The 13th PAM Annual Architecture Students Works Exhibition 2018 (PAASWE18) at 1 Utama Shopping Centre was held from 17 - 21 October 2018 and received participation from 23 architecture programs throughout Malaysia. The theme was “VIA”. VIA by definition is “by means of”. It is a word borrowed from Latin and has the original meaning of “path”. A tunnel is a pathway through or under an obstruction and is used as a mean of reaching one point from another. VIA will be to explore innovative and unique ways of constructing a tunnel pathway to overcome obstructions that induces the structural systems of a tunnel together with the proper aesthetics of architecture.

This is the 13th installation of the PAASWE18 which was started by PAM in 2006. Over the years we have seen the event grew with the numbers of participants and evolved into an exciting yearly event with the introduction of new activities for both the students as well as for the public. PAM is very happy to note that this year we have participants from 23 architecture programmes from all over the country. However PAM has grown past with the requirement of bigger number and has put more emphasis on the quality and also the commitment from the participants. The architecture schools involved were:

In collaboration with Thung Hing Group (TH) and Global Innovation & Entrepreneurship Foundation (GIEF) PAM has come out with guidelines for the booth display which each university required to exhibit the selected works according to the theme VIA that forms an “L” shape exhibition wall with dimension at 1500W x 3000L x 2100H (not more or less).

The exhibition was launched on 17 October 2018 by PAM Deputy President, Ar. Sarly Adre Sarkum and Closing by Ar Ezumi Harzani Ismail and attended by Sponsors, Head of Universities, Coordinators, Students and Publics.

The Sketching Competition was held on the 2nd days where students required to sketch at a piece of structure at A3 size drawing block. 57 students participated in the competition and for the Day 3, students required to create and built an artwork using the materials given such yarn, stick and glue.

The Best Booth Display Award has won by Tunku Abdul Rahman University College (TARUC), 2nd Place by Universiti Teknologi Mara, Seri Iskandar and 3rd Place won by Universiti Teknologi Malaysia, Kuala Lumpur.

The introduction of PAM Student Competition required all universities to design and make a traditional alarm system called “Kertuk Buluh”. The competition has won by USM (Kertuk Ibu), 2nd Place by UM (Rhythm of Borneo) and 3rd Place won by UTM KL (Gemarco).

To expose architecture to children at an early age, the Children Art Competition opened to Primary and Secondary students on Saturday, 20th October 2018. The Coloring Contest is open to 7 to 12 years old students required to color the structure provided at A3 drawing paper. Under the new CIDB Construction Industry Transformation Programme (CITP), a special initiative is being implemented to Strengthen One-Stop-Centre (OSC) for Construction Permits Approvals.

Pertubuhan Akitek Malaysia (PAM) was appointed as the coordinator for Focus Group in Dealing with Construction Permit (FGDCP) for the Phase 1 which includes the following local authorities:

• Dewan Bandaraya Kota Kinabalu • Majlis Perbandaran Seberang Prai • Majlis Bandaraya Ipoh • Majlis Bandaraya Johor Bahru • Majlis Bandaraya Pulau Pinang • Majlis Bandaraya Shah Alam

Through this programme, the engagement workshops with local authorities and technical agencies were implemented in finding the most efficient procedure in facilitating the investors, professionals, developers and contactors in dealing with building approval and construction permit up to the stage when CCC is issued.

Pre-Workshop for Development of Draft Manual for MBJB @ MPC Southern Region Johor Bahru 18 September 2018

In preparing the DCP Manual for Majlis Bandaraya Johor Bahru (MBJB), a workshop was held on 26 & 27 September. 14 On 18 September, prior to the workshop, FGDCP facilitator, Ir. Bashir Ahamed Maideen and FGDCP representative Ar. Paul Lai Chu attended a pre-workshop discussion with the OSC unit of MBJB to review MBJB draft DCP Manual proposal. Confirmed Data Workshop for MBPP on 25 October 2018

A workshop to confirm the current number of procedures and process flows in dealing with construction permit for Majlis Bandaraya Pulau Pinang (MBPP) was held at Hotel Royal in Penang on 25 October 2018. This is to get confirmation from all MBPP internal departments and external agencies regarding the number of days and the number of procedures which was earlier reported by the PSP for a selected project under MBPP.

