result in the juvenile’s arrest and possible return to the Youth Detention Center.

➢ House Arrest A: Supervision is primarily the responsibility of the youth’s parent/caregiver. DA staff will have bi- weekly face to face contacts and weekly phone contact for House Arrest A. Youth may leave the house to go to school, work, and all other approved activities with the company of a parent / caregiver. There is not program capacity in terms of the number of youth served. The expected average LOS on House Arrest A is 45-60 days.

➢ House Arrest B: House Arrest A plus daily random phone contacts and weekly face to face contacts conducted by the Department of Human Services/Division of Juvenile Detention Alternative staff throughout the day. Up to 4 random calls per day -If youth is compliant, phone calls may be reduced over time.

Home Detention Program (HDP) is a detention alternative program utilized at the Judge’s discretion. It affords the juvenile to be released from the detention center, under the supervision

of the Home Detention Program Officer, to return home on an electronic monitor. The juvenile is monitored 24 hours a day through an electronic monitoring bracelet. The juvenile is given “windows” of time which are pre-documented as specific timeframes he/she will be out of the home to attend school, organized sports, church etc.. The juvenile must be in their home at all other times. Special requests may be made to the HDP Officer for additional windows for family related functions. These additional timeframes are at the discretion of the HDP Officer. The juvenile’s behavior, attitude and level of supervision while exercising the “window” will all be deciding factors. A violation of the Home Detention Program could result in the immediate return of the juvenile to the detention center based on the severity of the violation.

Electronic Monitoring (EM) Expansion –GPS/Wireless EM

The goal of the Electronic Monitoring (EM) Expansion program is to provide electronic supervision that allows juveniles to remain in the community as opposed to being incarcerated in the youth detention center. Members of the Division of Juvenile Detention Alternatives rotate after hours on call to provide 24 hour a day 7 day per week coverage to respond to municipal police departments to install GPS/Wireless ankle units for juveniles deemed eligible by the court in lieu of secure detention. The Family Court Intake Officer utilizes the Risk Screening Tool to determine eligibility. Initially the youth is placed on a GPS unit and is required to attend a court hearing on the next business day. At that time, the courts will determine if the GPS bracelet should remain on or changed out for the traditional Home Detention bracelet. The courts can also decide to place the youth on a different Detention Alternative Program.

STEADY-Transitional DA Supervision

“Transitions” provides a wrap-around approach for youth through the implementation of Team Meetings and continued support for the youth and families upon their transition onto Probation supervision. Transitional Detention Alternatives Supervision will be part of the STEADY Transitions program, for youth with chronic offense histories placed on ANY of the detention alternatives. The STEADY Transitional DA Supervision is available for youth with three or more incident dates and five or more charges in delinquency history, with the most serious prior adjudication of a 4th degree or greater. The 60 to 90 day transitional DA Supervision component will take place at the time of adjudication & disposition, and that meet the above criteria. At the time of placement on the STEADY Transitions Program, the program contract will outline rules and conditions that must be followed. Any sanctions that include more restrictive supervision must have prior approval from the courts. This component is aimed to reduce the number of youth who reoffend upon release from an alternative. Therefore, a moderate level of non- compliance for this specific population of youth is expected and DA staff will work to address in combination with Probation before rising to the level of implementing sanctions.

➢ Monmouth County had a total of 195 Work First New Jersey- Temporary Assistance to Needy Families (WFNJ/TANF) applications and terminations for January 2021. Of the 21 counties, Monmouth County had the 8th lowest total number of applications and terminations. ➢ Monmouth County had a total of 452 participating persons (119 adults and 333 children) in the WFNJ/TANF program for January 2021.

➢ Monmouth County had a total of 294 Work First New Jersey- Temporary Assistance to Needy Families (WFNJ/TANF) applications and terminations for January 2018. Of the 21 counties, Monmouth County had the 8th lowest total number of applications and terminations. ➢ Monmouth County had a total of 682 participating persons (184 adults and 498 children) in the WFNJ/TANF program for January 2018.

Supplemental Nutritional Assistance Program

➢ Monmouth County had 17,098 total NJ Supplemental Nutritional Assistance Program (SNAP) household recipients in January 2021. Of that number 185 were indicated as WFNJ/TANF and 16,913 as Other Low Income. ➢ The total number of Monmouth County persons participating in NJ SNAP for January 2021 was 30,227. Preliminary data regarding bias incidents in New Jersey in 2020 has been released on the State Police website. In 2020 Monmouth County had 193 Bias Incidents Reported compared to 118 in 2019. In both 2019 and 2020, Monmouth County had the highest number of reported bias incidents among the 21 counties in New Jersey.

In 2019, there were 118 Bias Incident Offenses in Monmouth County. Harassment consisted of 53 or 45% of the total incidents in 2019. Destruction/Damage/Vandalism consisted of 44 or 37% of the total incidents in 2019. There were 3 incidents for Simple Assault, 6 incidents for Intimidation, 2 for Fear of Bodily Violence, 3 for Terroristic Threats, 2 for Disorderly Conduct and 5 for All Other Bias Incidents. Monmouth County municipalities with the highest number of bias crime in 2019 were Neptune Township (17), Howell Township (16), Aberdeen (12), Holmdel Twp. (9), Middletown (7) and Manalapan (6). In 2019, Monmouth County indicated the #1 highest number of bias incident offenses of New Jersey’s 21 counties.
