1. Call Meeting to Order Supervisor Grewal called the meeting to order at 6:30 p.m. A quorum was present.

Motion by Clerk Israel, supported by Trustee Ferguson, to move into closed session to consult with the Township’s Labor Relations to discuss the tentative contract between Pittsfield Charter Township and the AFSCME Local 3451. Discussing this tentative contract in an open meeting could have a detrimental financial effect on the position of the Township. The following preamble and resolution was offered by Member Israel and supported by Member Ferguson.

Whereas, The 800 MHz Communications Fund may be found in any county or local unit having budgetary authority over an agency that provides 800 MHz radio services. This fund is used to account for earmarked revenue for 800 MHz radio service under the provisions of Public Act 29 of 1994, being Section 484.1101 to 484.1707 of the Compiled Laws of 1994, as amended.

Whereas, The 800 MHz Communications Fund may be established by resolution of the governing body of the county or local unit. It accounts for the assets, liabilities, revenue, and expenditures authorized by the 800 MHz Communications contract.

Whereas, Money for the operation of this fund is provided by the service provider. Expenditures made pursuant to this act are to be used exclusively for the operation of the 800 MHz radio system. Separate activity numbers must be used for the management of the 800 MHz radio system.

Whereas, The cash and investments of the 800 MHz Communications Fund are subject to the requirements of PA 20 of 1943, as amended, (MCL 129.91), and may be included in a pooled cash and investment.

Whereas, The 800 MHz Communications Fund must operate only with a budget adopted by the Township Board as required by PA 2 of 1968, as amended, (MCL 141.421 et al).

Whereas, All claims (expenditures) must be approved by the county or local unit board pursuant to MCL 46.11 (g), 46.71, 46.53 and 46.63.

Now, therefore, be it resolved; that the Township Board hereby establishes a special revenue fund, number 264 for the 800 MHz Communications Fund effective January 1, 2010. WHEREAS, in September, 2009, Administration and Human Resources/Labor Relations convened to develop a preliminary negotiating strategy for the Pittsfield Police Officers Association of Michigan which was set to expire on 12/31/2009 after an agreed upon extension between the parties; and,

WHEREAS, the vision for the process was “To create a product and process that both the union and management are satisfied with”; and,

WHEREAS, the guiding principles that were followed include partnership, engagement, fit with the financial projections, employee morale, professional approach, measures of success / checkpoints, and communication; and,

WHEREAS, it is clear that the vision and guiding principles assisted both parties in building trust, through full-disclosure, and enhancing communication to reach the settlements in the professional manner and timeframe that had been determined; and

WHEREAS, the collective bargaining agreement with Pittsfield Township Police Officers Association of Michigan expired December 31, 2009 after an agreed upon extension between the parties; and,

WHEREAS, the bargaining unit consists of twenty-nine (29) Road Patrol Officers of the Pittsfield Charter Township Department of Public Safety; and,

NOW THEREFORE BE IT RESOLVED that the Pittsfield Charter Township Board of Trustees hereby approves the tentative agreement with Pittsfield Township Police PITTSFIELD CHARTER TOWNSHIP Board of Trustees Meeting Held May 26, 2010 ATTACHMENT #3 Officers Association of Michigan and Pittsfield Charter Township for the period January 1, 2010 through December 31, 2014 as attached hereto and made a part hereof,

Minutes of a Regular Meeting of the Township Board for Pittsfield Charter Township, Washtenaw County, Michigan, held at the Pittsfield Township Administration Building, located at 6201 W. Michigan Avenue, in said Township on Wednesday the 26th day of May, 2010 at 6:30pm.

Present: Grewal, Israel, Scribner, Ferguson, Hunt. Absent: Krone, Yi,

The following preamble and resolution were offered by Member Scribner and supported by Member Israel.

WHEREAS, in January 2010, Administration and Human Resources/Labor Relations convened to develop a preliminary negotiating strategy for the Pittsfield American Federation of State, County, Municipal Employees (AFSCME) Chapter Local #3451 which expired on 12/31/2009 after an agreed upon extension between the parties; and,

WHEREAS, the vision for the process was “To create a product and process that both the union and management are satisfied with”; and,

WHEREAS, the guiding principles that were followed include partnership, engagement, fit with the financial projections, employee morale, professional approach, measures of success / checkpoints, and communication; and,

WHEREAS, it is clear that the vision and guiding principles assisted both parties in building trust, through full-disclosure, and enhancing communication to reach the settlements in the professional manner and timeframe that had been determined; and

WHEREAS, the collective bargaining agreement with AFSCME Chapter Local #3451 expired December 31, 2009 after an agreed upon extension between the parties; and,

WHEREAS, the bargaining unit consists of all full-time and part-time Administrative Clerical Workers, Maintenance Techinicians, Utilities Specialists, and Field Technicians; and, NOW THEREFORE BE IT RESOLVED that the Pittsfield Charter Township Board of Trustees hereby approves the tentative agreement with Pittsfield American Federation PITTSFIELD CHARTER TOWNSHIP Board of Trustees Meeting Held May 26, 2010 ATTACHMENT #6 of State, County, Municipal Employees (AFSCME) Chapter Local #3451 and Pittsfield Charter Township for the period January 1, 2010 through December 31, 2014 as attached hereto and made a part hereof,

BE IT FURTHER RESOLVED that the Supervisor and the Clerk are authorized to sign the new collective bargaining agreement.
