ABOUT WESTERN AUSTRALIA AND PERTH

So vast that it can't be captured in one breath, Western Australia is home to some of the most remote wilderness on earth and some of the most spectacular natural wonders and unique wildlife. Its cities are open, its outback immense and untamed. Bound by the Indian and Great Southern Oceans and the Timor Sea, all of which contain some of the rarest (but best known) marine life in the world, WA's coastline is more than 12,500 km. It is the hub of a state that is a vibrant primary producer and export economy, and has great diversity and attractions such as the tropics, ancient unspoiled coastline, dolphins at Mandurah and Monkey Mia, European settler heritage, whale sharks at Ningaloo Reef, harsh Goldfields desert, Pinnacles, Wave Rock, the Swan River, and a myriad of other offerings that make it Australia's biggest secret. Its people have a deserved reputation for friendliness and an honest desire to make visitors welcome. With a population in excess of a million and a half, Perth is known for its great personal charm and beauty. The elegant riverside parks, the network of freeways and the languid beauty of the Swan River all combine to give the city grace and distinction. Today the city is a pleasant mixture of colonial and modern architecture. It has an abundance of hotels, nightlife, restaurants, coffee shops and bars, and shopping facilities, which together with world class entertainment, sporting events and cultural festivals, belies its status as the most isolated capital city in the world.

Perth has an international airport connecting daily with , the Middle East, Asia, North America, and Africa, and is well serviced domestically with all major Australian cities. The airport is approximately 20min by taxi from SoPYC.

Western Australia has a long and distinguished connection with and yacht racing. From its early explorers, its record breaking circumnavigators, a stopover for many Whitbread (Volvo) and round the world events, home to 4 America’s Cup challenges and a defence, home to numerous World and National Championship events, World Tour Match Racing events, and National Teams Racing; it has been a breeding ground of many world and olympic sailing champions past and present, and world class officials; the legacy is long and proud. The result sees a vibrant community which has developed over more than 100 years, with many yacht clubs conducting comprehensive inshore, offshore, and youth racing programs through most of the year.

The wind, sun, water and climate combine to provide the perfect formula for the sport of sailing, and as a premier yacht club, SoPYC is pleased to be able to offer its magnificent facilities and personnel, services, expertise, facilities and hospitality to host the 2018 Viper 640 World Championship.

Perth has an abundance of available short term rental accommodation for international and Australian visitors, both close at hand near where the Club is located in Applecross, or around the City of Perth.

SoPYC is well linked into the public transport rail and bus networks, with rail access to the city only a short walk from the yacht club, and only a ten minute journey. Bus access to Perth and are also only a short walk from the club.

ABOUT SOUTH OF PERTH YACHT CLUB

The South of Perth Yacht Club is located on the south side of the Swan River only 10 minutes from the centre of Perth in the suburb of Applecross, at its location on the man made peninsula of Coffee Point.

The river surrounding the club peninsula is ideal to set courses close and within easy reach and viewing from the club – ideal for spectators and the media.

SOPYC VIPER FLEET

SoPYC is home to the largest Viper fleet in Australia. The fleet started in 2009 with 4 Vipers, and has grown to 12 Vipers in 2016. The fleet anticipates having 15 SoPYC flagged Vipers by 2018, and 20 boats racing in Western Australia.

The Viper fleet races nearly every Saturday in the summer, and has up to 10 Vipers competing regularly. This fleet includes Viper sailors that in recent times have raced in Marblehead, Miami, Riva (Lake Garda, Italy), and who attended the inaugural Viper 640 World Championship in Bermuda.

ON SHORE FACILITIES

The Club has extensive facilities including two restaurants, indoor and outdoor bars, meeting rooms, and a modern two story senior clubhouse, with a separate centreboard clubhouse which includes a gymnasium.

The Club runs a full time Regatta office with professional and experienced staff, fully equipped to conduct the Club’s busy sailing program and major events.

The South of Perth Yacht Club has modern kitchen facilities fully staffed and capable of delivering meals from bar snacks and competitors' lunches to restaurant meals and function meals for up to 500 people. The Club's full time bar and catering staff will be available for all meals and social events planned as part of the Championships.

