MINUTES for the Ordinary Parish Council Meeting of East Haddon Parish Council March 22nd 2018 at 7.00pm in East Haddon Village Hall

Present: Cllr Benson (Chairman)Cllr Beynon (Vice-chairman), Cllr Somerville, Cllr Longley, Cllr. Wrathall, Cllr Threadgold, Cllr. M Wells, Cllr. P Wells and Mrs Cumbleton(Clerk) and 2 members of the public Ref Action 2018.020 All councillors were present 2018.021 There were no declarations of interest. 2018.022 There were no written requests for dispensation for agenda items. 2018.023 Resolution: to sign and approve the minutes of the last extra-ordinary meeting. All agreed 2018.024 Public time: there were 2 members of the public present.1) The meeting was addressed by Mr Curtis re: a proposal to place a historic monument plaque on the bus shelter (See 025) giving some details of its history as the East Haddon fire station and a request for funding. 2) The meeting was also addressed by Mr Porter with a request in relation to trimming the holly hedge in East Haddon cemetery see 033 2018.025 Councillors discussed plans to place a commemorative plaque in the Mr Curtis to village showing the siting of the old fire station. Resolution: all agreed place order to the project and agreed to fund it. 2018.026 1)New applications –i) DA/2018/0108 Description: Construction of a No observations garage Location:17 Northfield Green East Haddon, , were made NN6 8BJ ii) DA/2018/0170 Description: Single storey rear extension and conversion of loft space including rear dormer Location:22 Road East Haddon, Northamptonshire, NN6 8DH 2) Decision notices i) DA/2017/0989 Land to rear of 4 Main Street NN6 8BU Construction of one dwelling (access from Vicarage Road: PLANNING PERMISSION REFUSED. ii) DA /2017/0859 Construction of agricultural building (revised scheme) Land at Road PERMISSION GRANTED SUBJECT TO CONDITIONS. iii)DA 2017/1265 First Floor side extension 1Tilbury Rise, East Haddon NN6 8BW. Resolution: All agreed 2018.028 Website update. Cllr Wrathall and the clerk had training of using the new website on March 15th. They have been sent a checklist of tasks to be completed as part of the programme towards going live. Cllr Wrathall suggested cllrs.section included photo and brief biography. All agreed

2018.029 Litter Pick. Unfortunately due to the snow the planned litter pick had to be postponed. Cllrs. Cllrs decided to leave this now as very little litter in village and review the possibility of re-arranging this at a later date. 2018.030 Cllr Longley & Cllr Benson saw a representative for safety road signs. Cllr. Benson & The cost of this is as below : Road safety signs PP-575-741- Showing Cllr. Longley to request quotes your actual speed electronic sign £1,676.39NG1-Installation and from companies Commissioning £575.00 delivery £119.00 Total £2,370.39 + VAT .To to allow a add data logging option it would be an additional £150+vat for this, comparison of costs. also you would need to purchase a notebook with the preloaded software installed on it to retrieve the data etc and the cost for that is £236.11+vat you would however only need the one of these no matter how many had. The solar option if required for additional sign would be £609.17+vat for a 50w panel and batteries etc. Cllrs discussed this and agreed would like to purchase one road sign in 2018/19 financial year. A quotation would be sought together with some comparable quotes. 2018.031 District Council (DDC) is running a number of community projects this year to mark the centenary of the end of the First World War1 including the Big Poppy Plant which will see DDC providing community groups with a free mix of poppy seeds to plant within their chosen area. Cllrs discussed this and all agreed this would not be helpful to the farming community. All agreed not to do this

2018.032 Councillors discussed whether to advertise the vacancy on the parish council. It was decided to leave this for the time being 2018.033 Councillors reported on responsibility areas: Cemetery & churchyard grounds a) Routine maintenance on trees & shrubs in the cemetery has

been completed b) work to remove a fallen cedar tree in churchyard

has also been completed. Mr Porter emailed the council about the height of the holly hedge bordering his garden and the cemetery- members of the council discussed this and agreed Mr Porter could arrange to do this with no cost falling to the council. Councillors discussed planting of thorn hedge near the gate to the cemetery which has taken place by unknown parties without permission. A councillor will speak to the property owner. Highways Cllr. Somerville & Cllr P Wells have been working on a wish- list of highways schemes for discussion with the police and highways involving safety concerns in the village. Cllr Somerville has contacted the appropriate bodies in relation to a number of issues within the village that are causing councillors/residents concern. Also Cllr Osborne Northamptonshire County Council responded to the letter raising safety issues on the A428 and he has passed a request for this to be looked at, giving his support to the concerns. War Memorial –The Councils’ application for a contribution to the War Memorial Trust will be considered at their meeting on March 31st2018. Mr McMasters from the War Memorial Trust came to inspect the war memorial and met with Cllr. Benson & Cllr Beynon, he raised some more queries. These have been responded to. Information expected from the War Memorial Trust mid- April. 2018.034 Minute Action Update ref. 2018.006 Clerk to respond to Done Council re planning applications 2018.009 Clerk to send Done and training ongoing letter accepting to prepare for going live quote for new website

2018.035 Cllrs discussed some instances where members of the public have not been aware of areas that are the responsibility of Northamptonshire County Council or the District Council. The new website will have signposts to help clarify which areas are the responsibility of the parish Council.
