Anti- Drug Lectures ANTI- DRUG LECTURES On June 21, 2018, Agent Jigger B. Juniller, PDEA Basilan Provincial Officer conducted a lecture on Drug Abuse Prevention and Control held at Menzi Elementary School, Isabela City, Basilan. The lecture was attended by more or less two hundred (200) elementary pupils of Menzi Elementary School and some faculties and staff. On June 26, 2018, PDEA 9 Regional Director, DIR. LAUREFEL P. GABALES presented the Barangay Drug Clearing Program, as well as its implementation in the entire region of Zamboanga Peninsula during the President’s Dialogue for Barangay Good Governance held at Molave Gymnasium, Molave, Zamboanga del Sur. The activity was attended by more or less two thousand (2000) participants, composed of the newly- elected barangay chairmen of the 1904 barangays in Zamboanga Peninsula, wherein they also took their oaths facilitated by no less than the President of the Republic of the Philippines, His Excellency RODRIGO ROA DUTERTE. Said activity was also attended by other key officials of the country to include Secretary Echiverri, Secretary Año, Secretary Diño, DILG 9 Regional Director, Dir. Paisal O. Abutazil and the mayor of Molave, Zamboanga del Sur. On June 30, 2018, PDEA 9 Regional Director, DIR. LAUREFEL P. GABALES attended the Mass Oath-Taking of the newly-elected barangay officials of Zamboanga City held at Zamboanga City Coliseum, Tetuan, Zamboanga City. During the activity, Dir. Gabales gave his short message emphasizing to the barangay officials the importance of their participation and active cooperation in the Barangay Drug Clearing Operation in the city. Secretary HARRY L. ROQUE, Spokesperson of President Duterte served as the Keynote Speaker. Hon. Maria Isabelle G. Climaco-Salazar, Mayor of Zamboanga City, facilitated the oath-taking of the newly-elected barangay officials of the city. 1 DECLARATION OF DRUG- CLEARED AND DRUG-FREE BARANGAYS On June 11-14, 2018, the Regional Oversight Committee on Barangay Drug Clearing Program headed by PDEA RO 9 Regional Director, DIR. LAUREFEL P. GABALES, together with other members of the committee from PNP PRO9, DILG9, DOH9 and LGU representatives facilitated the declaration of Drug-Cleared and Drug- Free Barangays held in different municipalities in Zamboanga del Sur and Zamboanga Sibugay. In the morning of June 11, 2018, five barangays of Bayog municipality in Zamboanga del Sur were declared as Drug-Cleared, making a total of 28 barangays free from illegal drugs that led to the declaration of Bayog Municipality as the first Drug- Cleared Municipality in Zamboanga del Sur and in Zamboanga Peninsula. 2 In the afternoon of June 11, 2018, ten (10) Drug-cleared and two (2) Drug- free Barangays of Lakewood, Zamboanga del Sur were declared at Alindahaw Lakeview Resort, Lakewood, ZDS on June 11, 2018. Hon. Antonio H. Cerilles, Provincial Governor of Zamboanga del Sur served as the Guest of Honor and Speaker during the said declaration. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, the Mayor of Lakewood, barangay officials, BADAC Members and other stakeholders of the municipality. 3 In the morning of June 12, 2018, 14 Drug-cleared and 3 Drug-free Barangays of Tigbao Municipality were declared and the declaration was held at Tigbao Gymnasium, Tigbao, ZDS. Hon. Antonio H. Cerilles, Provincial Governor of Zamboanga del Sur, represented by Hon. Ace Cerilles, Provincial Vice Governor of Zamboanga del Sur, served as the Guest of Honor and Speaker during the said declaration. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, and the Mayor of Tigbao Municipality, barangay officials, BADAC Members and other stakeholders of the municipality. 4 In the afternoon of June 12, 2018, 11 Drug-cleared and 5 Drug-free Barangays of Dumalinao were declared at Dumalinao Gymnasium, Dumalinao, ZDS. Hon. Antonio H. Cerilles, Provincial Governor of Zamboanga del Sur, represented by Hon. Junetine Lanzaderas, Provincial Board Member of Zamboanga del Sur, served as the Guest of Honor and Speaker during the said declaration. