At the April 11 Council meeting, Red Deer County announced that it has received a formal Notice of Intent to Annex Lands (see map on page 2) from the Town of Bowden.

During a meeting held on December 7, 2016, with representatives of both municipalities in attendance, the Town expressed their desire to annex approximately 89.8 hectares (222 acres) located directly adjacent to the Town’s western boundary.

All of the subject lands are owned by the Town and include the Town’s waste- water lagoon, a non-operating land fill, a lift station for the South Red Deer WHAT’S INSIDE: Regional Wastewater System, a private commercial grain processing plant, as well some developed and undeveloped road and railroad right of ways. Red Deer County News - May 2017 3 agriculture services ROADSIDE VEGETATION CONTROL by Roland Krusi, Agricultural Coordinator

Roadsides are an ideal location for weeds to thrive because they provide a wide variety of growing conditions, the desirable vegetation is commonly disturbed leaving bare ground exposed, and roadsides act as a collecting site for weed seeds blown in the wind or dropping from vehicles. These invasive weeds pose a risk to native vegetation, can interfere with sightlines and stop snow.

To reduce the threat of these invasive plants, Red Deer County uses an Integrated Pest Management approach (IPM). IPM involves understanding the pest to be controlled and using a combination of methods to achieve acceptable control. These methods include: cultural, mechanical, biological, and chemical control. The County uses seeding to encourage the establishment of desirable vegetation and reduce the opportunity for the establishment of weeds, mowing is used to help reduce the spread of certain weeds and seeds, and herbicide is used to reduce and eliminate perennial weeds that are already established.

The Roadside Weed Control Program has been operational in the County for several decades. The Program involves County staff traveling County roads and highways looking for and spot spraying weeds listed in the Alberta Weed Control Act. The use of the spot spraying methods reduces the amount of herbicide used without sacrificing the level of control achieved while having a minimal effect on the desirable/native vegetation.

A secondary target for the Roadside Weed Control Program is tall growing brush and small trees. Brush and trees pose a major risk to the safety of humans and wildlife. Brush and trees can block sightlines at intersections, conceal wildlife that may run onto the roadway, impede the movement of farm equipment, and increase the snow drifting potential on roads. Trees also shade the roadway which increases the amount of time the road takes to dry in the spring or after a rainfall. The increased drying time significantly increases the maintenance costs of a road.

The 2017 Roadside Weed Control Program will begin May 15 and will continue until October 31. Any landowner can opt out of this program for the ditches that are adjoined to their land by contacting the County and completing a Vegetation Control Agreement. The agreement states that the County will not apply herbicide, but the landowner must control noxious weeds, destroy prohibited noxious weeds, and maintain proper signage (provided by Red Deer County). The agreements are permanent until they are either terminated by the landowner or Red Deer County.

To ensure that staff has enough time to amend the roadside spraying program, the deadline to sign up for Vegetation Control Agreements is May 15, 2017. The the deadline for Ditch Haying Permit Applications is also May 15, 2017. More information on Vegetation Control Agreements and Ditch Haying Permits is available on the Red Deer County website. RENTAL SPRAYER PROGRAM Red Deer County is making another addition to the Rental Sprayer fleet this year. We are building a walking axle pasture sprayer with a 110 gallon (416L) tank. It will be able to be pulled with a small tractor or a UTV depending on the terrain. We are planning to roll out this sprayer for use on tall buttercup and other weeds that may be in rough pastures.

The County has once again partnered with Innisfail Co-op Green Way as a distributor of our rental sprayers. They will be distributing the same equipment as Red Deer County.

Here is some information on the spraying equipment available from Red Deer County or Co-op Green Way:

Truck Box Sprayer: • Fits in the back of a pickup truck (short or long box) • 50 Gallon Tank • 20ft boom and hose and handgun

ATV Mounted Sprayer: • Fits on the back of an ATV or UTV • 14 Gallon Tank • 8ft boom or 30ft boomless (depending on the particular unit) and hose and handgun

3 Point Hitch Sprayer • Attaches to 3-point hitch • 50 Gallon Tank • 30 ft boomless nozzles and hose and handgun

Red Deer County News - May 2017 4 agriculture services continued CAN I GRAZE MY COWS ON LAND I HAVE ENROLLED IN ALUS? by Ken Lewis, Conservation Coordinator

This is the most common question we get about the ALUS (Alternative Land Use Services) Program in Red Deer County. In short, yes you can - but there are a few key criteria that landowners should be aware of.