The purpose of the exercise is to determine the ‘As-is’ condition of MBPP length of time and number of procedures to process development applications. With the data, FGDCP will facilitate MBPP in setting up the baseline for revising and improving the approval process. Prior to the workshop, all participants were informed of the specific project to be discussed and they were advised to bring relevant information concerning that particular case study project. MBPP with the support from PAM Northern Chapter and FGDCP team, has successfully mapped the current procedures and process flow in dealing with construction permit approval in Penang. With the current process flow verified, next is to study how the procedure can be reduced and how the process can be more efficient.

Draft Manual Coordination Meeting with MBJB 8 November 2018

8 Nov 2018 – A coordination meeting was held with Majlis Bandaraya Johor Bahru (MBJB) OSC unit and technical departments to verify final data and process flows for DCP process 1 – 6 for the final MBJB DCP manual preparation.

15 Finalised Manual Workshop for MBJB 14-15 November 2018

Majlis Bandaraya Johor Bahru (MBJB) has now reached the final stage in preparing their new DCP Manual under the CITP Strengthening OSC programme. A workshop to finalise the manual was convened at MPC Southern Region from 14-15 November 2018 attended by representatives from both internal and external agencies, KPKT, FGDCP, MPC and the Chairman of PAM Southern Chapter.

We were happy that all participants cooperated well by ensuring the information such as their work flow, document checklist and activity checklist were all in order by the end of the workshop. The final MBJB DCP manual workshop was concluded with SIPOC methodology and detail process flows analysis by internal departments and external agencies. 2018 NOVEMBER BA

DBKK Completed the First DCP Manual Under CITP Strengthen OSC Programme

On 23 November 2018, the Focus Group in Dealing with Construction Permit (FGDCP) witnessed the first DCP manual produced in collaboration with internal and external agencies of DBKK together with practitioners. Under the FGDCP program, which is part of CITP 2016-2020, the initiative aims to shorten the number of procedures and time to obtain planning approval all the way to issuance of CCC (CF in ). The manual was launched by the , YAB Datuk Seri Panglima Hj. Shafie bin Hj. Apdal, together with Kota Kinabalu Mayor, Datuk Yeo Boon Hai during Sabah’s Good Regulatory Practice Seminar co-organised by MPC and DBKK at Sutera Harbour Resort. The objective of the manual is so that the processes for getting construction permits are transparent and easily referred by investors, practitioners and local authorities alike.

It was indeed an event to celebrate as FGDCP witnessed the first DCP Manual produced in collaboration with internal department of Dewan Bandaraya Kota Kinabalu (DBKK), external agencies, MPC, PAM Sabah Chapter, ACEM Sabah, and many other industry stakeholders.

During the launch, key members of the Kota Kinabalu DCP focus group were honoured for their exemplary commitment to streamline the planning approval process and to oversee the manual to its completion. Prior to the launching, a final meeting was held and attended by all DBKK focus group members and FGDCP team on 22 November 2018 at DBKK Mayor’s Office.

Overall, DBKK managed to reduce the time from 231 days to 78 days for planning approval of all types of projects, while the number of agencies involved in the process is reduced from 31 entities (department or agencies) to only 11 entities.

For building approval, the time is shortened from 179 days to 37 days, with involvement from 3 entities down to 2 entities. For issuance of CF, the time is reduced from 90 days to only 37 days.

It is encouraging to know that DBKK is mulling the formation of a OSC to further improve its DCP processes. Last but not least, we wish to thank PAM Sabah Chapter for taking part in this exercise.

Prior to DBKK DCP Manual launching, a final meeting was held at DBKK attended by all DBKK focus group members and FGDCP team on 22 November 2018 at DBKK. The meeting discussed pilot projects to be selected for implementation under the new DBKK DCP manual. DBKK and FGDCP are pleased to have PAM Sabah Chapter to assist in identifying the pilot project under the new submission system.