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, the Mayor of Dumalinao Municipality, barangay officials, BADAC Members and other stakeholders of the municipality. 5 In the morning of June 13, 2018, Josefina Municipality in Zamboanga del Sur was declared as DRUG-CLEARED MUNICIPALITY effective this date, as its 13 barangays now declared drug-cleared and one drug-free barangay, a total of 14 barangays. The 13 drug-cleared barangays are Bogo Calabat, Dawa, Ebarle, Gumahan, Leonardo, Litapan, Lower Bag-ong Tudela, Mansanas, Moradje, Nemeno, Nopulan, Sebukang, and Upper Bag-ong Tudela. The drug-free barangay is Tagaytay Hill, which makes a total of 14 barangays all in all for the municipality of Josefina. Josefina municipality is the second municipality to be declared as drug- cleared in the province of Zamboanga del Sur and in Zamboanga Peninsula. Thanks to the efforts exerted by the local police, the DILG, DOH, the LGU and the barangays concerned to achieve this accomplishment. 6 In the afternoon of June 13, 2018, five (5) barangays of Labangan Municipality in Zamboanga del Sur were declared DRUG-CLEARED at Labangan Municipal Hall, Labangan, ZDS. The 5 drug-cleared barangays are Cogonan, Bagalupa, Upper Sang-an, Lower Sang-an and Dimasangca. They were declared drug-cleared by the Regional Oversight Committee after they have complied and satisfied the parameters on Barangay Drug Clearing Program pursuant to DDB Regulation No 3, series of 2017. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, the Mayor and Vice Mayor of Labangan Municipality , barangay officials, BADAC Members and other stakeholders of the municipality. 7 June 14, 2018 at around 0930H, Fifteen (15) Drug-cleared and 6 Drug-free Barangays from Municipalities of Imelda, Buug, Diplahan, Naga, Siay and Olutanga, all of Zamboanga Sibugay were declared simultaneously at Gymnasium, Imelda, Zamboanga Sibugay. For the municipality of Imelda, the drug-cleared barangays are Mali Little Baguio, Israel, Canaan, Bolungisan, and Dumpoc. The drug-free barangay is Baluyan. In Buug municipality, the drug-cleared barangays are Mabuhay and Danlugan. The drug-free barangays are Agutayan, Bagong Borbon and Guintuloan. In Diplahan municipality, the drug-cleared barangays are Manangon, Tuno and Lobing. In Naga municipality, the drug-cleared barangays are Tipan and Cabong. In Siay municipality, the drug-cleared barangay is Villagracia and the drug-free barangay is Magsaysay. In Olutanga municipality, the drug-cleared barangays are Esperanza and Noque and the drug-free barangay is Matim. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, the Mayors of Imelda, Buug, Naga, Diplahan, Siay and Olutanga, barangay officials, BADAC Members and other stakeholders of the said municipalities. Hon. Dennis C. Baguio, Executive Assistant, representing the Provincial Governor of Zamboanga Sibugay, Hon. Wilter Yap Palma, served as the guest of honor and speaker during the said declaration. The declaration was also attended by all Chiefs of Police of the above-mentioned municipalities. 8 In the afternoon of June 14, 2018, Drug-cleared and Drug-free Barangays of Municipalities of Tungawan and Titay, Zamboanga Sibugay were declared at Gymnasium, Tungawan, Zamboanga Sibugay. The declaration was headed by Chairman of Oversight Committee, Dir. Laurefel P. Gabales of PDEA9 and attended by other members of the Oversight Committee from PNP PRO9, DILG 9, DOH 9, the Mayors of Tungawan and Titay, barangay officials, BADAC Members and other stakeholders of the said municipalities. Hon. Dennis C. Baguio, Executive Assistant, representing the Provincial Governor of Zamboanga Sibugay, Hon. Wilter Yap Palma, served as the guest of honor and speaker during the said declaration. The declaration was also attended by the Chiefs of Police of Tungawan and Titay municipalities, the Bureau of Fire, Philippine Army and Philippine Coast Guard. The challenge is now in the hands of these barangays to maintain their drug- cleared status up to the very end. To be declared drug-cleared may be easy but the hardest part is how to maintain this status. 9 .

