1.1 Creating Natural Connections in

An incredible 50% of Cumbernauld is made up of greenspaces, making it one of the greenest towns in . Its woodlands, parks and open spaces host an abundance of wildlife, yet the habitat network they provide is fragmented and under threat. These urban greenspaces are also under-used and under-valued by local people, many of whom live in some of Scotland’s most disadvantaged communities.

Having built up a strong local knowledge base and piloted community engagement models, the Scottish Wildlife Trust and its partners are now ready to deliver a project bringing transformational change to Cumbernauld’s natural heritage and how local people engage with it.

The Creating Natural Connections (CNC) project will improve ecological and access connections within and between greenspaces whilst working with local young people, hard-to-reach groups and community groups to build a sustainable network of people who care about - and have the skills to care for - the town’s natural heritage in years to come.

Overall objectives

1. Create a community network that connects more people to nature and gives a wider range of people the capacity to benefit from and improve Cumbernauld’s greenspaces 2. Improving the quality of Cumbernauld’s greenspaces for people and wildlife

1.2 Why do we need an interpretation strategy and plan?

We want to create a network of people who are passionate about nature and take action to improve their local greenspaces in Cumbernauld. We want to reach new audiences and ensure people feel included. We want to encourage more people to use Cumbernauld’s greenspaces and make sure that the towns natural heritage is better understood and appreciated.

There is a need to provide better interpretation of Cumbernauld’s natural heritage at the sites and around the town. Currently, the quality of interpretation across Cumbernauld’s greenspaces is highly variable and many of the sites have little or no information highlighting why they are special. There is no single source of information about the sites, with resources spread across a variety of organisation’s websites (see Appendix A).

We need an interpretation strategy and plan that tells the story of the CNC project in a creative and engaging way. Importantly, this needs to be sustainable and easily maintained in a highly urban area. The strategy will be informed by the Audience Analysis and Communication Strategy and will feed into the development of the Activity Plan that the project team are developing. 2 Project Requirements

2.1 Overview

The strategy will be led and informed by the Audience Analysis and Communications Strategy that have been commissioned separately. The Interpretation Strategy will take the key messages identified in the Communications Strategy and provide detail on how we can stimulate people’s imagination, sensory awareness and emotions whilst providing them with interesting and digestible information

2 about the local area’s heritage. The Interpretation Strategy will focus on using a range of media to tell the stories. It will carefully consider future maintenance and sustainability of the content that is produced.

The project has employed a Community Engagement Officer who will scope out the most effective ways in which to engage directly with communities. Their work developing the Activity Plan will inform and be informed by this commission. In addition, the project has commissioned Habitat and Access Network Plans that propose interventions to physically improve Cumbernauld’s greenspaces.

2.2 Scope of services

The successful consultants will prepare an interpretation strategy as follows: a) Understanding the context • Carry out an audit of existing interpretation and its quality and effectiveness by visiting key sites and discussing them with partners/stakeholders (See Appendix A & B for further information). The key sites will be agreed with the project team and it is expected that audits of 8 of the following areas will be required.

b) Developing the strategy and plan • Based on the audiences and key messages identified in the Audience Analysis and Communications Strategy, identify key interpretation opportunities. • Develop a narrative and identify clear themes for interpretation of the heritage in the area. • Engage with the following stakeholders about interpretation at sites relevant to them:

• Consult with the projects target audiences on the interpretation plans as well as responding to the wider consultation being undertaken by the project. • Make recommendations for the materials used for interpretation, bearing in mind the urban nature of this project. c) Integrating interpretation with the activity plan project budget • Working with the CNC project team, identify activities in the workstreams that will link the physical interpretation, online/digital interpretation and interpretative activities. • Provide costs for interpretation as well as maintenance requirements

2.4 Outputs

The consultant must provide at the completion of the work, an electronic copy of the report containing concept designs, photographs, maps and written recommendations, describing the method used and outcomes reached. Specifically, the following outputs should be clearly described:

• Interpretation audit of the key sites as identified by the project team. • Results from consultation on the draft interpretative plans. • A fully costed and designed Interpretation Strategy and Plan with recommendations and visuals for the project for submission as part of our round 2 application to HLF.

2.5 Timeframe

It is expected that the consultant will work closely with the project team throughout the commission. Whilst the full Communications Strategy is not due to be completed until 16 April, the Audience Analysis will be ready by the end of March, as will a brief overarching project communications and engagement strategy note. The final reports from invitation to quote will be due by end April 2018.

2.6 Fee guidance

The indicative budget for the study is £6,000 (six thousand pounds) INCLUDING V.A.T. The fee must be submitted using the form in Appendix C and is required INCLUSIVE of VAT and of expenses. This fee will be fixed for the project requirements described. Charges for any agreed additional work out with the original scope of the brief and which could not reasonably have been foreseen at the outset of the project are to be negotiated with the appointed consultant. The Scottish Wildlife Trust’s terms and conditions as set out in Appendix D will apply.

2.7 Client liaison

Following the appointment of the consultants, an inception meeting will be scheduled for the start of April. The client will make available any additional information including contact lists and service information and the methodology will be finalised.

3.0 What type of consultant are we looking for?

• Demonstrable experience of developing comprehensive Interpretation plans and strategies for green spaces in a similar setting to our project • Demonstrable experience of writing interpretation plans for HLF projects

• A track record of contributing to successful HLF applications • Ability to work with our team and harness our expertise and facilitate decision making to ensure ownership of the plan • Outstanding communication skills with the ability to articulate a vision, strategy or idea clearly and concisely with a vigorous eye for detail • Strong report writing, presentation writing and presentation delivery skills • Ability to self-manage and work as a core part of a team
