ROMANIAN REVIEW OF REGIONAL STUDIES, Volume VI, Number 2, 2010 THE INCENTIVE COMPONENTS OF THE TOURIST OFFER FROM THE ROMANIAN TISA BASIN – MAJOR MARKERS OF THE REGIONAL TOURIST DEVELOPMENT STRATEGY ŞTEFAN DEZSI 1, NICOLAE CIANG Ă 2, JANOS TALPAS 3 ABSTRACT – This paper makes a thoroughly analysis of the main factors which stimulate and define the tourism in the Tisa River basin in concerning both the primary touristic offer (the natural and the anthropic frame) and the infra-structural components, in order to identify the main opportunities of tourism development that are to be found as well as to prefigure the direction of this field’s development, which points out a real potential from this point of view. Consequently, after a preliminary identification of the whole range of tourist resources that are implied or can be implied in making the attractive endowment of the analysed region, we establish the main planning priorities, so that – on this basis – to indicate the main types of tourism and the possible tourist arrangements whose practising and, respectively, achievement, would permit the plenary integration of the Tisa River basin into the regional, national, and international tourist circuits. Keywords: tourist resources, tourism prospective research, attractiveness, assessment, tourist arrangements, types and forms of tourism, strategic coordinates, development strategies INTRODUCTION The overlapped geographical space of the Romanian Tisa river basin – integrating entirely ten counties (Alba, Arad, Bihor, Bistri Ńa-Năsăud, Cluj, Hunedoara, Maramure ş, Mure ş, S ălaj, Satu Mare) and partially other three counties (Harghita, Sibiu and Timis) - has enough arguments from a tourist point of view, as well for the integration into the national tourism, for the involvement in the global – European international tourism, and also for attracting tourist flows from the neighbouring countries (Hungary, Ukraine and even Serbia), as well as from the whole Europe. -

Geography Atlantean and satellite maps of eastern Europe show the topography of Transylvania as a clearly definable geographic region. It is comparable with a natural fortress, a mountainous region almost completely barrier-like enclosed by the East and South Carpathians and the Transylvanian West Mountains, sheltering the Transylvanian Depression in the centre. This Transylvanian Basin or Plateau is partitioned by three rivers, the Mures, Olsul and Somesu (Mieresch, Alt/Olt, Somesch), all tributaries of the Danube. -

Charles Doussault (1814–1880), a French painter and illustrator, became known as an Orientalist painter following his voyages to the Ottoman Empire; he also paid special attention to Wallachia, which he visited during the first half of the 19th century. There, he becomes an integral part of society and is welcomed in the boyars’ homes and at the Court so much so that, in August 1843, he is invited by Prince Gheorghe Bibescu to be part of his delegation going to Constantinople to pay tribute to the sultan. -

GUVERNUL ROMÂNIEI Programul de investi ții din fonduri publice Programul de investi ții din fonduri publice Pl ăti ți lunar impozite și taxe. Afla ți unde sunt investi ți banii dumneavoastr ă! La baza bugetului pentru anul 2012 stau priorit ățile majore ale Guvernului de creare de locuri de munc ă și stimularea investi țiilor. De aceea, cheltuielile cu investi țiile vor avea cea mai mare cre ștere pentru a stimula relansarea economic ă, la 38,1 mld. lei în anul 2012, de la 36,1 mld. lei în anul 2011, fa ță de 32,6 mld. lei în anul 2008 - an cu vârf de cre ştere economic ă. România este prima țar ă din UE, urmat ă de Polonia, cu cea mai mare pondere a investi țiilor publice în PIB în anul 2010, de 5,8%, respectiv 5,6% din PIB, conformorm datelor oficiale ale Eurostat, din noiembrie 2011. Runoff Potential of Mureş River Upper Basin Tributaries
RUNOFF POTENTIAL OF MUREŞ RIVER UPPER BASIN TRIBUTARIES V. SOROCOVSCHI1, CS.HORVÁTH2 ABSTRACT. – Runoff Potential of Mureş River Upper Basin Tributaries. The upper basin of the Mureş River includes a significant area of the Eastern Carpathians central western part with different runoff formation conditions. In assessing the average annual runoff potential we used data from six gauging stations and made assessments on three distinct periods. Identifying the appropriate areas of the obtained correlations curves (between specific average runoff and catchments mean altitude) allowed the assessment of potential runoff at catchment level and on geographical units. The potential average runoff is also assessed on altitude intervals of the mentioned areas. The runoff potential analysis on hydrographic basins, geographical units and altitude intervals highlights the variant spatial distribution of this general water resources indicator in the different studied areas. GENERAL CONSIDERATIONS The upper basin of the Mureş River includes a significant area of the Eastern Carpathians central western part, also known as Moldavo-Transylvanian Carpathians (V. Mihăilescu, 1963). In the study area we find a large part of the Eastern Carpathians neoeruptive chain, represented by the southern slopes of Căliman Mountains, eastern and northern slopes of the Gurghiu Mountains and the northern extremity of the Harghita Mountains (Fig. 1). The runoff formation conditions in the vulcanic chain depend of the neoeruptive relief altitude, which is generally decreasing from north to south, and of the exposure to the advection of western moist air masses.
