Minutes of the 120 Meeting of Seac Kerala Held During 24 MINUTES OF THE 120th MEETING OF SEAC KERALA HELD DURING 24-26, MARCH, 2021 AT THE CONFERENCE HALL, STATE ENVIRONMENT IMPACT ASSESSMENT AUTHORITY, THIRUVANANTHAPURAM The 120th meeting of the SEAC KERALA was held online during 24th, 25th&26th March, 2021 observing all the lockdown protocols stipulated by the Government.The meeting started at 10.00 AM on 24th March 2021 with Dr. C. Bhaskaran, Chairman, SEAC, Kerala in the Chair. The Chairman welcomed the members to the meeting. Heinformed the Committee about his participation in the online Review Meeting of the MoEF&CC conducted on 3-3- 2021 in which it was indicated that about 400 proposals are pending with the SEIAA/SEAC Kerala for more than 90 days. The Chairman brought to the notice of the MoF&CC that since July, 2020 issuance of EC is considerably delayed in respect of majority of the mining projects for want of final orders on the minimum distance criteria from the Hon’ble NGT.The Committee then moved on to the deliberations on the agenda items. Presentations Item No.120.02 Application for Environmental Clearance for granite building stone quarry in Survey No179/3-3,179/3-4,221/1,221/6,221/6-1 in Manimala Village, Kanjirapally Taluk, Kottayam District No.2430/EC2 /2019/SEIAA ( Additional Documents Received) Decision: The RQP and proponent were present. The RQP made the presentation. The Committee directed the proponent to submit the following additional documents /details: 1) Top soil dump with gabion wall is proposed between buffer zone and garland canal on southern side of the project area. Relocate the top soil dump outside the project area on lower elevation with suitable measures to avoid soil erosion. 2) The proposed CER activities of different institutions are spread over years. It will be better to complete CER activities of a particular institution during the same year. The CER proposals have to be revised accordingly. 3) Filled in Form M. Judgment in WP© No. 429/2021dated 07.01.2021 filed by Shri. P M Item No.:120.03 Aboobacker, Palakkal Granites in Sy.No.172 (P) at Kodiyathur Village, Kozhikode Taluk, Kozhikode District-(File No.137/SEIAA/KL/2567/2013)- EC Revalidation- Decision: The proponent and RQP were present. The RQP made the presentation. The Committee entrusted Dr.R.Ajayakumar Varma and Dr.N.Anilkumarwith the Field Inspection and also decided to examine the file in detail. Hearing Item No.:120.04 Judgment in W.P (C) No. 27890 of 2020 (I) filed by Sri. Usman against the rejection (File Nos. SIA/KL/MIN/129447/2019, 1538/EC3/2019/SEIAA) Decision: The proponent and RQP were present. The Committee reconsidered the proposal of Sri. Usman P of Usman quarry at Ayyankunnu, Kannur as per the request of SEIAA. The Committee heard the proponent and entrusted Dr.R.Ajayakumar Varma and Dr.N.Anilkumar with the Field Inspection. Additional Documents Received Application for Environmental Clearance for Building Stone Item No.120.05 Quarry in Survey No 34/3-2,34/10,34/9,35/1-2,31/1-2,31/1-3,31/1-4, 45/2, 45/7, 45/8-2,46/1-2,34/8,34/12,44/2-3, 46/3, 45/5, 45/6, 34/3, 44/4 and 44/5, 34/2 in Mancode Village, Kottarakkara Taluk, Kollam District (File.No.2543/EC2/2019/SEIAA (Online File No. 1462/EC2/2019/SEIAA) Decision: The Committee scrutinized the additional details submitted by the proponent and directed the proponent to resubmit the documents legibly. 1) 500m distance should be from from the boundary pillars for the landuse map. 2) Contour configuration should be extended lower areas below 143 m (BP 13- 15) including the settling ponds, OB storing place Item No.120.06 Application for Environmental Clearance of Granite Building Stone quarry in Block No.57 Survey No-149/1 of Moonilavu Village, MeenachilTaluk, Kottayam District, Kerala for an area of 0.4478 hectares. File No-2445/EC2/2019/SEIAA Decision: The Committee scrutinized the additional details submitted by the proponent. The Committee directed the proponent to submit the following additional documents /details: a. In the survey map already submitted, the certificate issued by the Village Officer and the one issued by the Grama Panchayat Secretary contradict one another. Hence, a recent survey map certified by the Village Officer showing all the structures within a radius of 200m.from the boundary should be submitted. b. Revised EMP incorporating the specific CER activities in physical terms to be undertaken by the proponent in consultation with the stakeholders as stipulated in the OM No.22- 65/2017-IA.III dated 30/09/2020 and OM No. 22-65/2017-IA.III dated 20/10/2020 of the MoEF&CC, GOI instead of allocation of funds under CER. The CER activities incorporated in the EMP should be undertaken during the first two years of validity period of the EC so as to ensure that the maintenance