The Club has an on site marine chandlery, and will have shipwrights and bosuns on call during the period of the championships to handle any unexpected repairs and damage. An on course “repairs boat” could be available and equipped with spares, tools and equipment to deal with breakages if required.

The Club has extensive parking areas for vehicles.

The Club has a WIFI system for visitor internet access.

All required onshore regatta facilities are in place at the Club and are available for the event. These include noticeboards, signalling flag poles, competitor lounge area, jury rooms, protest hearing rooms, shower and changing rooms, toilets (male and female), office space for the media, and lockable cupboards, first aid facilities, and office equipment.

The Race Control Office is equipped with Internet access for weather information, email and results update.

ON WATER RESOURCES

To run a regatta of the magnitude of the 2018 Viper 640 World Championships considerable on water equipment and resources are required.

The Club has a significant investment in on water race resources and equipment.

Available for the event are:

• “Coffee Point” a 35ft Start Boat (with all race equipment to ISAF standards) • “Check Point” a 26ft shark cat for press, media and marshalling • 5 x 5.5m RIBS (50 hp) for jury • 3 x 5m centre consoles (40 hp) 2 for mark laying, 1 for repair boat • VIP spectator boats • All equipment, buoys, hand held radios, flags, etc • Additional RIBS for press as required.

Course markers will be of the dimensions and various colours as required. They will be of soft plastic material to minimise boat damage.

THE SAILING VENUE

The proposed racing area is known as Melville Water West and is adjacent to the SoPYC on the Swan River, approximately 10 minutes from SoPYC. The marked up image below shows three course axis and areas which will accommodate the prevailing breeze possibilities at that time of year. (A = south westerly, normal afternoon seabreeze, B = gradient southerly, or C = westerly or gradient morning easterly).

Each will accommodate a 1.6 nm course length and maximises the shoreline based viewing opportunity for spectators.

The waters are tidal (less than 0.5m every 24 hours), clean, salt water, pollution free, and are regularly used for all types of aquatic sports by the people of Perth. The racing area is in protected flat water with no swell or significant wind wave conditions.

The course area is not subject to tidal flows or currents greater than one knot, and is not used by heavy commercial traffic. There are small amounts of recreational boat traffic and course marshals will be present to help keep recreational boat traffic informed and away from the racing area.

It is a great sailing location and has been successfully used and spectated from for numerous racing events.

EXPECTED WEATHER CONDITIONS

The City of Perth is some 12 kilometres inland on the Swan River with the City of Fremantle is at the river mouth on Western Australia’s western coast line.

The prevailing summer weather pattern through the months of December to March is typically a night easterly or south easterly wind varying from 5 to 18 knots which prevails until late morning until quickly displaced by a south westerly sea breeze as the land heats. The sea breeze can vary in strength from 20 to 30 knots on the coast, and is 5 to 10 knots lighter inland where the venue is situated. Sea breezes are typically stronger in the earlier part of this period in December and the night easterly stronger toward the end in March.

The day time temperatures at this time of year are usually in the 25 to 35 degrees Celsius range, but can reach 35 to 40 degrees Celsius before the sea breeze arrives. The night time temperature usually drops to a comfortable 15 to 20 degrees.

DATES AND EVENT TIMING

The time window suggested by the Bid Committee and SoPYC is the 17th to the 23rd February 2018.

This time is outside peak holiday periods in the southern and northern hemisphere, and is off peak for many international airlines, and accomodation providers.

In consultation with representatives of other international fleets in Bermuda, the late February time was advised as preferred, and this bid is mindful of meeting that.

February is one of the hot months in Perth. Good night easterlies and moderate afternoon sea breezes are reasonably reliable.

BOAT SHIPPING & LOGISTICS

SoPYC has available hardstanding area comfortably for 10 to 12 containers, and more if needed. SoPYC does not charge for container storage on site during events, although container demurrage may be charged by shippers or container providers.

Fremantle is a busy container port on regular routes with major Asian, European and American ports. SoPYC is a 30 minute drive from Fremantle for container handling trucks. Containerised boats leave and arrive at SoPYC regularly when our members sail in international events, or when visitors arrive to sail locally.