This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand.     Higaunon & Subanen Cross sharing, Learning Reflection & Integration for Peace and Solidarity April 16-22,2017 Activity documentation Executive Summary Almost three years ago, this activity is originally entitled: On-site Inter-Ancestral Domain Council Cross-Sharing, Integration and Learning Reflection for 22 IP scholars. With long time gap between original design and date of implementation, revision was inevitable to fit into the current situation and ensuring the activity objectives were attained. Renaming the activity into Higaunon & Subanen Cross-sharing, Learning Reflection & Integration for Peace and Solidarity; reducing the number of days activity from 15 to seven-days and adding two budget line items were three necessary adjustments made that lead to a successful end. As the project will terminate on the 30th day of June 2017, one participant said, “it is a beautiful way to end the project”, as the activity is the last training-related activity before the Project Terminal Evaluation and Learning Workshop. The seven-day (April 16 to 22, 2017) cross-sharing activity covered the wide ranging learning exchanges such as: indigenous farming practices; actual trekking on tribal sacred places and fresh water lake; observing an Indigenous People’s Mandatory Representative (IPMR) Datu doing his policy legislation in City Council Session; listening to the sharing from the Community Relation Officer (ComRel) of large-scale mining company; interacting with the IP leaders who become squatters in their own land because of huge transnational Palm plantation; and a city officer, who is also a tribal leader that effectively handles the city’s IP affairs office. Places for exposures sites are predetermined based on the topics and themes it represent or to showcase.

The DPWH Central Office may also provide technical and planning support to the Zamboanga Sibugay 1st DEO as may be necessary. The initial cost to operationalize the Zamboanga Sibugay 1st DEO shall be charged against appropriate funds of the Department, subject to existing accounting and auditing rules and regulations. Succeeding funding requirements shall be included in the annual budget of the Department.

BE IT ORDAINED by the 13TH Sangguniang Bayan of Bayog, Zamboanga del Sur, on its 22ND Regular Session held at the Municipal Session Hall on December 15, 2016 at 9:00 o’clock in the morning. SECTION I. SCOPE: A seal is used to authenticate a corporate act which is usually done and brought into effect thru the execution of legal instruments manifesting corporate existence. The Municipality of Bayog has its own official seal bearing significant designs reflecting our rivers, forest and mining resources, including agricultural and timber lands. SECTION II. FOUR (4) MAJOR NATURAL RESOURCES REFLECTED IN THE OFFICIAL SEAL AS DEFINED: Rivers - The Municipality of Bayog is traversed by two (2) big bodies of rivers, in which the raging current during continuous rains swiftly dash out to the coastal areas of the neighboring province of Zamboanga Sibugay. At the eastern part, Sibuguey River in a snake-like form that originates from the distant Barangay Sigacad has a total length of 43,398 meters and find its exit down to the boundary of the adjacent Municipality of Diplahan, Zamboanga Sibugay. With resembling notoriety, Dipili River in the west is much shorter having a length only of 18,724 meters since it joins Sibuguey River at the outskirt of Barangay Salawagan. There are four (4) other smaller rivers traversing the hinterland and lowland areas namely: Depore River with a length of 10,065 meters, Depase River with a length of 8,091 meters, Bobuan River with 20,232 meters and Malubog River the shortest having a length only of 1,772 meters.

Babasa, Jr. received the Seal of Good Local Governance from the Department of the Interior and Local Government (DILG) for the second time last November 29, 2017 at Manila Hotel, Tent City, Manila. Bayog is among the 448 LGUs all over the country, 28 are provinces, 60 are cities, and 359 are municipalities who have proven their worth to grab the 2017 Seal of Good Local Governance. Other municipalities in Region IX who also received the SGLG were Labason, Manukan, Piñan, and Siocon from Zamboanga del Norte; Imelda, Siay, and Tungawan from Zamboanga Sibugay; and Bayog, Dumalinao, Mahayag, Molave, Ramon Magsaysay, San Pablo, and Vincenzo Sagun from Zamboanga del Sur. “Hopefully, we will be a Hall of Famer next year if everybody will continue to do their part in this LGU,” Mayor Left to Right: Mario A.
