Introduction Page 5 May 2011 Design of Routes under Gramin Sewa Scheme Final Report 1.1 Introduction The city of Delhi has expanded significantly in the recent past to a city of 19 million persons as per provisional totals published by Census of India in 2011. Over time, mobility patterns in Delhi have undergone a paradigm shift with the expansion of urban areas and introduction of new modes of public transport such as MRT and BRT. However, benefits of these systems to rural areas as well as unauthorized, resettlement and JJ colonies have been limited. A new para transit service called the “Gramin Sewa Scheme” have been initiated wherein high capacity three-wheelers with seating capacity of six passengers excluding driver and/or one helper have been given permits to ply in these areas. It is a point to point service providing sustainable, efficient, effective and environment friendly transit service that serves the needs of a locality by connecting local destinations and providing better access to popular destinations such as transport nodes, commercial centres etc. Transport Department, Government of NCT of Delhi has awarded the study on “Designing Routes under Gramin Sewa Scheme” to Delhi Integrated Multimodal Transit System (DIMTS) Ltd. to review the existing passenger demand and connectivity options available, and based on the findings, propose certain routes on which Gramin Sewa may be plied. It would be a shuttle service that would connect these areas with major nodes in the city. 1.2 Salient Features of Gramin Sewa Scheme (as spelt out by Transport Department) 1. The scheme is open only for New motor vehicles, such as high capacity three wheelers and similar other vehicles with seating capacity of 6 (six) passengers excluding the driver and having company fitted body duly approved by ARAI or any other agency as approved by the Govt. of India for this purpose. These vehicles will be given permits to ply in rural areas, unauthorized resettlement colonies and J.J. Clusters of Delhi. 2. The vehicle shall ply on clean fuel (i.e. CNG, O.E.) complying with Bharat Stage-III Norms, fitted with Global Positioning System (GPS) and connect to the Control Room of the Transport Department as may be decided by the Government.. These vehicles shall be registered under separate series i.e. DL 2W and will be called as ‘Gramin Sewa’ and shall be granted contract carriage