Viper fleet members have contact with local shipping agents and are happy to engage in discussion regarding minimising shipping and boat handling costs at the Perth end.

Appendix C contains indicative shipping costs, timing and duration details.

Parking

SoPYC has in excess of 200 car parking bays on its own grounds for members and visitors. Adjacent free parking is available in busy periods.

Permanent Staff

The SoPYC employs more than 25 full time employees headed up by General Manager, David Harries. Included in the above - heading up the SoPYC On-Water team is Mikael Lundh – an international sailor with vast experience, the SoPYC Head Coach Tess Parkinson – an Olympic Gold Medallist, and our experienced Sailing Administrator Scott Nunn.

Volunteers

The SoPYC membership has very strong commitments to competitive sailing, youth programs, and racing in all forms. As such the Club embraces the necessary culture that supports that focus with available volunteers, expertise, equipment, and well earned reputations.

Public Opinion

The public of Western Australia are great supporters of the sport of sailing. The state has a long legacy with the sport, as was mentioned in the introduction of this bid document. The event and the excitement of Viper 640 racing is likely to engender significant public interest and support.

Sponsorship

Event sponsors will receive (yet to be finalised) hospitality packages and privileged spectating access during the event, including representation at the Welcome BBQ and PrizeGiving Ceremonies.

Sponsors will include a Title Sponsor (naming rights), and a number of support sponsors (event, races).

Medical facilities

South of Perth Yacht Club First Aid trained staff are on hand during all racing at SoPYC. If onsite paramedics are required onsite during racing this can be arranged.

Local The Applecross Medical Clinic is within 5 minutes of the Club and provides 24 hour per day doctor and emergency facilities.

Hospital The Murdoch Hospital is within 10 minutes of the Club and is a large, modern hospital with full emergency, operating theatre, and intensive care facilities. Royal Perth Hospital is a similar distance from the Club in the Perth CBD.

Security

The venue is fully secure with electronic key gate access, security patrols during the evening, and surveillance cameras.

An event registration identifier to be worn by competitors, officials and registered support personnel will be issued and will include complimentary membership of the club for the duration of the event.

Event Logo

An event logo will be developed in conjunction with the Viper Class, the Bid Committee and SoPYC, fully recognising any naming rights sponsor.

Number of Competitors

The expected team numbers from the Bid Committee is 40 teams.

Should there be the delightful circumstance where we have more than this, the Club is well resourced and capable of managing that situation.

Accommodation

The Viper fleet members of the Club have offered to assist in billeting competitors, for those visitors who are comfortable with this style of accommodation. This will

THE 2018 VIPER 640 WORLD CHAMPIONSHIP provide minimal cost, home based type accommodation probably in groups of 2 to 4, with a hosting member.

Perth is well supplied with a range of hotels from 5 down to traveller motel type facilities and quality backpacker hostels for those who would prefer those range of options. Details of those close at hand to SoPYC are shown in Appendix A.

Travel

Travel arrangements to Perth will be the responsibility of each competitor. Indicative prices are included in Appendix B.

Air travel daily connects Perth with many destinations throughout the world, and getting to Perth is not difficult via the major Asian and Middle Eastern airport hubs such as Hong Kong, Singapore, Dubai, Doha, Abu Dhabi, Bangkok and Kuala Lumpa.

Air travel from USA West Coast or Dallas is easy, either direct or via Hawaii or Auckland, NZ, with services into Sydney, Melbourne and Brisbane. From there, Perth is a 4 to 5 hour domestic flight.

Perth is well serviced by public transport systems and details of these for private and evening use will be provided to all competitors.

Hire cars are available in Perth at relatively low cost, and details of these and packages negotiated for the event will be sent to all competitors and officials.

Catering

SoPYC runs a full time kitchen servicing bar meals, snacks and the restaurants, throughout the day.

Social Package

The Welcome BBQ, the Prizegiving Closing Dinner, post racing dockside refreshments, and a mid-event party.

Additional tickets for partners and supporters will be available for purchase.

Safety boats

There will be dedicated on water safety boats to take care of any isolated single boat incident or recovery that may be necessary. In the case of an overwhelming weather change which threatens all competitors or officials, it shall be the RO’s duty of care to ensure the appropriate action and abandonment for safety reasons is taken if necessary.