DBKK also expressed their interest in setting up OSC unit to facilitate the implementation of the new manual. Ar. Arnold Kwan, the Chairman of PAM Sabah Chapter also attended this important meeting. MBSA Mayor in Full Support of DCP Programme

On 29 November 2019, KPKT represented by Pn. Samilah Mashuri and Ar. Sharina Intan, FGDCP representative, Ar. Ezumi Harzani, together with representatives from MPC and DBKL met with Majlis Bandaraya Shah Alam (MBSA) Mayor, Datuk Ahmad Zaharin Mohd Saad, to discuss MBSA’s participation in Strengthening OSC Programme under CITP 2016-2020. The meeting was held at the Mayor’s meeting room at MBSA.

The purpose of the visit was to obtain the Mayor’s consent for MBSA to participate in the program whereby the focus group will guide and assist MBSA internal agencies together with Selangor external agencies to streamline their DCP approval processes, from planning approval all the way to issuance of CCC.

We are pleased to report that MBSA has become the sixth local authority to participate in the programme under CITP 2016-2020 after MBSA Mayor fully approves the initiative. An initial workshop to kick-off the MBSA DCP Manual programme is scheduled to be held in January 2019. With this, Shah Alam will be the leading local authority in Selangor to champion a leaner and more efficient DCP process.

KUL DESIGN 2018 HERITAGE TRAILS WALKING TOURS

PAM Heritage & Conservation Committee (PAM-HCC) once again participated in the KUL Design Month 2018. The annual October event highlights and celebrates Kuala Lumpur's achievements in the world of designs, from architecture to fashion to fine arts, was back again in October 2018. One of the increasingly popular events in the KUL Design Month was PAM-HCC’s Heritage Trails Walking Tours guided by PAM's award-winning architectural guide, Ar. Nadge Ariffin.

According to the chairman of PAM-HCC, Dato’ Ar. Zulkhairi Md Zain, this year’s tour was much more interesting with the addition of Brickfields’ Trail, bringing the number of trails to four from three in previous years. Each trail had two tour dates. Eight-morning tours were held throughout October. Indeed the Brickfields tour was well received, and the most popular among the four with more than the full house of 15 pax allowed for each tour.

The Heritage Trails Walking Tours is designed to help educate anyone who is interested to see and hear the living history of design and life right in our capital's streets. We have a mini quiz for you here. If you get all the answers correct, you can apply to be our guide! Here we go; name the government building near Dataran Merdeka that won the green building award in recent years? Name two factors in Kampong Bharu's history that make it the unique enclave among all Southeast Asian capitals. Name the most hidden Chinese temple but sits right smack in central KL. Created in 1985 by the Union of International Architects (UIA), the World Architecture Day is celebrated annually, with 5th October as the day celebrated for the year 2018. Such a date was chosen because on this day the United Nations celebrates World Habitat Day. Globally, this year's programme is to remind the world of its collective responsibility for the future of the human habitat with the message "Architecture... for a better world!"

In conjunction with World Architecture Day 2018 (WAD2018), IN PARALLEL was held from the 17th until 21st October 2018 (Wednesday – Sunday), at the Fashion Walk, The Curve Mall. The exhibition was launched in the evening of 18th October 2018 (Thursday), 7.30pm to 9pm, with an introduction by the Curator, Alia Aida Masiri, a welcoming address by PAM MYE Committee Chairman, Ar. Alice Leong and an opening address by PAM President, Ar. Ezumi Harzani Ismail.

IN PARALLEL was an exhibition as an ode to places and the built environment in which we inhabit, through a showcase highlighted the untold narratives of our buildings, our cities, and some amongst the many architectural achievements of our country. The two components of the exhibition were entitled INTENT and FIXATION.

INTENT was a showcase of the processes / sketches / drawings / details of the 21 winning projects of PAM Awards 2018. Collectively, these projects were of a variety of materials – beautiful watercolour paintings of Gudang Café, on-site 20 sketches of T1 @ Bundusan, the delicate detailing of Alleati Work Space and the Big Dutchmen Headquarters, initial (rejected) design of The Missing Backlane, working drawings of the Window House, design process of The Potpourri’s bridges, to name a few. All of the projects’ drawings were mounted individually and were arranged adjacent to one another.

FIXATION was a showcase of an on-going research by R+ that studies possible narratives of a collective identity encompassing culture, language, people, history, arts. These place-based explorations are studied through the action of ‘observe and collect’ - translated onto mediums of photography, maps, drawings and cultural dialogues.