of the interventions undertaken can be done by the proponent during the remaining validity period of the EC. c. Revise form 1M incorporating the revised project cost so that the revised EMP and CER costs are reflected in the revised project cost. d. ESA details Item No.120.07 Application for Environmental Clearance for granite building stone quarry of Mrs.Thresiamma Thomas in Sy No.264/2 in Kanjirappaly Village, Kanjirapally Taluk, Kottayam. File: No. 2804/EC2/2019/SEIAA Decision: The Committee discussed and accepted the additional details submitted by the proponent. The processing at the SEAC level has been completed. As per the judgment of the Hon’ble High Court of Kerala dt 21.12.2020, the Committee decided to await the NGT order on the minimum distance criteria. Item No.120.08 Environmental Clearance for the Proposed Granite Building Stone Quarry mining project in survey Nos. 91/1,91/1-1,91/1- 3,93/3,Kanakkari village, Meenachil Taluk, Kottayam district,Kerala by Mrs. JubiStiji, Pannamakkal House, Kalathoor, Kanakkari, Kottayam. File no: 1345/EC2/2019/SEIAA Decision: The Committee discussed and accepted the additional details submitted by the proponent. The processing at the SEAC level has been completed. The processing of the file at the SEAC level is completed subject to the distance criteria and conditions stipulated in the FIR. In addition, the project proponent should be directed to implement the CER proposal in the first two years and undertake the operations and maintenance of the same during the subsequent years. As per the judgment of the Hon’ble High Court of Kerala dt 21.12.2020, the Committee decided to await the NGT order on the minimum distance criteria. As per the judgment of the Hon’ble High Court of Kerala dt 21.12.2020, the Committee decided to await the NGT order on the minimum distance criteria. This led to the depletion of the coastal fresh water resources. Digging more and more deeper wells has led to the ingress of sea water into the fresh water aquifers turning them saline. The rainfall patterns, water resources, geology/hydro-geology vary from region to region along the coastal belt.

    Granite (Building Stone) Quarry of Ajayyan. P. V at Pulpatta Village, Eranad Taluk & Malappuram District, Kerala. PRE-FEASIBILTY REPORT 1.0 INTRODUCTION OF THE MINING ACTIVITY Ajayyan. P. V is proposing a (Building Stone) Quarry with Permit at Survey No. 151/1 of Pulpatta Village, Eranad Taluk, Malappuram District, Kerala for an area of 0.5996 hectares. The proposed quarry area is hill rock. In most parts of the quarry permit area, the rocks are exposed and also the granite (building stone) exposures are present / bordering to the permit boundary proving the occurrence of the granite (building stone). The highest elevation of the permit area is 100m MSL and lowest is 90m MSL. As the proposed area is hillock, the drainage of the permit area is towards north direction. The geological resources of granite (building stone) in mining permit area are estimated to be 185722MT. The Blocked Reserves and Mineable Reserve of granite (building stone) in mining permit area are estimated to be 68040MT and 117682MT respectively. In the first years of plan period, total 23,530 Tons of granite (building stone) shall be quarried/mined. The balance mineral reserves and part of blocked resources shall be quarried after modifying the bench design in next fi ve year period. Kerala experiences rainfall on duration of 3 to 4 months in a year and the quarry operations will be affected because of the rainy days. Naveen k Senior Geotechnical Engineer, Genstru Consultants Pvt Ltd, Pune 111045 Maharashtra Abstract: Landslides are geographically related disasters occurring in hilly regions causing huge damage to land use, infrastructure and human life. Sustainable Habitat Plan for conservation of hilly areas in India is imperative to free from natural calamities such as landslides and flooding. Kerala State faced the worst flood and landslides after 1924 during the month of august in 2018 and 2019. Almost all parts of the state, except the north and south ends has got affected by this natural calamity. The heavy rain in Kannur district had caused landslides which left many hilly parts of the district isolated from other areas. Due to this catastrophe, more than 500 people have lost their life and approximately 5000 relief camps were setup throughout the state. This study is mainly based on secondary sources of data and visual survey of selected landslides areas and laboratory testing of soil samples in the study area. This paper provides information about the landslides occurred in hilly areas of Kannur district and significance of geotechnical engineering for Sustainable Habitat Plan to mitigation and control of natural disasters for conservation of Hilly areas.
