This report is to update the Committee on the region’s passenger services with respect to how the proposed service improvements and changes are progressing. 2. RECOMMENDATION That the Committee recommends that Council: a. receives the information contained in Report No. 17-10. 3. FINANCIAL IMPACT 3.1. There is no financial impact as a result of this report. All service improvements have been budgeted for in the Long Term Plan 2015-25. 4. COMMUNITY ENGAGEMENT 4.1. Consultation was undertaken through the Regional Public Transport Plan 2015-25 (RPTP) and Long Term Plan processes. Engagement with affected communities on service changes or implementation of new services will be undertaken as part of the communications and promotions plan for each project. 5. SIGNIFICANT BUSINESS RISK IMPACT 5.1. There is no significant risk. 6. BACKGROUND 6.1. Through the preparation of the RPTP, a number of service improvements were proposed to better provide a reliable, integrated, accessible and sustainable public transport system for the region. It is therefore prudent to track and report on how the service improvements and retenders of existing services are progressing. 6.2. Scheduled services improvements and recent retenders are listed below. UCOL and Massey University also provide funding to allow their students and staff to enjoy free travel within Palmerston North. FARE INFORMATION WHAT IS A GoCard OR MONTHLY PASS? GoCard and Monthly Pass are pre-paid travel cards that entitle you to cheaper travel and save you from worrying about having the correct change. A Monthly Pass allows you one month’s unlimited travel from first use. Simply pass your card within 5 centimetres of the electronic reader on the bus and you are ready to go. Pick up your GoCard or Monthly Pass from the driver. HOW MUCH DO THEY COST? Your initial GoCard will cost $12, with $5 of travel already loaded. Initial Adult Monthly Pass costs $62; monthly top up $55. Initial Child Monthly Pass costs $42; monthly top up $35. All new/replacement cards have a one-off $7 administration fee. You can top up your GoCard and Monthly Pass balances on the bus with cash or at the Tranzit office with EFTPOS (minimum GoCard top-up $10). Exposures to radiofrequency fields near Spark 5G cellsites in Palmerston North Report 2020/62 This report was prepared for: Spark New Zealand Ltd 42 – 52 Willis Street Wellington Report prepared by: Martin Gledhill Finalised: 11 August 2020 About EMF Services and the author of this report EMF Services is a division of Monitoring and Advisory Services NZ Ltd (MAASNZ), and provides professional measurement and advisory services related to possible health effects of electromagnetic fields (EMFs), such as the extremely low frequency (ELF) electric and magnetic fields found around any wiring, appliances or infrastructure carrying mains electricity, and the radiofrequency (RF) fields produced by radio transmitters and some industrial equipment. Martin Gledhill has an MA degree in Natural Sciences (Physics) and an MSc in Medical Physics. He is a member of the Australasian Radiation Protection Society and of the Bioelectromagnetics Society. Before forming MAASNZ he was head of the non-ionising radiation section at the National Radiation Laboratory of the New Zealand Ministry of Health. In this position he provided advice to central and local government, the public and industry on the health effects of EMFs, and carried out measurement and assessment services in this area. This work included providing policy advice to the Ministries of Health and the Environment, preparation of public information material, presenting expert evidence at local authority and Environment Court hearings, and assessing exposures to EMFs by both measurements and calculations. Te Reo o Ngā Kaumātua \ Voices of the Elders A thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Māori Studies at Massey University, Palmerston North, New Zealand Brigitte Robin Te Awe Awe-Bevan Rangitāne, Ngāti Raukawa, Toa Rangatira, Ngāti Kauwhata, Te Atiawa, Muaūpoko 2013 Abstract This study explores and discusses the concept of kaumātua and their roles. Key questions are from a Māori perspective. Discussed are the concept of kaumātua, what the role of kaumatua entails, and the role’s importance to Māori society. The makeup of kaumātua is also studied to ascertain qualities, attributes, skills and mannerisms towards ‘kaumātuatanga’, that is, ‘being kaumātua’. Kaupapa Maori research and western research methodologies are used throughout this study. The findings of the study show that kaumātua are people who have been recognised by whānau, hapū and iwi for the leadership roles they undertake. They are the elders of the iwi, respected and acknowledged for their knowledge and wisdom, and are in constant demand as mentors, advisors and teachers. Kaumātua roles are many and diverse, and are underpinned in the values of tikanga Māori. Crucially, kaumātua are committed to working for their whānau, hapū and iwi. They also have strong supportive whanaungatanga relationships with other kaumātua and build and gain from each others strengths while striving towards the same goals.