So far, most ALUS projects involving grazing, involve a change from continuous grazing to some kind of controlled, management intensive rotational grazing. For the most part, the grazed acres being enrolled in ALUS are the riparian areas around wetlands and along creeks and rivers. Fencing is sometimes involved, but not always.

We have developed a suite of “Sustainable Grazing Management Guidelines”. In most situations, if a grazier changes his / her grazing management to adopt this kind of grazing management, there will be an increase in ecosystem services being produced from the land and ALUS can pay you for that new management.

Below are the guidelines. Please note that these guidelines are just that - guidelines. They are NOT hard, set-in-stone rules. Every site, every situation, every year, is different. These guidelines give us all a place to start our conversations.

SUSTAINABLE GRAZING GUIDELINES • Grazing when the soils are at their driest, or frozen (typically but not always, July 15 to April 15). This timeframe is also typically after most wildlife and waterfowl have reared their young • Providing a long rest and recovery time between grazes (typically but not always, 60-90 growing season days) • Balancing stocking rate with forage production. Balanced stocking rates are typically but not always, around 0.6 AUM/acre for riparian areas, 0.2 AUM/acre for aspen forest, 0.1 AUM/acre for coniferous forest, 0.3 to 0.6 AUM/acre for native grass, and up to 1.0 AUM/acre for tame grass (note: AUM means “Animal Unit Months”). Typically but not always, achieving this stocking rate using shorter grazing times (around 3 to 5 days) is preferable • Providing upland drinking water (further is generally better…typically at least 100’ and preferably 200’ from the water body) • Providing upland salt and minerals (further is generally better…typically at least 100’ and preferably 200’ from the water body) • Controlling weeds • Leaving sufficient grazing residual: a general guideline is 6” standing of this year’s growth, or managing such that the amount of accumulated litter (from past years) is at least 800 pounds per acre • (If applicable) Removing livestock if they are browsing preferred trees and shrubs

The Web GIS tool is great for finding information about a property that you may own or be interested in. In this section, we will go over how to use the map creation tools that create drawings and measurements on the map.

Red Deer County’s web map can also be used to create rough drawings and maps for different applications. The Map Creation Tools tab contains tools that allow a user to create measurements and drawings on the map and then can export those drawings as a printable map or as a shapefile.

Measurements and drawings are useful in showing areas of interest and getting rough measurements of those areas. Measurements can be made by clicking the button in the Advanced Measurement area and Drawings can be made by clicking the button in the Draw area which are circled in the image to the right. In the image, the measurement tool is currently set to measure a line and the drawing tool is set to create a point, however; these can be changed by clicking on the down arrow beside the button. The options provided are shown below. measurements

When you click on the measurement tool, you are given the choice of which units you want to measure in. The default is meters for distance and acres for area, but that can be changed by clicking on the dropdown and selecting the units you would like to use as shown. There are also options to enable snapping which allows you to more precisely make your measurements or drawings by using other features (ex. parcels) to create vertices / edges.

DRAWINGS When you click on the drawing tool, you are able to enable snapping and are also able to select the style you would like your drawing to be. Styles vary depending on the type of feature you are creating.

SECONDARY SUITES AND GARDEN SUITES Red Deer County’s Planning & Development Department recently amended the Land Use Bylaw in order to further define Secondary Suites and to add Garden Suites as a use within the agricultural district and some residential districts.

The main difference between a garden suite and a secondary suite is that the garden suite must be constructed within an accessory building or built as a stand-alone and it must be smaller than the principal dwelling. A secondary suite must be contained within the primary dwelling to a maximum of 969 square feet.

A development permit is required for both a secondary suite and a garden suite. As part of the application, a site plan must be submitted, along with building plans and construction details. Only one secondary suite or garden suite is allowed on a parcel. All development must also comply with the Safety Codes Act (National Energy Codes). Addressing is another consideration which also requires an application. At this time, the County recommends garden suites (located within an accessory building) have a separate address from the principal dwelling. The County policy is to address residences as #10 & #20. This type of addressing would also apply for a second dwelling. For secondary suites, the upper level would be considered Unit A and the lower level, Unit B. Separate addressing for each suite or dwelling is important to ensure that they are identified in the case of an emergency.

Red Deer County supports secondary suites and garden suites; however, the appropriate approvals are required to be in place prior to any construction starting.

