Damaturu, 16/02/17 Programme Manager’s Office Yobe State Agriculture Development Programme The FSS co-ordination meeting was co-chaired by the Programme Manager, Yobe State Agricultural Development Programme Alhaji Mustapha Goggobe and the CRS Food Security Manager for Yobe State.

The following items on the agenda were discussed and as details enumerated below:

In attendance were representatives from International and National NGOs, UN Agencies, and the Government Agency

Summary of Discussions and Key Actions Reached 1. Individual Prayers The meeting commenced with Opening prayers which was done individually.

2. Self introduction The Sector Coordinator FAO welcomed all partners to the meeting.

3. Brief by the Program Manager After the self introductory sessions by the person present, the PM made briefings on four points 1. The need for increase in food support for the IDPs and host communities in Damaturu town. These communities are: Pompomari, Pawari, Nassarawa - Unguwan Karo and Abbari. All of these settlements are within Damaturu town 2. The lean period. The PM enjoined all humanitarian actors to up scale activities towards to the lean period because this period is characterised by high cost of food items and scarcity of food which leads to limited access to food by

household. These normally last for about 6 months making it a very lenghty period and normally commences from May to November. 3. Input support for the rain farming period. He is of the opinion that partners who are planning to support the returnees, host communities and IDPs should make adequate preparations and planning for this activity. Emphasis should be placed on the following LGAs: , and being the worst affected LGAs and also as returnees have no access to inputs and farming implemets for close to 2 years now. Moreso the highlight is primarily because of agricultural activities are time bound. 4. Selection of beneficiaries. The mode of selection of beneficiaries should capture the target population so as to be able to arrive at the desired outcome and to cover the identified gaps and to avoid duplication DISCUSSION • CRS reported on the use of biometrics to register beneficiaries as well as the use of Project Implementation Commitees PIC to authenticate/validate the registered baneficiaries. And the house to house registration of beneficiaries could as well be another option at reching the targetted populations • FAO suggested proper coordination of the registration process and recrutiment of competent beneficiary enumerators:- • OCHA contributed on the need to work closely with the community leaders in beneficiary selcetion, by streamlining the process and being accountable to tthe community leaders. • WFP emphased the need for reviewing the beneficiaries list so as to validate with the community leaders and WFP is trying to comeup with clear critiria for beneficiaries selection in the future.

Challenges and Action Points

As an action point, partners were informed to please share their activities through the secretariat, and upon consolidation of all partner updates, the secretariat would share the consolidated document with all the partners.

4. Updates from Partners

A. Catholic Relief Services (CRS)

CRS is still providing food distribution, through e-voucher to beneficiariesin (3394), (1537 HHs) and (2026 HHs). There are plans for scale up in the beneficiary registration in Gulani and Gujba is still ongoing. 14 vendors are engaged to distribute food to 5400 inthis LGAs. In Gujba there are 2900 HHs and 2500 HHs for Gulani

B. North East Regional Initiatives NERI

NERI is a USAID funded initaiative and has not yet commence distribution. However the Food Items are in custody of SEMA and are proposing for only one off support/distributions. Although the profiling and registeration of beneficiaries are in the planning phase the targetting beneficiaries is 5000 HHs in either Damaturu or Gujba LGAs. The kit per house hold consist of 10kg of rice, 2liters of cooking oil, 1kg of salt, 1 sachet of Tamarin flour and 1 sachet of maggi (100 cubes). NERI as has planned activities for the raining session in and Geidam LGAs to support 4000 farmers in the two LGAs,that is 2000 per each LGA. The estimated area of coverage is about 2000 hectares. The propose inputs are millet, cowpea and sessame in addition to 50kg bag of fertilizer for each of the benficiaties. NERI will also hire tractors to clear these 2000 hectares. Beside all these NERI has plans for irrigation farming to support 250 farmers in these two LGAs. The kits consist of water pumps, rice and cowpeas seeds.

Challenges and Action Points NERI was adviced to reframe the kit per house hold as it does not meet the standard requirements. Or to partner with WFP for scale-up as the kit ratio is not adequate for nutritional need for children, pregnant women and lactating women.

ACF is into direct food distribution in Damaturu to 4600 HHs and are in Cash Transfer in 7100HHs in and LGAs. They are similarly inplementing cash transfers to 750 HHs in Bade LGAs ACF also into blanket supplemetary program with WFP

D. World Food Program (WFP)

WFP is into Cash Transfer to sum of N17,000 per household but currently being reviewed to N21,000 due to inflation. WFP is also into in kind distribution in Gulani, Gujba Yunusari, and Potiskum LGAs

E. OCHA

OCHA has aproposal for funding rain fed farming in Yobe State from CERF for the month of March

F. ICRC

Iiiiii ICRI has planed activities for inputs (seeds & fertilizer) distribution for communities bordering Borno State (not accessible to UN & INGO’s). AOB There are two principal recommendations from this meeting: 1. Cash Working Group. The meeting called for the revical of the Yobe State Cash Working group and their meeting should be held before the Food Security Working Sector meeting. This will ensure that the outcome of their meeting can be shared with the larger group.

2. SEMA/NEMA/IOM should carru out a quick assessment for returnee communities, IDPs and the host communities to enable the Food Security Working Group identify the gaps which should be cooordinated by OCHA.