SoPYC is a professional organisation which regularly reviews its Risk Management and Emergency Plans. A full review of these and their adequacy will be undertaken by the OC prior to the event.

Contingency for overnight repairs

Perth is well serviced by chandlery shops, sail makers and fibreglass repairers. Several of these will be put on standby during the event to effect repairs overnight.

Berthing

All vessels will have dry hard standing berthing allocated on the Club’s premises.

Media and Marketing

Yachting WA has regular weekly articles in the WA daily newspaper, “The West Australian”, and the paper will cover this event. Perth television stations Channels 7, 9 and 10, will be approached as part of the Sponsorship package to promote the event. Channel 7 currently sponsors Yachting WA and we are hopeful this relationship will provide some exceptional coverage, and possibly a brief half hour video of the event. Advertising will be conducted throughout WA and the community of Perth, and the electronic yachting world. Posters, websites, sailing publications, yachting journalists, and a variety of other mediums will be utilised. A Press office will be established and manned throughout the event. Plans are for media updates to be released daily, including website updates and newspaper feeds The OC will provide an Event Photographer to ensure a wide selection of active action shots of all teams, winners, ceremonies and prize givings are properly covered. Photograph viewing will be made available at the venue or via the website along with purchase arrangements.

Communications

Websites South of Perth Yacht Club operates and professionally maintains its own website. This can be found at www.sopyc.com.au The Viper 640 website will also be utilised. The event promotion, information, results, and all other relevant communications will be published on both this website, and linked from the Yachting WA and Viper 640 website.

Results will be updated continuously on the SoPYC website, and the ISAF website.

Internet connectivity The Club has high speed broadband internet services. Provision of wireless connectivity will be available to competitors and officials.

Mobile Telephone reception operates throughout Perth and its metropolitan region.

VHF Radio communications will be provided for all jury and race officials. The club owns significant numbers of these for existing event capability. They are all hand held sets. Competitors shall provide their own hand held sets.

Club mobile phones are available for officials and for emergencies.

Several Photocopier facilities exist at the Club.

Prize Giving Dinner & Ceremonies

South of Perth Yacht Club has a ballroom function facility with veranda extensions that will handle in excess of 500 people.

Spectators and Public Access

Public Accessibility and disabled access

SoPYC has full disabled access and facilities, and will provide public access to the premises for the event.

Viewing facilities

The venue is close to the sailing waters proposed to be used for the event. Visitors will have access to extensive lawn areas, and verandas, both at water level and elevated, for viewing the racing area to be used. The areas are capable of accommodating large numbers of people.

Spectator boats

Spectator Boats for VIP guests and visitors will be provided. These will be large comfortable motor yachts with appropriate VIP facilities and services. Spectator vessels for the public will not be provided due to the close proximity of the race course to the viewing areas.

General Hospitality

All visitors to the venue will have access to the full range of hospitality, catering services, refreshment facilities and bars at normal prices.

SoPYC carries extensive Public Liability and Event Liability Insurance cover. Its Insurance Brokerage firm and underwriters are aware of the required insurance coverage for the event.

EVENT MANAGEMENT

Event Direction

An Event Director will be selected by the Bid Committee.

The Bid Committee members shall form the Organising Committee upon the successful winning of the Bid, together with appropriate Club personnel.

The OC may be expanded as required, with specific expertise in areas such as sponsorship, media and promotion, event management and administration. Additional specific expertise will be seconded as needed. Secondments to the OC will also be filled from time to time by fulltime professional management from the Club, particularly in the area of on water event management, catering, facilities, administration and publicity.

The Event Executive shall comprise the Event Director, Chair of the Race Committee (RO) and the Head of the Jury (HJ). They shall meet and communicate regularly to ensure all aspects of the event are properly planned, implemented and being delivered.

The Race Committee will consist of the RO as its Chairman, the Head of the Jury, the Assistant RO, the Race Starter, and a Race Committee Secretary.

ENTRY FEE

The Entry Fee will be $500 AUD per team.

The Social Package will be $100 AUD per person. This includes the Welcome BBQ, the Prizegiving Closing Dinner, post racing dockside refreshments, and a mid-event party.