Red Deer County News - May 2017 17 protective services RAIL SAFETY WEEK: APRIL 24 - 30 Canadian Pacific (CP) and the Canadian Pacific Police Service (CPPS) educated the public during this year’s Rail Safety Week about safety in and around railway property.

From April 24 through April 30, CP and CPPS conducted rail safety blitzes in communities across our network – from Montreal to Vancouver – with participation from other police agencies and schools to educate motorists, pedestrians and the general public about the role we each play in staying safe.

“When people use railway property or tracks as walking paths, they are risking their lives,” said Laird Pitz, CP’s Vice President and Chief Risk Officer. “Rail safety requires vigilance 24 hours a day, seven days a week, 365 days a year. We are asking everyone to consider their own safety around railroad property. The impact of an incident can have tragic consequences for all concerned, including family, friends and community.”

While crossing incidents declined in Canada last year, a sharp rise in trespassing incidents means we must continue to do more. Tragically, 46 pedestrians and 19 drivers lost their lives in these preventable incidents. This is in comparison to 31 pedestrian and 14 driver lives in 2015.CP believes that one incident is too many. That is why we are working tirelessly, along with our community partners, to promote safety in and around railway property throughout Canada.

UNHARVESTED AND OVERWINTERED CROPS

There has been a lot of discussion going on about unharvested crops that were not harvested in the fall. With seeding season coming close we need to address some of the issues this brings up. The Alberta Government has published information on un-harvested crops. You can go to agriculture.alberta.ca/ unharvested crops to view.

One of the options for getting rid of these crops is to burn them. Before you consider this option you need to make sure you are following The Fire Services Bylaw No. 2012/14. This will guide you through what the requirements for a permit are and what you can and can’t burn. The bylaw can be found online at www.rdcounty.ca.

One thing you need to confirm before you burn is insurance coverage if the fire does get out of control and damages other properties.

Before you decide to burn you need to consider your safety and the safety of your neighbours. We recommend you burn small areas that are easy to control rather than burning large areas that can quickly get out of control.

RED DEER/LACOMBE RURAL COMMUNITY CRIME WATCH

The annual general meeting of the Red Deer/Lacombe Rural Community Crime Watch group was held on March 25, 2017. At the meeting, a report highlighted this past year’s activities by Executive and Board members of your Rural Crime Watch (RCW).

The 2016-2017 RCW Board and Executive continued their work over this past year, refining the email fanouts to the RCW membership. The group Facebook page has also grown exponentially over the past 2 years. Between March 17 and March 23, 2017 the Facebook posts reached over 6500 people and the website had over 31,000 visits. The overall RCW membership is at 252 members.

The RCW Executive, in cooperation with the RCMP and County Patrols, have continued to conduct information sessions in communities throughout Red Deer and Lacombe counties. These information sessions have provided information and tools for communities to combat crime in their areas.

This past year RCW Executive and Board members have attended information sessions in the following communities: C&E Trail, Caroline Crime Watch, Queens/Burnt Lake Industrial Park, Nova Chemicals, Petrolia Business Park, Balmoral Community Hall, Valley Center Hall, and Haynes Community Hall. We have also attended numerous community events encouraging membership with our RCW.

The group will also be hosting the Provincial RCW AGM in February of 2018 at the Lacombe Memorial Center. RCW Board members Floyd Mullaney and Jean Bota have reviewed our three year strategic plan to identify areas requiring change and improvement. These items will be addressed during the upcoming year.

Jean and Floyd have also been working on a Business Watch Pilot project in Gasoline Alley, Petrolia and Energy Business parks. Business watch will establish communication links between businesses and the police, in order to deter and detect crimes as well as diminish opportunities for crime.

According to County Councillor Jean Bota, “Sometimes, as a group getting caught up in the day to day events, a person can begin to feel, ‘Why do we do this and are we really effective and making a difference?’ But once you put pen to paper and listen to what we have done over the past year you see a difference!”

Over the past year the RCW group welcomed two new additions to the RCW team. Cpl. Jason McFarlane transferred to Detachment and is the new RCMP liaison. Lacombe County has a new Senior Community Peace Officer, Mark Sproule, who has also joined the RCW team.

Going forward the RCW will continue to work closely with the Blackfalds RCMP and the Red Deer and Lacombe County Patrols, to encourage more people to become RCW members, to provide information to citizens and businesses in the RCW area, and to encourage cooperation between various groups in our communities in order to combat crime.
